1 KARTING AUSTRALIA S NEW ENGINES, EVENTS AND COMPETITION CHANGES EXPLAINED Karting Australia has introduced a set of changes to underpin karting competition in Australia for the next decade. The changes that have been announced today by the Karting Australia Board have been formulated following extensive consultation, discussion and review of best practices in motorsport both here and across the world. Our engine testing and validation have provided quantifiable, objective data and feedback upon which we have based our decisions. The Board would like to thank all karting participants and stakeholders who have assisted in the development of this plan for improvement of the sport. With the release of this report, the real work of cultural change and creating the pathway to growth, stability and integrity in Australian karting now begins. What do the changes to karting competition mean and why were they considered necessary? Broadly speaking: Karting should be Fun. We have the need for sustainable Growth. We have the need to provide Value for money at all times. We have the need for Simplicity in a sport that is at times overly complicated. We have the need for the sport at all levels and in all places to be conducted with Integrity. We have the need for improved Retention of competitors, participants, officials and stakeholders. New Engines Was: Cadet, Rookie, Junior and Senior (National and Clubman) engines were largely chara cterised by being old technology, lacking consistency in performance, providing false economies (with lower purchase price but higher frequency and cost of rebuilds) plus the need and expense to blueprint the engine. The engines had poor parity engine to engine. Will be: Manufactured by world class kart engine manufacturers. Purpose designed and built kart race engines. Built to international standards with manufacturing and build tolerances that should be expected in motor racing. TaG style engines. Cost effective to purchase, run and rebuild, having a long life and reasonable rebuild costs. Have an exceptional level of parity, consistency and repeatability from engine to engine (out of the box.) Engines that that can be simply and inexpensively upgraded or downgraded for performance generally through the use of simple restrictor technology and thereby able to be used in multiple classes of competition. Have a significantly higher reliability factor than the current engines that are in use. Run at cooler temperatures than the current engines that are in use.
2 Provided as a complete package that does not require additional components to be purchased prior to use. o Includes: engine, muffler, carburettor, starter, ignition, wiring loom, battery, battery box, restrictor, engine mounts. Not require blueprinting. Have a precision CNC cylinder. Be available to Competitors for at least 10 years. Cadet and Rookie Engines Was: Cadet engine was the Comer SW80. Rookie engine was the Yamaha KT100J. Will be: Cadet 9 Vortex Mini Rok (16mm restrictor) Cadet 12 (Formerly Rookies) Vortex Mini Rok unrestricted The Vortex Mini Rok is a world class engine manufactured by the OTK Kart Group. Vortex Mini Rok engine is a very reliable engine. Its specifications have remained the same since the engine was introduced to the world market 12 years ago. Vortex Mini Rok is a 60 cc air cooled engine specifically designed for Karting. Engine weight is 18kg including all components and accessories. The engine is compatible with all chassis, is easy to operate and maintain with long life between rebuilds and freshen up maintenance. Australia will be the 19 th country to adopt the Vortex Mini Rok engine as a control engine for under age classes of competition. The Vortex Mini Rok engine is able to be used in both Cadet 9 and Cadet 12 Classes with minimal cost and minor changes. o The engine power is reduced or increased simply by using or not using an exhaust restrictor. IAME KA100 is a 100cc air cooled ReedJet engine specifically designed and developed for Karting Australia and that is intended to be taken to the world market by IAME. The bottom end of the engine has the robustness of a 125cc engine while the cylinder and head are made to 100cc specification providing a relatively unstressed, reliable power plant. Cost effective to purchase and race: o The maximum recommended retail price of the IAME KA100 ReedJet will be $3, No blueprinting is required. Everything that a competitor needs to put the engine on their kart is in the box. There is nothing more to buy (apart from fuel) before you race it for the first time. o This compares to the former engines; Yamaha KT100J (Blueprinted): $ Yamaha KT100S (Blueprinted): $ Plus you then have to buy: starter and battery, header pipe, flex, muffler and exhaust, airbox and clutch. The component life of the IAME KA100 is exceptional providing excellent value for money racing with extended life between top end and bottom end rebuilds. The IAME KA100 engine is able to be used in both junior and senior Classes with minimal cost and minor changes. o The engine power is reduced or increased simply by using or not using an exhaust restrictor.

The IAME KA100 (Restricted) will be the sole engine in the new KA Junior Class. The IAME KA100 (Unrestricted) will be the sole engine in the new KA1 (Senior) Class. * Note that wildcard entry provisions may be available for some competitors using the old engines in some events subject to grid capacity being met by competitors using the new engine. Phase Out: The Comer and Yamaha engines will be progressively phased out of competition. They will be permitted for use in State Championship competition in 2015 and 2016 No time limit has been imposed on the use of the engines in Club competition at this time. o They will be able to be used for a number of years to come at Club level. Rotax Micro Max and Mini Max engines will be included for Pro Tour competition from the start of They will be available for Club competition from KF2 TaG 125 Was: TaG 125 Will: The 2014 KF2 CIK-FIA homologated engines and limited to 15,000 RPM will be introduced into KF2 competition from the start of The current KF2 engine will remain eligible for competition with a limit of 16,000 RPM. Competition Classes Was: Cadets Will be: Cadet 9 Was: Rookies Will be: Cadet 12 Why: The underage competition names are confusing and non-descriptive. Rookies in sport are considered to be players or participants in their first year in the sport not the second category of multiple age groups. By adding of the maximum age for participation in the Class we provide better definition.
5 Event Status and Hierarchy Was: National Championship and State Open Championships had priority on the event Calendar under a relatively loose hierarchy of importance of event. Will be: A hierarchy of events will be established to set the prominence and importance of certain events at all levels. In order of importance and significance the competitions are: National Championship (N), National Series (N), State Championship (N), National Cup (N), National Trophy (N), State Series (S), Club Championship (S), Club Competition (S), (N) = National Permit and Calendar. (S) = State Permit and Calendar. State Associations and Clubs are required to respect the relevant priority status of events. Club, State and National Competition Club Competition Was: Most KA Classes were eligible for Club competition (excludes CIK Classes) Will be: Club competition will feature all of the traditional KA competition Classes. Micro Max and Mini-Max will be permitted in Club Competition as of Event duration 1-2 days. The focus of junior and under age Club racing should be on teaching and allowing the development of driving skills and race craft. State Calendar and Permit events. In the interest of safety, a 110% of fastest qualifier rule is to be implemented for eligibility to race at Cadet 9 and Cadet 12 levels. State Championship Was: Single event open Championship for up to 15 Classes with the event run over 5 days. Will be: Multiple round Championships for up to 10 Classes (of the State s choosing.) Event duration is 2-3 days. Drivers under 15 years old will only be permitted to practice or qualify on weekend days. Points from all heats and finals will all count to the Championship point score. Total event distance for each Class will be increased from current distances. o Overall more competition and practice laps over less days. National Calendar event. In the interest of safety, a 110% of fastest qualifier rule is to be implemented for eligibility to race. National Championship Was: Single event open Championship for up to 9 Classes with the event run over 5 or 6 days Will be: Multiple round Championship for 7 Classes. Maximum event duration is 3 days. Competition Classes will be: o CIK KZ2 (Senior - Gearbox) Current engine regulations Current tyres o CIK KF2 (Senior) New 2014 CIK-FIA homologated Engines Current tyres o CIK KF3 (Junior) Current engine regulations Current tyres o Karting Australia KA1 (Senior) New Engine - New high grip tyres o Karting Australia KA Junior (Junior) New Engine New medium grip tyres o Karting Australia KA12 (Cadet 12) New Engine New medium grip tyres
6 o Karting Australia KA TaG (Senior) Current engine regulations Current tyres Drivers under 15 years old will only be permitted to practice or qualify on weekend days. Points from all heats and finals will all count to the Championship point score. Total event distance for each Class will be increased from current distances. On the National Calendar of events. International and national best practice in motor racing competitions only award Champions on the basis of cumulative points scored in multiple races and events in the year. Karting Australia will use this standard for National Championships. In the interest of safety, a 110% of fastest qualifier rule is to be implemented for eligibility to race. Rotax Pro-Tour Was: Conducted over a series of events. Not recognised on the National Calendar of Events. Not afforded the status that a significant series of well organised and promoted events. Run across calendar years. Operated under State issued Permit. Will be: Classified as a National Series (Priority 2) Included on the National Calendar of events. Will require a National Permit By 2016, will run completely within a single calendar year. Will represent all Rotax Classes. Micro Max engines will be introduced for competition from the start of Mini Max engines will be introduced for competition from the start of Current MOJO tyres will be used. Competition Licences Was: Confusing and overly complicated. Youngest licence age was 7 years old. Licence conditions exemptions could be handled by State Associations Will be: All age groups for Australian Competition Licences are to be simplified. The Cadet Licence will be renamed Cadet 9. The Rookie Licence will be renamed Cadet 12. The youngest age that a Driver will be able to obtain a licence will be from the time of their 6 th birthday (Subject to insurance conditions, for Club practice and Club racing only.) From the commencement of 2015 at all National Championship and National Series events, all Pit Crew and Mechanics will require a Licence that is issued by Karting Australia. KA will be the sole body permitted to grant any licence upgrade exemptions from the stated licence criteria where it considers that an exemption in warranted. o A Licence Review Panel will be established by KA to review all applications. Technical and Homologation Was: Technical compliance checking and enforcement is inconsistent across States and events. Homologation of components has been largely lead by the industry sector and not the sport. Will be: Technical compliance checking requirements at Championship events (in particular) will be standardised across the country.
7 Performance ineligibility compliance will be more strictly policed. o Penalties for the use of ineligible performance components in competition must be consistently applied in accordance with the Rule book. New homologation requirements and procedures will be implemented. Homologation will be directed by the sport on a needs basis. Rules The Australian Karting Manual Was: The rules contained in the Australian Karting Manual are overly complicated, poorly organised, difficult to read, often ambiguous, duplicated in places, and often in conflict with other Rules. Will be: The Manual will be further reviewed and adjusted so as to simplify the rules, remove the conflicts and ambiguity that currently exists. We will aim to achieve the relative simplicity of format and language that is a feature of the UK Gold Book and their RACMSA Karting Specific Regulations. Junior Development Was: No co-ordinated approach to junior development. Will be: We should create and implement a National Junior Development Program that can be implemented simply by Clubs. o Develop a standardised program that can be implemented nationally. o Adopt a more professional approach to Club induction, novice training and junior development. o Engage with the karting industry to support this initiative. Kids Karting Was: On indefinite hold while the full details and implications were assessed by Karting Australia. Will be: Not proceeding. The minimum age for drivers to enter Cadet 9 will be lowered to 6 years of age. o Subject to insurance, after a suitable induction program, drivers will be permitted to practice and race in Cadet 9 Club competition. o 110% of the fastest qualifying time rule is to be implemented. This will allow for engine to be purchased which will serve the driver from many years rather than purchasing a special kart and engine for non-racing activities for the driver between the ages of 5 and 7 years old. Control Kart for Cadet 9 Competition Was: Does not exist currently. Novices to the sport are confronted with too many choices of a technical nature that are both confusing and costly. Will be: Karting Australia will introduce a standardised (non-technically complex karting package) for Club level for beginners in the Cadet 9 level. It will be a standardised package including a: control chassis, the Vortex Mini Rok control engine, control axles, wheels and brakes, control sprockets (with specified tooth counts for specific circuits). It will be phased in over the 2016 and 2017 seasons with full implementation by the commencement of 2018.
8 Competitor Safety Was: Chest and rib protectors are not required to be worn. Will be: From 2015 all KA Junior and Cadet 12 Competitors in the National Championship and National Series events will be required to wear an approved chest/rib protector during all on-track driving activity. It is highly recommended for Cadet 9, Cadet 12 and Junior Competitors to wear an approved chest/rib protector during all on-track driving activity. This will become mandatory for all Cadet 9, Cadet 12 and Junior Competitors in all levels of Karting Australia competition from the commencement of the 2016 Season. Kart Safety Was: Discretionary to use rear wheel protection devices on karts. Will be: From 2015 all karts in National Championship and National Series events will be required to have an approved rear wheel protection device. It is highly recommended that rear wheel protection devices be fitted to all karts for competition. It will become mandatory for all karts in all levels of Karting Australia competition from the commencement of the 2016 Season to carry rear wheel protection devices. Karting Clubs Are: The ultimate coal face of karting in Australia. Integral and of vital importance to the long term health of the sport in this country. The importance of our clubs in establishing the culture of our sport is paramount. Will be: Karting Australia will develop and implement a Superior Karting Clubs Program. This should be developed by a sub-committee of key Club stakeholders. The program should look to build a Customer First culture in all Clubs. The key objectives of the Superior Karting Clubs Program being to: o Improve the club membership experience. o Improve safety. o Encouraging regular and increased participation. o Increase new membership and membership retention. o Attract more volunteers to the sport. o Assist the Club officials and volunteers to perform more effectively.
