Our objective is to grow a safe, enjoyable and sustainable event over the next few years that will compliment Fireworks at the forks of the Thames and enhance Canada Day for Londoners. This year s event will include programming in Ivey Park and Harris Park and will include future growth to additional venues in the Downtown Core. We are also awaiting the final decision on a Celebrate Canada grant that we applied for in January 2008, and expect to receive news on this by the end of May If successful, this will enable us to produce additional elements of a headline concert and additional family programming free to the public in Downtown London. Daytime activities will be focused on family friendly activities of a cultural and artistic nature, and will incorporate local artists and performers. Evening activities will include a Beer Garden and Live Entertainment on Tuesday July 1,2008 and the weekend prior with free admission to the public, subject to capacity and age restrictions. The stage area will include an accessible vantage point in a non-licensed area that can be enjoyed by other members of the public. Public safety is a dominant concern and all municipal and provincial guidelines will be strictly followed. Campbell Event Management will be applying for a Special Occasions Permit, under a Significant Status, which requires the support of the Municipality by a letter designating our Canada Day Celebration as a significant municipal event. 3 BACKGROUND In 2007, Campbell Event Management in conjunction with the City of London and Mainstreet London started an effort to rejuvenate Canada Day Celebrations in Downtown London. Our objective from the onset was to create an event that would be sustainable, safe and accessible, while reflecting Canada s rich cultural and ethnic Heritage. We realized that as Canada Day Celebrations were largely abandoned in 2004, that this process would take time and the also the support of London. We also realized that with our limited budget, it would be impossible to represent every culture and ethnic group within Canada. Our initial programming included three days of art and live music leading up to the fireworks presentation on behalf of the City of London and K&H Fireworks. Please note that the presentation of the Fireworks is planned and produced by K& H Fireworks and the City Of London, who are properly insured and abide by every public safety precaution. While our event compliments the Fireworks presentation, the discharge of Fireworks is done far from public access across the Thames River. Our initial site included a licensed Beer Garden, for evening activities, featuring a wide variety of local Canadian artists, suitable for all audiences. This area was used during the daytime to feature family friendly entertainment. We contracted The Red Sky Performance Group, a First Nation s performance group at this location, who preformed several times during each day. The park area also featured Street Painting Groups (Imadon), Children and Family Art Workshops (Museum London) and even Soccer Clinics for Children (Dundee Wealth Management).

4 SAFETY & SECURITY & ORGANIZATIONAL CAPACITY Please note that Campbell Event Management has consulted the City of London Parks and Recreation, The Alcohol and Gaming Commission and will abide by all regulations and guidelines. Campbell Event Management Limited was incorporated in 2005, and has been developing an excellent reputation within the London community with sponsors, exhibitors, venues and the City of London. Since its inception, Campbell has been creating, developing and marketing a unique series of grass roots festivals into attractions that Tourism London is confident in promoting and supporting. The President and Event Manager, Chris Campbell has over 15 years of safe and successful event planning experience. A graduate of King s College at the University of Western Ontario, Campbell received the Community Service Award in his graduating class for outstanding contributions to King s College and the City Of London. In part this was due to his role as Vice-president Events at King s College. An experienced and Smart Serve Certified Event Manager, Campbell started two businesses in He started his hospitality consulting business, which includes clients such as Joe Kools, Jim Bob Rays, Chancey Smiths Steak House, and Fellini Koolinis Italian Restaurant. Campbell also incorporated Campbell Event Management in April 2005, which specializes in the creative development, management and marketing of festivals. Campbell Event Management Limited initially organized several small charitable events for Camp Trillium and the London Celtic Festival prior to organizing and creating the East Coast Festival in The East Coast Festival was a collaborative effort between Campbell Event, Mainstreet London and The Covent Garden Market. Other events that Campbell Event Management has successfully organized include The Downtown London Beer Festival (2007,2008), The East Coast Festival (2005 to 2008), The London Canada Day Celebrations at the Forks of The Thames (2007), The Downtown Bridal Shows (2007, 2008), and the 2007 North American Premiere of Sicko in London, Ontario that took place in June in conjunction with Gold Flat Entertainment and Alliance Films. (Event Manager working under Canadian Producer Chris Aldred). Campbell Event also has been hired on a consulting basis to develop such Festivals as Expressions in Chalk, a street painting festival in London, Ontario, each summer. Campbell Event Management has no prior insurance claims or suits pending as of the date of this proposal, and the event organizer takes the safety of the public as a primary concern. Police officers are always hired, medical coverage is always on-site and every employee of Campbell Event Management must be Smart Serve certified. Campbell Event Management reports directly to Mainstreet London on all festivals, and submits post event reports including all budget information to Kathy McLaughlin, Mainstreet s Program coordinator with respect to Savour London, The London Beer Festival, The London Canada Day Celebration at the Forks of the Thames and The London East Coast Festival, all of which are sponsored by Mainstreet London.

5 Campbell Event Management is accountable to Mainstreet London, who reports directly to the London Downtown Business Association (LDBA) for a majority of the festivals that it manages. Detailed reports, including all detailed budgetary information, comments from several downtown merchants must be submitted prior to receiving the final 25% of funding. Campbell has been working closely with Mainstreet for many years and has earned their trust and developed an excellent reputation in regard to planning festivals in the London area. LOCATION I GRANT PROPOSAL The 2008 "Celebrate Canada" Festival in Downtown London, will take place in lvey Park (as it did in 2007) and will expand programming into Harris Park. We are currently awaiting the status of a Celebrate Canada Grant, from Heritage Canada. If sucessful we will include a headline conert free to the general public on July 1, We will find out this status of this application by the end of May In any case a letter deeming the festival a "Significant Municipal Event" is required as a component of our application to the AGCO.

6 CANADA: SYMBOLS AND VALUES The 2008 Celebrate Canada Festival in Downtown London, will expand its programming to include substantially more Family oriented daytime aspects, including many safety and community issues. We will be contacting the Local Police, Fire and Health Departments to provide safety and public service programming. We will also will consult Heritage Canada and also Immigration to enquire about the feasibility of citizenship ceremonies taking place in Harris Park. Upon approval we will do everything possible to ensure that all programming reflects Canadian diversity and to ensure that Candian values are presented in the highest regard. We are proposing the 2008 Celebrate Canada Festival feature headline Canadian entertainment, free to the public. One option that we are considering is to have the main stage reflect Candian Maritime entertainment. Food, Music and Art Workshops would follow this theme. TWO LINGUISTIC COMMUNITIES Upon your approval, the 2008 Celebrate Canada Festival in Downtown London will expand its programming to include a bi-lingual master of ceremonies on the main stage of the event. We will also contact local and regional French immersion schoolsand other French artistic groups, to enquire on the fesibility of French artistic performances directed at children and families, during daytime programming. SIGNIFICANT EVENT STATUS The 2008 Festival will once again request the Celebrate Activites be declared a significant municipal event, as it did in A letter indicating this is attached. COMMUNITY SUPPORT The 2008 Festival will once again be supported by Mainstreet London (Letter Attached) among other corporate and media sponsors. If you have any questions please feel free to contact us anytime.

7 MARKETING AND ADVERTISING The 2008 Celebrate Canada Festival, would be well advertised in a comprehensive marketing campaign. Please also note that our efforts received a great amount of television coverage, press and radio coverage and we intend the same for this years growing Festival, but we need your support. Below is a descriptive list of marketing tools that will be utilized to promote Celebrate Canada. Please note that sponsor logo refers in all cases to the Heritage Canada logo. In all cases, advertising copies will be sent to you if approval is required in advance. Thank you for your support. Posters: Sponsor logos will appear (upon approval) on all posters advertising this event. Thousands of posters will be displayed in the London and surrounding area. Both color and greyscale posters will be prominent throughout the area and will be visible in ideal locations. Street Banners: Sponsor logos will appear (upon approval) on all banners advertising this event. Newspaper Advertising: Sponsor logos will appear (upon approval) on all newspaper advertising this event. We are currently budgeting out a four week advertising campaign with The London Free Press and will notify all sponsors of the specific ad sizes as we progress. Pending approval of Celebrate Canada funding the following newspaper ads will be negotiated. Please note that in-kind print advertising, sponsorship and ad upgrades will be proposed in each case. We must first establish a final workable budget, which depends on the results of this particular grant and a pending proposal for sponsorship from Tourism London. London Free Press - 3 weeks, sizes tba $3500 St Thomas Times Journal - 2 weekends, sizes tba $800 Television: Celebrate Canada will be advertised on A Channel London in several commercial formats for up to four weeks in advance of the event. Exact details are being budgeted. We can confirm that commercials will be seconds in length and will be included in A Channel s Enroute feature. Total budget $ weeks Enroute - 10 seconds - 25 per week Print Ads: Sponsor logos will appear (upon approval) on all advertising in Scene Magazine, We are currently budgeting out specific ad sizes for this event, however we will certainly advertise in both outlets for a minimum of one month prior to the event. Scene Magazine - 2 issues (bi-weekly) $1500

We will be advertising on Q 97.5 FM (easy rock), AM 980 (talk, sports) and BX 93 (Country). The specific duration of each commercial will be 30 seconds, and will be a minimum of 2 weeks of advertising. Specific promotional details must be negotiated. We are currently proposing additional advertising beyond the amount listed on the attached forms, such as additional live-on-location coverage. Our event sponsorship program invests over $100,000 annually in popular downtown events. Chris Campbell, of Campbell Event Management Limited, has shared with us his plans for several events in popular annual events like the Fall and Winter Downtown Bridal Shows, East Coast Festival, London Beer Festival and the Canada Day Celebration, and exciting new events called Savour London and the Downtown Show for Men, with more shows in development. We see great potential for these events to attract many people - visitors and Londoners alike - to the heart of our city. We also see many opportunities for involving our downtown merchants in the events and generating business activity for them during these dates. Chris Campbell is well known in the London community for his creative approach to events, his work within the hospitality industry and for his understanding of responsible management practices in situations where alcohol is present. His background and experience give us every confidence that he is an ideal organizer for these downtown events. Chris works closely with all stakeholders to ensure he is meeting their needs as well as the needs of the event, and we are confident that he will produce exciting events for downtown London and for the London community in general.
