3 SUPPLEMENTARY REGULATIONS GENERAL The event is promoted by County Cavan Motor Club Ltd. These regulations have been submitted to Motorsport Ireland. Permit No. 10/085. The competition will be held under the International Sporting Code of the F.I.A., the General Competition rules of Motorsport Ireland, the standard regulations for all Stages Rallies (Appendix 25, 29 and 31 of the 2010 Year Book) as published by Motorsport Ireland & these Supplementary regulations. All competitors who forward completed entry forms agree to be bound by these rules. The rally will take place over a route of 137 Stage Km and 115 road Km. HEADQUARTERS Rally Headquarters will be based in the Hotel Kilmore, Dublin Road, Cavan, Telephone Number , Fax Number (to telephone from outside the Republic of Ireland, please drop the 0 & dial 00353) NOTICE BOARD The official Notice Board will be situated in the Rally Office & will be in operation from 8.30 a.m. on Sat 29th May, 2010 until 30 minutes after prizegiving. ROAD BOOK The road book issued to you at paper scrutiny is the only Road Book provided. SCRUTINY Mechanical Scrutiny will take place on Saturday 29th May, 2010, between 2.00 p.m. and 8.00 p.m. at Niall Brady Motors (Skoda), Dublin Road, Cavan. There will be mechanical scrutiny on Sunday morning from 7.30 a.m. to 8.00 a.m. only for competitors requested to do so by the Scrutineers. All competitors are required to have the door decals on their car and have the first part of the Mechanical Scrutiny sheet completed before they present the car for scrutiny. Log Books are required for all cars. After Mechanical Scrutiny competitors are required to present themselves at Documentation Scrutiny. Parc Ferme is located in the rear of Hotel Kilmore, Dublin Road, Cavan. Documentation Scrutiny is located at Rally Headquarters. Competition Licences, I.R.D.S. or B.R.D.S. Letters of Acceptance and other documentation must be available at Documentation Scrutiny. 1

4 Classes The Rally will include the following Classes: Class 1 group n up to 1400 c.c. Class 2 group n 1401 c.c. to 1600 c.c. Class 3 group n 1601 c.c. to 2000 c.c. Class 4 group n over 2000 c.c. Class 5 group a up to 1400 c.c. Class 6 group a 1401 c.c. to 1600 c.c. Class 7 group a 1601 c.c. to 2000 c.c. Class 8 group a over 2000 c.c. Class 9 Modified Cars up to 1450 c.c., 2 wheel drive, normally aspirated. Class 10 Modified Cars 1451 c.c. to 1650 c.c., 2 wheel drive, normally aspirated, with not more than 2 valves per cylinder. Class 11 Modified Cars 1451 c.c. to 1650 c.c., 2 wheel drive, normally aspirated, with more than 2 valves per cylinder. Class 12 Modified Cars 1651 c.c. to 2050 c.c., 2 wheel drive, normally aspirated, with not more than 2 valves per cylinder. Class 13 Modified Cars 1651 c.c. to 2050 c.c., 2 wheel drive, normally aspirated, with more than 2 valves per cylinder. Class 14 Modified Cars 2051 c.c. to 3500 c.c., 2 wheel drive, normally aspirated or turbocharged as per appendix 29 (see Note 2). Class 15 Modified Cars four Wheel Drive whose homologation has expired and other specified cars, as per appendix 29, (see Notes 3, 4 & 5). 5 ENTRY CRITERIA In the event of an excess of 141 entries being received the following criteria will be applied to all entries received from the opening to the closing date of entries. Priority will be given to: 1. Dunlop National Rally Championship Round 3 Hass Border Rally Championship County Cavan Motorclub members who assisted the club with running events. (entry must be accompanied by details of assistance provided) entries allocated at the discretion of the Clerk of the Course. NOTES In all cases above Award winners/competitors refer to drivers only. The driver must state on the entry form under which criteria he/she wishes to be considered. Any false declaration will result in the entry in question not being included under above criteria. 3

7 reconnaissance / pace note making Pace notes will be allowed on the event and competitors will be allowed to make notes on Saturday, 29 th May, 2010 between 9.00 a.m. and 5.00 p.m. Competitors must sign on at rally headquarters between 9.00 a.m. and a.m. before entering stages to make pace notes. Competition Licences for both Driver and Navigator must be produced at the time of sign on. Pace notes will be available for sale by Third Parties. The club has no involvement in their preparation and accepts no responsibility or liability for their accuracy or otherwise. You will be supplied with 2 identification plates which must be placed on the front and rear windscreens of the vehicle being used for Recce/Pacenote making. Reconnaissance limited to a maximum of 3 passes per stage, or any part there of. Competitors will be signed in and out of every stage during Recce. Penalty for breach of this rule: Exclusion (Appendix 29), Regulation 4.6.3, 2010 Year Book. The Stages will be patrolled by Judges of Fact. Among the Facts they will be judging during the Recce is competitors driving; e.g. falling into this category is use of handbrake to negotiate acute turns etc. Your attention is drawn to Appendix 29, Regulation and The decision of a Judge of Fact will be final. Judges of Fact may require to sign your Road Book. List of Judges of Fact will be advised in final Regs. and will be posted on the Official Notice Board. Your attention is also drawn to appendix 29, Regulation referring to a competitor found on a Stage outside the Recce period, also refer to Reports of breaches of this regulation will be submitted to the Motorsport C.E.O. of Motorsport Ireland who may convene a tribunal of inquiry. The maximum speed allowed on a Stage during recce is 60 km.p.h. unless a lower limit is indicated by a traffic sign or a written instruction issued by the Organisers. During the Recce competitors must only enter the stage at the start location and exit the Stage at the finish location. Transversing the Stage in the wrong direction is expressly forbidden and will be dealt with under Regulation 4.6. If you are not sure of being clear of any stage by 5.00 p.m. you should not start the Stage. Only standard cars will be allowed. Please remember at all times: THE ROADS ARE NOT CLOSED THEY ARE BEING USED BY THE PUBLIC. BE COURTEOUS. GIVE WAY TO ONCOMING LOCAL TRAFFIC. DO NOT ALLOW YOUR DRIVING GIVE A BAD IMPRESSION. IT MAY BE A JUDGE OF FACT OBSERVING YOU. 5

9 DECLARATION OF INDEMNITY (a) I have read the supplementary regulations issued for this event and agree to be bound by them and by the General Competition Rules and Regulations of MI including the guidelines and regulations contained in Motorsport Ireland s Code of Conduct for Children s Sport. In consideration of the acceptance of this entry or of my being permitted to take part in this event I agree to save harmless and keep indemnified the County Cavan Motor Club Ltd., Irish Automobile Club Ltd. t/a Royal Irish Automobile Club, Irish Motorsport Federation Ltd. t/a Motorsport Ireland and their respective officials, servants, representatives and agents from and against all actions, claims, costs, expenses and demands in respect of death, injury, loss of or damage to the person or property of myself, my driver(s), passenger(s) or mechanic(s) (as the case may be) howsoever caused arising out of or in connection with this entry or my taking part in this event and notwithstanding that the same may have been contributed to or occasioned by the negligence of the said bodies, their officials, servants, representatives or agents. Furthermore, in respect of any parts of this event on ground where Third Party Insurance is not required by law, this Agreement shall in addition to the parties named above extend to all and any other competitor(s) and their servants and agents and to all actions, claims, costs, expenses and demands in respect of loss of or damage to the person or property of myself, my driver(s), passenger(s) or mechanic(s). I declare that the use of the car hereby entered is covered by Insurance as required by the Road Traffic Act, which is valid for such part of this event as shall take place on roads as defined in the Act. (c) I understand that should I at the time of this event be suffering from any disability whether permanent, temporary or otherwise which is likely to affect prejudicially my normal control of my automobile, I may not take part unless I have declared such disability to MI, who have, following such declaration issued a licence which permits me to do so. (d) I undertake that at the time of the event to which this entry relates I shall be in possession of a current certificate of medical fitness. In the case of MI Licence Holders, only certificates on the official MI or FIA Medical Forms will be accepted. (e) Any indemnity and/or declaration as prescribed by sub-paragraphs (a) and (b) above which is signed by a person under the age of 18 years shall be countersigned by that person s parent or guardian, whose full names and address shall be given. Furthermore, the parents and/or guardians of persons under 18 years of age shall grant permission to MI and the Irish Sports Council to carry out tests in accordance with the Irish Anti-Doping Rules (Rule No 139) in the following form: I/We hereby grant permission to MI and the Irish Sports Council to carry out tests as set out in Rule No 139 of the GCRs in accordance with the Irish Anti-Doping Rules. 11 Sunday, 30th May, 2010 This Rally is a qualifying round of the following Championships: Round 5 Dunlop National Rally Championship 2010 Round 3 HASS Border Rally Championship 2010 These regulations have been submitted to and approved by Motorsport Ireland the necessary permit for the holding of the competition has been granted. M.I. Permit No.: 10/085 The Entry Fee is g490 only. Entry Fee includes Personal Accident Premium. I.R.D.S. is also included in the Entry Fee at the standard rate. Drivers with non standard rate of I.R.D.S. as stated on their letter of acceptance must pay the balance due at Documentation Scrutiny. All entries to be on Official Entry From, properly completed, signed by the entrant, driver and navigator and accompanied by the appropriate fee. All drivers must produce an I.R.D.S. or B.R.D.S. letter of acceptance together with the specified fee, before they can commence the event. As the event is limited to a starting number of 141, only entry forms which are fully completed and accompanied by the entry fee will be accepted. 12 Any Competition licence holder found on a Special Stage by a Judge of Fact (GCR 136) outside the specified reconnaissance period will incur the following penalties against which there is no facility to contest or appeal: 1. A fine of which will apply to each competition licence holder and payable to the club organising the event in which the breach of regulation was committed. 2. Start refused. 3. Entry Fee forfeit. 4. Start refused for all Motorsport Ireland permitted events until any or all monies or fines are paid in full. Reports of Competitors found to be in breach of this regulation will also be submitted to the Motorsport C.E.O. of Motorsport Ireland who may refer the matter for consideration by the Tribunal of Inquiry. 10
