3 Presidents Cup Regional Champions: Congratulations!! You have won the right to compete in the US Youth Soccer National Presidents Cup, which brings together the Regional Champions from four very different parts of the United States competing against one another for the National Presidents Cup Championship. You may meet fellow participants from as far away as Alaska or Hawaii, perhaps Maine or Florida, from the deep South of Texas or Southern California to Illinois. When you started playing last August, this trip was probably just a far off dream. That dream is now real, you will represent your State and Region for an honor that is difficult to achieve. The US Youth Soccer National Presidents Cup committee wishes you the best during the event. As you prepare for this journey, the US Youth Soccer National Presidents Cup has created this Team Information Guide to provide important information and guidance. It is strongly suggested that this document be shared with your team and a copy brought to the event for reference. On Wednesday, the day before the tournament starts, your team will have the opportunity to attend a Player Event that will give you the chance to trade pins, t-shirts or other goodies with players from all over the country, while making amazing memories. Be sure to bring plenty of items to trade with friends-to-be. The gift swap has proven to be one of the special events of the tournament that players remember for many years. The US Youth Soccer National Presidents Cup provides a progressive, competitive experience to US Youth Soccer teams from the state to regional and eventually to the national level. The National Presidents Cup gives players an opportunity to compete against teams from across the country at a high level for the enjoyment and the challenge of the game. This event provides the chance to experience a unique US Youth Soccer Championship with a special focus on camaraderie, community and competition through sport. 5 HOTELS Teams are required to stay in the hotels contracted for US Youth Soccer and there are no exceptions. The 2018 US Youth Soccer National Presidents Cup is working with Site Search to set up your rooms for the event. Sufficient rooms have been reserved to satisfy the needs of the tournament. Deadline to secure Hotel reservations: 12:00 Midnight CDT on June 24, 2018 At your Regional Presidents Cup, your Regional Chair provided information on Hotel reservations. Each team is required to reserve a minimum of 8 rooms for a minimum of 4 nights while participating in the US Youth Soccer National Presidents Cup. If your team fails to adhere to this requirement, it may lose its eligibility to participate in the National Presidents Cup competition. Additional rooms, if desired, may be available when making your reservations. TRAVEL The closest airport to Westfield, Indiana is the Indianapolis International Airport. Travel is at your own expense. You should plan on arriving as early as possible on Wednesday July 11, 2018 or before if your team is planning on participating in the Player Event, which begins at 12:30PM. Please note that attendance is not mandatory, but it is certainly one of the highlights of the week. Barring unforeseen circumstances or weather delays, we anticipate the last awards ceremony will be complete by 3:00PM on Sunday, July 15. It is strongly recommended that you plan your departure time accordingly to enable your team to participate fully in the US Youth Soccer National Presidents Cup awards ceremonies. RULES OF THE COMPETITION All coaches must be familiar with the Rules of the Competition that are in effect at the US Youth Soccer National Presidents Cup event. The link is ADAPTING TO THE WEATHER Prepare your team for play in heat and/or humidity. The tournament is held in the middle of summer and conditions can be extreme during that time of year. It is suggested that players begin to hydrate their bodies a minimum of one week prior to event to help avoid heat related illnesses. SCHEDULE FOR THE WEEK All games will be played at the Grand Park Sports Campus. A tentative game schedule and a field map can be found on pages 17 & 18. All teams will play one game on Thursday, Friday, and Saturday, and based on the outcome of those games, play in either a Championship or Third Place match on Sunday. 7 PLAYER/COACH PASSES Each player and team official listed on a team roster must carry a current US Youth Soccer member pass with a recent photograph, and be signed by the appropriate official of the State Association. Proper documentation of teams by the State Association is essential. Team passes must be laminated and contained on a split binder ring as pictured below, in alphabetical order by last name, players first and followed by team officials. ROSTERS Each team must submit a roster with not more than twenty-two (22) players. All rosters shall include the number of each player s jersey. A maximum of 18 players are eligible to play in a match; players on the team roster not participating in a match may sit on the bench in street clothes. Once identified, the sitting players may not be substituted into that matches play. ROSTER LOCK DATE Rosters are submitted through the US Youth Soccer Event Management System (EMS). The FINAL roster lock date in the EMS system is Thursday June 28 th, 2018 at 12:00PM Central Daylight Time. Your State Association must verify the eligibility of the players on your roster, so it is imperative that you work with them and allow plenty of time before June 28 th in order to resolve any issues that may arise. Your Team Representative will receive additional information from US Youth Soccer on the procedures connected with the EMS and National Presidents Cup. Teams and State Associations are responsible for ensuring that participating teams maintain a roster continuity of at least 9 players from the State Qualifying event and the Regional Presidents Cup as they enter the National Presidents Cup event. By confirming the team s final roster into the EMS system, the State Association is certifying compliance with all appropriate National Presidents Cup policies and rules, including, but not limited to birth date verification. 8 TEAM CHECK IN INFORMATION Team check-in is on Wednesday, July 11th from 11:15AM to 12:15PM at the Grand Park Events Center, Grand Park Boulevard, Westfield, Indiana A team check-in is mandatory to participate in National Presidents Cup; any adult associated with the team (Coach, Manager, Team Representative or parent) can perform the check-in duties. Players should not attend the check-in, as space may be limited. All teams are required to present the following: PLAYER CARDS Teams must present laminated passes for each player and team official on the roster, contained on a split binder ring and presented in alphabetical order by last name, with team official passes located behind the player passes. CODE OF CONDUCT ACKNOWLEDGEMENT Teams must bring the completed Code of Conduct form. Please note it requires several signatures. A blank form is included as the last page of this document. It is strongly recommended that you complete this form before your team begins its travel to the event, as incomplete forms will not be accepted. MEDICAL RELEASE FORMS Medical Release forms for players are not required at check-in. However, it is strongly recommend having completed and signed US Youth Soccer Medical Release forms for each player available and accessible if needed throughout the tournament. The form is available on the US Youth Soccer website in both English ( and Spanish ( AGE DOCUMENTATION Proof of age for each player is not required at check-in. However, it is suggested that this information be accessible throughout the tournament. Acceptable proof of age documents are a birth certificate or birth registration issued by an appropriate government agency, a current passport, an alien registration card issued by the US Government, a certificate issued by the US Immigration and Naturalization Service attesting to age, or a certification of an American citizen born abroad issued by the appropriate government agency. Electronic copies of documents are acceptable. Hospital, baptismal or any religious certificates are not acceptable. BENCH CREDENTIALS At check in, each team will be provided with up to four (4) Bench Credentials, one for each team official listed on the roster as entered into the US Youth Soccer Event Management System. These credentials must be worn around the neck on the lanyard provided and be visible at all times. Persons not displaying these passes will not be allowed in the Technical Area. COACH AND TEAM REPRESENTATIVE MEETING Immediately after team check-in is complete, there is a mandatory Coach and Team Representative Meeting. Team Managers are also welcome to attend. 9 PLAYER EVENT The player event is held on Wednesday before the competition begins and will include a meal. It is not mandatory to attend, but your team will be missing out on one of the highlights of the National Presidents Cup if they do not participate. US Youth Soccer provides the meal for all players and coaches listed on the roster, as well as the designated Team Representative. Meals will also be available at the event for parents and others that attend. Your Team Representative will receive instructions on ordering any additional meals. The player event an opportunity for the players to meet their fellow soccer players from all over the country, as well as chance to trade pins, memorabilia, t-shirts, key chains and other items that define your state and culture. Make it a point to provide each of your players with something that has meaning to the team, club, State, and/or Region you represent. Most players participating in previous National Presidents Cup tournaments and other US Youth Soccer hosted events have reported this is one of their best memories of the competition. Each team should consider having a parent or two circulate with the players to take pictures for a memory book during the Player Event, it will have a profound impact on the players when they look back at it. Players will have access to a large open area where they can mingle and meet their fellow competitors. The trading may start off slow, but once everyone gets the hang of things, it becomes fast and furious. History has shown that somewhere around trading items per player is usually enough to get things rolling. There are no rules other than both parties must agree to any trade. Team, club, state or tournament T-Shirts are highly valued, as players enjoy collecting shirts from all over the country. Cowboy hats from Texas teams have always proven to be popular but may come at the high cost of multiple T-Shirts or something equally valued. If you re looking for suggestions on items to trade, here are just a few of the things that have been used. Mini soccer balls, lapel pins from your club or state, or any similar items that you can come up with are perfect. If there is something famous that comes from your state that travels well, that s always welcomed. The possibilities are only limited by your imagination. You should not break the team budget with these items, but there are many options out there where you can source inexpensive goodies. Many have found that local businesses love to help teams playing for a National Championship. You might also consider asking a teacher, they know a lot about items like this. 10 UNIFORMS Each team must have two (2) uniform sets (one light color and one dark color) at each match during the event. Generally accepted light colors include, but are not limited to: white, light grey, sand, sky blue, yellow, gold, pink, and light green. Generally accepted dark colors include, but are not limited to: black, dark grey, dark brown, navy blue, red, maroon, dark green, and deep purple. The home team is required to wear their light color jersey and light color socks. The away team is required to wear their dark color jersey and dark color socks. Matching shorts are not required. The same color shorts can be utilized for both uniforms. If, in the opinion of the referee, there is a color conflict, the team causing the conflict must change. The referee s decision is final. Again, teams are required to bring both uniform sets to all matches. Uniforms numbers must be a minimum of six (6) inches in size. Each field player must have a number affixed to the back of their jersey which must be clearly visible. Duplicate numbers are not permitted. Numbered jerseys for goalkeepers are optional but are recommended. The US Youth Soccer National Presidents Cup requires that all players participating in the event wear the US Youth Soccer National Presidents Cup logo patch on their uniforms. Two (2) sets of patches, (44 per team), will be supplied to each champion at their Regional Presidents Cup. The patches must be placed on the RIGHT SLEEVE of both jerseys, approximately 1 above the bottom edge of the sleeve. Extra patches are not available. All jerseys used in the competition must have this patch affixed in a permanent manner. US Youth Soccer National Presidents Cup Team Information Guide Page 9

11 UNIFORM LOGOS AND MARKINGS Per the Policy on the US Youth Soccer National Presidents Cup Rule 304, Section 3, Paragraph 3: At every level of the National Presidents Cup competitions, a player or team official at a game site to participate in a game or associated activity of the competitions may only have on the outerwear of the player or team official a name, logo, or other identifying mark of a youth soccer organization that is US Youth Soccer, a State Association or other member of US Youth Soccer, a member of a State Association, or an organization that is a member of an organization that is a member of a State Association. A name, logo, or other identifying mark of any other youth soccer organization must be removed, replaced, or covered before the player or team official may continue to remain at the game site for the game or associated activity. UNIFORM SPONSORS From the US Youth Soccer Policy on Players and Playing Rules Rule 304, Section 2: A team member is not prohibited by US Youth Soccer from having a mark or name, or both, on any part of the team member s uniform being worn at a game if the mark or name is related to an item or service that is appropriate for youth. Any inappropriate mark or name on a team member s uniform must be removed, replaced, or covered before the team member may continue to participate. An example of an inappropriate mark or name would be, but is not limited to, any alcoholic beverage. If there is any question about a logo, marking or sponsor, it is strongly suggested that you inquire well in advance of the start of the event. 12 GENERAL EXPECTATIONS Teams and players competing in the US Youth Soccer National Presidents Cup are representatives of their State Association and Region. The National Presidents Cup committee expects exemplary behavior from everyone participating in the event, including parents and spectators. Above all, we expect and demand the proper respect for an opponent on the field. This also includes sportsmanlike behavior on the field, respect for referees and opposing coaches, tournament staff and volunteers. Coaches, please go over with your team how to stop play for an injured player and the proper restart that respects the injury. Discuss with them how to march in the pregame walkout, how to win with humility, and lose with dignity. Team officials are expected to act as chaperones for players at all times during the National Presidents Cup. Team officials shall accompany players to all scheduled events. TEAM & PLAYER BEHAVIOR Players and team officials are expected to adhere to the following standards of conduct. Violation of these standards can jeopardize continued participation in the National Presidents Cup and may result in forfeiture of any subsidies provided by or through US Youth Soccer and/or Region. Teams are required to stay in the lodging provided or arranged for them by US Youth Soccer. No camping, no changing hotels no exceptions. Although not mandatory, teams should plan on attending all activities scheduled during the National Presidents Cup including, but not limited to, the player event, and/or any photo sessions scheduled by the National Presidents Cup committee. Such events are planned with the welfare of the players in mind. Teams are expected to be present at the field at the designated time for all matches. Players shall conduct themselves in a mature manner when in hotels and public areas both at and away from the playing fields. Rowdy behavior, including but not limited to, violations of hotel policies and/or fraternizing in hotel rooms will not be tolerated. No alcoholic beverages, tobacco products, or other intoxicants shall be in the possession of players. A player or team official found using, providing, or in the possession of illegal drugs, alcohol or in violation of any US Youth Soccer rule, may result in disciplinary action up to and including disqualification from the event. A player or team official who has displayed violations of local ordinances (including, but not limited to, theft or willful destruction of property) may result in disciplinary action up to and including disqualification from the event. A player, team official or spectator who physically or verbally attacks another player, team official, spectator, referee or other event official may result in disciplinary action up to and including disqualification from the event. Players and team officials are expected to cooperate with and be courteous to all tournament personnel and dignitaries. This includes referees, field marshals, ball kids and other event volunteers. 13 TEAM & PLAYER BEHAVIOR (continued) A maximum of four team officials will be allowed on the team bench during games. Team officials are expected to cooperate with game officials and to follow all established protocols and/or procedures. Excessive coaching will not be permitted from the touchlines. Degrading remarks directed toward players, opponents, or game officials in any language may result in disciplinary action. The above standards shall be in force during such time as the team is within any venue of the US Youth Soccer National Presidents Cup. SPECTATOR CONDUCT The parents and/or spectators affiliated with a team are considered a part of the team, and the actions of these individuals are the responsibility of the credentialed team officials appearing on the roster. The spectator area is located on the opposite side of the field from the technical/bench area. No spectators are permitted anywhere behind the goal line during a match. The spectator area is behind the line clearly marked 3 yards beyond the touchline and extends from a point 3 yards from the center line down to the corner flag. Spectators must remain in this area, in the half of the field directly across from their team s bench, subject to the following exception. It is expected that respect for the game and players will prevail if a limited number of spectators wish to quietly observe the match in the far end of the opposing spectator section (for example, the Goalkeeper s parents). In the event of disruptive behavior by these spectators, a referee or tournament official may require them to return to their designated area and restrict any further sideline movement of spectators. Technical instruction from any part of the spectator area, or provocative or unsportsmanlike behavior by any spectator may result in their removal from the complex. Any spectator asked to leave by a referee or tournament official must immediately depart the field area and remain out of sight and sound of the match until the teams have departed the field of play and are no longer the responsibility of the referee. Any individual removed may not return to the field at the end of the game. Whistles, air horns, megaphones and similar devices are prohibited at all National Presidents Cup competitions. Air horns are for use solely by tournament officials to signal when fields must be cleared due to inclement or dangerous weather conditions. 14 OTHER INFORMATION PLAYING FIELDS The fields at the Grand Park Sports Complex are a sports turf Bluegrass and measure 75 yards wide by 115 yards long. TEAM PRACTICE Team practices are allowed during the tournament but must take place on a field assigned to your team. Practice times are available on Wednesday morning from 8AM to 11AM and 5PM to 7PM (no practices are permitted during the player event), Thursday, Friday and Saturday afternoons, (3PM to 7PM). Please wmaffit@usyouthsoccer.org to request a time, and please provide a 1 st, 2 nd and 3 rd choice. Practice sessions are limited to 1 hour in length and a half field with a goal is provided. Teams will need to supply their own beverages. The committee reserves the right to cancel or reschedule a training session if it interferes with any tournament event or operation. INCLEMENT WEATHER If severe weather is imminent, tournament personnel will be deployed to the spectator side of each field to warn people and offer assistance to those that may need help getting to their vehicles. If lightning or severe weather approaches within 10 miles of the complex, sirens and strobe warnings will activate, and an automated loud speaker announcement will be made. All visitors and athletes must evacuate immediately to vehicles and stay there until the all clear signal sounds. Teams traveling by bus should immediately contact their bus driver to return to the appropriate parking lot (E or F) to allow the team to evacuate for the duration of the interruption. CONCESSION STANDS The concession stands within the Grand Park complex will be open during matches. They offer a variety of food and beverage items for sale. 15 MATCH DAY PROCEDURES Teams should come to the fields dressed in their uniform. Referees will collect coach and player passes from both teams and verify them during their review. 18 players are allowed to be dressed out for a match. If a team s roster has more than 18 players listed, a coach must inform the referee which players are not participating, and they will be crossed off game card. Non-players may be on the team bench in street clothes. Prior to every match, all players on both teams will participate in an International Walkout. The walkout will begin 3 minutes prior to the scheduled kick off time. Tents will be provided at each field for shade protection. Please do not change the tent settings. Water will be provided at each team bench. Water breaks (2 minutes maximum) will be implemented if deemed necessary by the National Presidents Cup committee. Players may leave the field and it is a substitution opportunity if desired. The referee will add time to compensate. US Youth Soccer will supply each team with vests which must be worn by substitutes in the bench area during matches. These vests are a gift to the team. If a player is sent off, that player may remain on the team bench. Should that player s behavior subsequently become a disturbance, and the player is dismissed by the referee, a credentialed team official must escort that player away from the field. If a team official is dismissed, they must leave the vicinity of the field before the match will be restarted. Bathroom facilities are in the concession areas at the complex. After each game, please ensure that your bench area is clean, and your team vacates the bench as quickly as possible, so the next team playing can get settled in. US Youth Soccer Concussion protocols are utilized during the National Presidents Cup, including a mandatory medical release in order to return to play. PRE-MATCH EXCHANGE OF GIFT The tradition before each National Presidents Cup match is for team captains to exchange a pennant, flag, or other small item during the coin flip. Be fully prepared to participate in this by having an appropriate token (one per match) available to exchange. Also keep in mind that your team will play one other team twice during the tournament, in either the Championship or Third Place match. 16 AWARDS CEREMONY Your team needs to promptly depart the playing field at the conclusion of your match on Sunday and as quickly as possible arrive at the awards ceremony. Staging areas will be set up, so players can get off their feet, and under shade (water will be available). Please be ready to move to the stage when your age group is called. Please do not take time to discuss the just completed game with your team at the field after it ends. Many people are depending on you to get your team to the awards ceremony promptly. There will be time after the ceremony for a final talk with your players. AWARDS TO TEAMS AND PLAYERS Each champion will be presented the perpetual US Youth Soccer trophy for their age group and gender, which will be engraved with their team name and remain at the US Youth Soccer National Office. Each champion team will also receive a team trophy to remain in its keeping permanently. Players and coaches on each of the four teams competing in each age group and gender will be awarded individual medals. A Fair Play award (based on an aggregate behavior and cooperation score throughout the tournament) will be presented to a team in each age group and gender. Both teams are evaluated by the referee crew assigned to each match. A Golden Boot award to the top scorer and a Golden Glove award to the outstanding goalkeeper will be presented in each age group and gender. 19 FIELD MAP PARKING INFORMATION There is no charge for parking during the National Presidents Cup. For team check-in, the coach/manager/team representative meeting and the player event, please use Parking Lot C, which is right outside the Grand Park Events Center. On match days, automobiles should use Parking Lot E or F. Busses will be permitted to drop players off in either Parking Lot E or F, and then park in Parking Lot C. 20 SPORTS MEDICINE INFORMATION Soccer is an endurance sport consisting of moderate activity levels interspersed with brief high intensity bursts. This type of activity leads to a high rate of heat production within the body. At the US Youth Soccer National Presidents Cup, mid July temperatures can be in the 90 s or above, and taking into account the heat index, the feels like temperature could easily be above 100 degrees. Heat related illnesses occur when the body generates more heat than it can get rid of. Generally, this happens when the temperature within the body rises too high. The heat related illness can take on one of three forms: heat cramps (mildest and most common), heat exhaustion (very serious, could lead to other problems), or heat stroke (extremely serious, could cause death). Heat cramps are muscle cramps that occur during or immediately following heavy exertion in hot or humid weather. These cramps can occur in one or several different muscles, with the leg muscles being the most common site. Heat cramps are warnings that more severe heat related problems are possible but can be avoided if appropriate actions are taken. Heat exhaustion is an indication that the body s cooling system is not working properly. This will produce varied symptoms, but most often a person will feel nauseated, disoriented, and/or weak. The skin is usually cold and clammy. When either of these conditions occur, one should move to a cool, shaded area, drink plenty of cold water, and rest. Avoid any further activity for 24 hours and seek medical assistance if symptoms continue. Heat stroke occurs when there is a complete shutdown of the body s cooling system and requires immediate medical attention. The victim will often go into shock or even lose consciousness. Additionally, the skin will generally be hot and dry. If the person s body temperature is not lowered immediately, heat stroke may cause death. Cool the person s body rapidly and call for emergency medical assistance. Ensure that all players are hydrating their bodies a minimum of one week prior to the tournament (longer is better) and that they eat a nourishing breakfast before each game. 21 FREQUENTLY ASKED QUESTIONS HOTEL Can we check in at the Hotel early? All hotels utilized during the National Presidents Cup event receive a constant flow of visitors, so please refer to the check in and check out times for your team s hotel on their website. How do we handle rooming list changes? Please do not contact the hotel to make/change/cancel your reservation. If you need assistance, please reservations@sitesearchllc.com. The hotels will not receive your reservation information until close to your arrival date. TEAM STIPENDS Do we receive a Travel Stipend? Depending on the policy of your Region, teams may qualify for a travel stipend. Please note that each Region is different, and your Region may or may not offer a stipend. Disciplinary problems, ethics violations, facility damage, or failure to turn in all requested forms may be considered valid reasons for delaying or deducting any stipend money. Actions that may result in forfeiture of part or the entire team stipend include but are not limited to: Teams not staying in assigned and contracted hotels Team bench left in disarray after games Disciplinary or behavior problems Teams/players not attending awards ceremonies Teams practicing on fields that are not assigned to them US Youth Soccer National Presidents Cup Team Information Guide Page 20

22 MATCH INFORMATION How many bench credentials can my team receive? Each team can receive up to 4 credentials for bench personnel that are listed on the roster. Where do we warm up prior to our matches? There will be areas adjacent to the fields for warm-ups, and teams will be allowed on the field prior to their scheduled match. Weather or other conditions may require limits on warm-up time and/or areas of the field prior to a match. Does my team need to bring its own medical supplies? There will be trainers available and supplies to cover injuries that may occur during the tournament. Ice will be available for injuries at each field and water coolers will be provided on each bench during the matches. When and where can I get taped/wrapped? Trainers will be available at the medical tents 45 minutes before the first game kicks off, during, and immediately after all matches. Make sure you arrive early, as there may be other players that are also waiting to be taped. Are the matches live streamed? No, but team video services will be available. Team Representatives will receive information regarding this service. Can I use a Drone to film matches? The use of non-approved Unmanned Aircraft Systems (UAS), more simply known as a Drone, at any event that is sanctioned by US Youth Soccer is strictly prohibited. The use of an UAS at any US Youth Soccer events may be approved by US Youth Soccer for a specified promotional activity at an event, in a designated area or areas that are away from youth soccer players, spectators and over any field for play or practice. Any person violating this policy shall be immediately removed from the event by the US Youth Soccer authority managing the event. My team understands that if any team member is found using or in possession of drugs, alcohol or in violation of any US Youth Soccer Association Rule, the result may be the team s immediate ejection from the 2018 US Youth Soccer National Presidents Cup and forfeiture of all stipends from US Youth Soccer and your Region. My team will comply with all rules and requirements of US Youth Soccer and the National Presidents Cup during the competition, including, but not limited to, participation in all scheduled matches.
