2 REGISTRATION Pre-registration only at the CCNbikes.com web-site beginning three weeks prior to the event. Cost $ OCA License or Citizen Permit required or be a member of an OCA club (bring your club card or your Citizen Permit card to registration). Riders with an OCA club membership can race too; they just need to bring their card to registration. Registration opens inside the North Union Community Hall at 8:00 am. Information on Licenses and Citizen Permits can be found at the OCA web site, SCHEDULE Sign-in opens at 8:00 am and closes 20 minutes before each event. EVENTS All races start on Catering Rd, on east side of the Community Centre. Time Trial Race Ages 9 to kms, out and back on Catering Rd. Ages 13 to kms, one loop of a course with gradual hills. Finish line is on Boag Rd. Road Race Distances from 8.6 kms to 34.4 kms depending on age (see Schedule for details) on a 4.4 km course (see Map). Same course as the long TT, mainly flat with one hill. Finish line is on Boag Rd. Skills Competition On the parking lot in front of the Community Centre.

3 AWARDS & POINTS Awards will be based upon total points from both events. Participants do not have to complete both events to be eligible. Medals for top three overall point earners. Ties will be broken by the highest placing in the road race. Results are posted at the race and are considered final 15 minutes after they are posted. All questions about results must be addressed with the Chief Commissaire on the day of the race. Placing 1 st 2 nd 3 rd 4 th 5 th 6 th 7 th 8 th 9 th 10 th 11 th 12 th 13 th 14 th 15 th Youth Cup RULES Aero Equipment is not allowed at Youth Cup events. This includes (but not limited to) aero helmets, bar extensions, disc wheels, tri/quad spoke wheels, TT specific bikes, etc. All riders will receive one warning only. This rule applies to all events within the youth cup. Helmets are mandatory at all times (includes parents and siblings). Cycling gloves are strongly recommended. The participants are encouraged to ride on a road-racing bicycle, however other suitable bicycles may be utilized. Mountain bikes are permitted. No Time Trial bikes, aero bars or other time trial equipment will be allowed in either event. No gearing restrictions are in place for Cadet, Squirt and Minime. Cadet should see section on gearing restrictions immediately below. All equipment must be in good repair, have adequate tires and operating brakes. Bikes may be subject to a safety inspection and unsafe bikes will not be permitted. The race will be governed by the rules of the Ontario Cycling Association for Citizen s events. Traffic will be restricted and there will be police and marshals on site. There are residences on the course however and it will be impossible to ensure that roads will be completely traffic free. Racers must use due caution. All riders will be permitted to complete their event and be given a placing. The Yellow Line Rule will be enforced at the discretion of the Commissaires. There are a few instances where crossing the middle of the road may be tolerated, for example: Mushrooming of the front of the bunch because the lead riders have slowed suddenly; Swerving momentarily to avoid a road hazard or an ongoing crash; Tracking slightly wide around a particularly tight corner with marshals present (only when riding in a large bunch).

4 In any of these circumstances, the amount of time spent in the opposing lane is quite small usually less than a few seconds. However, any other reason for crossing the median of the road is generally unacceptable, as is any prolonged crossing, particularly if it is to launch an attack or some other offensive move. Other unacceptable examples include: The whole pack across the road going at a non-race speed (piano); Individual riders crossing the median to gain an advantage; Riders across the line on a curving descent; Sheltering behind another rider if in doing so the median is crossed (such drafting constitutes an unfair advantage); Several riders across the line during a cross-wind section for an extended period of time. Enforcement of safety related rules remains a priority of the Commissaires. Riders are encouraged to adopt safe riding practices and safely position themselves within the pack. MEDICAL & POLICE Certified volunteers from the St. John Ambulance Society will be on site as well as members of the York Region Police for traffic control. PARKING Parking is available on Boag Rd. west of Catering Rd. Please access from the west via Woodbine Ave after 8:00am. REFRESHMENTS Coffee, water and snacks available inside and outside the Community Centre. LUNCH A BBQ lunch will be provided at no charge to all riders as well as Commissaires, Domestiques, Police and EMTs. It is also available a nominal charge to all others. TOILETS Outdoor facilities are provided. The North Union Community Centre also has indoor handicapped accessible toilet facilities.

5 GEAR RESTRICTIONS FOR CADET RIDERS AGED 15 AND 16 YEARS OF AGE The international governing body for cycling is the Union Cycliste Internationale (UCI). The UCI rules are the basis for the Canadian Cycling Association (CCA) Rule Book. The UCI has specific limits on the gears used by young riders. The main reasons for restricted gearing are to prevent injury and to encourage development of good pedaling. The OCA will be enforcing gear restrictions for Cadet riders as defined by the UCI. This means that bikes for all riders 15 or 16 years of age will be checked before and after every race to insure that they are not using illegal gears. Please note that the OCA strongly advises that all young riders chose their gearing with care. What are the restrictions? Directly from the CCA Rule Book: For Junior Men and Junior Women, the authorized maximum chain gear ratio is 7.93 metres. What does this mean? When the bike is in the largest gear (big ring on the front, smallest gear on the back) it must travel less then 7.93 m when the pedals are turned exactly one full circle. This is tested by doing what is called a roll-out. At the race, the Commissaire will shift your bike into the largest gear available (biggest front, smallest back), and then roll it backwards watching one pedal. When the pedal goes around exactly one time, the distance will be marked. If it is more than 7.93 meters the bike will be illegal, and you will not be able to ride. At the end of the race the same check will be done, and if your bike fails, you will be disqualified. So how do I comply? The best way to insure that you bike will pass the test is to make sure that your big ring has 52 teeth, and that your smallest rear gear is 14 teeth. This combination is by far the most commonly used. In large, junior-only races, the neutral support mechanics will assume that you have this set-up if you need help with a flat or require other mechanical support during a race. These are standard parts that are readily available from your local bike shop, and should be provided at no extra cost on a new bike. The other way to pass the test is to block out some of the gears on the back. If you have a 52 tooth "big ring" on the front you must block off all gears smaller that 14 on the back. If you have a 53 tooth "big ring" you must block off all gears smaller than 15. The best way to do this is to adjust the limit screw on your rear derailleur to prevent the use of the smaller gears. Some Commissaires may also require you to make the illegal gears unusable by wrapping them with tape and/or cable ties. Remember that your bike will be checked after the race if the adjustments slip during the race, or if you get a spare wheel that has different gearing, you could be disqualified.

6 Special Note for Younger Riders The CCA Rule Book states that gear restrictions may be applied to younger riders as follows: (not applicable at the Tour de Speed) Under 17: 6.94 m or 52 X 16 Under 15: 6,00 m or 45 X 16 Under 13: 5.60 m or 42 X 16 These restrictions will not be enforced in Ontario at this time. Riders entering races in other provinces may find that these restrictions are enforced there. This is especially true for cadets (U17) who travel to Quebec for major races as part of OCA development projects. If you plan to race outside of Ontario make sure you find out if gear restrictions are enforced, and that you have the correct equipment on your bike. What if I have permission to ride in Elite races? Some very advanced juniors are given permission to ride in Elite races to enhance their development through exposure to better competition. When competing in national or international level races like the Canadian or World Championships, or le Tour de l'abitibi, junior gear restrictions will apply, regardless of the level of competition. The OCA has decided that juniors must ride with restricted gears at all times, even if they are riding in a Elite race. Additional Notes Both Shimano and Campagnolo manufacture suitable components for all available systems, although in some cases they are unfortunately expensive. Other companies, including one called Miche, also makes compatible parts that may be slightly cheaper. It is unlikely that these parts will be in stock at your local bike shop - they can be ordered but may take a while to obtain. Please note that the size of the wheel matters. The gear choices identified are only correct for a standard 700c wheel, with a standard tire. If you are riding other size wheels (650, 27 inch, etc) or if you have unusually thin or thick tires you may have to use different set-ups to achieve the 7.93 meter limit. For example, 650 wheels have a smaller diameter than 700's, and so slightly higher ratios are possible. A may be legal and may not, depending on tire diameter. A should be fine with all 650 tires.
