7 USSF Referee Code of Ethics from OSSRC.com, I will: 1. always maintain the utmost respect for the game of soccer. 2. conduct myself honorably at all times and maintain the dignity of my position. 3. always honor an assignment or any other contractual obligation. 4. attend training meetings and clinics so as to know the Laws of the Game,their proper interpretation and their application.

9 USSF Referee Code of Ethics Assignments Once an official verifies and agrees to an assignment to officiate a match then that official is contractually obligated to that match. Regardless of how final agreement was made i.e. whether written, verbal or computer generated.

10 USSF Referee Code of Ethics Assignments An official does not have the option to cancel out of a match in order to: officiate in a higher level better paying game officiate in a tournament where more game assignments may be available. An official may not arbitrarily choose to drop any assignment to which he/she is contractually committed, no matter how much time exists prior to the scheduled match. There is no such thing as so-called "72-hour notification rule".

11 USSF Referee Code of Ethics Assignments Any violation of the contractual agreement is a breach of the USSF Referee Code of Ethics and could subject a referee to ethical sanctions, which includes possible suspension. Official s option is to contact the assignor at any time and request and/or negotiate a change or release from the contractual agreement, but still remains contractually bound until a mutually agreeable solution is reached.

13 USSF Referee Code of Ethics No Shows: Are becoming an increasing problem Prevent someone who would show up from being able to officiate the match Put a burden on those officials that do show up Are an ethics issue that exhibits irresponsible behavior and promotes a lack of trust

14 USSF Referee Code of Ethics Self-Scheduling Ethics Issues: Some officials surf for assignments in order to pick up a better paying assignment compared to the one they already have been assigned. Some officials choose to self-assign only as a referee and not as an AR. Some officials overschedule number of games they are to officiate in a day Oftentimes results in no shows occurring Results in new and younger referees having difficulty in finding assignments Unfairly results in games being officiated by an overly tired and effectively incompetent official

What is said about a game, an assignor, a player, another official or an administrator becomes public. Comments regarding specific individuals is an extreme violation of referee ethics and may even border on being libelous

22 Referee Ethics Exercise Read through the following 3 referee ethical dilemmas. Choose 1 and come to recertification prepared to discuss What Would You Do?

23 1 - What Would You Do??? You are an AR in a tournament match, the goalkeeper is charged unfairly by an attacker and the referee stops play. The keeper is enraged, throws the ball away and violently shoves the attacker. The referee awards a penalty kick. The kick is good and is the margin of victory. The losing team coach protests the match. The referee is adamant that he had not stopped play and was correct in awarding the PK. Both you and the other AR saw the stoppage and agree the referee has made a serious mistake.

24 2 - What Would You Do??? During a match, you are on the goal-line when a hard shot strikes the underside of the crossbar. The ball crosses the goal-line (goal) and then spins back out and strikes the turf in front of the goal and bounces up. A defender then heads the ball over the crossbar. You signal a goal and run up the touchline. At about 35 yards up the line, you are confronted by the center forward of the defending team, who attempts to strike you. The referee finally gets between the defender and you and takes the defender aside to give him an earnest talking to. After a short time, the referee disallowed the goal and restarted with a goal-kick.

25 3 - What Would You Do??? A number of off duty referees attended a game together and stood near the touchline among the regular spectators. One of the referees was a parent of a player. A fan (and friend of the referee parent ) was very verbal in his criticism of the game officials. This fan tried to verify his criticisms with his buddy - the referee parent - and his colleagues. Some referees responded and others kept silent. One off duty referee, when pressed by the referee parent, refused to respond and told the him that he would not comment while he could be identified as an official by other spectators. The referee parent chided him for overreacting. This referee reminded the referee parent of the standards expressed by the Referee Code of Ethics. The referee parent replied that the standards did not apply to him, because he was a parent first and referee second.
