1 Municipality of Chatham-Kent Community Human Services Community Attraction and Leisure Service - Parks and Open Spaces To: From: Mayor and Members of Council Genevieve Champagne Coordinator, Active Transportation and Special Events Date: February 13, 2018 Subject: 2018 Municipal Significant Events Recommendations It is recommended that: 1. The request from Historic Downtown BIA Chatham to deem the 2018 Retrofest municipally significant, for the purpose of making a Special Occasion Permit application through Summit Shows Canada, be approved. 2. The request from Summit Shows Canada to deem the new event CK Summer Fest municipally significant, for the purpose of making a Special Occasion Permit application, be approved. 3. The request from Family Shows Canada to deem the 2018 Chatham-Kent Ribfest municipally significant, for the purpose of making a Special Occasion Permit application, be approved. Background A Special Occasion Permit (SOP) is required any time that alcohol is offered for sale or served anywhere other than in a licensed establishment or a private place, per the regulations of the Alcohol and Gaming Commission of Ontario (AGCO). A Public Event SOP can be issued: To a registered charity under the Income Tax Act (Canada) To a non-profit organization or association organized to promote charitable, educational, religious or community objectives For an event of provincial, national or international significance; or For an event designated by a municipal council as an event of Municipal Significance
2 2018 Municipal Significant Events 2 A permit holder that is not a registered charity of a non-profit organization or association may hold a Public Event if the event is: An event of provincial, national or international significance; or Designated by municipal council as an event of municipal significance. Note: A municipal resolution must be included with the Special Occasion Permit application. Comments Retrofest 2018 will take place May 25 and 26, 2018 in downtown Chatham and Tecumseh Park, Chatham, Ontario. The Retrofest Committee is in its 18 th year and intends to draw 25,000 plus residents throughout the downtown core over the course of the weekend. The Retrofest Committee would like to offer Summit Shows Canada use of Tecumseh Park to host the Beer Garden. A letter requesting Municipal Significance status for this event is found in Attachment A. Summit Shows Canada would like to kick off the summer season in downtown Chatham at Tecumseh Park on June 15 and 16, Although this is the first time this two-day festival will be held, the organizer is hoping to make this an annual event. This year CK Summer Fest will be in support of the CK Animal Rescue and will bring a beach vibe to the park with its larger than life beach décor. Expecting to draw up to 15,000 residents, Summit Shows Canada hopes the event will also promote the downtown core. A letter requesting Municipal Significance status for CK Summer Fest is found in Attachment B. Family Shows Canada would like to host their annual Ribfest event in Tecumseh Park on July 6-8, The event annually draws 25,000 plus residents to the downtown core to enjoy the ribs, entertainment and activities for the whole family. A letter requesting Municipal Significance status for Ribfest is found in Attachment C. For Family Shows Canada and Summit Shows Canada to make a Special Occasion Permit (SOP) to sell alcohol at the 2018 Retrofest, CK Summer Fest, and Chatham-Kent Ribfest, it requires that Council designate the events as municipally significant. 3 2018 Municipal Significant Events 3 Chatham-Kent is recognized as a culturally vibrant, dynamic, and creative community Environmental Sustainability: Chatham-Kent is a community that is environmentally sustainable and promotes stewardship of our natural resources The recommendations in this report support the following critical success factors: Financial Sustainability: The Corporation of the Municipality of Chatham-Kent is financially sustainable Open, Transparent and Effective Governance: The Corporation of the Municipality of Chatham-Kent is open, transparent and effectively governed with efficient and bold, visionary leadership Has the potential to support all areas of strategic focus & critical success factors Neutral issues (does not support negatively or positively) Consultation Through the Special Event application process, Chatham Parks and the Chatham-Kent Police Services will review the 2018 Retrofest event application, CK Summer Fest event application and Chatham-Kent Ribfest event application. RetroFest 2018 is on Friday, May 25 and Saturday May 26, 2018 in the Tecumseh Park, Chatham Ontario. RetroFest Car Cruise and Car Show is hosted by the Historic Downtown Chatham-Business Improvement Area. The festival has had entertainment and a beverage garden in its previous years, solely facilitated by a charity group. This year Chris Glassford of Summit Shows Canada is the company in charge of the entertainment and the beverage garden. As per the AGCO (Alcohol Gaming Commission of Ontario) for a company to benefit from the sales of alcoholic beverages, an event must be deemed by the city council in which the event takes place as a "Municipal Significant Event" regardless of hosting private or public events. The RetroFest Committee is in its 18th year and is offering Summit Shows Canada use of free space in the Tecumseh Park during our event. RetroFest intends to draw 25,000+ people throughout the downtown core over the course of the weekend, which is a huge bonus for tourism, culture, arts, and our economic growth in Chatham-Kent. To secure a "Special Occasional Permit'' through the AGCO we will require a municipal resolutions letter to attach to Summit Shows Canada application being sent to the AGCO. Summit Shows Canadawill ensure insurance coverage separate from the HDTC-BIA naming both the Municipality and the HDTC-BIA within the coverage. Summit Shows Canada staff will be Smart Serve trained and will ensure to follow all the rules and regulations outlined by both the municipality and the AGCO for this event within our event. Summit Shows is looking to have the CK Summer Fest designated as an Event of Municipal Significance for our company to sell liquor and profit from the sale of liquor. A major portion of our sales shall be donated to the local CK Animal Rescue. Our event will be insured through Programmed Insurance Brokers, our staff is Smart Serve Trained, and we will ensure to follow all of rules and regulations outlined by both the municipality and the AGCO for our event.
