4 AECOM Kildare County Council Maynooth Traffic Management Plan & Traffic Model. Introduction AECOM have been commissioned by Kildare County Council (KCC) to undertake the Maynooth Traffic Management Plan and Traffic Model project. In order to gain an in-depth understanding of the existing traffic and transport conditions in Maynooth a substantial programme of traffic data collection was undertaken in May 6. This report outlines the programme of traffic data collection surveys that were undertaken and summaries the findings of the surveys. Full electronic copies of the surveys data are provided separately.. Existing Traffic Conditions. Data Collection A programme of data collection was necessary in order to ensure that a full understanding of the current situation could be established. The data collection programme was undertaken through a series of traffic and transport surveys undertaken by Nationwide Data Collection (NDC) in May 6. The surveys undertaken included the following:.. Traffic Surveys Automatic Traffic Counts (ATC s) Automatic Number Plate Recognition Surveys (ANPR) Junction Turning Movement Counts (JTC s) & Queue Length Surveys (QLS) Exit Counts.. Pedestrian Surveys Pedestrian Crossing Counts..3 Parking Surveys Off Street Car Park Surveys On Street Park Surveys Entry / Exit Surveys The following sections summarise the data collected in programme of surveys. 3. Traffic Surveys 3. Automatic Traffic Counts (ATC s) ATC s consist of two rubber tubes laid across the carriageway linked to a road side recorder box. These tubes can measure number of vehicle movements, the classification of vehicle (Car, Light Goods Vehicle (LGV), Heavy Goods Vehicle (HGV) etc.) and the vehicles speed. In order to establish a picture of the volume and profile of traffic in Maynooth a series of ATC s were placed on key radial roads entering Maynooth and at key locations throughout the town centre 4 hours a day over a two week period from Tuesday the 7 th to Monday the 3 th May 6. Additionally, a further 6 ATC s were placed on the series of distributor laneways that exits in Maynooth s Town Centre again for 4 hours a day over a two week period from Tuesday the 7 th to Monday the 3 th May 6. Figures 3. and 3. below outline the locations of the ATC s counters that were placed throughout Maynooth. Draft June 6 Page 3

Profile of Traffic in Maynooth As a first step in the analysis of the ATC data, traffic flows at each of the ATCs within the study area was aggregated together to reveal the traffic demand profile in the town, Figure 3.3 below refers. The demand profile was then examined to reveal the system AM and PM peak hours (as highlighted in red below in Figure.3). 8, 6, 4,,, 8, 6, 4,, Total Vehicles across 7 ATC's Hour Beginning Figure 3.3 Traffic Profile Maynooth As can be seen from Figure 3.3 above the AM and PM peak hours in Maynooth occur during the following hours: AM Peak Hour (8: 9:); and PM Peak Hour (7: 8:) 3.. Peak Hour Volumes and AADT Once the system AM and PM peak hours had been established the ATC data was further interrogated at each site in order to establish the two-way peak hour flow at each individual location along with Annual Average Daily Traffic (AADT) estimates and Annual Average Weekday Traffic (AAWT) estimates for each location. The ATC data was also interrogated in order to establish the HGV content at each of the survey sites. It should be noted that a seasonality factor of.97 for the month of May has been applied to the collected data in line with guidance provided in TII PAG Unit 6.: Expansion Factors for Short Period Traffic Counts. Table 3. & 3. below outlines a summary of the peak hour AAWT and AADT information and a graphical representation is illustrated in Figure 3.3 and 3.4. Draft June 6 Page 5

10 AECOM Kildare County Council Maynooth Traffic Management Plan & Traffic Model 3.3 Automatic Number Plate Recognition Surveys (ANPR) In addition to the ATC surveys carried out at the sites illustrated in Figure. a series of Automatic Number Plate Recognition (ANPR) surveys were carried out at sites on Thursday the 9 th May 6 from 7: to 9:. The ANPR surveys were undertaken in order to establish a detailed picture of the origins and destinations of traffic entering and existing Maynooth. Detailed origin-destination (OD) data is essential to establishing an understating of existing trip patterns of a town or regions residents. OD surveys provide valuable data which allows stakeholders to understand travel patterns and characteristics; measure trends; provide input to travel demand transport model development, forecasting, and planning for future transportation infrastructure needs and services. ANPR surveys were interrogated to provide OD information throughout the wider Maynooth Area and to also provide journey time information. ANPR cameras are placed on the roadside at key locations, capturing vehicle registration plates as they pass and time stamping the registration plate. The data is stored for each unit and the registration plate is tracked as it passes through different sites. The time stamps allow vehicles which make several prolonged stops to be removed from the data. By tracking the registration plates ANPR surveys can capture the origin and destination of a given vehicle within a study area. The locations of the sites were strategically selected throughout the study area to form a closed cordon. The survey data was presented on a first seen - last seen basis, whereby the survey data records the first site and last site the vehicle was seen at. A vehicle s origin and destination within the study area is considered to be the first and last site it is seen at. For presentation purposes the Origin - Destination dataset has been grouped into nine sectors as shown in Figure 3.5. Sector 8 represents Maynooth Town Centre whilst Sector 7 represents the Maynooth University North Campus. The remaining sectors (Sectors,, 3, 4, 5, 6 and 9) represent the key strategic which provide access and egress to the Town Centre and University. The data is presented (expressed as proportions of origin trips) for AM and PM peak periods in Tables 3.3 & 3.4 below. The vertical column of row labels represents the sector at which vehicles were first observed within the network. The horizontal row labels represent the sector at which vehicles were last seen. Therefore, the tables outline the Origin of a vehicle (the first time a vehicle is captured within the network) and the Destination (as the last time a vehicle is captured). Same site flows (i.e. first seen at Site and last seen at Site ) and vehicles only seen once in the network (i.e. seen at only one site) have all been considered and are included into the data. For example in Table 3.3 for Sector, 38% of traffic is considered local traffic as it is not seen at any other ANPR site. Therefore this traffic has an origin and destination within Sector. In the AM peak hour the NUIM represents a significant trip attractor with a significant volume of trips having a destination at the University. The traffic desire lines for the key radial routes which provide access to Maynooth during the AM and PM peak hours are illustrated in Figures 3.6 to 3.5 below. Draft June 6 Page

19 AECOM Kildare County Council Maynooth Traffic Management Plan & Traffic Model 3.4 Junction Turning Counts (JTC), Queue Length Surveys (QLS) & Exit Counts A Junction Turning Count (JTC) captures the number of vehicles turning at a junction and observes which turn they take. As with the ATCs they classify the traffic into different vehicle categories. JTC surveys were undertaken at 3 locations from 7: to 9: on Tuesday the 7th May 6 and Thursday the 9th May 6. Traffic flow was classified by vehicle type and recorded in 5 minute time intervals. In addition to the turning movement counts maximum queue length observations were recorded at each approach lane on each of the 3 junctions. The following junctions were surveyed (refer to Figure 3.6). 21 AECOM Kildare County Council Maynooth Traffic Management Plan & Traffic Model Figure Overview of Town Centre Exit Count Locations In the JTC and Exit Counts surveys vehicles were classified into the following categories: Cars (CAR) Taxis (TAXI) Light Goods Vehicles (LGV), Other Goods Vehicles - type (OGV), Other Goods Vehicles - type (OGV), Dublin Buses (DBUS), Other Buses (OBUS), Motorcycles (M/C) and Pedal Cycles (P/C). In interrogating the junction turning movement count surveys, it was evident that there are low numbers of pedestrians and cyclists using the M4 Business Campus junction. The Meadowbrook Link Road has a low number of pedestrians and cyclists. However at the junctions located closer to the town centre, the pedestrian and cycle activity at the junctions is seen to increase. In the queue lengths surveys all records were recorded in vehicle numbers rather than linear measurements. A summary of the traffic surveys are provided in Appendix A, while a summary of the end queue at the AM and PM peak hours is provided in Appendix B. Draft June 6 Page
