All competitors must either pay for stabling or a trailer-in fee if not stabling. * The Kentucky Horse Park $10 (per horse) Equine Facility Fee This has been enacted to produce a sustainable stream of revenue to support show facility maintenance. These funds will go into a restricted account that can only be used for footing maintenance and/or replacement, barn repair, water truck/drag maintenance, etc. This fee will also pertain to non-competing horses helping to keep Kentucky Horse Park a world-class facility for years to come. Exhibitors are not permitted to attach nails or screws to barns. 4
5 Entry information Two options to enter: 1.) Mailed entry- only checks or money orders payable to MSEDA are accepted. For security, NO CREDIT CARDS accepted for mailed entries. Show entry must be postmarked by the closing date. 2.) Online entry- credit cards are only method of payment. A 3.5% online convenience fee will be added to total your fees. Visa, Master Card, and Discover only (no American Express) ed entries will NOT be accepted. Checks will be deposited upon receipt. Dishonored checks or declined credit cards will require complete repayment prior to the show plus a service charge of $50. All outstanding fees must be paid before show packets are issued. If your payment to MSEDA was returned for insufficient funds in the past, a certified check or money order is required for this year s entry fee. Please make a single check payable to MSEDA Drawn on U.S. Banks & ensure that it includes ALL fees for ALL shows. Mailed entry must be postmarked by the closing date. Online entry must be complete by closing date. All entries must include: 1.) Appropriate fees. Horse is not officially entered until payment and completed entry are received. 2.) A copy of USEF & USDF cards for rider and owner. Trainer needs USEF card, owner may be USDF business member. If adult amateur, rider USEF card must state Amateur. 3.) A clearly legible copy of negative Coggins dated within 12 months of last day of show date showing the same horse name as on the entry. 4.) Stabling requests- note names, not a stable. 5.) All signatures. Note: For entry purposes, trainer is defined as the adult on show grounds responsible for horse. A parent/guardian signing for a minor is exempt from USEF nonmember fee. All signatures must be adults. Membership/Non Member/Proof of Membership fees: All participants (rider, owner, trainer, agent, lessee, or coach) must present to the competition secretary a current USEF membership card or copy thereof. In the event the participant does not have his/her card or copy, he/she must pay a $45 USEF show pass fee per show. All Riders and Owners must present a current membership card or pay the USDF non-member fee of $35 per show. Those who cannot provide proof of their USDF membership may fill out an affidavit form and must pay the $5 fee. The affidavit may also be used to verify horse registration and/or horse ownership. The affidavit form may be found on Great American/USDF Qualifying Classes: For the Great American/USDF Qualifying rides, riders must have an active USEF Membership and a USDF Participating Membership. Effective for the 2018 Regional Championships, owners must have a USDF Participating or Business Membership and a USEF membership (Junior Active, Senior Active, Life, or Recorded Farm (with Active Farm Owner)). If the horse has more than one owner, at least one owner must have both active USEF membership and active USDF Participating or Business Membership. For a business or farm to be the valid owner under this requirement, it must be listed as an owner of the horse with both USEF and USDF. Horses must be Annual or Lifetime Recorded with USEF and USDF Lifetime Registered, an HID is not sufficient. Great American qualifying entries must include horse USEF and USDF registration and rider s and owner s USEF and USDF card(s). All entries accepted on first-come first-served basis based on postmark or online entry date. Late Entries: Late entries will be accepted if schedule permits. Late entries must include all fees, negative Coggins, proof of USEF membership (or pay nonmember fee) and must be completed by 11 a.m. the day before start of class. The fee to enter late is the normal entry fees plus the late fee of $50. Late Entries, if accepted, will not be included in the program. Refunds: Before closing date Full refund less office fee, $50 cancellation fee, and online convenience fee. On or after closing date NO REFUND with the exception of fees collected on behalf of USEF (drug fees) and USDF (qualifying fees.) These fees will be mailed within one month after the end of the competition for entries that were cancelled. Before the show, please contact the show secretary if you are not coming. Once you are at the show, please notify the show office if you are scratching a class. A no show is defined as a scratch for the entire show. Please do not be a NO SHOW. 5
6 General Information Non-competing Horses: Non-competing horses are welcome on a space-available basis. They must have an entry form with all release signatures, a current Coggins, and pay non-compete fee & office fee per show and a stall fee or grounds fee. Ride Times: Stabling assignments and provisional times will be available to competitors at Official times will be available at noon the day before the show. Entries are limited to five arenas. Send your entries early to ensure getting into the shows. Schedule: Classes may not necessarily be run in the order listed in the class lists. It is the responsibility of the rider to inform the show secretary of any time conflicts as soon as possible after receiving the schedule. Management reserves the right to change officials, limit entries, combine or cancel classes, modify the schedule, and to modify or cancel awards and/or make whatever changes are required by circumstances to the competition specifications listed herein. Show Management reserves the right to cancel classes insufficiently filled and to refuse or require withdrawal of an entry for cause deemed sufficient by Show Management. Class Explanations: JR/YR - Open to Juniors and Young Riders only; any rider is eligible until the end of the calendar year in which they reach the age of 21. Only Juniors ages may enter FEI Junior Tests. Only Young Riders ages may enter FEI Young Rider Tests. JR/YR must include birth date on entry form. AA - Open to Adult Amateurs only. Must hold current USEF Amateur card. Competitors must compete as adults from the beginning of the calendar year in which they reach the age of 22. Qualifying Classes (Great American Qualifying) will not require a separate ride. An exhibitor wishing to qualify will enter the appropriate test as Open, Amateur, or Junior/Young Rider and pay an additional $15 fee to have the ride recorded as a qualifying ride. Pony Measurements: Any pony being ridden in a pony restricted class must possess a USEF Dressage Pony Measurement Card. A pony measurement is required for any horse under 8 years old which does not have a permanent pony measurement card. Owners must notify management of any ponies needing a measurement for an appointment to be scheduled with the veterinarian accordingly. The fee charged by the veterinarian will be prorated among the pony owners. This fee will only be the actual charge by the veterinarian and will not exceed $100 per pony. Measurement fee will be paid directly to the veterinarian at the time of measurement. Do not prepay. Pony measurement will take place on Friday at 4 p.m. If another time is required, arrangements must be made with management, TD, and veterinarian. A reminder of time and place for measurement will be posted in the show office at noon on Friday. Owners must be USEF membership at the time of measurement. Ponies must have a USEF recording or HID #. Pony must be presented in a halter. Bridle numbers must be worn at all times on the show grounds. This includes non-competing horses. The show office and stabling will open at noon on Friday, September 7th. Schooling All competitors must have their bridle number before riding. Schooling on Friday will continue until dusk. Saturday schooling will be available after the show until dusk. Lungeing: Permitted in designated areas only. Areas will be identified. 6
7 General Information Continued Veterinarian (on call) Rood and Riddle Farrier (on call) Chris Giebler Opportunity Classes: These classes are designated for entry level riders and those new to showing in dressage. If a horse or rider combination has HID or membership numbers they must be listed on the entry form. Horses and riders competing in opportunity classes are exempt from USEF & USDF membership requirements, and do not have to pay non-member or HID fees or drug fees. Opportunity riders/horses will be allowed to cross-enter into other recognized classes at the show, but must pay USEF & USDF fees. Golf Carts: Golf carts will only be permitted at the dressage complex in designated parking areas. These areas will be marked and a diagram will be in the show program. Only MSEDA Official golf carts will be allowed near any rings or warm-up. Footing/Arena: Dressage Complex with sand/clay base arenas and warm-ups A 20m by 60m arena will be used for all tests, including Eventing tests. Enclosed lungeing on the track only. Musical Freestyles: Music for all freestyles on CD in WAV format must be given to the show office upon arrival to show grounds and check in to show office. Sound checks will be conducted Friday afternoon approximately 5 p.m. If other times are needed, arrangements will be made with the announcer. Competitors are responsible for picking up their music before the end of the show. Music left will not be mailed. DR129.9 Except for USEF/USDF Championship classes and for FEI Pony Riders, FEI Junior, FEI Young Rider and FEI Para-Equestrian Freestyles, in order to enter a freestyle class at any level, a horse/ rider combination must have received a minimum score of 60% in the highest test of the declared freestyle level or any test of a higher level at a Federation Licensed or FEI recognized Dressage Competition or open Dressage class (i.e. open to all breeds) at a Federation Licensed Competition held prior to the competition where the horse/rider combination is entered to ride a freestyle class. A photocopy of the test verifying eligibility, or copy of the USDF score verification, must be submitted with the entry for a freestyle class. 7
8 Information about entering in multiple shows on the same weekend. If entering in New Vocations All-Thoroughbred Charity Show (Sept. 7-8) or T.I.P. Championships (Sept. 9) at the Kentucky Horse Park and the MSEDA Dressage in the Park shows, the following restrictions apply: 1.) Horses entered in New Vocations All-Thoroughbred Charity Show (Sept. 7-8) or T.I.P. Championships (Sept. 9) will stable with the New Vocations All- Thoroughbred Charity Show (Sept. 7-8) or T.I.P. Championships (Sept. 9) or trailer in and pay MSEDA the trailer-in fee. 2.) Horses entered in New Vocations All-Thoroughbred Charity Show (Sept. 7-8) or T.I.P. Championships (Sept. 9) and MSEDA Dressage in the Park may only compete at one show/day. 3.) Horses are required to warmup/school only in the designated area of the show in which they are competing on that day. 4.) A $25/day cross-show entry fee will be charged to those horses stabling at New Vocations All-Thoroughbred Charity Show (Sept. 7-8) or T.I.P. Championships (Sept. 9). 5.) Proof of stabling must be presented to the MSEDA show secretary. 8
9 Awards Trophy for first place and ribbons to sixth place in all classes. Riders must clearly specify division choice. When no designation is made, riders will automatically be entered as Open. Riders may enter only one division per class. Please check class list for divisions offered for each test. Show management reserves the right to combine, split or cancel classes as entries warrant. High score champion and reserve ribbons will be given for Show I for each level Training through FEI, excluding Freestyles, Equitation, Opportunity, Eventing, and Introductory. All divisions will be placed together. Jr and YR tests will be counted as their level equivalents. In addition, High Score Ribbons will be given to the highest Open rider, highest Adult Amateur, and highest Jr/YR for each show. Thoroughbred Incentive Program A high point ribbon and prize will be provided for each High Score sponsored by The Jockey Club Thoroughbred Incentive Program for Introductory, Training, 1 st, 2 nd -4 th, and FEI at each show. Only TBs that have been registered with The Jockey Club or a foreign TB stud book recognized by The Jockey Club are eligible to participate in T.I.P. classes and awards. Riders and owners should obtain a T.I.P number for all horse/rider combinations. T.I.P number applications are done online at T.I.P. numbers must be provided to the horse show. Please submit your TIP # with your entry or send to secretary upon check in. Dressage competitors can now earn Incentive Fund dollars, year-end awards and AQHA points aboard their American Quarter Horse. AQHA will recognize levels of dressage competition Training Level through FEI. Freestyle is not recognized. Visit the link below for complete details. This show is a National Dressage Pony Cup Partner show. See page 10 for details. MSEDA Championships III At least one score must be earned according to the following chart for the highest test for each respective level (i.e., Training Level Test 3, First Level Test 3, Second Level Test 3) at a show sanctioned by MSEDA in order to be eligible for MSEDA Championship classes at MSEDA Dressage at the Kentucky Horse Park. Must submit a 60% or higher at the highest test at each level entered with entry. A rider must be a member in good standing of MSEDA when the scores are earned in order to qualify. No whips or readers allowed. 9

Owners with horses from other states are responsible to check for most up-to-date health regulation Kentucky State Veterinarian website information before arrival WARNING Under Kentucky law, a farm animal activity sponsor, farm animal, professional, or other person does not have the duty to eliminate all risk of injury of participation in farm animal activities. There are inherent risks of injury that you voluntarily accept if you participate in farm animal activities. Liability: Neither the Organizing Committee, the Kentucky Horse Park, the Lexington-Fayette Urban County Government, MSEDA, USEF, or USDF or their members will be responsible for any damage, injury, or loss to persons, horses, or property of exhibitors or spectators. 13
14 Directions & Hotel Directions to the Kentucky Horse Park: The Kentucky Horse Park is located north of Lexington, KY, at 4089 Iron Works Parkway, Lexington, KY From I-75, take Exit 120. From other highways, watch for Kentucky Horse Park signs. Enter main gate entrance of the park, watch for signs to MSEDA stabling (or ask for directions from the gate attendant). When you arrive at the park, the Kentucky Horse Park charges a $15 fee, which is good for all the days you are there for the shows. Concessions: Concessions will be open. Check Kentucky Horse Park website for additional information. Accommodations: We recommend making room reservations early. 15 All questions not covered in these rules and regulations shall be decided by the show management whose decision shall be final. Every horse entered for competition will comply with the rules of the horse show management, but management will, in no case, be responsible for any loss or damage that may occur, and it shall be condition of entry that each exhibitor shall hold this horse show and the officials and employees of the show blameless for any loss or accident to his horse, employees, equipment, which may occur from sickness, fire or otherwise. The management reserves the right to refuse, accept conditionally, or to cancel any entries, disqualify any riders or exhibitors, prohibit entries and cancel award prizes without claims for damages; to cancel or combine unfilled classes, or to reschedule classes after due notice to exhibitors; to change rings or rotate judges. Exhibitors are notified that any act of discourtesy or disobedience to the judges or officials, on the part of the owner, manager, rider, or groom shall disqualify the horse, and the owner shall forfeit his entry fee and other fees. Show management reserves to itself the power to prohibit any person from attending or showing a horse in the ring and to remove any groom or horse from the show without being liable for compensation. No person will be allowed in the show ring during the time of judging except the exhibitor and those having official or requested duties to perform. It is the tradition of the show that riders be correctly attired for the class in question, that attendants be neatly dressed and the horses properly presented. Management may in its discretion bar any person from entering the ring if not suitable presented to appear before an audience. Hazardous Weather/Act of God/Accident Policy: Management reserves the right to cancel any class due to hazardous weather, Act of God or Accident. Every effort will be made to reschedule with priority given to Great American\USDF qualifying classes being offered. No refund for cancellations due to this policy. ALL RIDERS MUST WEAR HELMETS DR120.6 From the time horses are officially admitted to the competition grounds by competition management, anyone mounted on a horse at any time on the competition grounds including noncompeting riders, riders on noncompeting horses, mounted participants in exhibition classes and those competing in all classes and tests, including Para-Equestrian tests, must wear protective headgear as defined by this rule and otherwise in compliance with GR801. Any rider violating this rule at any time must immediately be prohibited from further riding until such headgear is properly in place. Protective headgear is defined as a riding helmet which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. The harness must be secured and properly fitted. 15
16 THE US EQUESTRIAN FEDERATION RULES EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT FEDERATION RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH. Sharps Containers: Competition management shall place a minimum of one sharps container per each competition, whether or not stabling is provided. Additionally, at least one sharps container per fifty occupied stalls for the disposal of needles and other disposable sharp instruments in convenient locations in barns housing competition horses. It is competition management s responsibility to replace such containers when full and dispose of them properly. Competition management may fine any individuals including trainers, owners, exhibitors, or their agents up to $100 for improper disposal of needles or other sharp disposable instruments. If local law has different requirements, local law will prevail. Exhibitors should exercise extreme caution before medicating their horses and should be aware of the US EQUESTRIAN FEDERA- TION rules governing drugs and medications. Any questions about the use of certain medications and regarding Rule IV should be directed to the USEF drugs and medication program, 3780 Ridge Mill Drive, Hilliard, Ohio Phone: (800) USEF MEMBERSHIP STATEMENT DR901.9 Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4 H members; 5) walk trot (execption: Friesian performance FR222) and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. MOTORIZED VEHICLE RULE- In accordance with GR1301.7: Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. GR845 Equine Vaccination Rule 1. At Federation licensed competitions, horses entering the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to entering the stables. Horses not in compliance with this rule may be required to leave the competition grounds upon request by Competition Management. Documentation should consist of one of the following methods mentioned below. The frequency of vaccine administration should be per the vaccine manufacturers or veterinarian s recommendations. It is recommended that vaccines are administered by or under the direction of a veterinarian. 2. In the case of vaccines administered by a veterinarian, the exhibitor, upon request by Competition Management, must provide documentation from the veterinarian on documenting that the horse in question received the vaccinations; name of the vaccines and date of vaccine administration. 3. In the case of vaccines administered by a person other than a veterinarian, the exhibitor, upon request by Competition Management, must provide a receipt of the vaccine purchase which is signed by the owner, or agent with care, custody, and control of the horse; name, serial number and expiration date of the vaccine; and date of vaccine administration. 4. In the case of a horse that is unable to receive either of the vaccinations due to a history of adverse reactions, the exhibitor, upon request by Competition Management, must provide a letter from the veterinarian on official letterhead stating that the horse in question cannot be vaccinated due to medical concerns and a log of temperatures taken twice daily for the seven days prior to entering the competition grounds. These horses must also have their temperature taken and logged twice daily while on the competition grounds. The log of temperatures should be provided to the Competition Management, steward, or technical delegate when requested. 5. Competition Management may not amend or enhance vaccination requirements without prior approval of the Veterinary Committee. BOD 1/17/15 Effective 12/1/15. 23 BEFORE YOU SEAL YOUR ENTRY ENVELOPE This prize list covers two shows. One entry blank for each show must be filled out. All of your entry forms should be signed. The Trainer Box should be signed by the adult responsible for the horse on the show grounds. For JR/YR, this should be the parent s signature (or the accompanying adult.) A LEGIBLE copy of a current Coggins dated within 12 months of the last date of the show must be included. The name on the Coggins MUST match the horse s show name or a notarized letter from the vet must accompany the Coggins. Current USEF/USDF cards must be included with entry. If entering by mailing a paper entry, make checks or money orders made payable to MSEDA. Credit Card payments are only accepted with online entries & there is a 3.5% processing fee. Visa, MasterCard, and Discover credit card payments are accepted; no AMEX. Mailed entries must be POSTMARKED by or on the closing date.
