5 North East Regional League Rules Season 1. Organisation and Administration 1.1 The Regional League shall be governed and managed by the Regional Management Board, which may delegate its powers and authority in this respect to any sub-committee or individual(s). 1.2 The decisions of the Regional Management Board, or its nominee(s), in respect of these rules and regulations and on any other matter related to the Regional League which is not provided for below, shall be considered final and binding on all parties (subject to the right of appeal which is specifically provided for under England Netball s Disciplinary Regulations). 1.3 The Regional Management Board have established a technical support group for Competitions (CTSG) and as such the North East Regional League (NERL) will fall under the remit of that group. The CTSG will designate a Regional League Organiser (RLO) to manage the overall league who will sit on the CTSG. 1.4 These rules and regulations shall be subject and secondary to the application of England Netball s rules and regulations, especially Playing Regulations 3.4 and It is the responsibility of all Team Managers, Coaches and Captains to ensure that all players are conversant with the following rules and regulations. 1.6 By entering a team in the Regional League, clubs/teams agree that: They will abide by these rules and regulations They are able and willing to fulfil the costs and commitments of participation in the Regional League. 2. Playing Qualifications and Eligibility 2.1 Application for entry to the NERL shall be open to any club, which affiliates to England Netball through a County Association, which is situated within the boundaries of the North East Region Netball Association. 2.2 Entry to the NERL will be determined by the CTSG at its absolute discretion, subject to its reasonable application of the rules and regulations laid out herein, and having due regard to the playing standard of teams who wish to participate. In the same way, such casual vacancies as may appear from time to time will be addressed by the CTSG in whatever way it sees fit. 2.3 The CTSG shall be entitled to charge an entry fee and issue fines incurred by teams during the course of the NERL. 2.4 A club may enter more than one team in the NERL. No club may have two teams in the same division of the NERL. Promotion and relegation of teams will take this rule into consideration when determining composition of divisions. 2.5 In order to qualify to participate in the NERL, a player shall be in membership of England Netball as a Registered Participant and will have paid their England netball affiliation fee via the club she represents in the NERL. Any team who knowingly and deliberately provides false information regarding identity of players when registering players or naming of players on team sheets will incur a fine and may be expelled from the competition. Disciplinary action may be taken against the club. 2.6 All players and umpires must have paid the appropriate affiliation fee to England Netball prior to their participation in the NERL. 2.7 All players must be 16 or over at midnight on 31 August/1 September prior to the commencement of the NERL: Teams wishing to register players under 16 may only do so with the express written consent from the Regional 5

6 Excel Coach prior to registration. Teams playing players without consent will be deemed to be playing an illegal player and will be subject to a penalty as outlined in Section Pregnant players may not take part in NERL matches beyond the twelfth week of pregnancy. 2.9 NSL players will be considered on an individual basis for their inclusion in the NERL. Teams wishing to play NSL registered players must submit their request in writing to the TSG in advance of any player taking part in the league. Teams playing NSL players without consent will be deemed to be playing an illegal player and will be subject to a penalty as outlined in Section Clubs with teams in both the NERL and the Premier League must register with the RLO at least seven (7) days prior to the commencement of the NERL the names of seven (7) players who will be deemed their Premier League players for the season. These players are then ineligible to play in the Regional League In addition any other player who has over two quarters court time in the Premier League will be ineligible to play in that teams NERL match the following Saturday. Teams playing players in contravention of this rule will be deemed to be playing an illegal player and will be subject to a penalty as outlined in Section Clubs with teams in both NERL divisions 1 and 2 must register their squads with the RLO as per Section 3. Players registered in the division 1 squad are ineligible to play for the division 2 team. Players registered in the division 2 squad may play up on 3 occasions after which they will be moved to the division 1 squad. Teams playing players in contravention of this rule will be deemed to be playing an illegal player and will be subject to a penalty as outlined in Section Individual circumstances will be considered for players inclusion in the NERL concerning 2.9, 2.10 and Applications for inclusion will be determined by the CTSG. 3. Registration of Squads 3.1 Squad lists for each participating team naming a minimum of ten (10) players must be submitted to the RLO at least seven (7) days prior to the commencement of the NERL. Failure to register a squad by the designated date will result in a penalty as outlined in Section A maximum of twenty (20) players may be used by any team over the course of a season. Players who move up during the course of a season due to playing up will count toward the twenty limit. Teams who exceed twenty (20) players in the course of a season will be deemed to have played an illegal player and will be penalised as outlined in Section Teams may only use those players whose names appear on their squad list held by the RLO. Playing of a player who does not appear on the squad list will be deemed the playing of an unregistered player and will be subject to a penalty as outlined in Section Any addition or amendment to the squad list must be lodged with the RLO by the Thursday before a Saturday match. 3.5 Once a player has been named on a squad list and has played she cannot transfer to another club during the course of the current playing season or be removed from the squad list. Players named on a squad list who have not played may be removed and other players added up to the maximum of Structure of the NERL 4.1 The NERL is an Open Competition. The League will be contested between as many teams as shall be determined by the CTSG and/or RMB. 6

7 4.2 Fixture format will be determined following confirmation of the number of entrants and the available court time and may vary between divisions. 4.3 Teams will be awarded league points as follows: 6 points for a win, 3 points for a draw, 2 points if within 5 goals of the winners score i.e. a difference of 4 goals or less 1 point for more than 50% of the winners score 4.4 A Regional League table will be compiled on the basis of the points awarded to each team. Where two teams are level on points the following hierarchy will be applied: 1. Goal average (goals for divided by goals against) - the team with the higher average shall take precedence. 2. Goal difference (goals scored minus goals conceded) - the team with the greater difference shall take precedence 3. Goals scored the team with the greatest number of goals scored shall take precedence 4. Aggregate score in the match or matches played between the relevant teams over the course of the season shall be calculated and precedence given to the winning team. 5. If none of the above differentiates between the teams, the CTSG shall determine the means of differentiation. 4.5 The team which finishes top of Division 1 of the NERL at the end of the season will be the winners of the competition. The winners will be nominated to represent the Region at the play offs for entry to the Premier League. If that club is already represented in the Premier League, the next highest team in the NERL who is not already represented will be nominated. 4.6 At the end of each season, any team or teams which are based in the region and who are relegated from the Premier League will be automatically offered a place in the NERL Division 1 for the following season unless they already have a team in division At the end of each season, relegation and promotion from Division 1 will be determined by a playoff involving the lowest placed two teams in Division 1 and the highest placed two teams in the division(s) immediately below. 5. Fixture Arrangements 5.1 All matches will be played at the venue designated by the Competition TSG Each court will have home and away benches where coaches, subs and support personnel must sit. The Home bench will be at the entry end of the court and the Away bench at the far end if it is not possible for them to be on one side. They will be situated in the opposite corners to those required by the umpires. An official Table area will be provided where the scorers and timekeepers of both teams must be situated throughout the match Both teams must provide a good quality match ball which along with their completed score card and umpiring fee should be supplied to the Table 10 minutes before the start of the match. 5.2 The start time of each match will be for the first match and for the second. Players can access the court 15 minutes before the start time to allow for warm up. In the event of extenuating circumstances which result in a team arriving late the match-day RLO will make any necessary decisions. 7

8 5.3 No team may postpone or cancel a fixture without the agreement of the RLO. Agreement to cancel matches will only be granted in extreme circumstances. If a team concedes, cancels or fails to attend for a match they will be penalised as outlined in Section 9. Failure to play on more than two occasions may result in expulsion from the League. 5.4 Matches which are postponed by the RLO due to extreme and unforeseen circumstances, e.g., flash flood, heavy snowfall, will be rearranged utilising the designated reserve dates. Teams will be given at least 3 weeks notice of rearrangements and will be expected to fulfil these as per scheduled fixtures. In the event that exceptional circumstances lead to a significant number of cancellations the CTSG reserve the right to only rearrange those matches which have a significant effect on relegation and promotion outcomes. Where matches are not rearranged the score from the previous meeting of the teams will be used or an appropriate outcome decided by the CTSG. 5.5 In the event that a match is abandoned for any reason, e.g., because of serious injury, the result of that match will be determined by the CTSG, having regard to the score at the time at which play was suspended. 6. Match Regulations 6.1 All games shall be played to the IFNA Rules of the Game currently in force in England at the time, except where specific regulations may apply. 6.2 All matches shall be of one hour s duration (i.e., four quarters of 15 minutes each). Quarter time interval shall be 3 minutes duration and half time interval 5 minutes duration. 6.3 The Regional Handbook will identify the registered kit (dress, top, skirt, skin, bibs) colours of each team. Teams should check the handbook and identify matches where a clash of colours is likely. It is the responsibility of the away team to ensure they have an alternative set of bibs available should the umpires decide a clash of colours has occurred. 6.4 Where players elect to wear additional layers (ie: skins) beneath their standard uniform, these layers must be of the same colour throughout the team. 7. Match Officials 7.1 Umpires who actively hold a Netball Europe B Award or above, will be offered the opportunity to officiate allocated NERL matches (they may specify which division(s) they wish to be considered for if not both). Umpires who actively hold a Netball Europe C award, who are committed to progressing towards a B award and who have been identified by an appropriate body (ie: England Netball, County Umpiring Secretaries) will be offered the opportunity to officiate Division 2 matches. To aid their progression from C to B these umpires will be mentored on a regular basis. All umpires will have to submit an Umpire Fitness form to level 5.1 on the multi stage fitness test. These should be forwarded to the Regional Office before the start of the Regional League. Umpires wishing to officiate in the NERL may also be required to attend a pre season workshop as part of their continuing development. 7.2 B Award Umpires will receive a 15 fee for each match officiated; C Award Umpires will receive a 10 fee for each match officiated. In the event that the match is officiated by one B and one C Award umpire both teams will pay to the Table and the umpires will collect the appropriate fee of 15 for B Award Umpire and 10 for C Award Umpire. All fees must be paid in cash on the day and placed on the table prior to the commencement of the match. 8

9 7.3 Umpires will be allocated to matches by an appointed Co-ordinator, based on their indication of availability. Responsibility to fulfil their commitments or to organise an appropriate substitute in conjunction with the Co-ordinator will rest with the allocated Umpire. 7.4 In the event that an umpire fails to arrive, or is injured or taken ill during a match, the following procedure will be applied: If another umpire of the appropriate standard is available then they will umpire the match Failing that, the next best-qualified umpire should be used Failing that, the RLO will make a decision on the day. 7.5 In conjunction with England Netball the Regional Management Board will have responsibility for procedures which ensure that umpires conform to a standard of physical fitness which allows them to keep pace with the speed and variability of the game(s). If age, injury, illness or pregnancy is likely to affect the Umpire's movements and positioning to the detriment of the game, they are required to withdraw from officiating. 7.6 Teams are required to provide a Competent Table Official (CTO) for each of their matches. Competent Table Officials are those who hold the England Netball Table Official qualification, or are qualified Umpires or have attended a North East Regional League table official s course. CTO s may not coach or comment during the game. The CTO s should agree between themselves who acts as scorer and timekeeper. They should ensure they are equipped with the relevant equipment to fulfil their duties, ie: stop watches, pencils, etc., as the only equipment provided at the venue is a flip-over scoreboard. Failure to provide a CTO for any portion of a match will incur a penalty as outlined in Section 9. In addition the process below should be followed in the event that a team fails to provide a CTO for their match In the event that only one team provides a CTO then the other teams CTO will take the lead in officiating the match. The offending team will be required to find someone who can work alongside the CTO to officiate the match. If there is no one available to fill this gap then the offending team will be required to fill this gap with one of the players from their match squad who must remain in this role for the full duration of the match In the event that neither team provides a CTO then both teams will be required to drop a player from their squad for the duration of the match. These players will be paired with CTO s from other matches taking place at the same time. As above these players will remain in this role for the full duration of the match. 8. Registration of Results 8.1 Both teams are required to complete and submit to the RLO a Results Card for every match. The card should record the names of each player, their court time and the final score. The official result sheet must be checked and signed by both captains and umpires and given to the RLO on the day of the fixture. Any team which fails to do so will be liable to a penalty as outlined in Section 9. Table Officials should ensure that the two results card contain matching information. Any dispute or disagreement over scores or quarters played must be resolved on the day of the match through discussion between the captains and officials, and if necessary the involvement of the RLO. 9

10 8.2 Each team may name a squad of up to twelve (12) players for each match. All players who take part must be named on the results card. Players not taking to the court may be lined through on the results card to denote that they have not taken the court in that match. 9. Competition Referee 9.1 The CTSG or its nominee will have the authority and jurisdiction to make decisions on any matters arising throughout the Competition including, but not limited to: altering or amending the playing schedule as necessary; determining if teams and/or players are in breach of these Regulations and imposing an appropriate penalty (including disqualification of any individual or team). Penalties for specific breaches are detailed below, maximum penalty per occasion of 100. Breach Financial Penalty Points Penalty Failure to register squad by due date 5 Nil Fielding of an unaffiliated player 20 Offending Team - Loss of any points gained for that match and a further 3 point deduction. Non offending team will be designated winners of the match receiving the 6 points and a 10-0 result. Fielding of an illegal player eg: unregistered, under age, ineligible, etc. Failure to attend for a match or cancelling a match. Nil 20 match fine plus if appropriate 30 umpire fees Offending Team - Loss of any points gained for that match and a further 3 point deduction. Non offending team will be designated winners of the match receiving the 6 points and a 10-0 result. Non offending team will be designated winners of the match receiving the 6 points and a 10-0 result. Incomplete or missing results card 5 Nil Failure to provide a competent Table Official 5 to Table Official and 5 admin. Nil Instances of unsportsmanlike behaviour including instances of teams predetermining the outcome of a match: any urgent matters that impact on the delivery of the competition not covered by the Regulations; and consult with additional people to assist with the Competition, but the final decision and accountability will lie with the RMB 10. Competition Complaints Procedure 10

11 10.1 All queries or complaints (a Complaint) should be directed to the Regional Office in the first instance using the official form included in the League Handbook and will be dealt with as follows: Where the Complaint relates to the playing of a match, the scoring, and/or its result, the relevant team or match official, must do the following: Inform their opponents and the umpires of their complaint; Mark the score card with the words Under Protest ; Send the marked score card to the Regional Office or its nominee, within 72 hours of the match; Attach a letter to the scorecard to explain the issue in full to the CTSG or its nominee. And the CTSG will decide what action should be taken The CTSG or its nominee will acknowledge receipt of the query or complaint and make a decision on the matter within 72 hours of receipt of the query or complaint. The CTSG decision in relation to decisions taken under clause Parties to the complaint shall have the right to appeal the decision under Section 11 below Where a Complaint relates to the governance or administration of the Competition by the CTSG or its nominee, such complaints will be dealt with under the Complaints Procedure of England Netball Where the Complaint relates to the behaviour of an individual or team participating, volunteering or attending the Competition which could be considered as a Disciplinary Offence under England Netball s Disciplinary Regulations, such complaints will be dealt with in accordance with the processes set out in England Netball s Disciplinary Regulations 11. Appeal of CTSG Decision 11.1 A party to a complaint submitted under Sections shall have the right to appeal a decision made by the CTSG or its nominee in relation to that complaint; if the decision has a potential impact on a match result, a league table, or the outcome of the Competition; AND there has been a failure by CTSG to follow these Regulations or the CTSG reached a decision on the basis of an error of fact. These are the only grounds of appeal and any appeal must be submitted in accordance with the appeals process set out in this Section An appeal should be forwarded in writing from the Team Manager of the objecting party to the Regional Office or its nominee within 72 hours of receiving the decision, who will refer it to a Competition Appeals Committee (CAC) which will consist of individuals that are independent of the Competition; one of those individuals will be appointed as the Chair The appeal shall be accompanied by a cheque for 100 which shall be returned if the appeal is upheld or if there are any other extenuating circumstances. The CAC will decide whether the extenuating circumstance warrant the cheque being returned The Chair of the CAC will send the appeal to the opposing team and any other team that they believe could be impacted by the outcome of the appeal. These teams will be permitted 72 hours, from the date they receive the appeal from the CAC to submit any evidence or submission that they wish the CAC to consider All submissions and evidence must be submitted in writing. No parties involved in the appeal, including the appellant, will be able to make a verbal representation to the CAC The CAC shall meet and conclude the matter within 72 hours of receiving the evidence and submissions. 11

12 11.7 The CAC will immediately notify all the parties who presented submissions and evidence of their decision and any penalties imposed. The CAC shall have the discretion to publish the decision through whatever media it considers appropriate The CAC shall have the power of England Netball to make all decisions and impose any penalties (including but not limited to, reprimands, the deduction of points, fines, suspensions and expulsions from the competition) relating to the appeal The decisions of the CAC shall be considered to be the decisions of England Netball and shall be final and binding on all participants in the Competition. For the avoidance of doubt, there shall be no further right of appeal under England Netball s Disciplinary Manual or otherwise The procedures in this Section 11 shall be governed by the Arbitration Act of 1996 and amounts to a binding arbitration agreement for the purposes of Section of that Act. The seat of the arbitration shall be England If the circumstances require a decision to be taken sooner than permitted by this Section 11, and all parties to the appeal agree, the timetable within which an appeal is raised, submissions made and the decision taken can be shorter than the 72 hours stated in this section. In such cases the CAC shall issue a revised timetable which shall be binding on all parties. 12. Miscellaneous Provisions 12.1 All clubs will be held responsible for their players, officials and spectators All, players, coaches, Team managers, clubs, umpires, table officials, and parents/ carers will be expected to adhere to the England Netball Code of Conduct for their role It is the responsibility of each team to provide adequate first aid cover for its players and officials, which shall also be made available to the match officials on request Any team wishing to video/photograph a Regional League match must give the opposing side, team officials and match officials at least 5 clear days notice prior to the game to allow all parental permissions required under the Duty of Care to be obtained. All permissions must be in written form and signed by all contacts. A match official/team official who wishes to video record or photograph a Regional league game must also go through the same procedure. A copy of the permissions must be sent to the Regional Manager, contact information as detailed on Page 1 of the handbook England Netball (including the North East Region) will not be liable to any person, whether in contract, tort (including negligence) or otherwise for any direct or indirect loss or injury of any nature, howsoever caused and howsoever arising from the matters covered by these Regulations, provided that nothing in these Regulations excludes or restricts England Netball s (including the North East Regions) liability for any personal loss or injury caused by England Netball s (including the North East Regions) own negligence, the negligence of its employees, or for fraud All participants acknowledge that participating in the sport of netball involves a risk of personal injury and by taking part in NERL whether as a player, team member, team official, other official or spectator, each participant does so at their own risk If any of these Regulations are held by any competent authority to be invalid or unenforceable, the remainder of the Regulations shall not be affected thereby These Regulations shall be governed by and interpreted in accordance with English law 12

13 12.9 Any questions regarding these Regulations can be addressed to the CTSG in the first instance The CTSG may review and amend these regulations If England Netball amends the Premier League Regulations for 2013/14 Following changes communicated by England Netball At the discretion of the CTSG Any changes will be communicated to the teams The CTSG and RMB will adjudicate on all matters not covered by the regulations. Please note: as per the communication of July 2013 to all clubs in North East Regional League, it is the intention of the Competition TSG to conduct a wholescale review of the League at the end of the season. The following issues will be reviewed along with any other issues brought to the attention of the CTSG over the course of the season: Format - number of teams, divisions, games, timing, etc.; Procedure for entry into Regional League; Procedure for relegation and promotion between divisions; Contribution of the competition towards regional performance objectives; Contribution of the competition towards regional officiating objectives; Contribution of the competition towards regional coaching objectives; 13

15 Codes of Conduct North East Netball and the Regional Management Board have adopted England Netball s codes of conduct and expect all individuals involved in the North East Regional League to adhere to them. Code of Conduct for Coaches, Umpires, Table Officials, Team Managers, Teachers, Tutors, Assessors, Testers, Trainers, Verifiers and Mentors and all Volunteers participating in Netball The Code of Conduct state the values and standards expected at all time. In addition to these, when in my capacity as a coach, umpire, table official, team manager, teacher, tutor, assessor, tester, trainer, verifier, mentor or volunteer, I will also: Be a positive role model for netball by acting in a way that projects a positive image of my role within netball and being fair, considerate and honest with participants and officials Display high standards in my language, manner, punctuality, preparation and presentation to ensure that all time spent with me by participants or colleagues is a positive experience Exercise reasonable care and skill when carrying out my duties, including but not limited to keeping up to date with the latest practices and developments by taking up further education and other personal and professional development opportunities Be consistent, independent and demonstrate complete impartiality through exercising reasonable care and skill to enforce the rules of the game by applying them fairly and to effect control of the game As a coach, seek to inspire and motivate in accordance with an individual s abilities to enable them to play to the best of their ability and realise their potential As a coach, provide athletes with planned and structured training programmes appropriate to their abilities and goals by ensuring that equal attention and opportunities are available to all, including those requiring a modified plan due to sickness or injury As a tutor, assessor, tester, trainer, verifier or mentor, provide candidates with the appropriate information, planned and structured programmes appropriate to their needs and goals, ensuring that equal attention is applied, and to provide appropriate feedback following observation of a session Be mentally and physically fit to carry out my role within netball Ensure that the training and/or competition environment is safe and appropriate for the age, physical and emotional maturity, experience and ability of the athletes Ensure that I follow instructions and comply with all health and safety regulations that apply to the role I am undertaking. I will endeavour to abide by this code of conduct and promote it to others. I understand that if I fail to follow the code, the England Netball, the Regional Association or the County Association may take action against me under the Disciplinary Regulations which may result in Sanctions including fines and suspension. 15

16 Code of Conduct for Parents/Carers The enjoyment and safety of your child when involved in a netball activity is of paramount importance to England Netball. Every child will be encouraged and asked to ensure that their behaviour and actions meet the values and standards expected of them at all times. As parents, you are asked to support our Codes of Conduct and embrace the spirit of our game. As a parent/carer, I will: Encourage my child to play within the rules and respect officials and coaches decisions Support my child s efforts and performance, give positive comments that motivate and encourage continued effort and learning Understand that competition is about winning and losing, so results are always accepted without undue disappointment Be a positive role model to my child by helping them work towards skill improvement and good sportsmanship Remember that children learn best by example; I will applaud good play by both my child s team and their opponents Thank the coaches, officials and other volunteers who give their time for my child and not interfere with their decisions Help when asked by a coach or official Respect the rights, dignity and worth of all people involved in the game, regardless of gender, marital status, race, colour, disability, sexuality, age, occupation, religion or political opinion Read the rules of the sport to understand better what I am watching and discussing with my child Promote this code of conduct to other parents, carers and supporters Be aware of my child s club safeguarding policy and ensure that any concerns are reported to the club s safeguarding officer or England Netball s Lead Safeguarding Officer. As a parent/carer, I will not: Pressure my child in any way; I know that this is their sport not mine Use inappropriate language, harass athletes, coaches, officials or other spectators Criticise or ridicule my child for making a mistake or losing after the game Force my child if they are unwilling to participate in the sport Arrive at a netball activity under the influence of alcohol or drugs Use Social Media technology to bring the game into disrepute or make an inappropriate comment about an athlete, coach, official, volunteer or member of England Netball staff Consume illegal substances either immediately prior to or while being at a netball activity where my child is participating in the sport Consume alcoholic drinks or smoke either immediately prior to or while being at a netball activity where my child is participating. 16
