7 PILOT PROJECT BICYCLE MILEAGE ALLOWANCE IN FRANCE The bicycle mileage allowance In French Indemnité Kilométrique Vélo (IKV) It is an allowance that the employer offers to theirs employees who make the trip by bike between their home to their work place. The allowance can covers the complete cost or part of the yearly transportation fees. One pilot project was set-up in IKV = $ 0.25 / km for cyclists for a ride home-work. 18 enterprises : publics, privates, medium and big enterprises employees Two ways to work : o monthly flat 50% to 75% of public transportation (35 to 50 / month) o Fix monthly return

8 Results PILOT PROJECT BICYCLE MILEAGE ALLOWANCE IN FRANCE 125% increase in the modal share bike from home to work Bicycle use on other personal or business trips Significant modal shift of public transportation users to cycling Few modal shift from auto to cycling The IKV has increased the distances traveled by bike Positive perception of the measure among cyclists and non-cyclists

9 PILOT PROJECT BICYCLE MILEAGE ALLOWANCE IN FRANCE Benefits Healthy +++ The IKV = leveraged to capture new users (not convinced) 80% increase in the level of physical activity Increase the use of the bicycle for other reasons No abuse has been identified

10 THE IKV LAW The french law exists since February 2016 IKV = 25 centimes d' /km The employer may set minimum and maximum payment thresholds. Employer payroll tax exemption up to 200 / year Employee: exempt from income tax up to 200 / year In France : TC 50% refund Refund subscription bike self-service or other location of bikes 50% Limits of the law: IKV optional and limited to private companies IKV Accumulated TC + Repayment limited solely drawdown to the nearest station Ceiling of 200 / year too low (about 4km return) Implementation of complementary services to ensure bike: bicycle maintenance, secure parking, showers, lockers, bike kits, etc.

20 PRO-CYCLING ACTIONS INTO ENTERPRISES Provide bike Pay part or all of the bike (or rent or VLS system) IKV or other encouragment fee Provide sufficient secure parking for bikes Showers / lockers / repair bike kit, gifts for cyclists (for rain, lights, etc.) Bike repair at the company once a year Cycling Coaching (stand or in person) Bike parking for visitors Flexible hours if necessary Bike sharing program for their day to day
