2 INTRODUCTION Yvette Berry MLA Minister for Sport and Recreation National Capital Tour Technical Guide Welcome to the 2016 National Capital Tour in Canberra, Australia. This city embraces cycling as a form of transport, recreation and sporting achievement, and is the perfect setting for a bike race. The National Capital Tour is the ACT s premier cycling event. As part of the elite National Road Series, it annually attracts the best cyclists in Australia to Canberra. Canberra offers challenging courses that showcase both our built environment and the amazing natural settings that surround us. This year the National Capital Tour will again be complemented by additional graded races. As the Tour grows in scale, additional races provide a wonderful opportunity for more cyclists from across our region and beyond to participate in the event and build the reputation of the National Capital Tour. The ACT Government continues to support cycling at all levels. The ability to ride a bike with confidence and safety is a fundamental skill for all children and I am particularly pleased that we have been able to support programs, that really support this basic learning. It is this foundation from which we can foster cycling as a practical transportation alternative, give riders the confidence to tackle their local BMX track or the downhills of Mount Stromlo, or to even one day follow in the footsteps of Rebecca Wiasak, Michael Matthews or Caroline Buchanan. It promises to be a wonderful three days of racing. An event of this scale is a massive logistical achievement. I applaud the work put in by the Race Crew, Capital Cycling and the countless volunteers that make it all come together. For our many interstate participants and their supporters, I welcome you to Canberra. Racing will be the focus of your stay, however if time away from the bike permits, I encourage you to explore our beautiful city and sample some of what it has to offer. 3 HERE'S THE COFFEE Saturday 17th September Lennox Gardens, behind Hyatt Canberra Welcome to the 2016 National Capital Tour Open Races On behalf of Capital Cycling and Cycling ACT we welcome everyone, especially interstate competitors and their families, to the 2016 National Capital Tour. We look forward to a weekend of competitive racing. Capital Cycling is proud to continue to hold Open Racing with a series of graded events for men and women to complement the National Capital Tour National Road Series races. The inclusion of the graded events allows all riders to participate in a competitive cycling event that matches their abilities. Canberra has a proud history of providing tough competitive racing and the graded events provide an opportunity for the vibrant ACT cycling community to get involved. The National Capital Tour Open Races start on Saturday on the new road race course, taking in the fast roads along Lake Burley Griffin and the rolling hills in the embassy precinct. The race continues on Sunday with a classic Cotter Uriarra loop incorporating the Cotter Climb to the end of the bitumen and a solid climb up the infamous Three Sisters to set your legs on fire before the closing criterium stage at Stromlo Forest Park Thank you for coming, and a special thank you to the army of volunteers and sponsors who have made this Tour possible. Here s the Coffee will be on site from 8am until 4.30pm selling coffee and light meals. Food available will include bacon and egg burgers, muffins and muesli bars. ALL RIDERS MUST STAY TO THE LEFT HAND SIDE OF THE ROAD AND MUST NOT CROSS THE CENTRE LINE We are pleased to have the Australian Federal Police involved in our event and they will have a presence during the road race stages. FIRST AID Sports Medicine Australia is the First Aid Provider to the National Capital Tour Graded Races. A 2 person crew will be located in a static position for all stages. All First Aid crews are available on Mobile Telephone and Radio. GENERAL CLASSIFICATION The Tour winner will be decided by total elapsed time with times recorded for all 3 stages. Riders must complete each stage to compete in the next stage and be eligible for General Classification prizes. Dispensation for mechanical mishaps or accidents will be at the discretion of the Chief Commissaire. Helmet inspections will be carried out at the start of each stage. LITTERING Riders must not discard bidons or rubbish of any kind on the roadside. Any riders found to be littering will be fined in accordance with local laws and technical regulations. PRESENTATIONS A presentation ceremony will take place within 20 mins after the finish of each stage. 15 4

6 RACE NUMBERS Riders will be provided with two body numbers and a frame plate. Please fit them as shown in the diagram below and do not cut, fold or modify numbers in any way. If transponders are in use, they must be returned after your last race at the start/ finish line at the event. RACE PENALTIES First Infringement - Rider will be warned by a Race Official Second Infringement - Rider will be fined $50.00 Third Infringement - Rider will be disqualified RETURNING TRANSPONDERS If transponders are used and not returned at the event you will be charged a $20 administration fee. Transponders must be sent back to the Capital Cycling office, (GPO 581, Canberra ACT 2601) no later than 7 days after the event. If they are received in the office after this time or are lost/ damaged, a charge of $130 will be invoiced direct to the member. If invoices for these charges remain outstanding past the due date, your licence may be suspended/cancelled until payment is received. Please take your spare wheels to the marked spares vehicle prior to race start. All wheels will be returned immediately at the conclusion of the stage. Unauthorised vehicles are prohibited and riders associated with any vehicles may be penalised.
