2 SUIR VALLEY 3 DAY 2015 Welcome to this year s edition of the Suir Valley 3 Day promoted by Clonmel CC, this is our ninth running of the event and were confident to say this could be our best yet. We would like to thank everyone for all the hard work that has gone into the event over the past twelve months. This year we have stuck with 4 of our best Classic and proven stages around the roads of South Tipperary and West Waterford. As usual the race crosses the River Suir on multiple occasions, as the riders battle it out for the various competition Jersey s that are up for grabs Winner Mark Dowling riding into Yellow on the penultimate Stage 4 Local Rider Michael O Loughlin on Stage 3 Criterium 2015 will also see the retention of the Criterium on the longer 2.1km route, which was a great success in 2014 and had a surprise winner in the comeback king Ken Tobin The race has attracted teams from far and wide in the past and we are pleased to see some new faces amongst the many Teams, while at the same time welcoming familiar faces like, Team Isle of Man, Dungarvan CC, Comeragh CC, Iverk Carrick Wheelers, and South Dublin CC who have supported the event from the start in Thank you to all the teams and riders for entering the SV3Day, and best wishes for a successful vent for each and every one of you.

3 OUR GRATITUDE Amongst the familiar faces that are regulars at the Suir Valley 3 Day are the many dedicated volunteers who join us each August Bank Holiday weekend and help make the race what it is. Without your help, support and enthusiasm we wouldn t be able to put on such a first class event, so a big thank you to you all on behalf of the organizing team. We are also great full to all the people involved behind the scenes, weather they work for the Emergency Services, Civil Defense, Garda, NRA, County Councils, Borough Councils, or countless other groups who come together to make the SV3Day a success. 7 Team Managers Memorial Competition s Joe Kelly Memorial All Team Managers are to register teams and signon in Race HQ, Clonmel Army Barracks 9:30am to 12:00am. The Cup will be awarded to the Winner of Stage 3 the Criterium. Bill Hyland Memorial As always the Blue Jersey (A2 Category) will be dedicated to the late Bill Hyland and the Bill Hyland Trophy will be awarded to the overall winner of the Blue Jersey at the end of the race. Most Aggressive Rider For the fourth year we are delighted to announce that in partnership with South Dublin Cycling Club we continuing the competition and Jersey in memory of the late Paul Helion. The Jersey will be awarded every day for the most aggressive rider and is similar in design to the Combined Jersey awarded in the Tour de France during the 80 s & 90 s Paul Helion

18 Suir Valley 3 Day Race Rules & Regulations 1: The Suir Valley 3 Day is run under Cycling Ireland Rules, supplemented by the Specific Race Regulations drawn up by the organisation, and that Cycling Ireland Penalties apply. Additional regulations specified in this Manual shall be binding on competitors and all race personnel. 2: It is the responsibility of team officials and competitors to be familiar with all Race Regulations. 3: The organizers will under no circumstances hold themselves responsible in any way for cycling, motorcycling, motoring or other civ il offences. 4: Responsibility rests with competitors, team and race officials to comply with Road Traffic Acts. Blatant transgressions of the Road Traffic Acts amounting to dangerous riding/driv ing by riders and/or race personnel will not be tolerated by the race organisation. Such transgressions may incur penalties including expulsion from the race. 5: All race personnel (riders, race officials, team officials) must be holders of a current valid d by a UCI affiliated national federation. The license must be submitted to the Commissaire President if requested at any time during the event. 6: All participants should be aware that the roads used by the Suir Valley 3 Day are NOT CLOSED to other traffic. All riders are requested to read the race rules and regulations and be fully conversant with them. 7: It is compulsory that all competitors wear rigid safety headgear at all times on every stage. 8: In conformity with UCI Anti-Doping Regulations, competitors shall submit themselves to any anti-doping control instituted by the Irish Sports Councils Anti Doping Unit. 9: The Suir Valley 3 Day will remit all monies won by teams and riders after receipt of the Anti- Doping test results. 10: Should a rider drop out of the race he may not compete in another event without permission from the Suir Valley 3 Day Organiser and Commissaire President. 11: Dev iations for race vehicles at stage end finishes are as indicated on the stage finish map in the Race Manual. The deviations, which will be signposted, lead to parking areas that have been agreed with the local authorities. All car parking must be in an orderly manner. Driv ers must obey the Gardai, race officials and stage end stewards when directed to the deviation. Transport 1: All v ehicles supplied by the Organiser shall be used only for the purposes of the event as y the Organiser. Driv ers of such vehicles are responsible for immediately reporting any damage to the vehicle in their charge and should check their vehicle before assuming responsibility, and then on each morning of the race. 2: Race officials using their own vehicles do so entirely at their own risk. The Race Organiser is not liable for any damage caused to, or by, such a vehicle. 3: No one, unless authorized by the Race Organiser, may enter or driv e any transport prov ided by the Organiser.

19 Infringements 1: Riders and officials should be careful regarding toilet requirements and seek suitable areas in places not subject to public v iew. Failure to comply with this instruction will incur sanctions depending on the seriousness of the offence. Racing Regulations 1: Riders are responsible for their own safety and must at all times observe the Provisions of the Road Traffic Acts. Roads are not closed to traffic. 2: The Team Classification will be contested by teams of not more than five riders, and not less than three. Teams of less than three can compete but will not qualify for the Team Prize. 3: Entering for this race implies acceptance of all Race Rules and Regulations. 4: The last kilometer on stages 1, 2, and 4 will be indicated by a 1km Red tube pennants positioned on each side of the road. These roadside pennants replace the overhead 1km kite. 5: Boards indication zero kms (the real start) 50kms after the Start and the final 20, 10, 5, 4, 3 and 2kms will also be displayed. The following distances from the Finish Line will also be indicated, 500m, 300m, 200m and 100m. 6: Riders must sign on at the Race Office on each stage within the time specified. 7: Riders, other than classification and previous stage jersey recipients, must wear their team jerseys as approved prior to starting the Suir Valley 3 Day. 8: No inscription, logo etc., other than those authorized by the Race Organiser, will be allowed on riders race clothing. 9: Clothing which may cover or obscure the inscription on stage and classification jerseys shall not be worn on the presentation platform unless the Race Organiser grants permission. 10: All riders placed 1 st, 2 nd and 3 rd in each stage and the winner of the Stage Jersey in accordance with regulation 14 below and the leaders of the various Classifications must present themselves on the platform immediately after the finish of each stage to take part in the presentation of the Stage and Classification Leaders jerseys. Presentation of any Classification Jersey, which for any reason takes the organiser more than 10min to confirm from finish of the stage, except the final stage will be presented at the start of the following stage. 11: The priority of Classification Jerseys is as follows:- 1 General Classification by time 2 Points Classification 3 KOM Classification 4 Hot Spot 5 Stage 6 2 nd Category by time 7 3 rd Category by time 8 Most Aggressive

20 12: With the exception of the final stage a rider will only be awarded one jersey at each presentation ceremony. 13: Should a rider qualify for more than one jersey he will be presented with the Leader s Jersey of the higher Classification as per item 11 listed above. Subsequent Classification Jerseys will then be awarded to the next best-placed rider in the Classification subject to him not being entitled to any other Classification Jersey. 15: In respect of the final stage, Classification Jerseys will be awarded to the actual Classification winners. 16: The Stage Jersey on each stage will be awarded to the best-placed rider not entitled to a Classification Jersey with the exception of the final stage when the jersey will be awarded to the stage winner. 17: Riders must wear the Stage and Classification Jerseys, presented to them, throughout the stage that follows presentation. 18: A maximum of one vehicle may follow each team in the Race Cavalcade. Only officially approved vehicles will be allowed in the Race Cavalcade, these vehicles must not be equipped with extended prong type boot racks. Any cavalcade vehicle not adhering to this rule may be removed from the cavalcade for the following stage. Should any outside vehicle or motorcycle interfere with the running of the race in any way and be identified as hav ing a connection with a rider or team in the race, that rider or team may be penalized. 19: In addition to the driver, the approved vehicle referred to in Rule 17 must contain at least one other competent person. 20: The Commissaire President may limit the number of vehicles servicing individual riders of incomplete teams if this is deemed necessary. Riders affected may make alternative arrangements to keep them on an equal footing with other teams. The Commissaire President must approve these arrangements. 21: Team vehicles in the Race Cavalcade will follow in the order of individual classification on the basis of one vehicle per team. 22: Numbers will be provided for team vehicles showing their place in the following cavalcade on each stage. These numbers shall be positioned on the front and rear windows of the vehicle nearest the road centre. The numbers will be replaced for each stage and only the current numbers may be displayed. A draw for team vehicle placing on Stage 1 will be conducted by the Commissaire President at the team managers meeting in Race HQ, Clonmel at 12:15pm. (Clonmel Army Barracks) 23: Riders may not assist, other than by normally accepted sporting practice, or enter into agreement with members of other teams and any action of this nature however small will be punished by penalties to each party involved. 24: A Commissaire, depending on road/safety conditions, may on any stage permit riders to take supplies from team and/or neutral vehicles. Such feeding will not, normally, be permitted within the first 50kms or the last 20kms of a stage. Any deviation from these distances is at the discretion of the Commissaire President and teams will be advised at the stage start.

21 25: The responsibility rests with a rider whether to accept food/drink from any vehicle other than his own team vehicle. 26: Break-away groups may only be followed by helpers when the gap between them and the chasers is greater than one minute and them only with the consent of the Commissaire. 27: No team vehicle may overtake any group of riders in the last 10kms of a stage. 28: Should the judges be unable to place all the riders in a group the unplaced riders being exaequo, prizes and points (rounded up to the next unit) will be divided between them. 29: The Timekeeper will attribute the same time to all riders passing in a group at the finish. However, where the opportunity offers, and there are no gaps, separate times may be taken. Time Bonuses 1: Stage finish and intermediate Time Bonuses will be awarded on Stage 1 only. The intermediate bonuses will be awarded on Stage 1 at Hot Spot Primes at Carrick on Suir (17.7kms)& Fiddown Bridge (59.6kms).The Hot Spot Sprints will carry time bonuses of 3, 2 & 1 seconds. Time bonuses at the finish will be 10, 6 & 4 seconds for the first 3 places respectively. Special Race Regulations Stage 3 1: The race will be run for 45 minutes plus 3 laps. 2: There will be Hot Spot Sprints at 25, 35 &45 minutes carrying 3, 2 & 1 points for the Hot Spots Sprints Competition. 3: Any rider or group of riders dropped from the main field by a gap of 2 minutes must stop, when requested to do so, at the rear of the circuit, by Commissaire 2. 4: These riders must stay in their group until their numbers are recorded by Commissaire 2. 5: Any rider failing to report to Commissaire 2 or not staying in their group will be placed last on the stage with the appropriate time. 6 : Any rider failing to stop when requested to do so by Commissaire 2 will also be placed last on the stage with the appropriate time. 7: Any rider suffering an acceptable mishap will be entitled to one lap out during the race; however there will be no laps out during the last 5 laps of the event. To obtain their lap out they should report to the Commissaire at the pits. 8: Should the main field be caught by a breakaway, the main field will finish the race at full distance, where their times will be recorded. The breakaway will then continue for a further 3 laps, the first of which will be neutralised, and sprint for their stage placing. The leading gap will then be calculated by the timekeepers.

22 Race Classification The race classifications will be calculated in accordance with Cycling Ireland Rules, supplemented by the Specific Race Regulations drawn up by the organisation, and that Cycling Ireland Penalties apply and also the UCI road racing rules. (Specifically, the following paragraphs apply) Individual General Classification -paras and Team Stage and Team General Classification-paras Team and King of the Mountains Classifications-para bls Points Classification Points will be awarded to riders for stage placings. The points will be allocated as follows: 15 points to 1 point respectively for 1 st to 15 th placings King of the Mountains KOM Points will be awarded for mountain primes on the following scale: Category 1 climb, 1 st to 7 th placing respectively; 15, 12, 10, 8, 6, 5 and 3 points. Category 2 climb, 1 st to 6 th placing respectively; 10, 8, 6, 4, 3 and 1 points Category 3 climb 1 st to 4 th placing respectively 5, 4, 3 & 2 points. The approach to a mountain prime is indicated by KOM Start Sign on each side of the road, and the Prime Line will be indicated by a KOM Finish Sign and Yellow Flag. Hot Spot Primes. Points will be awarded to riders for intermediate Hot Spot primes. Stage 1 = 2 Hot Spot Primes Stage 2 = 3 Hot Spot Primes Stage 3 = 3 Hot Spot Primes Stage 4 = 3 Hot Spot Primes Please Note: The primes on Stages 1 also count for Time Bonuses The approach to a Hot Spot prime is indicated by Hot Spot 1km Sign and the Prime Line will be indicated by a Hot Spot Sign and Yellow Flag.

23 Race Service (Neutral Service) The first neutral serv ice vehicle will normally be placed with the leading group and the Second with a following group. The Suir Valley 3 Day race organizers & the neutral service crews are not responsible for any loss or damage to any wheels, clothing or equipment etc that is left into or taken from neutral service vehicles for rider support Teams wishing to avail of the service will equip these vehicles. Such equipment must be in good mechanical order. Riders receiving equipment will be responsible for returning or replacing it. Wheels shall be clearly marked with team name and contact details Equipment taken by riders from neutral service must be returned undamaged or Compensation paid to cover the cost of a similar replacement. It is the responsibility of the team manager to return equipment obtained from neutral or Team service vehicle immediately the stage finishes. Team vehicles are obliged to serv ice riders from other teams when requested to do so by a Commissaire or when neutral service is not available. It is expected that this open serv ice will be carried out in a fair and sporting manner. Where No neutral service is available the first vehicle in line must service any rider requiring serv ice. Team vehicles of the first three riders on General Classification are exempt from this rule And the next vehicle in line must provide serv ice. In event of a puncture or any other mechanical fault riders must stop on the left side of the Road. Riders shall be serv ice only from the rear of any group. Only officially approved team vehicles will be allowed to act as team service. Race cavalcade team vehicles may not exceed 1.6 meters in height Team service vehicles are obliged to supplement race service on specific stages (or part Thereof) where requested by the Commissaire President. These will be listed on the General Classification Sheet prior to the stage. Time Limit The time limit for all stages will be 25 % of the stage winner s time. The time limit may be extended in extenuating circumstances to 30% by the Panel of Commissaries (all race Commissaries plus Chief Judge)
