2 To All Club Officials, Coaches and Managers This booklet is designed as a quick reference guide to common Football Toowoomba issues. In most cases a more extensive set of information is available from Therefore this booklet has been designed to be kept in the team kitbag for ready reference at the field for you to advise parents, players and others on common concerns and questions. The publication is produced annually to provide up-to-date information. Therefore the booklet should only be used for the year in which it was published. I believe this information will assist you and your players to enjoy a great season in football. 3 The Rules of Football Small Sided Football: All Under 6 to Under 11 games comply with the FFA rules for Small Sided Football. The Rules and a full explanation of Small Sided Football can be found at Small sided football has the advantage of: more playing time, which maximizes individual participation and involvement, far more repeated touches of the ball by all players on the field and more shots on goal more involvement leads to greater improvements in skills & fitness The SSF Penalty Area: From U8 to U11 a penalty area is to be marked on the field. The following restrictions apply: The goalkeeper is allowed to handle the ball anywhere in the penalty area The goalkeeper must roll or throw the ball or play it from the ground with their feet they may not kick or drop kick from their hands The goalkeeper is to be encouraged to play the ball within 6 seconds The ball is not in play until it moves out of the penalty area until it does, opponents must be 5m outside the penalty area Any player, defender or attacker can enter the penalty area and goals can be scored, until the goalkeeper takes possession of the ball Team coaches and managers should strongly discourage children from permanently standing in blatant offside positions. Instructing referees should direct players permanently standing in blatant offside positions to move into onside positions. 3

4 General Football Rules: For 2011 all games for Under 12 and up comply with the FIFA rules for Football. These rules can be found at lawsofthegameen.pdf In addition to the rules of the game, Football Toowoomba Inc has passed a variety of By-Laws to assist in the smooth management of games. These can be found on the Football Toowoomba website in the document section. Some of these By-Laws include: 1. Age to Play Juniors A child must have attained the age of 5 before training or playing with a club. The Football Toowoomba Mini Roos program is designed to develop children s skills from the ages of 3 to 5. Seniors Girls have to have turned 14, and boys have to have turned 15, before they can play or train with Senior teams. The only exception to this is for 14 year old boys turning 15 in that year, who may play Colts if parents sign the Player Permission Form. 2. Players playing Up / Down Juniors a player may play up one grade higher provided that this player does not displace a player from the older age group who is available to play. A pool players can only play up for A pool teams. B pool players can play up for A or B pool teams. Players may not play down in a lower grade or play up more than one grade without the written authority Football Queensland. Permission to play down will usually only be granted on medical grounds. 4

5 Seniors Colts and Fillies players can play in a senior grade as many times as they like and still play in their Colts or Fillies team. Colts players who are 14 may not play up into Senior teams until they turn 15. Failure to comply with these requirements can result in loss of points acquired during this game, and a fine as per the forfeit rules and/or loss of part/all of the club s good behaviour bond. 3. Forfeits, Deferment and Refusal to Play All - Clubs who have teams who are forced to forfeit a game MUST advise Football Toowoomba Inc and the opposing club as soon as possible. If a team forfeits repeatedly, they may be asked to show cause why they should not be removed from the competition. Seniors - In the event that a club wants to defer a game, at least two weeks prior notice must be received by the CA on a Fixture Alteration Request Form (located on the website). A rescheduling will only occur where there is agreement from the CA, the Referees Standing Committee and the opposition club. Where a club s Premier Mens or Womens team would need to forfeit a game through a lack of available players, and that club has a Mens or Womens Reserves team, then reserve players shall play up and the Reserve team shall forfeit if necessary. 4. The Mercy Rule Juniors - Once a 10 goal DIFFERENCE occurs in any match the team with the lowest goals shall have the right to demand the referee to call the match completed. This recognises that the conduct of Junior Football under the jurisdiction of Football Toowoomba Inc is for the development of player skills and participation and that a large difference in scores is detrimental to this. 5

6 5. Spectator and Technical Areas All clubs will be required to clearly mark out spectator boundaries, to be 3 meters from all lines and the technical areas. Where obstacles make this impossible, these areas shall be closed to spectators. It is important that clubs and their officials assist in enforcing this requirement, rather than relying upon match officials. Football Toowoomba Inc encourages all clubs to provide shelters according to the Sun Safe Policy. At a minimum for senior games, all home and visiting players must be provided with sufficient shade in the technical areas during the game. Within the technical area, there is to be the coach, manager, first aid / strapper and substitutes only during the game. All reserves are to wear coloured bibs. Only one person within the technical area is allowed to convey information to the players at a time. 6. Suspension from the Game A player who is sent off, or a player who has accumulated 4 yellow cards, or a team official who is given an expulsion from the game, MUST serve a mandatory one match suspension (the only exception is where an incorrect identification of the person to be suspended has been made). A player sent off the field must immediately leave the area around the field, including the technical area. Until the suspension has been served in the competition it was acquired, the player may not participate in any other game under Football Queensland s control. This suspension is NOT served by the person s team having a bye. The imposition of the suspension is IMMEDIATE, irrespective of whether written notice has been received yet or not. In certain 6

7 circumstances a Disciplinary Committee can choose to impose a longer sanction. If in a season a player suspended for 4 yellow cards receives a further 3 yellow cards they are automatically suspended for two further matches. A player suspended for 7 yellow cards receiving 2 more will be automatically suspended for 3 further matches. The Competition Administrators may cite a player or Team Official to appear before its Disciplinary Committee in response to a red card or other serious incident that escaped the match referee s attention. 7. Duration of Games Juniors Under 6 & 7 2 x 20min (5 min break); Under 8 & 9 2 x 20 min (5 min break) Under 10 & 11-2 x 25 min (7.5 min break); Under 12 2 x 25 min (5 min break) Under 13 2 x 30 min (5 min break); Under 14/15 2 x 35 min (5 min break) Seniors All Ladies & Fillies 2 x 35 min (5 min break) Colts 2 x 40 min (10 min break) Mens 2 x 45 min (10 min break) 8. Number of Players in Teams Juniors Under 6 & 7 6 (4 on field & 2 reserves); Under 8 & 9 9 (7 on field & 2 reserves) Under (9 on field & 2 reserves); Under 11 up 16 (11 on field & 5 reserves) Seniors 7

8 All divisions Interchanges Juniors SSF unlimited; Under 12 up unlimited, not in last 5 minutes of second half Seniors Premier Mens maximum 3 interchanges during game, at any time All other divisions unlimited, not in last 10 minutes of second half 9. Clothing & Jewellery Juniors Shirts are to be tucked in. No hard brim hats are allowed. Wrist bands are not to be worn including plastic or material ones. Eye glasses are to be tied at the back of the head. All - If skins are visible they must be the same colour as the predominant colour of the shorts. If skins are not the same colour as the shorts, they must not be visible during normal activities i.e. while running, walking, jumping and tackling. If the skins regularly become visible, then the player may be asked to remove their skins. No jewellery is allowed to be worn. Taping over jewellery is also not permitted. 10. Late additions to Team Sheets All - Players who arrive late are allowed to play after the team sheet has been handed to the referees, as long as their name has been entered on the team sheet beforehand. Players are then allowed to play and sign the team sheet at half time. 10. Other By-Laws A full copy of the Football Toowoomba By-Laws can be found at 8

9 Code of Conduct Football Toowoomba Inc has a Code of Conduct for Players, Spectators, Club Officials and Football Toowoomba Officials. The Referees Standing Committee has a code of conduct for Match Officials. Football Toowoomba Inc has a high expectation that clubs will monitor spectator behaviour at their grounds, ensure that alcohol is consumed responsibly and strongly discourage sideline heckling or harassment. Football Toowoomba Inc expects that clubs through their ground officials will proactively provide assistance to visiting referees and make them feel supported in their roles. Respect Campaign Respect is the start of an ongoing campaign to tackle unacceptable behaviour in our game. It is aimed at creating an enjoyable football environment for players, coaches, officials and spectators without being abused, intimidated, assaulted, and unnecessarily criticised. Respect also aims to tackle the growing shorting of referees from football due to abuse. Respect is a program that was initially launched by the FA in England in the 2008/2009 season and has been adopted by Football Toowoomba for our local requirements. Competition Management Team Sheets Team Sheets MUST be printed off the website (Juniors), signed properly by all players, and sent to the FT Office on Monday mornings. Failure to do so creates extra work in the 9

10 FT Office and makes it difficult to actively promote games and results through the local media. Contacting the FT Office The cost of running the FT Office is ultimately carried by club and player fees. Consequently we are continually trying to improve efficiencies as the competition grows. PLEASE encourage your parents and players to seek out information from your club or the website prior to calling the FT Office. Player development From the FFA National Curriculum:- If we want to take our football to the world s top level, youth development will need to focus on: development instead of results the skilful instead of the powerful Mistakes being learning moments instead of mistakes being punished Encouraging individual play instead of forbidding individual play Encouraging taking initiatives / risk instead of forbidding taking initiatives / risks Play out purposefully instead of the long ball etc. In other words it is the choice between short-term losing, long-term winning or short-term winning, long-term losing. 10
