3 2 SUPPLEMENTARY REGULATIONS Promoters Rathfriland Motor Club Ltd will promote a National B Status Stage Rally on Saturday 7 thh July Governing rules The meeting will be held under the General Regulations of the Motor Sport Association Ltd (incorporating the provisions of the International Sportingg Code of the FIA) and these Supplementary Regulations and any written instructions that Rathfriland Motor Club Ltd may issue for the event. MSA Permit No has been issued forr the event on 26 th January Championships & Challenges. The event is a round of The Carryduff Forklift MSA Northern Irelandd Stage Rallyy Championship 2012 (MSA permit 2012/5705) Eligible entrants The event is open to all fully elected members of Rathfriland Motor Club and all members off a club affiliated to the ANICC or Motorsport Ireland. All competitors must produce a valid competition licence issued by the MSA or MI of at least National B, a club membership card and where applicable, an entrants licence. Cars will start at one-minute intervals. First car will leave the start no later than 08:45hrs 0 on Saturday 7th July The event will consist of 8 special stages with a mileage up to 70 miless (112 Kilometres) The stages will be run on 100% % asphalt closed roads. Special stages will be defined in the road book provided by the organisers. The organisers will supply Competition numbers. Space must be made available for the event sponsors decals, which must be displayed at all times during the event. Cars not displaying event sponsors decals will be excluded.

Classes The event will be divided into the following classes: - Class 1- Group N cars up to and including 2000cc (see article 11 for definition) Class 2 - Group N cars over 2000ccc (see article 11 for definition) Class 3 - Clubman (Group A and modified) cars up to and including 1450cc 2-wheel drive only Class 4 - Clubman (Group A and modified) cars from 1451ccc up to and ncluding 1650cc having not more than two valves per cylinder. 2 wheel drive only Class 5 - Clubman (Group A and modified) cars from 1451ccc up to and ncluding 1650cc having more than two valves per cylinder. 2 wheel drive only. Class 6 - Clubman (Group A and modified) cars from 1651ccc up to and ncluding 2100cc having not more than two valves per cylinder. 2 wheel drive only. Class 7 - Clubman (Group A and modified) cars from 1651ccc up to and ncluding 2100cc having more than two valves per cylinder. 2 wheel drive only. Class 8- Clubman (Group A and modified) cars from 2101ccc 2 wheel drive only. Class 9a - WRC s manufactured priorr to 31 December 2010 Class 9b - All other eligible cars (ref. R46- R ) including FIA Super 2000, R4 and R4T. Historic Categories: Class 10- Historic rally cars up to 1651cc, registered before 31/12/81(MSA3 A cat 1,2 & 3 reff R49) Class 11- Historic rally cars over 1651cc, registered before 31/12/81 (MSAA cat 1,2 & 3 reff R49) The onus rests entirely on the competitor to enter the correct class. c Any car found to be in the wrong class after the event has started will be excluded from the t results Log books, Motor tax, MOT/NCT and Number Plates All cars must have an MSI or MSA log book. All cars must also produce an MOT/NCT certificate (if applicable) and display a current Tax disc for the vehicle entered. The legal requirement for front number plates in the UK is 524mm x 112mm. Turbo engined & Rotary engined cars: The turbo class will be determined by the capacity x 1.7. Rotary-engined cars will be determined by capacity x Environmental requirements All cars must have Mud Flaps fitted behindd each wheel. The mud flap material must be flexible with a minimum thickness of 4mm. The mud flap must extend to a minimum m of 4cm either side of the tyre tread. The bottom of the mud flap must be no more than 8cm from the ground when the car is stopped with nobody on board. All competitors must carry within their vehicle a self-contained Spill Kit capable of effectively absorbing minor spillages of up to 1.5 litres of all vehicle fluids oils, fuels, coolants, battery acid. Used Spill Kits are to be disposed of in accordance with local or National guidelines. 11. Vehicle Regulations for Class 1 and 2. Cars eligible for Class 1 and 2 are those which are, or have at any time, been homologated in Group N as defined in FIA appendix J. Also any series production car, which has been available for general sale in Northern Ireland. The standard specification of any model shall by determined by FIA homologation papers in the case of current and former Group N cars, and by manufacturers or other workshop manuals in the case of all others. In all cases the degree of modification from standard shall be as provided for under FIA 2012 regulations for Group N. The onus of providing eligibility e for Class 1 and 2 rests solely with the competitor. 12. Awards will be presented as follows: - 1st Overall Two trophies 1st in Classs 2nd Overall Two trophies 2nd in Classs 3rd Overall Two trophies 3rd in Classs Two trophies Two trophies Two trophies The Bernie McMullan Perpetual trophy to be awarded to - tbc Additional awards may be presented at thee organiser s discretion. The T overall winner will forfeit the classs award.
5 4 13. Maximum/Minimum entries The maximum entry for the meeting is 90. The minimumm is 50 The minimum entry for each class is 3. Should any of the minimumm figures not be reached the organisers have the right to cancel the meeting or amalgamate classes as required. 14. Entries & fees Entry list opens on receipt of these regulations. Standard entry feee 335 ( 420) POSTAL ENTRIES ONLY WILL BE ACCEPTED All entries are to be made on the officiall entry form and must be b fully completed and include all relevant fees as listed above. Refund policy (follows guidelines issued by ANICC Stage Rallies Committee 2010) Entries withdrawn in writing or by before Monday 18 th June will receive a full refund. After Monday 18 th June and before Friday 29 th June 2012 entries will bee refunded less a administration fee. Refunds for entries withdrawn in writing or by after Friday 29 th June will be at the discretion of the organisers (maximum 50 admin fee). Entries withdrawn once scrutiny has commenced will not receive a refund. Please note that withdrawn entries mayy still appearr on entry lists. Entries paid in euro will be refunded to the equivalent sterling rate. No written notification to the Secretary of the Meeting, no refund!! Seeding. Seeding will be based on the results provided on the entry form. If you fail to fill in the seeding information, the organisers will assume you are a beginner. The starting order will be at the organiser s discretion. Once the entry list has been published no discussion will be entered into regarding the allocation of start numbers. Any competitor found falsifying their results will be reported to their ASN. The issuing of the final instructions will acknowledge written acceptance or refusal of entries. All the closing dates listed above are the date of receipt and not date of posting. All cheques should be made payable to Rathfriland Motor Club Ltd and crossedd A/c Payable. Cheques will be cashed on receipt. NB. Failure to honour a chequee to the event organiserss will render the entry null & void. Entries not accompanied by the t correct fees as listed above will not be accepted. Please do not send cash in the post. Refusal of an entry will bee notified in writing. 15. Priority places All places will be allocated in order of receipt. The organisers reserve the right to allocatee up to 10 entries at their own discretion. Preference will be given to competitors as follows: The top five MSA NI Championsh hip competitors in each class after thee previous round (providing their payment and fully completedd entry form has been received by Wednesday 27 th June 2012). This priority system follows the guidelines issued by the ANICC Stage Rallies Committee. Competitors who have supported the event in the past. All other entries received by 27 th June 2012 in order of receipt. If more than 90 entries are received then a reserve list of up to 20 potential p competitors may be assembled. 16. Accommodation information. Accommodation information will be available on the club website and in Rally Guide 1 prior to the event or by request to the Secretary of the Meeting.. Provisional resultss will be published as soon as possible after the event. e Queries will only be accepted on the Official Query form and must be forwarded throughh the Competitor Liaison Officer (CLO) up to and no later than 30 minutes after the posting of provisional results. Official Query forms will be available from the CLO. All protests must be made through the CLO and must be in accordance with the MSA Yearbook Competitors may apply to the Secretary of the Meeting for permission to remove their vehicle from any final Parc Ferme before the declaration off final resultss on the understanding that they forfeit their right to defendd any protest or irregularity regardingg the eligibility of the creww in question. 20. Entrants will be supplied with a Road Bookk and Time Cards at the Event E Documentation. 21. Modified MSA regulations All other SSR s of the MSA apply as writtenn except for the followingg which are modified: - Servicing may only be carried out in specific area as indicated in the final instructions and competitors road book. In the event of a tie, the competitorr who accomplished the best b time forr the first Special Stage will be judged the winner. If a tie still exists, (R40.1.2) will be applied until a result can be obtained. Competitors are reminded of the following: 21.1 Named Judges of Fact and Driving Standard Observers appointed a byy the Organisers will be on duty to observe and report r upon any competitor in accordance with (R24.6 R ) during reconnaissance and on the day of the event The Damage Declaration form must be completed whetherr a finisher orr not and must be received by the Secretary of the Meeting within 72 hours of the finishh of the event. 22. Penalties - All penalties will be applied at the end of the event but the organisers will endeavour tot inform the affected crew as soon as possible Achieving a time whichh is less thann the minimum time stated in the roadd book - MINIMUM TIME FOR STAGE. Achieving a time whichh is greater than the maximum time stated s in the road book - MAXIMUM TIME FOR STAGE. Achieving a time whichh is betweenn 22.1 and 22.2 above ACTUAL A TIME IN MINUTES AND SECONDS. Breach of statutory requirement concerning the driving of a motor vehicle EXCLUSION Receiving assistance contrary to (R38) - EXCLUSION Failure to report at a specified day and time for scrutiny 50 FINE First violation of Driving standards and/or noise infringement 10 MINUTE TIME PENALTY Second violation of Driving standards and/or noise infringement EXCLUSION Reported breach of Road Traffic Laws EXCLUSION Reported use of artificial tyre warming devices in the service park - EXCLUSION A copy of the Supplementary and any other relevant regulations/instructions will be posted on the Official Notice Board. 23 Special Stage Time Cards One or more special stage time cards withh appropriate spaces for recording start and finish times will be issued to the competitor. Competitors must ensure that their competition number is entered on each card beforee it is handedd to an event official. Failure to do so may result in a competitor being classified as a non-finisher. 24. Stage starts The starting for special stages will be givenn by means of start lights which will work as follows: 30 seconds RED light will be displayed 15 seconds RED and AMBER lights will bee displayed 10 seconds RED light will go out 5 seconds Amber countdown 4,3,2,1. START TIME Green light goes ON 5 seconds after the time Green light goes OUT. The timing system is electronically coupledd to a start line detection device that records any situation wheree a car leaves the start line ahead of the correct signal. In the event of failure of the electronic system the timekeeper will count down aloud 30" - 15" - 10" and the last five seconds one by one and then raise a flag or hand. After the appropriate signal the competitor r will accelerate into the stage. s All special stages will have flying finishes. After crossing the finishing line the competitor will stopp at the timekeepers control and have his/her time recorded. The onus is on the competitor to ensure that the officialss mark the time card clearly and correctly at alll time controls. 25. Scrutiny and Signing on Beforee being issued with the necessary documents to enable you too start the rally the following points should be noted. 1. That the driver is in possession of and produces for inspection a current driving licence. 2. That the current MOT/ /NCT (if applicable) and Road Fund Tax T Discs relating to the car entered is displayed on the windscreen. 3. That the entered car is fitted with number plates of a size too meet the legal requirement. 4. That both driver and navigator are in possession of a Rally National B Stage MSA or equivalent MI licence. 5. That a red reflective triangle, an MSA Approved SOS/OK Board B and environmental spill kit is carried in the competing car.
8 Competitors are reminded that MSA Vehicle Technical Requirements for a Special Stage Rally are mandatory. Both crewmembers must provide a mobile phone number on o which they can be contacted during Reconnaissance and the t Rally weekend. This will be only used u by the organisers for informational and accountability purposes. Any competitor under 18 years of age will have to ensure that a legal guardian will be in attendance at documentation to countersign the Competitors Sign On sheet. 26. Insurance details Rathfriland Motor Club Ltd. has applied to Lockton International for a Blanket Cover Note under their Insurance scheme. This will provide Competitors who need to use the scheme with Third Party Cover necessary to meet Road Traffic Act requirements on the road sections of the Event. The basic rate for the event (before any loadings) is 30 ( 37). All new applicants wishing to use the scheme must be able to comply with all points of the Lockton Declaration: - Over 21 and Held a Full Licence for at least 6 months Not more than 1 fault accident in the last 3 years No more than maximum of 6 speeding points on licence No physical or mental disabilities No other material facts If you are able to comply with all the abovee points, simply sign the Signing On Form for Insurance at documentation scrutiny No letter of Acceptance will be issued/ /required. If you are unable to comply with any of thee above points, Insurancee must be applied for BEFORE the event. Forms can be obtained as follows: ed by request from the Secretary of the meeting see sectionn 17. Request by phone from the Secretary of the Meeting or Direct from Lockton on +44(0) Pleasee allow sufficient time forr the Letter of Acceptancee to be issued prior to thee event. NO LETTER NO START Any loading fee above the basic rate must be paid at Documentatio on prior to thee start of the event. 27. RECONNAISSANCE The use of pace notes is permitted duringg the event providing that they have been made in accordance with these supplementary regulations. Patterson Agencies Ltd has been selected as the official supplier of Safety Notes for the event. PROCEDURE FOR REGISTRATION Details of the reconnaissance car and crew, including telephone numbers on which they can be contacted during the reconnaissance period, must bee submitted to the organisers at Reconnaissance Registration at the Rally Office. The organisers will then issue a Reconnaissance Authorisation Card which cannot be amended or altered in any way and must be carried at all times during the reconnaissance period. If the crew making a reconnaissance wish to change the car or varyy the occupants a new card must be obtained by personal application to the Rally Office and upon surrender of the original card. SCHEDULE Competitors may make a low speed reconnaissance of all the special stages on only one of the following times, or in exceptional circumstances, at other times specifically agreed with the organisers. A detailed reconnaissance schedule will be issued with final instructions No.1. 09:00hrs and 18:00hrs on Saturdayy 30 th June, Sundayy 1 st or Friday 6 th July 2012 No reconnaissance is permitted at any other time to those specified above. SPECIFIC AND / OR NATIONAL RESTRICTIONS After the road closing orders have appeared in the newspapers or road r closing notices have been erected on the stages and also during the road opening period for repeated stages, a competitor who reconnoitres, practices, or drives over, or is driven over, a Special Stage or part thereof or causes any person to do so on his behalf except as permitted in these supplementary regulations, will be reported to the Clerk of the Course. The competitor may also be reported to the ASN off his country who may add
9 8 furtherr penalties. For the purpose of this regulation 'Special Stage' shall at anyy time mean the roads and carriageways which shall be used during the rally as a Special Stage, or a road closed by the Road Closing Order. Reconnaissance Officials will be appointedd to enforce this regulation and will carry special identification. The organisers will also have the co-operation and assistancee of the Police and Officials of local authorities. Reconnaissance may only be carried outt in a standard road car (totally unmodified standard cars as offered for sale to the general public) which has been registered with the organisers and accompanied by a Reconnaissance Authorisation Card and a Reconnaissance Car Plate. P The use for reconnaissance of a car not complying with the supplementary regulations may be deemedd to be a breach of the reconnaissance regulations. Once a car has been registered by a competitor the responsibility for that car iss entirely the competitor's. If the car is observed on a Special Stagee or part thereof outside the permitted times the t associated competitor will be deemed to have contravened the reconnaissancee regulationss on that occasion. While engaged in reconnaissance the Reconnaissance Car Plate must be displayed on the top cornerr of the windscreen of the car. Failure to doo so will be deemed too be a breach of the reconnaissance regulations. A Reconnaissance Official who believes that a competitor is engaged in reconnaissance may ask that competitor to produce his Reconnaissancee Authorisation Card. Failure to produce this card at that time, amendments to the card, or discrepanciess (e.g. non-authorised car) on the card will be deemed to be a contravention of reconnaissance regulations. If amendments or discrepancies are evident on the card the officiall may retain the card. If a competitor elects to undertake reconnaissance and obtains a Reconnaissance Authorisation Card then this card must be surrendered at Administrative Checks. Failure to surrender an issued Reconnaissance Authorisation Card will bee deemed to be a breach of the reconnaissance regulations. If any competitor or his representative drives on a Special Stage in a manner liable to cause distress, in the opinion of the Clerk Of The Course, too an official of the event, to a resident of the Special Stage, to other road users, or to the Police, then this will be deemed too be a breach of the reconnaissance regulations. Any competitor deemed to be in breach off reconnaissance regulations will be reported to the Clerk of the Course where the penalties imposed mayy be start refused and/orr 620 maximum fine and/or exclusion and reported to their ASN. Any Competitor who has a start refused for breachh of reconnaissance will not be granted a refund of the entry fee. 28. Service. Competitors will only be allowed 1 service vehicle per competing car. These vehicles will be identified by service plates which will be supplied by thee organisers. Auxiliary vehicles will not be allowed into the Service Park. All service vehicles must be in the Service Park no later than 08:00hrs 0 on the morning of the event. All competing cars must have a ground sheet for use in the Service Park. If you do not adhere to this, you will not be allowed to service. The speed limit while in the Service Park iss 5 MPH (7Kph). Any competitors or r member of a service crew belonging to a competitor, who is deemed to be in excess of the speed limit, or deemed to have committed an act of careless driving, or damages the surface or surroundingss s of the service area will be EXCLUDED. Mopeds or any motorised scooters etc. willl not be allowed in the Service Park. The use of artificial tyre warming devices inn the Servicee Park is not permitted. 29. Fuel In accordance with the regulations of the MSA Northern Ireland Stage Rally Championship, competitors may use fuel which complies with FIA Appendix J Article (Max. 102 octane). 30. Interpretation of regulations It is not the duty of any Marshal to interpret regulations or any written instructions to a competitor or to explain the meaning and/or explain the meaning/or effect thereof. It is the responsibility of the competitor
10 9 to read and understand the regulations and other written instruction. When thee organisers have received an entry it is understood that all competitors have read and understood these supplementary regulations 31. Abuse of officials Any competitor (or member of a service crew or supporter belonging to the competitor) who directly or indirectly abuses an official of this event,, either verbally or by any other means, will be excluded and reported to the MSA. 32. Reference numbers All reference numbers quoted in these regulations relate to the 2012 MSA Competitors Year Book. Links to the relevant sections are available from Organisers liability The organisers decline liability in any accident or situation caused by, orr to competitors, and the competing cars during the whole of the event. The organisers also decline any liability for breach of the laws and regulations of Northern Ireland covered by the itinerary. Competitorss shall be held responsible for any accident on public or private land. Competitors must declare to the organisers any breach of laws in which they may be involved and shall also declare to the organisers the particulars of any incident from which liability may arise. They shall have no claim against the organisers arising out of any action of the organisers, their servants or officials, during the course of the rally. 34. Sponsor advertising Competitors must provide a space of size 600mm x 300mm on each side of thee two front doors of the competing car for additional sponsor advertising. 35. Helicopter Policy A policy for the use of Helicopters during the event will be availablee from the event website. 36. If you are unable to take part in the event, please consider marshalling or volunteering your services in the run up to the event. ADDITIONAL NOTES. Where possible, Rathfriland Motor Club will post all relevant documentation on the Event website. If an address is provided on the entry form, all documents will also be sent electronically.
