COURSE BACKGROUND Delft Road Safety Courses (DRSC) is a joined initiative of the Delft University of Technology (TU Delft), the Foundation of Postgraduate Education (PAO) at TU Delft, SWOV Institute for Road Safety Research, Road Safety for All and the FIA Foundation ( DRSC started in 2012 with training courses for road safety professionals in low- and middle-income countries. DRSC focuses on postgraduate participants working in the field of road safety in LMIC. Our participants work for governments, research institutions, the private sector, non-governmental organizations, international organizations, etc. Our goal is to develop a set of core competences for road safety professionals: v Understand the nature of road safety v Understand causes of crashes from the interactions between human being road vehicle v Understand origins, characteristics and use of crash data and other road safety data v Obtain knowledge of the most important theories and methods used in road safety (research) and to read/understand research reports v Design road safety management strategies and effective countermeasure in these strategies based on validated knowledge v Design and implement road safety action plans DRSC is specifically interested in a train-the-trainer approach and we support participants when they returned back home using an internet based alumni-network. Delft Road Safety Courses uses top level lecturers from the Netherlands, from other HIC and experts from LMIC. The lecturers cover a very wide range of topics and they have ample experience in working in and with LMIC. The courses in recent years were rated very highly by the participants. In 2016, Delft Road Safety Courses decided to organize a regional course for Ghana and Nigeria in August Based on Successful completion of the two successive courses in Ghana and positive evaluation received, National Road Safety Commission of Ghana and Delft Road Safety Courses agreed to organize a third Regional Delft Road Safety Course. The scope for this course was not limited to Ghana and Nigeria only. It was extended to other English speaking African Countries. The objective of the Road Safety Course is to train local professionals working in Africa in such a way that they will be able to carry out this transfer. In order to make the course admission process more efficient we introduced and online registration systems through the course website Admission for the course was opened in September 2018 and closed in November 2018.We received a total on 65 applications from selected African countries. Organizational committee agreed to accept not more than 30 applicants for the course. 3
4 Applicants were selected based on their educational background, statement of motivation, their work experience in Road safety, English proficiency. A list of selected 30 applicants with is attached to this report at Appendix A. Country representation at the course Sierra leone 3% kenya 11% nigeria 18% lesotho 18% south africa 5 18% Ghana 32% The programme of the Delft Road Safety Course for Africa was inspired by the annual courses in Delft. However, the course in Delft is a two-week course and it was decided to run a one week course in Africa. Moreover, the course in Africa has been adapted to local conditions and circumstances. For the final programme see Appendix B. 4
5 2. COURSE CONTENT The Delft Course includes a train-the-trainer philosophy. The course aims to teach a set of core competences for road safety professionals. Ing. Govert Schemers from SWOV Netherlands was the course leader and was supported by lecturers coming from international organizations (World Bank, SWOV, UNECA), local universities and institutes with the highest international reputation. The Course was structured in five blocks; A. INTRODUCTION- The aim of this block is to introduce road safety problems in Low and Middle-Income Countries and to give a clue which approaches are used to tackle these problems. It gave participants opportunity to introduce road safety in their countries and organizations. Selected participants were given the opportunity to make 5mins presentations. It also gave the course leader an opportunity to understand the extent of participant s knowledge of road safety knowledge. Participants were introduced to the World Health Organization s Global Status Report on road safety. They were taken through Road Safety Policies worldwide and road safety policies in Africa. They were also taught the potential risk on African roads.. There was a presentation from Bloomberg on its road safety initiative in Accra. B. ROAD SAFETY MANAGEMENT- Participants were introduced to relevant topics in road safety management. It included a presentation from the World bank. Special attention was given to road safety advocacy and how to get more political support for road safety. There were lecturers on funding for road safety measures and collecting road traffic crash data. C. ROAD SAFETY DATA, RESEARCH AND RISK ON ROADS This was the important section for developing a road safety strategy. It is helped to describe road safety problems, developments in problems and to understand them. It is important which risk factors are of relevance. The course leader explained the famous Safe Systems Approach in road safety. Participants were put in five groups and given thematic tasks to present as a group to the course leader at the end of the training. D. EVALUATION OF ROAD SAFETY EFFORTS AND TECHNICAL VISITS participants paid a visit to a Madina -Patang Highway, a crash prone road in Accra to evaluate the adequacy of road safety interventions on the road. The idea is to understand road safety inspections and - audit procedures. Many examples were presented and discussed of effective road safety interventions in Africa. A special emphasis was given to vulnerable road users and persons with disability on our roads E. DEVELOPING INTERVENTIONS FOR SPECIFIC ROAD SAFETY PROBLEMS- the last and final block was to allow participants do group presentation on thematic areas in road safety. They were given case studies on Pedestrian safety and Motorcycle safety 5

Participants were taken through road inspection tours and the need to prioritize vulnerable road users Presentation of Certificate at the graduation Dinner and networking event 6
7 4. SUMMARY OF POST TRAINING ASSESSMENT Participants were asked to assess the training at the end of the course through some closed questionnaires. A total of 29 people out of 30 participants filled and submitted the assessment forms successfully. 38% of participants have Master s degree,45% have a Bachelor s degree and 7% have a Doctorate Degree and 10% have other higher professional diploma LEVEL OF EDUCATION FOR PARTICIPANTS? 8 The chart below shows participants assessed the course as whole based on content, presentation and organization. On as scale on 1 to 5.1=Poor,2=Moderate,3 =Sufficient,4=Good,5=Excellent. We asked participants to also assess the content of the course and the involvement of the Course Leader in the course. The scale of 1 to 5. The Results are also presented in Figure 2. 9 51% of participants were happy with the involvement of the course leader in the course. About 30% felt His involvement was good enough. 9
10 We also asked participants of their optimal length of the course and 24 students responded as follows; week and half, 5 2 weeks, 8 7 days, 4 10 days, 7 In General, about two-thirds of the respondents feel the 5-day duration of the course was too short. Some participants asked that some courses be merged since they had repetitive contents. The following courses need to be given more emphasis in no order of important; v Practical Case studies for Africa v Practical sessions for Road Safety Data Analyses v Getting Political support for Road Safety v Raising funds for Road Safety v Developing institutions for road safety management v Road Safety Audit and Inspection 10

15 The following general comments and concerns were raised by participants to improve the course in future a) The course was too intense for 5 days and a bit tiring. b) Course Organisers should make effort to customize case studies as much as possible to African context c) The course is very good and good exposure to participants on road safety issues in developing countries d) Include more group presentations and exercises in future course programmes e) Increase African based resource persons in Future courses f) Focus more on pedestrian Safety problems and Powered two-wheeler g) Include opportunities for peer-to- peer interactions for students to learn from each other We have also created a local Course Alumni Platform on Social Media to give participants the opportunity to interact and share experiences after the course. We intend to merge the alumina with Delft Road Safety Courses in the Netherlands. 15
