2 Intergovernmental agreement on Asian Highway Network ESCAP Ministerial Conference on Transport Forum of Asian Ministers of Transport ESCAP Activities in ESACP Region Parties to the Agreement have also made a formal commitment to give full consideration to issues of road safety. The Declaration includes the goal to save 600,000 lives and to prevent a commensurate number of serious injuries on the roads of Asia and the Pacific over the period 2007 to 2015 Member States Governments resolved to place road safety high on the policy agenda and to set road safety goals, targets and indicators Resolution 66/6 reafffirmed the importance of addressing global road safety as a public policy issue of major concern and the need to further strengthen regional cooperation, needs of low- and middle-income countries EGM Regional Expert Group Meetings, National Workshops
3 Progress and achievement in ESCAP region Countries have: Introduced national road safety actions and targets over prescribed timeframes Designated a lead road safety agency Carried out Road safety audits, awareness programmes Implemented blackspot improvement programs Introduced and streamlined vehicle inspections Passed laws on seat belt and motorcycle helmet use, and drink driving Mixed progress on fatalities and injury reduction Focused programmes, goals and resource needs

9 ESCAP Road Safety Goals, Targets and Indicators for the Decade of Action, Goals and Targets Indicators for monitoring achievements Overall Objective: 50% reduction in fatalities and serious injuries on the roads of Asia and the Pacific over the period 2011 to 2020 a) Reduce the fatality rates by 50 per cent from 2011 to 2020 (or reduce it to less than 5 per 10,000 motor vehicles by 2020). 1) Number of road fatalities (and fatality rates per 10,000 motor vehicles, per motor vehicle-km and per passenger-km). 2) Number of road crashes. b) Reduce the rates of serious road injuries by 50 per cent from 2011 to Goal 1: Making road safety a policy priority a) Create a road safety policy/strategy, designate a lead agency and implement a plan of action, by b) Allocate sufficient financial and human resources to improving road safety. 3) Number of serious road injuries (and injury rate per 10,000 motor vehicles, and per motor vehicle-km). 4) Information on existing national road safety policy, strategy, and plan of action. 5) Name of designated lead agency.
