Robinson, Senior Planner) ~ STATEMENT ON THE SUBJECT: The City Council will receive an update regarding rescheduling the planned CicLAvia event to 219 and direct staff to reapply for grant funding for an Open Streets event through Cycle 3 of Metro's Open Streets Program. RECOMMENDATION: Direct staff to reapply for Open Streets grant funding through Cycle 3 of Metro's Open Streets Program to fund a potential event in 219, with a route that runs along Santa Monica Boulevard from La Brea Avenue to San Vicente Blvd/West Hollywood Park. BACKGROUND/ ANALYSIS: With Council authorization, City staff applied for and was awarded a reimbursable $298, grant to host an open streets CicLAvia event in July 218. Staff was notified by the CicLAvia organization in February 218 that the City of Los Angeles was no longer willing to have the event in 218 using the proposed route due to concerns regarding street closures in the LA Council district that the route traverses. Consequently the CicLAvia event will not take place this year and the funding will need to be returned to Metro. In order to reschedule the event to 219, staff is recommending that the initial grant funding be returned to Metro and that the City reapply during Cycle 3, in collaboration with the City of Los Angeles. Metro staff expects to open the call for applications for Cycle 3 in April 218, and for the Metro Board to approve the next round of funded events in September 218. If funding is approved by Metro, the event would be scheduled to take place in Spring 219 pending confirmation with Metro and the event organizer, CicLAvia. Recommended Route The proposed CicLAvia event, "Meet the Hollywoods", connects the City of West Hollywood and the Hollywood and East Hollywood neighborhoods of Los Angeles along 7.2 miles of iconic streets. The route will give West Hollywood residents and visitors the opportunity to experience the iconic streets that have made the LA region known for entertainment and tourism like never before. The streets of West Hollywood, Hollywood, and East Hollywood will be opened to people to explore the streets - car-free by biking, Page 1 of 6 AGENDA ITEM 2.J.
2 walking, roller-skating, skateboarding, or other forms of non-motorized movement. San Vicente Blvd/West Hollywood Park in WeHo and Sunset/Santa Monica Boulevards in Silverlake serve as the west and east ends of the route. The original route in the grant received from Metro extended from Silverlake to Plummer Park (.5 miles in the City). As part of the revised application, in response to feedback from a number of community stakeholders and CicLAvia that a longer route featuring more of West Hollywood would be more desirable and would position the City to have equal ownership of the event and truly feature WeHo, staff recommends extending the route to San Vicente Boulevard (West Hollywood Park/PDC). This would increase the length of the route in the City to 2.6 miles, which would be most beneficial to businesses and residents. CicLAvia events are typically held between 9:am-4:pm, with street closures starting at 6:am and roads opening back up at 5:3pm. This means the proposed event route would be the longest one-day street closure of any other event in the City. Staff and CicLAvia explored routes along Fountain, Melrose, and Sunset but determined they were not feasible options due to various factors that would make for an unsuccessful event such as limited commercial businesses, pending construction activities, and difficult topography. Event Description At CicLAvia, the "people traffic" will flow both ways, much like a traditional street. Fast "people traffic" such as cyclists, will keep to the left, and riders pass on the left. This is an open route - meaning there is no start or end point to the route. Participants are welcome to join in along any part of the route. Page 2 of 6
3 As planned, the West Hollywood segment of the route would include historic Plummer Park and The Lot Studios, once owned by the first couple of Hollywood, Mary Pickford and Douglas Fairbanks and Santa Monica Boulevard (the historic route 66); Hollywood's segment will include icons such as the Hollywood & Highland, Pantages Theater, Egyptian Theater,. Walk of Fame, and close proximity to historic Grauman's Chinese Theater and the Kodak Theater; and East Hollywood's segment will include Thai Town ; on the eastern section will be Sunset Junction. An activity guide will be developed to serve as an active field guide for participants to explore the activities along the route. Other active zone activities include fitness classes and connections to local farmers markets to promote healthy eating. The event team will work closely with local groups to help them develop programming that leverages the participation from underserved communities and audiences who have not experienced a CicLAvia event. To date, the event planning has been a multi-department effort including staff from Planning and Development Services, Public Works, Public Safety, Communications, Innovation Division, Arts Division, and Recreation. Staff held internal meetings with CicLAvia, and other City departments to explore public safety concerns, themes for the event, ideas for the activity hub, and possible route extensions, and how to tie the event into Metro Rail via City transportation options. ALTERNATIVES There are two additional route options within West Hollywood that City Council could consider as an alternative to the recommended route. Inspired by the ciclovia events that started 4 years ago in Bogota, Colombia, the first Los Angeles CicLAvia was held on October 1, 21. Over seven years and over 19 events later, more than a million people have explored more than 14 miles of open streets in Los Angeles County. Momentum has rapidly propelled CicLAvia to become the largest event of its kind in the United States and a leader in the global open streets movement. CicLAvia closes the streets to car traffic and opens them to all people, turning the streets into a playground for Angelenos, and connecting the region's diverse communities on car-free streets. CicLAvia allows participants to envision an alternative future for Los Angeles - a bike and pedestrian friendly city, a healthy city with alternative transportation beyond the single-passenger automobile. CicLAvia is also an opportunity for local businesses to engage with the public and can potentially bring thousands of potential customers by open storefronts throughout the day. Past CicLAvia events have included Culver City, Downtown Los Angeles, Pasadena, the San Fernando Valley, South LA, and Venice among others. Attendance for CicLAvia events ranges from 2, to over 1, participants depending on the route selected and geographic area. Using data gathered from the first two cycles of the grant, Metro found open streets events successful as measured by: 1 percent increase in sales for retailers along the route on the day of the event Page 4 of 6
5 11 percent increase in new TAP card sales on the day of events, indicating new riders 8 percent ridership increase system-wide on the day of events CONFORMANCE WITH VISION 22 AND THE GOALS OF THE WEST HOLLYWOOD GENERAL PLAN: This item is consistent with the Primary Strategic Goal(s) (PSG) and/or Ongoing Strategic Program(s) (OSP) of: OSP-12: Actively Participate in Regional Issues. OSP-1: Adaptability to Future Change. In addition, this item is compliant with the following goal(s) of the West Hollywood General Plan: HS-2: Support and encourage arts and culture in West Hollywood. HS-3: Promote a community with strong social networks and cross-cultural interaction. EVALUATION PROCESSES: As part of the grant processes, Metro is surveying participants, businesses and volunteers at Cycle Two Open Street events. This data will be used to analyze how Open Street events affect: Participants' and businesses perceptions about non-auto oriented transportation Transit ridership and perceptions Business sales as compared to a "typical" weekend day Survey materials that will be used during the events include: Business Anecdotal Interview (Administered on day of event) Business Owner Economic Benefits Interview (Administered within one week of the event) ParticipanWolunteer Anecdotal Interview (Administered on day of event) Participant Metro Rail Survey (Administered on day of event) ENVIRONMENTAL SUSTAINABILITY AND HEALTH: CicLAvia events bring awareness to cyclists and pedestrians and can encourage healthier transportation choices. According to the Center for Disease Control (CDC) physical inactivity is a major contributor to the steady rise in rates of obesity, diabetes, heart disease, stroke, and other preventable chronic health conditions in the United States. In addition, these initiatives are opportunities for economic development and engender the improvement of public health, since they promote participants to patronize local businesses - all while exercising and interacting in the community. COMMUNITY ENGAGEMENT: CicLAvia staff will conduct outreach to all businesses and residences along the route. Page 5 of6
6 Outreach information is being developed in English, Russian, and Spanish. OFFICE OF PRIMARY RESPONSIBILITY: COMMUNITY DEVELOPMENT DEPARTMENT/ LONG RANGE & MOBILITY PLANNING DIVISION ECONOMIC DEVELOPMENT DEPARTMENT/ EVENT SERVICES DIVISION FISCAL IMPACT: None at this time. The City's cost is estimated as $329,. As shown in the table below, this comprises $149, in reimbursable costs through a Metro Open Streets Grant and $18, in additional City expenditures, which includes overtime incurred by the Police, Fire, and traffic safety contractual costs necessary for the coordination of the event. The total grant amount (estimated $298,) will be split 5/5 with the City of Los Angeles, as a partnering agency on the application for expenses. Each city is responsible for its own public safety and supplemental costs related to the event. The grant includes a 2% matching requirement, which the City will easily meet through inkind staffing. Expenses CicLAvia - Meet the Hollywoods Estimated Amount {based on recommended route} CicLAvia $298, Special Events - Contracted Barricade Company to secure, $8, maintain, and break down the route. Public Safety Costs $1, Funding Metro Grant Funding (Estimated) $298, Total Funding Request FY , As the lead applicant, the City would receive the total grant award (estimated $298,) to cover CicLAvia's costs for planning the event and day of the event services. CicLAvia would be responsible for the production of the event, which includes planning, permitting, outreach, programing, and working with staff and community members in programming the event. The grant amount could potentially cover the City's other costs for the event related to traffic and public safety depending on the finalized route. Funds will be requested in the FY budget.
