2 Fergus Falls Bicycle & Pedestrian Advisory Committee Draft Minutes Tuesday, May in the City Hall Council Chambers Call to Order. Jake called the meeting to order at 9:37am. BPAC members present were Andrew, Patrick, Judy, and Jake. (Emily was absent.) Also present were City Planner Gordon Hydukovich, Daniel Hanson of Moore Engineering, and Lulu Krohn. Approve Minutes from April 4, 2017 Meeting. Judy moved to approve the minutes. Seconded by Andrew. Minutes were approved 4-0. Review Agenda. The BPAC reviewed the morning s agenda. FYI: Metro COG Bicycle and Pedestrian Plan Released. Jake pointed out that the Fargo- Moorhead Metropolitan Council of Governments had released its new Bicycle and Pedestrian Plan. The plan is available on the Metro COG website. Results of the Sharrow Request. The BPAC asked about the outcome of the City Council s discussion of the sharrow request. Gordon retrieved a copy of the April 17 City Council minutes, which read in part: Staff reviewed the request for sharrows with the Bicycle and Pedestrian Advisory Committee (BPAC) and recommend placing sharrow lane markings on Westside Drive from Tower Road to Alcott Avenue and along the circumference of Lake Alice. The BPAC had requested markings along Channing Avenue, but staff has suggested holding off on additional bike marking requests until a city wide bike and pedestrian master plan has been developed. The cost of labor and materials for these markings is $2,400. Concerns with other streets, speed limits, the cost of the markings and design standards were discussed. Rufer offered Resolution # authorizing staff to prepare a bike sharrow layout plan and installing sharrow pavement markings on Westside Drive and around Lake Alice, which was seconded by Fish and was adopted. Cascade Street Bike Lane Update. (Wayne Hurley arrived at this point.) Daniel Hanson of Moore Engineering provided the most recent plans for the bike lanes. The BPAC discussed various features of the plans. Andrew recommended dashing the lines of the bike lanes near the intersections like Minneapolis does. Judy asked what impact that would have on parking. Daniel said that the dashed portions of the bike lanes would have to be signed no parking from here to corner. The BPAC discussed the intersection of Cascade and Summit and how to guide bicyclists across Summit on their way to Lake Alice. Ideas included curving the bike lane across Summit or encouraging bicyclists to cross all the way across Summit and then turn left. Daniel said that there was not enough room for a designated turn lane at Cascade and Summit. Wayne asked if it would be possible to shift the centerline. Daniel said that he would prefer not to do that. Andrew asked if we could use sharrows across Summit and then all the way to Lake Alice, as well as signage indicating the way to Lake Alice. Daniel said that he thought the best approach was a dashed bike lane as it approaches Summit, then sharrows at Summit and North Cascade. Daniel said that the Cascade project has a June 30 completion date. Daniel said that
3 he would check the BPAC s proposed revisions against standards, send any revisions to Brian Yavarow, and share them with the BPAC for final review. Daniel said that the plans would then be on the City Council agenda for their June 5 meeting. Glacial Edge Trail Open House Recap. Andrew reported that the Glacial Edge Trail Open House was well attended. Gordon said that there was a joint City Council and Planning Commission meeting scheduled for May 18 to discuss Downtown Riverfront and Glacial Edge Trail plans. Fergus Falls Sidewalk Inventory. Patrick requested that this item be continued to the June 6 BPAC meeting since Brian was not present at today s meeting. CIP Request/Vision Document Discussion/Direction for Group. Some BPAC members said that they needed to leave soon, so the group did not have time to discuss this in depth. Adjourn. Motion to adjourn made by Andrew and seconded by Jake. The motion passed 4-0. The meeting adjourned at 11:07am.
