2 WELCOME Thank you for your interest in the RailSport Games Football Tournament. You will need to register 30 minutes before your first game to confirm that you are taking part, that you ve read the event manual, and that you and your team are capable of completing the event. This is a requirement of RailSport and Rail Media. We hope you enjoy the day! 3 IMPORTANT INFORMATION WHAT TO BRING 1. Each competitor is expected to be sufficiently trained and fit prior to participation in this event. Each competitor must make their own decisions with regard to final preparation, whether to participate on the day, nutrition, choice of clothing and equipment etc. 2. It is forbidden to bring alcohol onto any playing surface. 3. Anyone found under the influence of alcohol will not be allowed to take part in the games. 4. Shin guards MUST be worn. 5. Please follow the instructions of marshals, referees and event officials at all times. 6. Rail Media, its companies and RailSport cannot accept any liability for any loss or damage caused whilst attending RailSport. 7. Please deposit all rubbish in the bins provided. 8. Here are the support team s numbers just in case you need them... Money / bank card A form of ID Mobile phone Clothing appropriate for the weather There are changing facilities and a bag drop near the football pitches. No lockers are available, so plan to take your bags to the pitches with you or drop indoors at the bag drop. 3

5 REGISTRATION Please register as soon as you arrive on site. Registration is right next to the car park and easily identified. This is a simple process and should only take a couple of minutes. At registration, all team members must sign the Team Waiver form, which is included in this pack. Please save time by having this done before you arrive. Then one of our event team will give you further instructions of where to go and when. No information will be sent through the post prior to the event - you ll receive it all at registration. CHANGING: There are changing facilities located near the pitches There are no lockers, but there is a bag drop area next to the pitches LUNCH: Lunch is not included with your entrance There is a variety of food vendors TIMES: Football registration opens at 10:00 on Saturday 8th September The first games kick off at midday on Saturday. 6 TOURNAMENT FORMAT: GROUP STAGES AND KNOCKOUT There are three groups, with each group containing 6 teams. Each team plays each other in the group stage, therefore a minimum of five 20 minute games over the Saturday afternoon. The top 2 teams from each group progress to the FINALS day on Sunday Morning. Group winners will be decided first on points scored (3 for a win, 1 for a draw), then goal difference and finally the best of 5 penalties. On the day, should a team withdraw or fail to turn up, then the group affected will be reduced by one and the remaining teams will receive a 5-0 win. MEDICAL SUPPORT RailSport has a dedicated team of qualified paramedics and an ambulance on site. Feel free to pop in and see the team if you re feeling unwell, or call them for assistance. 6

7 THE FA SMALL SIDED FOOTBALL LAWS OF THE GAME: A PLAYER S GUIDE 1- The players equipment 2- The Referee 3- Duration of play 4- Playing the match 5- Making Substitutions and Changes 6- Fouls and free- kicks 7- Discipline Process 8- Returning the ball back into play Overview 5 a side: Pitch Size: 40m x 30m (grass) Ball: Size 5 - outdoor Gender: Mixed Age: 18+ Min Team Size: 5 Max Team Size: 10 Subs: Rolling from sub zone Offside: No Height Rule: No Penalty Area: Goalkeepers only Length of Game: Two periods of 10 minutes The Normal Laws of Association Football apply with exceptions: 1. The Players Equipment A player must not use equipment or wear anything that is dangerous to himself or another player. All jewellery must be removed. Shin guards, must be covered entirely by the socks, made of a suitable material (rubber, plastic or similar substances) and provide a reasonable degree of protection. Goalkeepers are permitted to wear long trousers and must wear colours, which easily distinguish him from the other players and the referees 2. The Authority of the Referee Each match is controlled by a referee who has full authority to enforce the Laws of the Game in connection with the match to which he has been appointed, from the moment he enters the locality where the playing area is situated until he leaves. 3. The Duration of the Game The game shall be divided into two equal periods of 10 minutes each period subject to the following: Allowance shall be made in either period for time lost through stoppages as decided by the referee. The duration of either period shall be extended to enable a penalty kick to be taken. The Half Time interval shall not exceed 5 minutes except by consent of the Referee. Competition rules may allow for a game to be played in its entirety without a half time interval or requirement to change ends. 7

8 4. Kick-off Play is started by the referee giving the ball to the team which wins the coin toss. Kick-off is a way of starting or restarting play: at the start of the game, after a goal has been scored, at the start of the second half of the game, and at the start of each period of extra time, where applicable. A goal may be scored directly from the kick-off. All players must be in their own half of the playing area; the opponents of the team taking the kick-off are at least 3m from the ball until it is in play. The ball must be stationary on the centre mark until the referee gives a signal. The ball is in play when it is kicked and moves forward. The kicker may not touch the ball a second time until it has touched another player. Attacking players may also enter the opposing area through momentum only. However, the referee shall be the sole judge of momentum and the attacker should make every reasonable effort not to enter the area. The goalkeeper must not leave their area. If they touch the ball outside of their area, a penalty will be awarded. If the goalkeeper makes a save and part of his body slides out of the area, then the referee shall use his discretion. Goalkeepers / Pass backs Goalkeeper is unable to receive pass backs unless the ball has been touched by an opponent or been touched by at least two of his team-mates. Drop Ball - is a way of restarting the match after a temporary stoppage. Play restarts when the ball touches the ground. Ball Out of Play - The ball is out of play when: it has wholly crossed the goal line or touchline, whether on the ground or in the air, when the referee has stopped play, or when playing indoors, the ball hits the ceiling. Ball In Play - the ball is in play at all other times including when: it rebounds from a goal post, the crossbar, or the barricades onto the pitch, or if it rebounds from the referee when on the playing area. Height of ball restrictions - There are no height restrictions. Offside - There is no offside. Goalkeepers / The Area - Only Goalkeepers are permitted to play within the penalty area. Goals cannot be scored within the penalty area. Goalkeepers may roll or kick the ball out of their area. Access to penalty areas are restricted only to goalkeepers. If an attacker kicks the ball near the area the action of the kick must have started and finished outside the area, however the momentum of the kick is allowed to travel in the area. 5. Substitution Procedure The maximum number of substitutes permitted is five. The number of substitutions made during a match is unlimited. A player who has been replaced may return to the pitch as a substitute for another player. Rolling substitutions take place from within 5 metres of the half way line, ideally when there is a break in play. Changing Places with the Goalkeeper - Any of the other players, or substitutes, may change places with the goalkeeper. The following conditions must be observed: the referee must be informed before the change is made; a change may only be made during a stoppage in play, the replacement goalkeeper must wear a jersey, which distinguishes him from all other players, and the referee. Viability of a match (Playing Numbers) - If a team loses at any time more than 2 members of their team the match should be abandoned. However this should only apply when players are permanently excluded or lost through injury rather than within the Sin Bin for a two minute suspension (if in use). 8

9 6. Fouls and Misconduct Fouls and misconduct are penalised as follows: A Direct Free Kick - A direct free kick is taken from the place where the infringement occurred and can be kicked directly into the opponent s goal to score a goal. The referee keeps one arm horizontal pointing in the direction the kick has to be taken. A direct free kick is awarded to the opposing team if a player commits any of the following offences in a manner considered by the referee to be careless, reckless or using excessive force: Kicks or attempts to kick an opponent Trips or attempts to trip an opponent Jumps at, pushes or charges an opponent (even with the shoulder) Strikes or attempts to strike an opponent Tackles an opponent (the key words are doing it carelessly, recklessly or with excessive force) In addition direct free kicks will also be awarded if a player: Spits at an opponent, Slides in an attempt to play the ball when it is being played or attempted to be played by an opponent (sliding tackle). Handles the ball deliberately except for the goalkeeper in his penalty area Holds an opponent A Penalty Kick - is awarded against a team, which commits any of the offences for which a direct free kick is awarded inside its own penalty area and while the ball is in play. Additional time is allowed for a penalty kick to be taken at the end of each half or at the end of each period of extra time. penalty mark, at least 5m from the ball. The player taking the penalty must kick the ball forward; they may not play the ball a second time until it has touched another player. The ball is in play when it is kicked and moves forward. Indirect Free Kicks - An indirect free kick is taken from the place where the infringement occurred, unless this was in the penalty area, in which case the indirect free kick is taken from the penalty area line at the point nearest to where the infringement occurred. An indirect free kick is awarded for the following offences; A Goalkeeper touches or controls the ball with his hands after it has been deliberately kicked or thrown to him by a team-mate. A Goalkeeper Touches or controls the ball with his hands or feet, in the penalty area, for more than four seconds. If in the opinion of the referee, a player: plays in a dangerous manner, deliberately impedes the progress of an opponent when the ball is not being played, prevents the goalkeeper from releasing the ball from his hands, commits any other offence, not previously mentioned for which play is stopped to administer a temporary timed suspension or dismiss a player. From an Indirect Free Kick a goal can be scored only if the ball subsequently touches another player before it enters the goal. For an Indirect Free Kick: the referee indicates an indirect free kick by raising his arm above his head. He maintains his arm in that position until the kick has been taken and the ball has touched another player or goes out of play. Position of Free Kick - All opponents must be at least 2m from the ball until it is in play. The ball is in play after it has been touched or played. Position of the Ball and the Players for a Penalty kick - The ball is placed on the penalty mark; the player taking the penalty kick is properly identified. The defending goalkeeper must remain on his goal line, facing the kicker, between the goalposts, until the ball has been kicked. The players other than the kicker are located: inside the pitch, outside the penalty area, behind or to the side of the 9

Disciplinary Sanctions The options for a match official imposing disciplinary sanctions are; Player issued with a yellow card Player issued with a second yellow card is issued with a red card and suspended from play Player issued with a red card and permanently excluded from play Yellow card offences - A player is shown the yellow card if he commits any of the following offences: is guilty of unsporting behaviour, shows dissent by word or action, persistently infringes the Laws of the Game, delays the restart of play, fails to respect the required distance when play is restarted with a corner kick, kick-in, free kick or goal clearance. Enters or re-enters the pitch without the referee s permission or infringes the substitution procedure, deliberately leaves the pitch without the referee s permission. 8. The Kick-In Is a method of restarting play. A goal cannot be scored directly from a kick-in. A kick-in is awarded if; the whole of the ball passes over a touch line, either on the ground or in the air, or hits the ceiling. A kick-in is taken from the place where it crossed the touchline or 2m into the playing area adjacent to where the ball left the playing area when barricades are in use. The kick is awarded to the opponents of the player who last touched the ball. The player taking the kick-in may not play the ball a second time until it has touched another player. The ball is in play immediately after it is kicked or touched. The players of the defending team must be at least 3m from the place where the kick-in is taken. The feet of the player taking the kick-in must not cross the line. The Corner Kick - a goal may be scored directly from a corner kick. Sending-Off Offences - A player is sent off and shown the red card if he commits any of the following offences: is guilty of serious foul play, is guilty of violent conduct, spits at an opponent or any other person, denies the opposing team a goal or an obvious goal-scoring opportunity by deliberately handling the ball (this does not apply to a goalkeeper within his own penalty area). Denies an obvious goal-scoring opportunity to an opponent moving towards the player s goal by an offence punishable by a free kick or a penalty kick. Uses offensive, insulting or abusive language. Or if a player receives a second yellow card in the same match. Decisions - A player who has been sent off may not take any further part in the match nor may he sit on the substitutes bench, where provided. 10

11 TEAM CAPTAIN ACTIVITY WAIVER FORM In consideration of my application and permitting me and my team to participate in this event, I hereby take action for myself, my executors, administrators, heirs, next of kin, successors, team members, and assigns as follows: (A) Waive, release, and discharge from any and all liability for my death, disability, personal injury, property damage, property theft or actions of any kind which may hereafter accrue to me or my traveling to and from this event, THE FOLLOWING ENTITIES: RailSport, Rail Media, RailStaff Publications, RailStaff Select, and their directors, officers, employees, volunteers, representatives and agents, the event sponsors and event volunteers, (B) indemnify and hold harmless all entities or persons mentioned in this paragraph from any and all liabilities or claims made by other individuals or entities as a result of my actions during this event. I certify that I am, and my team are, physically fit, have sufficiently trained for participation in this event and have not been advised otherwise by a qualified medical person. I acknowledge that this Accident Waiver and Release of Liability (AWRL) form will be used by the RailSport organisers, and the sponsors of the event in which I may participate and it will govern my actions and responsibilities at my chosen event. I acknowledge that the events at RailSport are athletic and may be an extreme test of a person s physical and mental limits and carries with it the potential for death, serious injury and property loss. The risks include, but are not limited to: actions of other people including, but not limited to, participants, volunteers, spectators, coaches, event officials, event monitors and/or organisers of the event; lack of hydration, weather, and/or other natural conditions. I hereby assume all of the risks of participating in this event for myself and my team. I hereby consent to receive medical treatment that may be deemed advisable in the event of injury, accident, and/or illness during this event. I understand that at this event or related activities I may be photographed. I agree to allow both my and my team photo, video, or film likeness to be used for any legitimate purpose by the event holders, producers, sponsors, organisers, and/or assigns. This AWRL shall be construed broadly to provide a release and waiver to the maximum extent permissible under the applicable law.
