1 McGILL UNIVERSITY - DEPARTMENT OF ATHLETICS INTRAMURAL INDOOR SOCCER RULES ID. CARDS Prior to the start of intramural games, students must present their valid McGill ID card to the timer/scorekeeper. Staff and Alumni must present their valid Sports Complex Membership Cards. Please indicate to the timer which team you will be playing for. NO ID - NO PLAY! After the scorekeeper has confirmed your ID card, take the appropriate colored pinnie and report your number to the scorekeeper. After the game is played, return your pinnie to your captain. The captain is responsible for returning all pinnies to the scorekeeper. The scorekeeper will return the team's ID cards to the captain when all pinnies are accounted for. LOST ID CARDS: If a participant has lost their McGill ID card, they will be allowed to play if the following conditions are met: 1. They arrive to the game with a printout from Minerva indicating that they are registered at McGill during the current academic year. 2. A photo ID with the name matching that on the Minerva statement. 3. The participant must then report to the Campus Rec office within 2 working days and show the Intramural Coordinator (Perry Karnofsky) their new ID card. Failure to do so will result in the team forfeiting the game which the player participated in, and may result in further disciplinary action against the participant. Players are asked not to ABUSE this rule implementation. We are sympathetic towards players losing their card on a Friday night or a week-end (when it can t be replaced before the next Monday), but we will not look with a kind eye players that keep showing up at Perry s door for losing their card. DEFAULT RULE A five (5) minute delay to the start of the game will be granted if a team has insufficient number of players to begin. The amount of time that the start of the game was delayed will be subtracted from the 1st half of the game. If a team still has too few players after the delay, it will default the game. This default rule will be strictly applied, and no exceptions shall be made unless the game is started late due to reasons unrelated to the teams. It is highly advisable that teams show up well in advance, and prepare for the start of the match. EQUIPMENT Regulation (FIFA-approved) soccer balls are supplied and used in all games. Clean, non-marking athletic shoes are to be worn by all players. Black soled jogging shoes often mark the floor and are not permitted. Shinguards are not compulsory, but are highly recommended. Colored and numbered Pinnies will be issued to each team. GOALKEEPERS: goalkeepers will not wear a pinnie, so that they can be distinguished from the other players. Note: All goalkeepers should nonetheless pick up a pinnie from the scorekeeper (when they register for the game) and leave it beside their goalpost, so that they can put it on rapidly should they decide to trade places in goal with another player. Keepers who intend to remain in net for the whole game however, do not need to pick up a pinnie.

2 RULES Fédération Internationale de Football Association (FIFA) rules apply during all Intramural Soccer games. FIFA laws of the game can be obtained from the FIFA website. The following exceptions and amendments apply to McGill Intramurals. DIMENSIONS AND MARKINGS The playing area is rectangular and approx. 110' 85' (34m 26). The Penalty Area is denoted by the blue (semi-circle) line in front of the goal. The goal shall be placed directly against the netting with no playing area behind the net. A 2 nd penalty mark will be placed 10m away from the goal line (see image). The two longer boundary lines are called touch lines. The two shorter lines are called goal lines. The playing area is enclosed by the goal lines and the touch lines (first white lines). The blue divider curtain walls are NO LONGER PLAYABLE. The penalty spot is the connection of the white lines just above the crease (it is not the top of the blue crease) ZONES OF THE COURT There shall be three zones of play on the court: a. A zone at each end will be comprised of the surface from the edge of the basketball court as set by the red line to the end of the field of play. These shall comprise the offensive and defensive zones for each team. b. A neutral zone (green part of the floor) exists between the zones outlined in (a.) BALL IN AND OUT OF PLAY The ball is out of play when the whole ball crosses the white line. The opposing team (i.e., the team not responsible for the ball going out of bounds) will get a kick-in (which replaces the throw-in from outdoor soccer, see Kick-In section) If the ball if the ball touches any part of the ceiling infrastructure, an indirect free kick will be assessed in accordance with rules outlined in the Direct & Indirect Kick section. GAME TIME Games will consist of 2 halves of 22 minutes of continuous time (not stopped when the ball goes out of play), with a 3-5 minute half-time interval. Only in the last sixty (60) seconds of each half, the clock will be out of play (the scorekeeper will be stopping the clock whenever play is stopped this includes ball going out of play, a free-kick being called, etc.) The game is officially over once the clock buzzer has sounded. Should a goal be scored after the buzzer sound, the goal will not stand. Keeping the clock out of play in the last 60 seconds of each half should be enough to avoid teams intentionally stalling the game.

3 TIME-OUT The teams are entitled to a one (1)-minute time-out in each half. The following conditions apply to a time-out: Any player of the team is authorized to request any of the two referees for a one-minute timeout. A one-minute time-out may be requested at any time, but is permitted only when the team requesting the time-out is in possession of the ball. The referee will indicate permission for a time-out by making a T signal with his/her hands, when the ball is out of play. During this time, the game clock will be stopped. Time-outs are not cumulative. A team that does not request a time-out in the 1 st half of the match shall only be entitled to one time-out during the 2 nd half. PLAYERS Indoor Soccer is played with teams of 5 players (goalie included). CO-REC 2 female and 2 male players + goalie (gender non-specific) CO-REC Maximum of 3 males or 3 females on the floor at any one time (providing one is the goalie). VARSITY ATHLETES: Varsity soccer players who are representing McGill (Redmen or Martlets) during the current academic WINTER semester, are NOT allowed to participate in Soccer Intramurals. Athletes who have appeared on the soccer varsity roster during the Fall (but are not participating in the Winter) are however permitted to play. To that effect, a maximum of 1 varsity soccer player per team is permitted (CO- REC: CAN BE A MALE OR FEMALE). For a game to BEGIN: In order for a game to begin, each team must have a minimum of 4 players, dressed, signed-in and present at the game site, ready to play. In CO-REC, there must be a minimum of 2 males AND 2 females to begin. Once a game is in progress: Once a game is in progress, a team must play with a minimum of 3 players (including the goalie). Should a team not be able to field 3 players due to injury, yellow/red cards, or other infractions, the team at fault will forfeit the game. CO-REC Minimum number of players is three (3), with AT LEAST one (1) male AND at least one (1) female (i.e. teams cannot play with 3 females and no males, nor can they play with 3 males and no females). TEAMS MUST AT ALL TIMES HAVE AN EQUAL NUMBER OF MALES AND FEMALES PLAYING (NOT COUNTING THE GOALIE). No exceptions shall be made. PLAYOFFS: GAME TIED at the END of REGULATION TIME For playoff games which remain tied after regulation time, the game shall proceed to a penalty shootout. Five (5) penalty kicks will be taken by each team, followed by sudden-death penalty kicks. Penalty kicks may be taken by any team member who has signed up on the game sheet, regardless of whether the player was on the field at the completion of the game. Once a player has taken a penalty kick, he/she may not go a second time until all other players have gone once. Special rule during the FINAL: During the FINAL game of playoffs, and ONLY in the final, should the game be still tied after regulation time, the game will proceed to two five (5) minute halves of overtime, which will be played in full (no golden/silver goal). Should the overtime not be enough to break the tie, the game will proceed to a penalty shootout. Penalty shootout format for CO-REC : 1. Each team will select 4 (four) shooters: 2 male and 2 female.

4 2. If the game remains tied after the first 4 shooters, the sudden death shootout will continue, alternating between female and male shooters. 3. No player shall shoot more than once before all eligible players have taken a shot. Exceptions must be made to preserve the alternation between male and female shooters. SUBSTITUTIONS Player SUBSTITUTION is unlimited, and may take at any time during the game, on the fly (i.e. asking permission to the game officials is not required), except when substituting goalkeepers. Goalkeeper switches must be signaled to game officials. Players must inform the referee that they wish to substitute their keeper. The ref will then wait for a dead-ball situation to allow the substitution to be made. During substitutions, the outgoing player must exit the field at the team s bench, in his/her own half of the field (the defensive zone), before the substitute enters the field of play. If the substitute enters the field of play before the outgoing player has exited the field, and the substitute touches the ball or becomes involved with play, an indirect free-kick will be awarded and the offending player will receive a Yellow Card. Substitution ZONES Substitutions may only take place on the sideline closest to the scorekeeper s table, on the team s own half of the field (the defensive zone). At half-time, the substitutes of each team should also switch sides, such that they are at all times on their team s defensive zone. Should a player sub off on the opposite side of the field, or in the offensive zone, and the substitute touch the ball or become involved with play, an indirect free-kick will be awarded and the offending player (the one entering the field) will receive a Yellow Card. DIRECT & INDIRECT FREE KICKS FIFA rules will apply to the indoor soccer league with the following exceptions: when the ball touches the rafters (ceiling), the hanging divider (at center court), or goes behind the net behind the goal, an indirect free kick will be awarded at the nearest point to where the ball went out of play. If the ball goes out of play from within the penalty area and the indirect kick is being awarded: 1. to the offensive team, the ball shall be placed on the blue line (denoting the penalty area) nearest the point where the ball exited play. 2. to the defensive team, the ball shall be played from the point nearest where the ball went out of play (within the penalty area) as usual. HANDBALLS o Yellow card for an handball: a. If player deliberately handles ball to prevent an opponent from getting to it. b. If player attempts to score by deliberately handling the ball o Red card: if player deliberately handles the ball and prevents an obvious goal-scoring opportunity. ALL handballs that are called will result in DIRECT free kicks. Handballs inside the box result in a penalty kick. Goalkeepers: Keep in mind that handball rules also apply to goalkeepers who accidentally handle the ball outside the penalty box. Over the last few seasons, goalkeepers have been abusing the lack of punishment resulting from handballs outside their area (which usually takes place during goal-scoring opportunities). We would like goalkeepers to pay more attention to their positioning, so that they avoid gaining an unfair advantage over nearby opposing players. Handballs outside the area preventing an obvious goal-scoring opportunity will be sanctioned with a red card! OFFSIDE There are no offsides in indoor soccer.

5 FREE-KICK DISTANCE On free-kicks, as well as corner-kicks and kick-ins, all opponents must be at least 5 yards away from the ball until it is in play. PENALTY SHOTS Penalty shots shall be taken from the centre spot at the top of the penalty area. All players except the shooter and the goalie must remain outside the blue semi-circle denoting the penalty area, behind the ball, and at least 5m away from the ball. Officials are instructed to enforce the required 5 meter distance from the ball. Also recall that GOALKEEPERS must remain on the line, and can move sideways, but cannot move forward when a penalty kick is taken. FREE-KICK PENALTY KICK KICK-IN To be taken in place of the throw-in. The ball is placed on the touch line before kicking. The kicker's foot not kicking the ball must be outside or at least on the touchline; if it crosses the touchline all of the way, into the pitch, the kick-in is given to the opposing team. The kick-in must be taken within 4 seconds; if it is not, the kick-in is given to the opposing team. This rule will now be strictly enforced. The kicker cannot play the ball a second time until it has been played by another player; infringement of this rule entail an indirect freekick to the opposing from the point of infringement. Players on opposing team must be at least 5 yards away from the point of kick-in. A goal cannot be scored directly from a kick-in. CORNER-KICK Corner-kicks are now in effect, and follow the same rules as kick-ins, including the 4-second time limit. KICK-OFF Opponents of the team taking the kick-off must be at least 3 yards away from the ball (i.e. beyond the first white line of the tennis courts) until it is in play. The ball shall be deemed in play from the moment it is kicked and moves forward (i.e. can t pass the ball backwards from kick-off). Players may not play the ball until the referee has blown his/her whistle. THE KICK-OFF IS AN INDIRECT KICK.

6 GOALKEEPING Goalkeepers are now allowed to propel the ball with their hands out of the defensive zone, without the necessity of contact being made by another player (from either team), prior to its leaving the zone. A goalkeeper may not, with their hands, play any deliberate kick/pass to them by a teammate. Violations of this rule result in an indirect free-kick at the edge of the penalty area, nearest the infraction. A goalkeeper may not touch or control the ball with his hands OR feet in his own half for more than four (4) seconds. Failure to release the ball before the 4 seconds have elapsed will result in an indirect freekick from where the infringement took place. The goalie may not receive the ball back after playing it unless the ball has crossed the half or been touched by an opponent. The goaltender is considered as an outfielder in the opponent s half and has no limitations. The goalie may score by throwing the ball into the opposing net during live play. Goal clearances are not considered live play. GOAL CLEARANCE The goal clearance is a method of restarting play, and replaces the goal-kick from outdoor soccer. Unlike goal-kicks, goal clearances are thrown by hand. A goal clearance shall be awarded when the ball, having last touched a player of the attacking team, crosses the goal line (either along the ground or through the air) and a goal is not scored. Procedure The ball shall be thrown from any point inside the penalty area by the goalkeeper of the defending team. Opponents shall remain outside the penalty area until the ball is in play. The ball shall be deemed in play when it is thrown directly out of the penalty area. The goalkeeper may not play the ball a second time (with his/her hands or feet) until it has been touched by an opponent OR has crossed the halfway line. This includes playing the ball with his/her feet!! Any infringement of this rule will result in an indirect free-kick to the opposing team, from the place where the infringement occurred. Additional notes: A goal may not be scored directly from a goal clearance. If the goal clearance is not taken within 4 seconds of the goalkeeper taking possession of the ball, an indirect free-kick shall be awarded to the opposing team, on the penalty area line from the place nearest to where the infringement occurred. PLAYING ALONG THE DIVIDER CURTAINS Since the blue divider curtains no longer constitute part of the playing area (see DIMENSIONS & MARKINGS section), all rules from previous years pertaining to playing along the curtains are null and void. SLIDE TACKLES Slide tackles are NOT permitted in indoor soccer, and will be dealt with in the following manner. a. All slide tackles will result in a Yellow Card and a direct free kick. b. All slide tackles from behind will result in a Red Card and expulsion of the offending player from the game. Note: A slide (to be distinguished from a slide tackle) used to save the ball from going out of play, if no other players are in close proximity (i.e. less than 2m) will NOT be called as a foul, and NO cards will be dispensed. A similar policy will be adopted for a slide used to push the ball into the net (if no players are in proximity). The distinction between what constitutes a slide and a slide tackle will be at the referee s discretion, but in general, the 2m safety zone should be used a rule of thumb.

7 ACCUMULATED FOULS All fouls punished by direct free-kicks (as mentioned in Law 12 of the FIFA Laws of the Game) count towards the accumulated fouls total. Indirect free-kicks do not count towards the foul total. The first 5 accumulated fouls committed by each team during each half are recorded in the match report. The accumulated fouls total is re-zeroed at half-time. If however, extra time is to be played (e.g. in the FINAL game), accumulated fouls from the 2 nd period shall remain valid. Any accumulated fouls during extra time shall be added to the team s total from the 2 nd period. Position of free-kick For the first 5 accumulated fouls recorded against either team in each half: The players of the opposing team may form a wall to defend a free-kick. All opponents shall be situated at least 5m from the ball. A goal may be scored directly in the opponents goal from this free-kick. Beginning with the sixth (6 th ) accumulated foul recorded against either team in each half: The defending team s players may not form a wall to defend a free-kick. The player taking the kick shall be duly nominated. The goalkeeper shall remain in his penalty area at a distance of at least 5m from the ball All the other players shall remain on the pitch behind an imaginary line that is level with the ball and parallel to the goal line, and outside the penalty area. They shall remain 5m away from the ball and may not obstruct the player taking the free-kick. No player may cross this imaginary line until the ball has been struck and starts to move. Procedure for the sixth (6 th ) and any subsequent accumulated fouls: The player taking the free-kick shall kick the ball with the intention of scoring a goal and may not pass the ball to a team-mate. Once the free-kick has been taken, no player may touch the ball until it has been touched by the defending goalkeeper, rebounded off the goalpost or crossbar, or left the pitch. If a player commits his team s 6 th foul in the first third (⅓) of the field (i.e. the area before the 2 nd penalty mark in his team s defensive zone), the team awarded the free-kick shall decide whether to take it: o from the 2 nd penalty mark or, o the place where the infringement occurred. The 2 nd penalty mark will be placed 10m away from the goal line. The free-kick shall be taken in compliance with the provisions of the previous paragraph Position of free kick. If a player commits his team s 6 th foul in the last two thirds (⅔) of the field (i.e. the area beyond the 2 nd penalty mark in his team s defensive zone), the free-kick shall be taken from the 2 nd penalty mark.

8 FOULS & MISCONDUCT Any player receiving a Yellow Card will no longer have to serve a time penalty. Any Red Card results in the expulsion of the offending player for the remainder of that game (and an additional one or two game suspension, depending on the severity of the infraction). A player who has been sent off may not sit on the substitutes bench, as he/she is obliged to leave the vicinity of the pitch. A substitute player may enter the pitch three (3) full minutes after a team-mate has been sent off, to return his/her team to even strength, if the following conditions apply: o if there are 5 players against 4 and the team with the greater number of players scores a goal, the team with only 4 players may be completed with a 5 th player. o if both teams are playing with 4 players and a goal is scored, both teams shall remain with the same number of players. o if there are 5 players playing against 3 (or 4 against 3), and the team with the greater number of players scores a goal, the team with 3 players may be increased by one player only. o if both teams are playing with 3 players and a goal is scored, both teams shall remain with the same number of players. o if the team scoring the goal is the one with fewer players, the game shall continue without any change to the number of players. The Intramural Protest & Disciplinary Committee reserves the right to take further disciplinary action against offenders, once the officials report has been filed. Violent or dangerous infractions will result in lengthy suspensions! A player who accumulates three (3) Yellow Cards during the season will be suspended for one (1) game. If a player receives a fourth (4 th ) Yellow Card he/she will be suspended for two (2) games. If a player receives a fifth (5 th ) Yellow Card he/she will be suspended for the remainder of the season (including playoffs). A player who receives his/her second (2 nd ) Red Card of the season will be suspended for the remainder of the season (including the playoffs). Yellow/Red Cards may be given to players on the sidelines. All slide tackles will result in a Yellow Card and a direct free-kick. All slide tackles from behind will result in a Red Card and expulsion of the offending player from the game. MERCY RULE (NEW) If at any point in the game, a team exceeds their opponent by 15 goals or more, the final whistle is blown and the match is officially ended with that final score. The teams are welcome to continue the match, should they choose to do so. However the remainder of the goals will not be recorded. The officials will continue to referee the game until the 44 minutes of playing time is satisfied. INJURIES In case of an injury, injured players can report to the nearby WINDSOR clinic for immediate treatment. The clinic also provides ice-packs in case of strains, bruises, and the like. Also be informed that in case of a serious injury, officials are all aware of the EMERGENCY protocol.

9 TOPSCORERS ranking The intramural coordinator will keep a topscorer ranking updated, which can be found at the following address: The website is not affiliated to McGill Athletics, it arises from an initiative from the coordinator s part in keeping statistics for scorers. We have set up some prizes for every league's topscorer: the winner for each individual division will receive a McGill Athletics T-shirt. The coordinator will update the rankings on approximately a weekly basis, every Friday.
