Floating offshore wind : advantages and potential Floating Offshore Wind holds the key to an inexhaustible resource potential in Europe, 80% of all the offshore wind resource being located in waters 60 m and deeper in European seas, where traditional bottom-fixed offshore wind is not economically attractive. Floating offshore wind is no longer confined to R&D and has now reached a high TRL, being now promised to a very positive cost-reduction outlook. Floating means thus more offshore wind, a key to meet renewable electricity generation targets set by the European Commission.

Floating offshore wind projects in France and the Mediterranean sea The Mediterranean Sea has substantial wind power potential for the installation of floating wind farms due to its very favorable and regular wind regimes as well as its bathymetry. The western seaboard, off the coast of Brittany in particular, is also endowed with very favourable resources for floating offshore.

Floating offshore wind projects in France and the Mediterranean sea Timeline of the development of floating offshore wind in France : 2015: Launch of the CFT for pilot floating wind farms, awarded in 2016, with 4 projects, for a total of 96 MW : France s first offshore demonstrator, Floatgen, is installed and gridconnected at the SEM-REV test site (Croisic) 2019 : Desired launch for the 1st CFT for a commercial offshore wind farm : Commissioning of pilot floating wind farms 2026 : Commissioning of first commercial farms Pilot farm Commercial project Demonstrator

19 3. A bright future for FOW? So far, coordinating maritime local authorities have been given the mandate to identify, together with relevant local stakeholders, offshore zones that are to be the subject of future calls for offshore marine renewable projects. Spatial Planning consultation undergoing so that commercial farms will be launched in the future, to the tune of 3 GW in operation by 2030 industry expectations. Positive commitment of the French energy ministry to support floating offshore wind, looking forward cost and working on modernisation of the support scheme : Competitive dialogue, adopted in 2016 Timeframe for dealing with objections has been reduced (appeal to specialised court in Nantes) A simplified guarantee regime has been put in place for MRE Legislative change in 2017 provides that the TSO is responsible for offshore grid build and the costs are recovered through regulated network charges, rather than being included in tender offers.

New reforms for 2018 to provide greater certainty and accelerate the development of MRE: public debate before tender launch, more comprehensive site studies and risk assessments undertaken by the State from the outset, Rochdale envelope (to ease permetting process) Future calls for commercial floating offshore wind tenders: to be decided (PPE) - possibly an annual call Next calls of tender are likely to be launched in zones off Britany and Mediterranean sea from 2019.
