1 ASHLEY DOWN OLD BOYS RFC DISCIPLINE POLICY It is ADOB RFC s responsibility to deal with any act of indiscipline on the field of play by players and/or their supporters and spectators on the touch line, or any ADOB RFC member who at any time uses threatening, abusive or insulting words or behaviour towards any other member or visitor to the club or in any way brings the club or the game into disrepute. The Discipline Committee will be responsible for investigating and taking action on any sending off, any incident of foul play or bad behaviour by a ADOB RFC player not detected by match officials and instances where a player has been sin binned an excessive number of times. Discipline Procedure Player sin-binned (yellow card) by the referee (society or club) The captain of the team must report the name(s) of any player sin-binned during a game to the Director of Rugby within 24 hours of the sin-binning. They will report these numbers at the monthly general committee meeting. Any player, who in the opinion of the general committee, has an excessive amount of yellow cards will be asked to appear before the Discipline Committee to explain the reasons why. Excessive may be defined as 5 cards in a 10 week period or when a player receives their tenth card in a season. Player sent off (red card) by the referee (society or club) The captain of the team MUST report the player name, and playing position of the player sent off giving the red card reason and any relevant details to the Discipline Secretary within 24 hours of the sending off. This is important as it is MANDATORY for the ADOB RFC Discipline Secretary to report the incident in writing to the GRFU Discipline Secretary within 48 hours of the incident. The Discipline Committee The Discipline Committee shall consist of: Club Chairman Director of Rugby Club Captain Discipline Secretary (for minute taking only). A member of the general committee
2 The reported player will attend the hearing and be accompanied by the captain of their team at the time of the offence. In the case of a supporter or spectator another person may accompany them if they so wish. The Discipline Committee will meet on the Wednesday following the act of indiscipline, offence or incident in question. Meeting procedure The report of the incident is read to the meeting by the Discipline Secretary. The player, member, supporter or spectator is invited to make his/her statement giving any supporting evidence. This will be recorded (on paper) word for word by the Discipline Secretary. Questions may be asked by the committee. The meeting will be adjourned whilst the committee decides on any sanctions to be given. Previous incidents to be considered. The meeting is then re-convened and the results of the hearing along with any sanctions are announced. Sanctions The ADOB RFC Discipline Committee will have the power to decide upon one or more of the following: No further punishment - sending off sufficient. A written apology to any person/player affected by the cause of the sending off. A caution or severe caution to be placed on the players record for a period of one to three years. A period of suspension from playing and taking part in any match day activities. (A list of RFU recommended sanctions is attached to this policy). * A suspension of membership of the club for such a period as it thinks fit. Termination of membership. *The ADOB RFC Discipline Committee shall then decide if any suspension from playing shall run concurrently (at the same time as) or consecutively (in addition to) any sanction handed down by the GRFU Discipline Committee. The ADOB RFC Discipline Secretary will forward the Committee s decision in writing to the reported person and to the GRFU Discipline Secretary as required by RFU regulations. Once the GRFU decision has been received by the ADOB RFC Discipline Secretary they will forward this to the reported player and the ADOB RFC Discipline Committee.
3 The GRFU impose a fine of for all red cards to cover administration costs. At the ADOB RFC Discipline committee s discretion some or all of this cost may be passed on to the reported player. Appeals Procedure Any player, member, supporter or spectator may appeal the decision made by the ADOB RFC Discipline Committee. Any appeal request must be made in writing within 7 days of the hearing to the ADOB RFC Discipline Secretary. The appeal will be heard within 7 days. The ADOB RFC Appeal Committee will consist of: Club President Two members of the general committee of good character who do not sit on the ADOB RFC Discipline Committee. The ADOB RFC Discipline Secretary will be invited to read the report of the incident, the statement of the reported player and the decision of the ADOB RFC Discipline Committee. The ADOB RFC Discipline Secretary will then leave the meeting whilst a decision is made and will be called back in when a decision has been made. The ADOB RFC Discipline Secretary will report back to the reported player. The ADOB RFC Appeal Committee will uphold the decision, increase or decrease any sanction imposed or dismiss the decision made by the ADOB RFC Discipline Committee. The ADOB RFC Appeal Committee s decision will be final.
