1 C HESTER NORTHGATE NETBALL LEAGUE C ONSTITUTION 1. N AME The name shall be C hester Northgate Netball League 2. A DMINISTRATION S ubject to the matters set out below, the Association shall be administered and managed in A ccordance w ith the Constitution by Members of the Committee, constituted by Clause 7 of this C onstitution. 3. O BJECTIVES T he organisation s objectives and aims are to play and promote the sport of netball in A ccordance w ith the rules of its Governing Body (i.e. FENA, AENA, WNA or other.) It is a non- p rofit making organisation. Upon joining the League, Teams shall be bound to complete fixtures a rranged and to abide by the Constitution rules. 4. P OWERS Fu rther t o the objectives, but not otherwise, the committee Officers may exercise a power to t ake necessary steps and make decisions to achieve any objectives. 5. MEMBERSHIPS 5.1 ( General) S ubject to availability, CNNL is open to teams who pay their season fees as laid down by the C ommittee Of ficers E ach member team is e ntitled to one vote at the AGM or any EGM called by the committee The Committee Officer s have the right to terminate any individual, team or clubs m embership T he Committee does not take any responsibility for any injury sustained by any player or u mpire as a consequence of playing in the league. Refer to the section on Affiliations to EN O r W NA The minimum age level to become a member is school Ye ar E ach team is responsible for notifying the relevant divisional s ecretary of any change in c ontact details P layers may only be registered to play for any one team in the CNNL at any one time per p laying season. W here players have multiple teams registered with CNNL, players can only be registered with o ne team within that club at any one time. P layers may permanently transfer their home team within a club, the regular player transfer p rocess must be followed (Section 5.4) C lubs with multiple teams must seed their teams at point of registration for the AGM on the l eague entry form provided by the league secretary. Prior year s league results will als o be t aken into account T eams on the waitlist will be given preferential entry to the league ahead of teams on the w aitlist who are part of a club that already has 5 or more teams registered in the league.

H owever the following rules apply. A Clubs are limited to loani ng players from their own club up t o 5 times per season ( This is 5 times for the entire club per season n ot 5 teams per pl ayer) B Players cannot play across for a team within their own club in the same division C Players cannot play down t o a team within the same club in a lower division. D Players can play players up by 1 or 2 divisions for a tea m within their own club in a higher d i vision. E F or any one match, a maximum of 2 players can play for their own club in a higher division. P ENALTY F ailure to comply with any of the above points will result in the deduction of 5 points and 20 goals f rom being awarded to the opposing team for each incident where the rules above are not observed TEAM REGISTRATION WITH CNNL T eam s wishing to submit entry to the league must attend the AGM, which is held each J uly. F ailure to send representation will lead to automatic exclusion from the league for the coming s eason. F or clubs with multiple teams, a representative from each team must be present. If a representative isn t present from each club, then this will be deemed as a no- s how and the t eam will not gain entry to the league. No apologies for non attendance will be accepted PLAYER REGISTRATION WITH CNNL Prior to the commencement of t he season. A To participate in netball matches held as part of the CNNL, all players must be registered with t he specific team that they wish to represent. Players must be registered in advance o f t he start of the s eason or the point in the season where they wish to start playing. B CNNL will provide a standard player registration form to all teams that register for entry into t he league. T his form needs to be submitted following the teams first match in the league and left in the b lue box on sideline. T here will be a 1 point penalty applied for each subsequent week that there is not a c ompleted registration form. C All team members will sign the form. D A ll team members will provide their affiliation number, where known. E I f the list is not submitted to the league secretary prior to the start of the season a penalty will a pply. 1 point for each week P ENALTY F ailure to comply will result in matches being forfeited until the list is received, with 5 points and 20 g oals being awarded to the opposing team for each match A DDITIONAL P LAYER REGISTRATION DURING THE SEASON. A B Any new player wishing to join a team and pl ay matches in the C NNL must register t hrough t he l e ague Secretary at least 48 hours prior to playing their first game. T he CNNL provide a n a dditional player registration form which must be completed and sent to league S ecre tary. The League Secretary will notify the requesting team once the registration has been approved. T he new player may not play until their registration has been approved. PENALTY- F ailure to comply (i.e. fielding an unregistered player) will result in matches being forfeited until the p layer details are submitted and accepted with 5 points and 20 goals being awarded to the offending team for e ach match.

3 5.4. PLAYERS TRANSFERS WITHIN CNNL P layers are permitted to transfer between teams registered with CNNl. Transfers may only take place in first half of the season, that is, before the first match after the N ew Year. Players are permitted to transfer between teams within th e same club (before first game in t he new year of each season.) The onus is on the team/club to follow the transfer process- p layers shall not move freely b etween teams within a club s ee section Players mu st notify the relevant Divisional secretary of a team transfer they wish to make 2 w eeks in advance of playing for the new team. Requests should be submitted using the CNNL t ransfer form and where a player is transferring between di fferent divisions, both divisional r eps must be contacted. P ENALTY Failure to comply will result in matches being forfeited until the player details are submitted and a ccepted with a 5 point and 20 goals being awarded to the opposing team fo r each match AFFILIATION TO E NGLAND NETBALL OR WELSH NETBALL All members (i.e. players, managers, umpires, coaches) MUST be affiliated to either EN or W NA before playing any match for CNNL. Affiliations and Registrations are not the same and both are required in order to be able to p lay within CNNL. Players must affiliate before playing any game in CNNL, whether the player registers at the b eginning of the season, or during the season. A ffiliation details must be provided on the player registration form or Additional player r egistration form. The CNNL Committee reserve the right to audit player affiliations directly with EN and WNA to v erify that players are fully affiliated; that is, affiliation has been applied for and paid. All EN registered teams are to ensure that they register specifically on M y Net u nder the C NNL. PENALTY- A ny team/club f ound to have played an unaffiliated player will incur a 10 point penalty deduction Any team club chronically fielding an unaffiliated player w ill a lso l ose their right to play in the league. 5.6 PROOF OF PLAY / MATCH CARDS The league will p rovide match cards to all teams. At the end of each match, each team is r equired to complete a Match Card and get an umpire s signature. (Umpires signatory in line w ith assigned umpire in fixtures lists.) The following detai ls are to be completed on the cards; - T eam Name - O pposing Team - D ate of match - P layer Names - P layers Signatures - A sterisk to indicate Player of Match (as chosen by the opposing team) - S core for and against - U mpire name - U mpire Signature Umpire signs at the end of the match when all signatures are present M atch cards are put in blue box on side line then left at the reception desk at the N orthgate Arena on match nights Match cards will be used by CNNL to complete the divisional league tables CNNL reserve the right to perform audits between the signatures provided on the match cards with the signatures prov ided on the player registration for ms as described in section Failure to complete match cards correctly after 3 occasions (E.G. wrong date, No team name, S core entered in wrongly, etc) of which divisional reps will inform you abou t will incur a 1 p oint penalty.

4 Match cards will be checked on a quarterly basis f ollowing these meetings. and points will be applied to fixture tables A ny signatures that cannot be verified during audit will be reviewed by the CNNL Committee. If a consensus is reached that the signature has been falsified, then the Divisional Secretary will address the matter directly with t he team in question. The team in question must respond and a consensus whether to apply p enalties. PENALTY- A de duction of 10 points from the league table will be applied. of a quorum of CNNL Committee members will decide 6. WITHDRAWLS FROM THE LEAGUE DURING THE PLAYIN G SEASON Teams wishing to withdraw from the league may be liable for r emainder of the season. Teams wishing to withdraw will not automatically be added to the waitlist s eason. Teams must request addition from the league secretary. U MPIRING SECRETARY H. PUBLICITY OFF ICER I. DIVISIONAL REPRESENTATIVES X 3 9. COMMITTEE T he Committee shall consist of not less than 3 members, with no more than 4 being the above mentioned officers. Members can be co- o pted on the condition that they do not make u p more than 1 third of the committee, elected at a Special Meeting. All members leave the office at the AGM but may be re-elected or re-a ppoi nted. 10 MEETINGS The committee shall hold at least 2 ordinary meetings per year. Special Meetings may be c alled at any time by the Chairperson or any 2 members of the committee The chairperson shall chair the m eetings; i f absent, the vice chair or a representative shall be c hosen from the committee There shall be a q uorum w hen at least 3 members are present Minutes shall be kept. The opportunity to discuss any points will be available a t the end of each m eeting under A.O.B. as listed on the Agenda The Committee may alter rules for the conduct of their business, but no rule may be made w hich is inconsistent with the Constitution? The Committee may form a sub committee consisting of 2 or more members of the committee f or the purpose of performing duties more conveniently undertaken by a Sub Committee. F inding must be reported to the Committee Officers.

5 All members of the league s hall t eam shall be entitled to vote. Voting shall be by show of hands i s put. 11 RECEIPTS AND EXPENDI TURE be entitled to attend but only one representative from each except when a ballot of the meeting is before the resolution Funds shall be paid into an account in the name of CNNL. Two signatures must be obtained f rom the Committee when issuing a cheque. F unds must be applied to furthering the objectives The Committee shall decide member ship fees annually. Teams shall be notified of monthly fees ( subject to Arena changes) and payment dates prior to the AGM and commencement of the s eason. The Committee shall also decide cancellation fees and umpire payments each year w ith any change to be ratified at the AGM Cheques made payable to CHESTER NORTHGATE NETBALL LEAGUE and the team name on the r everse Fees must be paid by cheque and handed to the league representative at the AGM or prior to s tart of the season The above mentioned officers shall receive honorary payments. The amounts reviewed at AGM Umpires will receive paymen ts for each match they umpire From 2012/2013 season, fees will be payable in full in advance of the season (One instalment o nly) For the 2011/12 season, payment in full in advance is preferable however 6 post dated c heques wil l be permitted Any costs incurred by the CNNL due to bounced/returned cheques will be the responsibility of t he offending team and this team will have to reimburse the CNNL for all costs occurred ACCOUNTS T he committee shall keep accounts and prepare an annual statement s ame for general audit upon request. AGM and made available the Shall be no later than J uly e ach year Each team/club must send a representative to the AGM. If a representative is not present at t he AGM, their team/club will automatically be excluded from the league. Teams may request t o be added to the waiting list for the following season Registration shall take place o n the date of the AGM for the following season and the Fixture S ecretary will work alongside secretary and shall draw up fixtures from this registration and a lso form the league The Secretary shall give at least 29 days notice f or the AGM. All members are entitled to attend and to one vote. ( One v ote per team. ) Reports and Accounts from the Committee are to be submitted at the AGM Nomination for any Committee Officers positions shall be given in writing ( Nomination Form) t o the Secretary at least 14 days prior to the AGM. Should nominations exceed v acancies? e lections shall be made by ballot (Written) Any business for inclusion on the AGM agenda should be put in writing to the secretary with at l east 14 days notice The minutes of the proceeding meeting shall b e p roposed and seconded at the c ommencement of t he current m eeting. 14. ALTERATIONS TO CONSTITUTION S ubject to the following provisions, the Constitution may be altered by a resolution passed by n o less than two thirds of members present and voting at a League AGM or an EGM c alled for t hat purpose. Notice of the resolution setting out the terms of the alteration should be given i n writing to the secretary at least 14 days prior to the meeting. 15 DISSOLUTION

6 I f found necessary to diss olve the Organisation, a meeting shall be called with 21 days notice b y the committee, and assets remaining after the satisfaction of any proper debts and l iabilities should be given to a charity decided by the committee. 16, M ATCHES Matches w ill last 18 minutes each way with a 1 minute interval ( 5 points-win, 3 points-draw, 2 points-lose by one goal, 1 point-f or the losing team scoring m ore than half the total numbers of goals scored by the winning team. ) Cancellations w ill be accepted in extreme circumstances. A member of the team must contact T he o pposing team along with the S ecretary as e arly as possible. If a team has less than 5 p layers a vailable, t hey may use other players and the match be classed as a friendly, with 5 p oints and 20 goals being awarded to the other team Cancellations for any reason will result in the offending team incurring a cancellation fee o f 24. T his fee must be paid as soon as possible to the o pposing team. T he opposing team will be awarded 5 points and 20 goals. It is the r esponsibility of the c ancelli ng team to ensure that payment is made. H aving been given one m onth to pay a pe nalty of 1 point per month will be deducted for n one p ay ment of cancelled match from o ffending team s l eague table. T he non offending team will notify their Div Rep. Any offending teams will have to pay any c ancelled m atch fees as well as occurring the deduction of points before being a llowed to e nte r t he league at AGM If a team arrives late (after the umpires and opposing team are on court) their opposing team w ill ga in 5 points and 20 goals If a team fails to show without providing cancellation notice a fixed penalty of 5 points and 20 g oals will be removed from their league result. 5 points and 20 goals will be awarded to the o pposing te am (as per cancelled matches) T he team failing to show will be liable to pay r easonable expenses to the opposing team. F irstly the non offending team will notify their relevant Div Rep of ( No cancellation notice) T he Div R ep will then notify the offending team and at the next Committee meeting re asonable e xpenses will be agreed upon by the committee after consulting with the n one o ffending team a nd applied If a ny one team cancel more than 3 matches within a season, then the league committee r eserve the right to review the team s position within the league and decide whether to r emove the team for the remainder of the season Playe rs m ust not enter the court until the match in play has finished The t oss must be done prior to going on court and the team captains must inform umpires of c entre pass and ends Membership of each division will be determined by the league table. The bottom 2 teams going down, the top 2 teams g oing up Coaches, Manager and substitutes are the only persons allowed on the sidelines during the c ourse of the match. They must stand to the left of the ump ire and where she/he stipulates All other spectators must spectate from the balcony Only team captains may approach the umpire with any queries relating to the present match Matches shall be played as per published schedule f ixtures A Player of the Match accolade will be awarded to each team after each match a s nominated b y the opposing team Match start times will be 20.30, 21.10, Division 1&2 Wednesdays - D iv 3 T hursdays All players w ill encourage and value the performance of other members regardless of age, a bility, race, gender, ethnicity, religious belief, sexuality, or social/economic status. 17 COMMUNICATION AND DISCIPLINE 17.1 As a condition of the membersh ip, at any level within CNNL, all members (Including all players) s hall agree to be bound by the Rules and Regulations and Articles of the Constitution All general communication must be directed in the first instance to the appropriate D iv Rep Complaints o r issues must be submitted to the league secretary in writing within 24 hours of t he matter/offence arising.

7 17.4. Any a lleged offence must be submitted in writing to the s ecretary. I t must consist of the full d etails of the alleged offence, a copy must be sent by the league secretary to the team i nvolved. All communications regarding any alleged offence must be made in writing via the l eague secretary The committee shall be empo wered to suspend the membership of any player or team whose c onduct is considered to be detrimental to the best interest of the CNNL or its reputation, or w ho have brought the game into d isrepute? T he Committee also have the right to de duct p oints or goals as appropriate At the request of the Chairperson the Committee may form a panel to take disciplinary action a gainst any player or team. If appropriate, the Chairperson may take preventative or p reca utionary action in advance of a disciplinary panel; such action should be proceeded by consultation w ith a nd the agreement of at least two voting members of the committee A date shall be fixed, within 28 days of the receipt by the league s ecretary of a written request f or a hearing; written confirmation of the date of the hearing, and details of the allegations, s hall be forwarded to all parties concerned The subject of a hearing may produce witnesses, or evidence to substantiate their defence. The c ommittee shall not unreasonably refuse any request by the subject for adjournment of the p roceedings, to enable them to prepare their answer. After hearing all of the evidence the Committee shall retire to consider f urthur a ction, and shall thereafter vote thereon, such d ecision being conveyed to the subject of the hearing and those bringing the allegation. 18. R IGHT TO APPEAL 18.1 Any registered and affiliated member of the C NNL h as the right to appeal a decision of the C ommittee in writing and sent to league secretary within 7 days of the decision prompting A ppeal The appeal heari ng will include the following; The CNNL Committee representatives, the team r epresentative or member concerned and non participating minute taker The appeal board decision is final. 19. INJURIES No i njury time can be allowed Minor i njuries will be dealt with as quickly and humanly as possible and the injured player m ust decide whether to continue playing or leave the court Major i njuries (Back, head, fracture) if medical attention is required and the pla yer cannot be m oved, the umpire will decide that the match will be abandoned and replayed another time However, if the match has lasted for 20 minutes or more when the injury occurs, the score at t hat time will stand and the m atch will not be replayed. The safety of the player is always more i mportant than the game. 20. UMPIRES Umpires will be provided by the league The decision of the umpire is final and is given without appeal As a m inimum, umpires must be qualified at C level to officiate on any game in all Divisions At the discretion of the Committee, any non qualified umpire may be permitted to officiate a l eague match but must have a mentor present Mentors must be recognised by the C NNL Committee. Mentors w ill n ot be paid. th Umpires shall not officiate from the 12 w eek of pregnancy The umpire is paid by bank transfer monthly as arranged by t he C NNL Treasurer To facilitate correct payments, any umpire who cannot officiate at designated matches as per league fixtures must notify the CN NL T reasurer prior to the match date. The CNNL treasurer w ill then redirect payments If an Umpire is unable to officiate, then the y are responsible for finding a replacement. If one c annot be found, then the Umpiring Secretary must be informed. The Umpiring Secretary will s eek an alternative Each team must provide a scorer. ( Pr oposed to trial this season) This will come into force for t he 2016/17 season.

8 21. DRESS CODE A ND SAFETY All players must wear registered playing uniforms. Shorts, cycling shorts, leggings etc may also b e worn but underneath a skirt/dress. A player not wearing a skirt/dress will be issued with a w arning by the umpire All players must wear a bib with initials clearly indicating their position of play front and back P layers must not take to the court wearing jewellery other than a taped up ring. 21, 4. Hair accessories, which in the opinion of the umpire which could cause injury to another p layer must be removed prior to play Finger nails must not protrude b eyond finger tips, nor must they be sufficiently sharp to cause i njury to other players and will be examined and approved by the umpire before match For safety reasons appropriate sports trainers must be worn. Laces must be tied. PENALTY- I f an umpire considers any of the abo ve rules have been contravened players will not be permitted to t ake to the court until the issue has been resolved to the umpire s satisfaction. 22 CHILD/YOUNG PERSONPROTECTION POLICY The child prot ection policy is put in place to ensure adequate measures to protect CNNL members between the ages of years of age CNNL recognises that the welfare of the child/young adult person is paramount. All children, r egardless of age, disability, gender, racial heritage, religious belief, sexual orientation or i dentity, have the right to equal protection from all types of harm and abuse Working in partnership with child/ young person, their parents, carers and ot her agencies is essential in promoting young p eople s w elfare CNNL will seek to keep child/young people safe. Valuing them, listening to and respecting them Adopting child protection practises through procedures and a code of cond uct for all members o f the CNNL Providing effective management for staff and volunteers through supervision, support and t raining Sharing concerns with agencies t hat n eed to know, and involving parents and young people a ppropriately F urther d ocumentation on Child Protection can be found at h ttp:// n etwork standards/pages/child protection.aspx Any CNNL member suspecting child/young person abus e must call the NSPCC s Helpline on TROPHIES T he Divisional winners and Player of the Match for each Division will receive vouchers as from 2016/17 se ason.
