1 GAMEDAY PROCEDURES EDP Open Cup Rules & Regulations 1. All games are to be played with US Club Soccer cards 2. Teams are responsible for bringing their official US Club Roster, US Club Player Passes and EDP Open Cup Game Card to all games. 3. Each team s players and coaches shall take one side of the field, and all spectators shall take the opposite sideline. On the team s sideline, the home team has the choice of side with respect to the centerline, and coaches and players must stay within their side. 4. On the spectators sideline, spectators are to remain behind the designated line. No one will be allowed behind either end line. 5. The referee prior to each match will check Player picture identification cards. Action may be taken against teams that falsify documentation to gain competitive advantage. 6. Games are scheduled for a play on date. Games can be played prior to the given date with competition approval and mutual agreement between both teams. 7. Game MUST be played by the play on date. 8. If both teams were home in the previous round, the team on top of the bracket will be the home team. If one team was away and one team was home, the away team will be the home team. If both teams were away the team on top of the bracket will be the home team. SCHEDULING U11-U14 1. First round must be played on 9/30/17 2. Second round must be played on 11/4/17 3. Third round must be played on 4/7/18 4. Quarterfinals must be played on 5/5/18 5. Semifinals must be played on 6/2/18 6. Finals must be played on 6/3/18 U15-U19 1. First round must be played on 11/18/17 2. Second round must be played on 12/16/17 3. Third round must be played on 4/7/18 4. Quarterfinals must be played on 5/5/18 5. Semifinals must be played on 6/2/18 6. Finals must be played on 6/3/18

2 * Both teams must consent to change any of the above dates * Games not played by the given date may be forfeited * Games may be pre-played with league approval UNPLAYED MATCHES 1. If a game cannot be played due to unforeseen circumstances, a pre- determined tiebreaker by the league office will be used. FIELD REGULATIONS 1. Fields must be properly lined with corner flags 2. Fields must have regulation goals 1. Full sided 8 x24 2. Small sided 6.5 x All goals must have nets. 4. Goals must be anchored into the ground or have sandbags. GAME LENGTH AND SIZE OF BALL SUBSTITUTIONS 1. U15-U19-90 minutes / Size 5 ball 2. U13-U14-80 minutes / Size 5 ball 3. U11-U12-70 minutes / Size 4 ball 1. Unlimited substitutions are allowed, with the referee s permission, at every stoppage in play (for example, throw-ins, goal kicks, corner kicks, after goals, upon stoppages for fouls, etc.). Free substitution is allowed for all age groups unless teams are advised in advance otherwise. 2. Players must be clearly standing and waiting AT THE MID-FIELD LINE to be substituted (and not merely waiting in the vicinity of mid-field ), and the referee s assistant should be alerted, to the extent possible, of the request to substitute at the next stoppage of play. 3. Players standing at midfield should be substituted into the game at the next stoppage of play, unless they remove themselves from the mid-field position prior to the stoppage of play. 4. Player(s) may enter the field of play only they have been acknowledged and beckoned on by the center official. Entering player shall wait until exiting player has fully exited the field before entering. OVER-TIME AND PENALTY KICK PROCEDURES 1. In the event regulation time ends in a tie, the match will proceed to two complete five minute overtime periods; if still tied, the match will proceed to a Penalty Spot Shootout

3 2. The Penalty Spot Shootout will be as followed 1. Each team will designate eleven players to take shots including one goalkeeper. 2. Only the eleven players on the field at the final whistle may be designated to take a shot initial shots per team, in an ABABABABAB pattern, until a decisive result is reached. 4. If still tied, single alternating penalty kicks, in an AB/AB pattern, until a decisive result is achieved. RED CARDS 1. A Red Card sanction in a game will result in at least a one game suspension of the player (or coach). 2. The competition committee will evaluate all red cards and appropriate action will be taken. Player s cards representing players who were issued red cards will be sent to EDP HQ and it is the responsibility of the team to follow up with EDP. GAME ABONDONMENT PROCEDURES 1. Once a game reaches half time, the result of the game will be final 2. If a game is abandoned in the first half, the game will be played at a location determined by the original home team. The original time and score will be nullified and the match will restart from 0-0 and be played over from the start in its entirety. 3. To the extent that the match was abandoned for reasons other then weather, the league will undertake the necessary review and actions. COMMUNICATION WITH OPPOSING TEAMS 1. Log into team's gotsoccer account 2. Click on the EDP Open Cup Event 3. Select the schedule tab 4. Next to the scheduled game you will have access to a chat button 5. Click on the chat button. This will allow you to communicate with your opponent. Please note this messaging system goes directly to the team's gotsoccer account. 6. Communication with opposing team begins within 24 hours of the previous game finishing. 7. Failure to properly communicate with your opponent will be reviewed by the EDP Open Cup competition committee and appropriate action will be taken.

4 ROSTERS 1. No guest players may be used during the competition. Players must be carded to the club they are playing for. 2. Rosters will be frozen as of April 1st. After this date, no players may be added to the teams roster. 3. A player may not play for multiple teams in the competition, once the player has played for a team in the competition, they are tied to that team. 4. To edit a player, click on their name and input the US Club ID - # in the box shown as USCLUB ID # under each individual player profile - this must be done for all players 5. To Freeze a roster Log into team's gotsoccer account Click on the EDP Open Cup Event and change the Player ID Numbers to show USCLUB (not Default) and SAVE (located on the left hand side below team colors). RETURN TO HOMEPAGE UNDER THE TEAM'S GOTSOCCER ACCOUNT Click on the roster tab in the gray bar at the top of the page Under your primary roster edit all players to include their US Club Pass Number ONCE COMPLETE 6. Select View by Event to EDP Open Cup (in grey tool bar) 7. Select Generate Roster (Blue button) 8. This will now allow you to add and remove players from the event roster. 9. Rosters will be frozen on April 1. You will not be permitted to add or remove players from the event roster after that date for the duration of the event. o To ensure this was done please download a game card and make sure the players US Club ID # show. 10. Failure to comply will be reviewed by the EDP Open Cup competition committee. INSTRUCTIONS FOR POSTING GAME INFORMATION 1. Log into team's got soccer account 2. Select to view the EDP Open Cup Event 3. Select the scheduling tab 4. Click on the Home Game scheduling button 5. Once that uploads, select List View 6. From List View, you will click on View/Edit, this will allow you to enter field and time Fields must be uploaded by the CLUB before you can edit time.

5 Score Input Event ID Pin REFEREE ASSIGNMENTS AND FEES 1. EDP Flights will have a Head Referee Assignor. The Head Referee Assignor and contact information will be listed on the EDP Website Homepage. 2. Game Referee assignments will be conducted through the Head Referee Assignor. Some EDP games will be assigned directly through the Head Assignor; others will be assigned through Sub-Assignors approved by the Head Referee Assignor. 3. All clubs at registration are required to identify Assignors in their area who work with their club, for consideration and approval by the Head Referee Assignor. 4. The Head Referee Assignor may distribute additional directives regarding procedures for the assignment and coverage of EDP games, which must be timely followed. 5. Information (teams, date, time, location, directions and contact information for both teams) for upcoming games must be provided to the Head Assignor or the designated Sub-Assignor at least eight days before each game by the host team. 6. Any changes to the scheduled game must be reported to the designated Assignor (and to the opponent) by no later than 7:00 PM of the Monday before the game in question. Failure to do so may result in the imposition of referee costs and/or failure to properly assign referees for the scheduled game. Communication should be by both and by phone message, if confirmation of the change by all concerned has not occurred before the Monday before the game. 7. The EDP Coordinator will handle games at central sites without a Host Team. 8. Fees will be based on game length, and should be posted on the Game cards and/or on the EDP Homepage. 9. Three-man systems should be requested for all EDP Flight games. 10. Fees are split between the two participating teams at all EDP games. o U15 - U18 - $90 Center; $45 ARs o U13 - U14 - $80 Center; $40 ARs o U11 - U12 - $70 Center; $35 ARs 11. Fees should be paid in advance of the match.

6 12. Posted EDP Fees are the default fees. Occasionally, the prevailing rate in a specific game s region is greater than the posted EDP rate. Visiting teams should be informed of such rate in advance, and are expected to honor it if the fees are being split for the match. 13. Teams must accept that not all Referees possess the same skill set and experience, and that occasionally teams may differ with Referee rulings and the conduct of a game. All EDP participants (and their supporters) are expected to treat all Referees with respect and decorum, and recognize that player development on either sideline is not abetted by continually pursuing distracting hostilities with game officials. Conclude game activities with civility on the field; if there is a belief that further feedback would be constructive, please do communicate your comments to Referee Administrator Scott Ashcroft at scotta@edpsoccer.com, and feel free to copy EDP Coordinator Jen Marcella at jen@edpsoccer.com.
