10 State Codebook Year 7 (6 7, 7 8, 8 9, 9,,, ) All policies coded to reflect state laws applying to districts as of st day of given school year INTRODUCTION The following documentation describes the Bridging the Gap (BTG) research program s state wellness policy related data set. This study was intended to provide detailed insight into the contents of codified state laws that overlay the congressionally mandated district wellness policies. To date, data have been compiled for school years 6 7 (year ) through school year (year 7). Data Set Information This data set contains BTG coded data for all state laws (statutory and administrative/regulatory) that relate to areas included in the congressionally mandated school district wellness policies (i.e., nutrition education, school meals, competitive foods, physical activity, and implementation/evaluation) as well as other topics of relevance related to physical education, communications, staff wellness, and marketing and promotion. Although the states were not required to develop laws on this topic, many do have them and many districts embed these state laws by reference in their district policies. The dataset is a stacked data file with separate cases for each state x grade level x year combination. The syntax below will select cases for the given grade level and year of interest. OVERVIEW OF THE POLICY DATA State Policy Collection Codified state laws compiled for this study reflect statutory and administrative laws (regulations) effective as of the beginning of September (first week or so) of each SY of interest. For purposes of this study, state was defined to include the 5 states and the District of Columbia. The state laws were compiled by BTG researchers using commercially available legal research databases available by subscription from Lexis Nexis and Westlaw. For some topics/items, secondary sources also compile information on state laws. In all cases where secondary source information is available, we have verified our collection and coding against the secondary sources. Note that many state laws embed other laws, curricula frameworks, content standards, etc. by reference. If a relevant state law embeds by reference any of these other items, we have coded those items accordingly. For example, state laws related to PE often embed by reference the state PE content standards or curricula framework. We code the standards/curricula so that these items are counted in the state coding. Policy Coding All state laws were coded using a UIC adaptation of a coding scheme originally created by Schwartz et al. We have adapted the coding scheme to be used at the state level, to add in additional variables of interest to UIC, as well as to code every variable separately for each grade level of interest. Separate documentation on the coding scheme, coding protocols/decision rules is available from either Jamie Chriqui or Linda Schneider. Each state s law was % double coded by two trained Master s level coders. A final consensus coding was applied to each variable. Policy Coding by Grade Level Because some aspects of the state laws vary by grade level and to facilitate linkages with the BTG Food and Fitness and YES/MTF samples, in particular, each state s law is coded separately for each grade level of interest (ES, MS, HS). For K districts, there are separate cases for each grade level of interest (ES, MS, HS). For K 8 districts, there are two coded cases (ES, MS) with the HS case not being coded. As such, there are multiple cases per state for each year of interest. (For the MTF file, only two cases/state/year are included MS and HS.) Policy Coding by Year Separate cases represent each school year (SY) of interest. For purposes of this study, the state laws are coded as being effective as of the beginning of September (within the first week) of each SY of interest.
