Players shall not wear any other undergarment which extends below the uniform bottom. b. All players on a team shall wear the same color compression shorts Players are permitted to wear a single color undershirt, short or long-sleeved. If worn, the undershirts shall be white for the home team and black or dark color for the visiting team. All players on the same team who choose to wear an undershirt must wear the same color. This is a long and confusing rule as currently written. All information is relevant; however, the information should be put in a better format.

3 Rule: 1. Section: 5 Article: 5 becomes Rule: 1. Section: 5 Article: 6 becomes Each team shall be permitted two 90-second time-outs per game. Successive time-outs may not be requested by the same team. The coach makes the request with the near official or at the officials table, and the scorer immediately notifies the near official. (See 2-2-1e) However, any player on the field may request a time-out directly with an official during any stoppage of play. The time-out is granted when her team has possession of the ball and play has stopped or a goal has been scored by either team. A time-out may not be called within the period from the award of a penalty corner until after it has been completed Rene Zelkin, Lorton, VA Not allowing a time out when a penalty corner has been awarded eliminates any possibility of a team making an illegal substitution and does not require the umpires to keep track who was on the field before the penalty corner was awarded Time is stopped for substitution of goalkeepers but not for other substitutions, except for an injured player. The goalkeeper substitution can happen only during a stoppage of play or for defending a stroke, unless injured. Rough and Dangerous Play Sandra Yost, Hatfield, PA e. Unnecessary Delay of Game These are fouls that should be moved to Rule 8 Section 1-Fouls and Penalties. If left in Misconduct Section, Officials must card and are not able to use the other provisions allowed in Rule 8.1 PENALTIES. By rule umpires should be carding for unneccessary delay of game like hitting the ball away, placing a stick in front of the ball, running in front of the ball while recovering to a defensive position (Official's Guide page 78-Delay of Game.) Rule 9 allows for other penalties to apply for not moving five yards away and rule 7 allows for other penalties for deliberately causing the ball to go over the endline. Rough and Dangerous play involves a FOUL. Allow umpires to define the foul, then decide the penalty for the foul using all the provisions of Rule 8 Penalty-free hit, penalty corner or card. 5 If the situation warrants, the official may issue a red card on a first violation. If a red card is issued, then this is considered a flagrant foul. The offender shall be disqualified, her team shall play short, and the opposing team shall be awarded a penalty stroke. Awarding a stroke for a non-scoring opportunity foul is a big disadvantage. No other sport has such a penalty that makes a team play both down and potentially have a goal scored against them. Having the player removed from the game and the team playing short for the remainder is enough. Rule: 12 Section: PEN Article: PEN 3 If during a penalty corner, an attacking player breaks into the circle prior to the ball being inserted, the penalty corner shall be ended and a free hit awarded to the defense in line with where the foul occurred at the 16 yard mark. Mark Checchio, Virginia Beach, VA The rule as presently written requires the offending attack player to depart to the 50 yard line when breaking into the circle early. She can be replaced by another attack player so in essence the attack is not really being penalized since the same number of players are allowed to be just outside the circle. If the defense breaks early they must defend the corner with one less player. By ending the corner if the attack breaks and enters the circle early the attack is being penalized for not following the rule. An alternate implementation would be to send the attack player who broke early to the center line but not allow the attack to bring up an additional player to replace her. The attack would have to execute the corner with one less player available at the circle if this change was implemented. Rule: 10 Section: 3 Article: PEN 7 and PEN 8

6 description Officials signals for rule #1 the officials signal for the 25 yard hit is an arm arm held to the side, slightly above horizontal with the palm forward toward the field. Keep fro the free hit and change to below for the 25 yard hit. Propose change for the 25 yard hit to: ball out of play over the back-line unintentionally by a defender : using right or left arm as appropriate, with the arm well below shoulder level, draw an imaginary line from the point where the ball crossed the back-line to the point on the 25 yard line Rene Zelkin, Lorton, VA The current signal is confusing for the players, coaches and fans. It takes umpire coaching to get the ball to the correct place. By using a signal to the area where the hit should be taken, it gives players better direction to where the hit is to be taken. This was used at the Olympics and has been changed internationally. Rule: Officials signal Section: Officials signals Article: page Suggested tie breaking-e-4. One-on-one E. 4. One-on-One Note: A foul or violation by the attacker ends the procedure. The procedure ends when (1) the 10 or 8 seconds has elapsed; (2) a goal is scored; (3) the ball goes out of play over the end line or the sideline or outside the circle. Rene Zelkin, Lorton, VA a. Each coach will present a list of 10 5 players to the officals. The shots will be taken by the players in the order they are listed. This section hasn t been updated in awhile and many state associations use these items for their procedures. This updates the One-on-One procedures to what is seen at other events and follows expectations on when it should be over. The criterion to score a goal does not change, so the attacker still needs to have touched the ball inside the circle. Brings the one-on-one procedure to match what is currently used in all other levels of field hockey and what the players see when watching those levels.

Move to the Officials Guide R3-S2-A4 glances off the stick/person of a defender in this area and goes In the olden days, deflections from a defender within 25 yards of the end line were treated differently in the rules than a deflection from a defender further than 25 yards from the end line. Use of in this area refers to a rule that no longer exists R3-S3-A7 Tackle is a technique executed by a player in an attempt to gain possession or cause the opponent to lose possession of the ball stick skill to stop an opponent from retaining possession of the ball without contacting the stick or body of the player in possession.

We have to hold the goalkeeper accountable for dangerous rebounds just as we hold a player responsible for dangerous deflections off her stick -- even when her stick is not moving R8-S2- PENALTIES 3 "For any simultaneous multiple flagrant fouls arrising from the same situation..." "...and a bully shall be taken on the spot where the foul occured." "...and the game shall be restarted with a bully taken at an appropriate location selected by the umpires based on where the fouls occurred."

10 Clarification. Correction. The description shouldn't suggest that the flagrant fouls must happen at the exact same time or in the same spot. The word foul should be in its plural form, fouls R1-S2-A4h SUBSTITUTION AREA -- Marked as follows an area 10-yards wide with 5 yards on either side of the center-line on the same side of the field as the officials' table to be used for substituting field players, goalkeepers, and players with goalkeeping privileges. 1. For field players For goalkeepers... Safety. Consistency with other levels of the game. In crowded situations, it is not appropriate to have the goalkeeper walk from her team area -- often unsupervised and out of her team's view and unseen by the umpires -- crossing into, in front of, or behind the opponent's team area. The substitution of a goalkeeper is managed by the umpire responsble for the sideline on the same side of the field as the officials' table. Rule: 4 Section: 4 Article: R4-S4-A7 Time is not stopped during substitution except for a goalkeeper and an injured player, or suspended or disqualified goalkeeper. Simplification and result of change proposed for Rule 1.2.4h on page 16.

11 Rule: 1 Section: 2 Article: 4h R11-S2-A 1-5 Replace ART 1, 2, 3, 4, and 5 with Taking a penalty stroke : a. Time and play is stopped when a penalty stroke is awarded b. All players on the field other than the player taking the stroke and the player defending it must stand outside the 25 yard area and must not influence the taking of the stroke c. The ball is placed on the penalty spot by the attacker taking the stroke d. The player taking the stroke must stand behind and within playing distance of the ball before beginning the stroke e. The player defending the stroke must stand with both feet on the goal-line and, once the whistle has been blown to start the penalty stroke, must not leave the goal-line or move either foot until the ball has been played f. If the player defending the stroke is a goalkeeper or player with goalkeeping privileges, they must wear protective headgear; if the player defending the stroke is otherwise taking part in the game as a field player, they may wear only a face mask as protective equipment (if the team defending a penalty stroke has chosen to play only with field players and not to use a substitute goalkeeper or player with goalkeeping privileges to defend the penalty stroke, the defender may only use their stick to make a save) g. The whistle is blown when the player taking the stroke and the player defending it are in position h. The player taking the stroke must not take it until the whistle has been blown (the player taking the stroke or the player defending it must not delay the taking of the stroke) i. The player taking the stroke must not feint at playing the ball j. The player taking the stroke must push, flick or scoop the ball and is permitted to raise it to any height (using a dragging action to play the ball at a penalty stroke is not permitted)

12 k. The player taking the stroke must play the ball only once and must not subsequently approach either the ball or the player defending the stroke l. Prior to the blowing the whistle to begin the penalty stroke, the umpire shall ask first the goalkeeper and then the attacker to verbally verify that they are ready (a lack of response shall indicate readiness) Renumber 6, 7, 8, 9, and 10 as follows: 6 becomes 2 7 becomes 3 8 becomes 4 9 becomes 5 10 becomes 6 Clarification. Simplification (e.g. eliminates redundant statement that goalkeepers have and may use their special goalkeeping priviledges originally stated in Rule 1, Section 7, Article 4) Rule: 1 Section: 4 Article: R12-S1-A2 PENALTIES 1, 2, 3, and 5 issued to the offender and the head coach Reduce complexity. The head coach is responsible for bench conduct. Field hockey is a continuous action game and the umpire has their eyes on the game, not on the bench area. The umpire can still hear someone in a team s bench area say something behind their back, Call it both ways! or something more derogatory (such as, You suck ref! ). It is because the umpire is watching the game and not the benches that the requirement to card the offender puts an undue burden on the umpire.

13 26 63 OFFICIALS GUIDE- Opening paragraph- Officials should have a thorough knowledge of the rules, an awareness of current rule interpretations and, trends in the sport, and maintain a level of physical and mental fitness First sentence appropriate for the competition they umpire. 16 Rule: NONE Section: Article: 5 15 R1-S2-A1 To minimize risk...the grass should shall be cut to not exceed a maximum height of 11 2 inches 1 inch on game day. Playing field hockey on long grass is dangerous. The ball is more than half way hidden from the athlete's view in grass that is 1.5 inches in height. Athletes gather around hockey balls in long grass and swing widely to try to get the ball to move. As currently written, with should be cut rather than shall be cut and without including that the grass is to meet the height requirement on game day, many schools can interpret this rule as optional and cut the grass to 1.5 multiple days before game day , one of the "Situations"- Situation F- After play has begun, the umpire discovers the goalkeeper is not wearing a throat protector. The umpire calls a time-out to allow the goalkeeper to become properly equipped and issues a card to the coach as a result of player equipment misconduct. Justina Williams, Campbell, CA Ruling: Incorrect Correct procedure. Comment: The goalie will be temporarily suspended until she complies with the rule or is replaced. Misconduct penalties will be assessed to the head coach using the card progression. The way it was written previously was confusing as it did not clearly state the goalie can continue to play once the equipment issue is resolved. Rule: none Section: Article:

17 7 65 OFFICIALS GUIDE I.B Stay ahead of the play Keep the ball to your left; anticipate. Telling umpires to "stay ahead of the play" is outdated advice to umpires. If the defending team (Blue) gets a free hit in their defensive end they can bring the ball 16 yards away from the end line and begin there. If the umpire moves ahead of this play, the ball will be on their right and will be at about 20 yards from the end line and in some cases outside the sideline. If the free hit is intercepted and the White team races into the circle, the umpire is instantly behind the play and the umpire is out of position for a close play at the goal-line OFFICIALS GUIDE VI.C.2-- the lead official should be aware of help being offered by the trail official, if they cannot see the play, should ask the trail official for help. The trail official should not otherwise offer assistance. Correction to given advice. The trail umpire should NEVER offer help unless the lead umpire asks for help, even when using radios OFFICIALS GUIDE VIII.D-- D. Raised Hits A raised ball must be judged explicitly on actual or potential danger and not solely whether the ball is off the ground. Players must not intentionally raise the ball with a hit except for a shot at goal. A raised hit must be judged explicitly on whether or not it is raised intentionally. It is not an offense to raise the ball unintentionally unless it is dangerous.

18 The guidance in the 2016 book directly conflicts with NFHS rule R8.S1.A1.h, which appears on page 42. It reads, Fouls include the following: h. Intentionally raising the ball from a hit except for a shot on goal. This NFHS rule is exactly what the rules from the world governing body says. The NFHS certainly has the rule correct but the guidance needs to be changed OFFICIALS GUIDE VIII.D.2-- Replace first paragraph of VIII.D.2... It is not legal to raise the ball into the air using a hit unless taking a shot on goal. If the ball is accidentially raised using a hit and the ball endangers an opponent's safety, the whistle must be blown and possession given to the opponents and play restarted from where the ball was hit. If the ball is raised accidentially and it is hit into open space and doesn't endanger an opponent, the whistle should not be blown. Replace second paragraph of VIII.D.2... Open space contains no one within playing distance of the ball. Playing distance is defined as being able to reach and play the ball in a controled manner (approximately two yards). Marking distance is defined as being able to effectively cover an opponent while matching their movements (approximately two yards). Clarification. This section of the 2016 NFHS book says that playing distance can be as far away as 5 yards. There s no one on the planet who can play the ball when they are 5 yards away from it. Further, this section of the 2016 NFHS book says that marking distance is being within a stick s length" of the opponent. On page 55 R11.S2.A5 the NFHS book says, The player taking the stroke must stand behind the ball and within a stick s length of the ball before beginning the stroke. Please note that the FIH rules say, The player taking the stroke must stand behind and within playing distance of the ball before beginning the stroke. Clearly playing distance and within a stick s length are meant to be the same OFFICIALS GUIDE VIII.D.2.G.c--

19 Delete "c." in its entirety and the first sentence of "d." Make the following changes... c. Hold your arm extended overhead with the appropriate card and indicate the penalized player. Change "e" to "d". Update/correct instructions. Players are no longer beckoned over to the umpire for cardings. They are sent to the penalty area by the umpire. The umpire points at the player with one hand, holds the card overhead, and the player runs off OFFICIALS GUIDE IX.B NEW-- Replace B with the following and move the current item B to C... B. The shot, watch for 1. If a hit is used: a. Whether on the forehand or backhand side (a.k.a. reverse sweep) remember that the ball cannot be on a path to cross the goal-line above 18 inches; and b. If on the forehand side, the edge of the stick cannot be used to hit the ball hard 2. Whether a hit, flick, drag flick, or scoop is used, if an onrushing defender who is close to the shot is struck by the ball: a. Above the knee, the shot is considered dangerous (award a free hit to the defense) b. Below the knee, the defender has played the ball illegally (award a penalty corner to the attack) Provides umpires with missing information. The 2016 book has before and after guidance for shots during a penalty corner. This provides the umpires with information to consider "during" the shooting process.

20 13 81 OFFICIALS GUIDE X.A.4-- The official, in conducting the penalty stroke, should: 4. Place the ball on the penalty stroke line, or allow the attacker to place the ball. Have the attacker place the ball on the penatly stroke line. Correction. The umpire should NEVER place the ball. Saying that the umpire should place the ball for a penalty stroke would be like saying in football that, The official should place the ball on the kicking tee POINTS OF EMPHASIS-- PERSONAL INTERPRETATIONS/RULES Umpires may neither use personal interpretations nor promote false rules. For example, the player who scores a goal is not required to retrieve the ball and carry it to the center of the field after they score a goal. It is not appropriate for umpires to tell players to perform this task when they score. Importantly, because this is not a rule, there are no parameters guiding the scorer's conduct after they pick up the ball and head to the center of the field (can they carry the ball overhead like a prize, can they spike the ball down on the center-line, if the ball doesn't end up on the center-line is the goal scorer penalized, etc.). Umpires can no more require this action than require the goal scorer perform a cartwheel as if that were a rule. The action might be ignored but can easily be interpreted by opponents and fans as being offensive. A player who is particularly excited about their goal might be seen as taunting the defense. Further, the action can put the goal scorer in danger or at a minimum cause consternation when a team coming from an area where this practice has been promulgated plays against a team from an area that doesn't perform the task.

Consistency (the team that next plays the ball after a goal is the defense -- the team that just scored should not interfere with the opponent's ball just as the team defending a free hit should not interfere with the opponent's ball). Delay of game should be listed under Fouls in Rule 8.1, deleted from 8.2 and allow all the Penalty provisions of Rule 8.1 to be available for the umpire. Sandra Yost, HATFIELD, PA Tactics to delay the game are first FOULS and can be addressed by the issuance of cards; however, at the present time there is no provisions in the rules to allow an umpire to award a free hit, upgrade to a Penalty Corner for actions below the 25 yard line, but outside the circle. Umpires are awarding corners and free hits and not issuing cards so let the rule book back up the actions that umpires are taking in games to address Delay of Game tactics. The official blows the whistle and awards a free hit to the red team. Ruling: Incorrect Procedure Comment: The free hit shall be awarded to the white team. The advancing foul was caused by the red defender lifting the ball which can lead to dangerous play. Not sure if this is the correct place for this situation?
