To minimize risk for all participants and ensure a more consistent and uniform playing surface, the grass should be cut to not exceed a maximum height of 1½ inches on game day. Some facility owners are reluctant to mark yet another end line on their soccer/lacrosse installation. SECTION 2 THE FIELD AND MARKINGS ART In addition to the boundary lines, the following lines and marks shall be placed in accordance with the accompanying diagram. Other Rules Affected: i. SPECTATOR LINE A broken line, parallel to and 5 yards (recommended) outside the sideline. (A restraining rope may be used instead of this line.) The spectator area shall be located opposite the team area. When it must be on the same side of the field as the team area, it shall be located 5 yards behind the team area. When a facility allows for spectators to be behind the end line there must be a marking or rope line at least 15 yards from the field unless an area closer to the end line is protected by safety netting or other safety barrier at least 6 feet in height.

BROKEN LINE CIRCLE Marked 5 yards from the outer edge of each striking circle from end line to end line. Each solid section should be 1 footlong with the gaps between the solid sections 9feet long. Rationale: Based on Rule teams awarded a free hit within 5 yards of the circle; the hit will be taken at the spot of the foul. Teams no longer need to place the ball on the broken line circle in taking the free hit. Broken line circle does not need to be installed on fields with multi sport fields, especially schools installing new turf fields SECTION 4 PLAYERS ART Each team shall consist of not more than 11 players, one of whom is can be a goalkeeper or a player with goalkeeper privileges. Unlike a goalkeeper, a player with goalkeeping privileges may play anywhere on the field. If a player with goalkeeping privileges defends a penalty corner or penalty stroke, she shall wear a helmet. A player with goalkeeping privileges shall wear a garment over her uniform top that meets the requirements of the uniform top worn by a goalkeeper (the number on the garment does not have to match the number the player wore prior to playing with goalkeeping privileges). Teams do not have to play with a goalkeeper or a player with goalkeeping privileges. Each team shall have a captain on the field who wears a distinctive arm/leg band. The captain is the only player permitted to confer with the officials. A team may compete with a minimum of seven players. When a team plays with fewer than 11 players, a goalkeeper shall be one of the players. A team not having a properly equipped goalkeeper shall forfeit the game. NFHS allows high school ice hockey teams to play without a goalkeeper SECTION 5 PLAYER UNIFORM ART Hair control devices, sweat bands, head bands, and similar apparel may be worn if made of soft material. A hair control device worn on the wrist is not jewelry. Rationale: Clarification. Soft hair control devices do not impose a danger to players, even when worn on the wrist. In the event of an injury in the area of the hand, they can easily be removed. The location of a soft hair control device does not change it from a soft hair control device into a piece of jewelry. Umpires are interrupting the game and carding coaches when an athlete has a hair control device made of soft material on the wrist, claiming that when worn on the wrist, a soft hair control device is jewelry b SECTION 5 PLAYER UNIFORM ART School name, school nickname, school logo, and/or player name Team names and/or abbreviations may be placed on the front or back of the jersey/top. Rationale: Consistent NFHS rules book language SECTION 6 PLAYER EQUIPMENT ART All field players shall wear eye protection that meets the ASTM standard for field hockey at the time of manufacture. is certified by ASTM. NFHS Melissa Mertz, PA Rationale: There is a huge problem with lack of product of goggles that meet ASTM2713. The current ASTM standard does not provide for goggles with prescription lenses. Players that play both lacrosse and field hockey currently have to purchase two sets of goggles. By removing the specific reference number (2713) the following could be accomplished: * Flexibility of players to use same goggle for field hockey and lacrosse. * Increase product that is available to players. * Allow players to wear goggles with prescription lenses SECTION 6 PLAYER EQUIPMENT ART All field players shall wear eye protection that meets Melissa Mertz, PA 3

4 the ASTM for field hockey at the time of manufacture ASTMF803 standard for field hockey. Note: effective January 1, 2019, all eye protection shall be permanently labeled with the ASTM2713 ASTMF803 standard for field hockey at the time of manufacture. Rationale: This would permit the wearing of goggles with prescription lenses and has been tested with field hockey sticks and balls as listed on ASTM web site. * Would also increase product that is available to players. * It is also supported by American Academy of Pediatrics and American Academy of Ophthalmology in the joint statement (2004) ART All field players shall wear eye protection that meets the ASTM standard for field hockey at the time of manufacture. NOTE: Effective January 1, 2019 Beginning in the 2020 fall season, all eye protection shall be permanently labeled with the ASTM 2713 standard for field hockey at the time of manufacture. Rationale: The adjusted date is in response to limited supply of permanently labeled goggles in the market and the timeline production of these goggles for the manufacturer. The extension of the deadline will assist production and distribution with the consideration that this is not a change driven by injury issues (NEW) SECTION 1 OFFICIALS ART When possible a third official may be used as a table/reserve official. During the game the table official will oversee the teams bench area: a. Ensure coaches and players remain behind the five yard restraining line. b. Card coaches or bench personnel if necessary. c. Monitor players who receive green and/or yellow cards. d. Ensure that substitutions are properly executed/ advise field umpire of goalkeeper substitution. e. If needed tell the field umpire a team is requesting a time out. f. The reserve umpire should not act as a rule s interpreter for the coaches. Be tolerant of questions from the coaches and act as a link between the coaches and field umpires. h. The replacement of the field umpire should happen with as little disruption to the game as possible. Rationale: The addition of a table official option to the rule book would give the authority to table officials to card coaches if necessary. Currently we used table officials for post season play, and various times during the season, but there is no authority in the rule book for a third official, so they simply are a helpful person on the sideline without any authority. The above duties are the ones used by NCAA for the tournament. They could be simplified, but the authority to maintain the sideline and issue cards when necessary would be imperative. SECTION 4 SUBSTITUTION ART There shall be no substitutions prior to a penalty corner. Substitution may occur immediately following the initial hit from the end line. Substitutions for uninjured players or suspended goalkeepers shall not be permitted after a penalty corner is awarded until when it is completed. If a penalty corner is ended by the award of a subsequent penalty corner, substitutes for uninjured players or suspended goalkeepers shall not be permitted. 8 ,2 SECTION 3 PENALTY CORNER REGULATION OR EXTENDED PLAY ART. 2 ART The penalty corner awarded (regulation or extended play) shall be considered completed when: a. A goal is scored; b. An attacker violates any rule; A free hit is awarded to the defending team; c. A defender violates any rule unless another penalty corner, or A penalty stroke is awarded. The game shall be prolonged again to permit the completion of the penalty; d. The ball travels more than 5 yards from the circle; e. The ball is played over the end line by an attacker or unintentionally by a defender after the initial hit from the end line; The ball is played over the back line and a penalty corner is not awarded; f. A ball that has been played outside the circle from the initial hit enters the circle and again leaves the circle. A defender commits an offense which does not result in another penalty corner; g. If play is stopped because of an injury, inadvertent whistle or any other reason during the taking of a penalty corner and a bully would otherwise be awarded, the penalty corner must be retaken. ART. 1 ART Extended Play Only: If a penalty corner is awarded at the end of the first half, the game shall continue in order to complete the penalty corner. If the penalty corner is awarded at the end of the game, the game shall continue in order to complete the penalty corner unless scoring of the goal would not influence the outcome of the game. If time expires after the insertion from the end line, play shall continue until the penalty corner is completed. a. Separating them highlights the distinction of the additional criteria for the completion of a penalty corner during extended play SECTION 2 SPECTATORS CONDUCT ART All spectators shall remain at least 5 yards outside the sidelines. Spectators may not be fewer than 15 yards from either end line unless the area closer to the end line protects spectators with safety netting or other safety barrier at least 6 feet in height. Rationale: Safety and logic. To accommodate the rule as currently written, there are umpires who have moved fans from [1] the other side of 8 foot tall chain link fence about 10 yards from the end line, [2] a position 20+ yards away from an end line sitting up a hill and behind safety netting, and [3] off a spot some 30+ yards behind an end line on the curve of a track on the other side of a long jump and pole vaulting runway and landing pits. 9

Knee and ankle braces which are unaltered from the manufacturer s original design/production do not require any additional padding. Each state association may, in keeping with applicable laws, authorize exceptions to NFHS playing rules to provide reasonable accommodations to individual participants with disabilities and/or special needs, as well as those individuals with unique and extenuating circumstances. The accommodations should not fundamentally alter the sport, heighten risk to the athlete/others or place opponents at a disadvantage. FIELD DIAGRAM I would like to suggest that double arrows be used for the corner hash marks and the circle. I also would like it to be somewhere on the diagram that these lines should be "measured from the goal post." (SEE FIELD DIAGRAM ATTACHMENT) Rationale: MANY schools only print out the diagram rather than referencing the entire rule book when instructing someone to line the field. Most times these are parents or grounds crews lining the field who have no field hockey experience and the diagram alone is not enough. Every year there are multiple schools who measure the circle and end line hashes from the center of the field, instead of the goal post. Showing a double arrow for the circle along the end line would better indicate that the 16 yard measurement for the circle should be done from the goalpost, rather than the center. I'm suggesting the same be done for the 5 yard hash. I would also 11 Erin Maguire Osting, KY

12 like to suggest that in addition to changing the arrows, there be a note at the bottom added stating that the lines should be measured from the goal post. This would allow someone who is only looking at the diagram to better understand how the measurements should be done. 6 6 Field Hockey Diagram FIELD HOCKEY DIAGRAM Broken Line Circle 5 yards, both ends of the field. 13 SITUATION A SITUATION AND RULINGS RULE 10 PENALTY CORNER SITUATION A: On a penalty corner, the first shot on goal is made with a long sweeping motion and the ball enters the net just below the crossbar. The official awards a goal. RULING: Incorrect procedure. COMMENT: Striking the ball involving a long sweeping movement with the stick before making contact with the ball is regarded as a hit, and, therefore, the 18 inch rule parameter established under rule applies. Rationale: Editorial correction. There is no 18 inch "RULE". That is a reference to a parameter in a rule. A raised ball falling into a crowd of players, or two opposing players, should be called for danger as early as possible and play restarts where the ball is returning to the field. Raised Hits: Players must not initially raise the ball with a hit except for a shot on goal. A raised hit must be judged explicitly on whether or not it is raised intentionally. It is not an offense to raise the ball unintentionally, unless it is dangerous. It is not legal to raise the ball into the air using a hit unless taking a shot on goal. If the ball is accidentally raised using a hit and the ball endangers an opponent's safety, the whistle must be blown and possession given to the opponents and play restarted from where the ball was hit. If the ball is raised accidentally and it is hit into open space and doesn't endanger an opponent, the whistle should not be blown. The criteria for judging raised hits is based on. 1. Legal stroke, intent to raise the ball by using a flick, scoop or chip when permitted which are skills designed to 13

14 raise the ball. a. Hits that are used to raise the ball intentionally, for example, reverse chip tomahawk are illegal by rule. b. A hit such as a reverse sweep that when executed improperly may cause the ball to rise, but intentionally are judged on danger. Rationale: Clarification 3 65 OFFICIALS GUIDE VIII.D.2 Raised Hits Danger or intimidation VIII. FOULS 2. Danger or intimidation. The criteria never changes; however, the calls change because the conditions around the hit change, i.e., a free hit put into play legally which is hip level and travels into clearly open space may not need to be called back, whereas, a shin high, raised hit into a crowded circle would need to be called because it would be dangerous in itself or likely to lead to dangerous play. Open space is defined as no one being within playing distance of the ball. Open Space contains no one within playing distance of the ball. Playing distance is defined as a minimum of 5 yards around the ball. Playing distance is defined as being able to reach and play the ball in a controlled manner (less than two yards). Marking distance is defined as being within a stick s length of your opponent. Marking distance is defined as being able to effectively cover an opponent while matching their movements (approximately two yards). A legally hit ball which rises from the ground and is directed toward opposing players should be considered dangerous and penalized accordingly. A raised ball that travels safely through the air but is going to land unsafely should be whistled prior to landing. NOTE: If a player continues to raise the ball dangerously she shall be warned and/or issued a card(s). Rationale: This section of the current NFHS book says that playing distance can be as far away as 5 yards. There s no one on the planet who can play the ball when they are 5 yards away from it. Further, this section of the NFHS book says that marking distance is being within a stick s length" of the opponent. In R11.S2.A5 the NFHS book says, The player taking the stroke must stand behind the ball and within a stick s length of the ball before beginning the stroke. Please note that the FIH rules say, The 14

15 4 73 Suggested Tie Breaking Procedures E NOTE player taking the stroke must stand behind and within playing distance of the ball before beginning the stroke. Clearly playing distance and within a stick s length are meant to be the same (and neither is a distance of 5 yards). SUGGESTED TIE BREAKING PROCEDURES E. State associations may adopt one of the following procedures, a combination of procedures or design one more appropriate for their state. 4. One On One A series of five shots on goal shall be taken by individual players in a one on one situation (attackers vs. goalkeeper). To begin this procedure, the attacker stands on the 25 yard line and the goalkeeper stands on the goal line. Play continues for 8 or 10 seconds with follow up shots permitted. NOTE: The one on one play shall be conducted with follow up shots not permitted. A foul or violation by the attacker ends the procedure. For an unintentional foul by the goalkeeper, the oneon one shall be retaken. For an intentional foul by the goalkeeper, a penalty stroke shall be awarded. Any player on the approved roster make take the penalty stroke. The procedure also ends when: (1) the eight or 10 seconds has elapsed; (2) a goal is scored; (3) the ball goes out of player over the end line, sideline. Rationale: Consistency. Any number of variables COULD be introduced to the one on one but, such deviations from the standard are not necessary, do not help, and should not be introduced. 15
