1 1 PlacesFoBikes City Ratings Methodology Oveall City Rating The PlacesFoBikes City Rating Scoe is based on five factos: Rideship, Safety, Netwok, Acceleation, and Reach. Each facto is scoed on a one to five sta scale, based on infomation fom six data souces: U.S. Census Ameican Community Suvey (ACS) Fatality Analysis Repoting System (FARS) PlacesFoBikes Bike Netwok Analysis (BNA) PlacesFoBikes City Snapshot PlacesFoBikes Community Suvey Spots Maketing Suveys Bicycle Paticipation Each facto (except Reach) has component that eflects the cuent state of bicycling and peceptions of bicycling. The two components ae combined with 80% of the weight on the cuent state of bicycling and 20% of the weight on peceptions of bicycling. Cities missing some of these data souces may be scoed lowe o may be not be scoed at all on a facto. While on-the-gound impovements ae the long tem stategy fo bette scoes, cities can impove thei atings quickly by poviding moe and bette data in thee key aeas: Complete and pomote the PlacesFoBikes Community suvey in you city Encouage city staff to complete the PlacesFoBikes City Snapshot Update the data fo you city in OpenSteetMap Rideship, Safety, Netwok, Acceleation, and Reach The five majo factos (Rideship, Safety, Netwok, Acceleation and Reach) ae each scoed on a five sta scale, and weighted equally (20% each) to povide the final scoe. The Rideship scoe eflects how many people in the community ide bikes. It is based on ACS bike-towok mode shae, Spots Maketing Suveys eceational bicycle paticipation, and the PlacesFoBikes Community Suvey self-epoted ideship. Points ae assigned based on a weighted aveage of the scoes fom each data souce as follows: ACS bike-to-wok mode shae: 40% Spots Maketing Suveys eceational bike iding: 40% Self-epoted ideship fom the PlacesFoBikes Community Suvey: 20% The Safety scoe eflects how safe it is to ide bikes in the community. It is based on FARS fatality ates fo all modes and bicycling, injuy ates fo all modes and bicycling fom the PlacesFoBikes City Snapshot, and peceptions of safety fom the PlacesFoBikes Community Suvey. Fist, the all mode and

2 2 bicyclist injuy/fatality points ae calculated sepaately by taking an aveage of the fatality points based on the FARS and the injuy points based on the PlacesFoBikes City Snapshot. Points ae assigned based on a weighted aveage of the scoes fom each data souce as follows: All mode injuy/fatality ate: 40% Bicyclist injuy/fatality ate: 40% Peceptions of safety fom the PlacesFoBikes Community Suvey: 20% The Netwok scoe eflects the quality of the bike netwok. It is based on the PeopleFoBikes Bike Netwok Analysis and peceptions of the netwok fom the PlacesFoBikes Community Suvey. Points ae assigned based on a weighted aveage of the scoes fom each data souce as follows: Bicycle Netwok Analysis: 80% Peceptions of the netwok fom the PlacesFoBikes Community Suvey: 20% The Acceleation scoe eflects the degee to which communities ae doing all the ight things to acceleate the gowth of bike iding in the next thee yeas. This scoe is based on data fom the PlacesFoBikes City Snapshot and the PlacesFoBikes Community Suvey. Points ae assigned based on a weighted aveage of the scoes fom each data souce as follows: PlacesFoBikes City Snapshot: 80% PlacesFoBike Community Suvey: 20% The Reach scoe eflects how consistently the bike netwok seves all membes of the community. It is based on the BNA as well as ACS demogaphic and mode shae data. Using demogaphic data fom the ACS at the census block goup level, we identified communities demonstating common indicatos of inequality and disinvestment. To qualify, a census block goup had to meet at least two of the following thee citeia: The pecentage of the population unde 18 o ove 75 yeas old is 10%+ highe than the city aveage The pecentage of the non-white population is 10%+ highe than the city aveage The census block goup qualified as economically disadvantaged if it met at least two of the following citeia: o The pecentage of the labo foce that is unemployed is 10%+ highe than the city aveage o The pecentage of the population eceiving social secuity is 10%+ highe than the city aveage o The pecentage of the population eceiving public assistance is 3%+ highe than the city aveage o The gap between the city aveage median income and the median income of the census block goup is 15% o geate

3 3 Points ae assigned based on the gap between the aveage BNA scoes fo these communities and the city BNA aveage. Five points ae assigned if thee is no diffeence. Zeo to fou points ae assigned by beaking the emaining gap values into quintiles (fo example, fou points ae assigned if the gap is in the bottom 20% of gaps and zeo points ae assigned if the gap exceeds the top 80%). To ceate the quintile citeia, cities ae boken into categoies based on thei BNA scoes (22 o lowe, 23 to 31, and 31 o highe) and assigned points within those categoies so that cities with lage BNA scoes (and a potential fo lage gaps) aen t penalized elative to cities with smalle BNA scoes. We computed a gende gap scoe based on the diffeence between ACS bike-to-wok mode shae fo men minus women. Points ae assigned based on the magnitude of the gende gap with five points assigned if thee is no diffeence. Zeo to fou points ae assigned by beaking the emaining gende gap values into quintiles (fo example, fou points ae assigned if the gende gap is in the bottom 20% of gaps and zeo points ae assigned if the gende gap exceeds the top 80%). To ceate the quintile citeia, cities ae boken into categoies based on population size (200,000+, 100,000 to less than 200,000, and less than 100,000) and assigned points within those categoies so that small cities aen t compaed to lage cities. To ceate the final each scoes we aveaged the BNA gap points and the ACS gende gap points. Individual Data Souces Ameican Community Suvey (ACS): Bike-to-Wok Mode Shae The U.S. Census Bueau s Ameican Community Suvey (ACS) includes data fo a wide vaiety of demogaphic factos. This ating system uses a numbe of these factos in its vaious analyses including, but not limited to, total population, age, ethnicity and ace, economic status, and jouney-to-wok mode shae. Fo puposes of data analysis, this ating system uses 5-yea aveages. Use of these data souces fo simple compaative analysis is descibed above, but some factos, like Bike-to-Wok Mode Shae equie a moe in depth desciption. The U.S. Census Bueau s Ameican Community Suvey (ACS) includes data on the pimay mode of tanspotation to and fom wok among wokes ages 16 and ove. On an annual basis, they elease estimates of the numbe of wokes that tavel to and fom wok by ca/tuck/van, public tanspotation, motocycle, bicycle, walking, o othe means. They also estimate the numbe of wokes that wok fom home. Taditional analyses penalize cities that have high ates of public tansit, walking, and woking fom home because when those factos ae high, bike-to-wok mode shae is, by definition, lowe. At the city level, the additional challenge is that it is difficult fo cities with lage land aeas to achieve the bike-towok mode shae that is possible fo cities with small land aeas because juisdiction boundaies often abitaily include o cut-off low bicycle mode shae outlying aeas. Additionally, some juisdiction boundaies have been geogaphically fixed fo decades while othe communities ae actively annexing these low mode shae aeas. To addess these challenges, we adopted a novel appoach to estimating bicycle use based on a method designed by Nathan Wilkes at the City of Austin.

4 4 Fist, when computing bike-to-wok mode shae, we calculate the pecentage of wokes within a city that bike to wok excluding those that use public tansit, walk, o wok fom home. To maximize accuacy, we use five-yea estimates. Fo the ideship scoe we use city level bike-to-wok mode shae in the pocess outlined below. We also calculate mode shae fo men and women sepaately fo use in the Reach scoe as descibed above. The second step is to estimate a cuve that models the decement in the highest pefoming bike-towok mode shae (excluding public tansit, walk, o wok fom home) at specific slices of land aea acoss cities (in squae miles, 2, 4, 8, 20, 30, 40, 60, 80, 100, 150, 200, 300). Fom this cuve, we estimate a benchmak mode shae at each slice of land aea. Below is the esulting benchmak cuve. 5 5 Fatality Analysis Repoting System (FARS) Each yea the National Highway Taffic Safety Administation eleases the numbe of fatalities in moto vehicles taffic cashes acoss the United States. We calculate the aveage numbe of annual fatalities acoss the most ecent five-yea peiod fo all modes and fo bicyclists sepaately. Using the aveage numbe of annual fatalities acoss all modes, we calculate a fatality ate pe 10,000 people in the city and assign points as follows: Fatality ate = 0, five points Fatality ate > 0 and <=.6, fou points Fatality ate >.6 and <= 1.16, thee points Fatality ate > 1.16 and <= 2.53, two points Fatality ate > 2.53 and <=8.63, one point Fatality ate > 8.63, zeo points Similaly, using the aveage numbe of annual bike fatalities, we calculate the bike fatality ate pe 10,000 bike commutes (based on bike-to-wok estimates fom the Ameican Community Suvey 1 ). We assign points as follows: Bike fatality ate = 0, five points Bike fatality ate > 0 and <= 8.52, fou points Bike fatality ate > 8.52 and <= 16.6, thee points Bike fatality ate > 16.6 and <= 32.5, two points Bike fatality ate > 32.5 and <= , one point Bike fatality ate > , zeo points Bike fatality points ae only assigned fo cities that have bike-to-wok estimates geate than zeo. PlacesFoBikes City Snapshot In the sping of 2017, PeopleFoBikes fielded the fist City Snapshot Suvey. The City Snapshot was distibuted to city staff in positions to answe about the bike pojects built, in pogess, and planned in the futue (see Appendix B). Q1 (centeline miles) In Q1, city staff epoted the numbe of centeline miles of the following that wee complete in 2015, complete in 2016, and being built by the end of 2017: potected bike lanes, buffeed bike lanes, maked bike boulevads, steets with taffic calming featues, off-steet paved tails o paths, and off-steet natual suface tails o paths (note conventional bike lanes and shaed lane making wee not included in these calculations). Within each time peiod, a weighted sum is calculated: 1 Bike-to-wok mode shae was calculated based on the numbe of wokes that bike divided by the numbe of wokes excluding those who walk, take public tansit, o wok fom home.

8 8 Using the aveage numbe of annual injuies fo bike ides, we calculate the injuy ate pe 10,000 commutes (based on bike-to-wok estimates fom the Ameican Community Suvey) in the city and assign points as follows: Bike injuy ate = 0, five points Bike injuy ate > 0 and <= 22.75, fou points Bike injuy ate > and <= 45.5, thee points Bike injuy ate > 45.5 and <= 80.00, two points Bike injuy ate > and <=110.00, one point Bike injuy ate > , zeo points PlacesFoBikes Community Suvey In the sping of 2017, PeopleFoBikes fielded the fist PlacesFoBikes Community Suvey designed to measue peceptions of bike iding in cities among bike enthusiasts (see Appendix A). We used a snowball sampling appoach and netted a total sample size of 28,843. The 59 cities that met the following sample size citeia eceived scoes based on the PlacesFoBikes Community Suvey: Population size 200K o moe: a minimum of 100 completed suveys Population size of 100K to less than 200K: a minimum of 75 completed suveys Population size of less than 100K: a minimum of 50 completed suveys Among cities with a sufficient sample, we calculate a scoe fo safety, netwok, acceleation, and ideship as follows. Safety Scoe (ange zeo to five) The safety scoe is based on atings fom Q6a of the Community Suvey in which espondents indicated thei ageement with a seies of safety-elated attitudinal items on 5-point scales anchoed by 1 (stongly disagee) and 5 (stongly agee). Points ae assigned such that if all items ae ated a one, zeo points ae assigned. If all items ae ated a five, five points ae assigned. Othewise, the numbe of points eflects an aveage of atings acoss the items with a maximum of fou points. Netwok Scoe (ange zeo to five) The netwok scoe is based on atings fom Q6b and Q8 of the Community Suvey. Fo Q6b, espondents indicated thei ageement with a seies of netwok-elated attitudinal items on 5-point scales anchoed by 1 (stongly disagee) and 5 (stongly agee). Points ae assigned such that if all items ae ated a one, zeo points ae assigned. If all items ae ated a five, five points ae assigned. Othewise, the numbe of points eflects an aveage of atings acoss the items with a maximum of fou points. Fo Q8, espondents indicated (using a multi-select fomat) whethe thei city/town has access to bike paks/pump tacks, ail-tails, o off-steet tails/paths that don t allow moto vehicles. The numbe of types of facilities is calculated so the numbe of points anges fom zeo to fou.

Fo Q6c and Q9, espondents indicated thei ageement with a seies of acceleation-elated attitudinal items on 5- point scales anchoed by 1 (stongly disagee) and 5 (stongly agee). Points ae assigned such that if all items ae ated a one, zeo points ae assigned. If all items ae ated a five, five points ae assigned. Othewise, the numbe of points eflects an aveage of atings acoss the items with a maximum of fou points. Scoes fo Q6c and Q9 ae calculated sepaately. Fo Q7, espondents indicated (using a multi-select fomat) which events take place in thei city/town including bike-to-wok days, open steet events, kid s education in public schools, and kid s bike clubs o oganizations. The numbe events is calculated so the numbe of points anges fom zeo to fou. The points fom Q6c, Q9, and Q7 ae summed. Final scoes ae computed as follows: Sum = 0, 0 points Sum = 1,2, 1 point Sum = 3,4, 2 points Sum = 5,6, 3 points Sum = 7,8, 4 points Sum = 9, 5 points Rideship Scoe (ange zeo to five) The ideship scoe is based on Q11a, Q11b, and Q10 of the Community Suvey. In Q10, espondents indicate how fequently they ide bikes outside fom 1 (neve) to 5 (daily). In Q11a, espondents who indicate (in a multi-select fomat) that they ide fo tanspotation indicate the types of tanspotation they engage in including to and fom wok/school, to and fom public tanspotation, escoting childen to and fom school, unning eands o shopping, taveling to and fom social, eceational, o leisue activities, and othe types of tanspotation iding. The numbe of types of tanspotation iding ae summed and scoes ange fom zeo to 5 with five points assigned if the numbe of types of tanspotation tips is five o highe. In Q11b, espondents who indicated that they ide fo easons othe than tanspotation indicated how fequently they ode bikes on the following: Paved oad whee moto vehicles ae allowed, unpaved

10 10 oad whee moto vehicles ae allowed, paved paths whee moto vehicles ae not allowed, unpaved paths whee moto vehicles ae not allowed, singletack mountain bike tails, bike paks and/o pump tacks. Ratings wee made on five-point scales anchoed by 1 (neve) and 5 (daily). To ensue that oad iding, mountain bike iding and casual iding ae equally valued, thee scoes ae ceated based on Q11b. Fo the oad scoe, zeo points ae assigned if the espondent doesn t paticipate in eceational iding. Othewise, the numbe of points is set to the scale selection fo the item on paved oads whee moto vehicles ae allowed. Fo the casual bike scoe, zeo is assigned if the espondent doesn t paticipate in eceational iding. Othewise the numbe of points is set to the ounded aveage of the scale selections acoss the following items: unpaved whee moto ae allowed, paved whee moto vehicles ae not allowed, unpaved whee moto vehicles ae not allowed. Fo the mountain bike scoe, zeo points ae assigned if the espondent doesn t paticipate in eceational iding. Othewise, the numbe of points is set to the ounded aveage of the scale selections fo the following items singletack mountain bike tails and bike paks/pump tacks. Finally, a iding scoe is calculated that sums tanspotation points, eceation points, and Q10. The final iding scoe is assigned as follows: Sum is 1,2 = 0 points Sum is 3,4,5 = 1 point Sum is 6,7,8 = 2 points Sum is 9,10,11 = 3 points Sum is 12,13,14 = 4 points Sum is 15 = 5 points PlacesFoBikes Bike Netwok Analysis (BNA) The Bike Netwok Analysis was developed in patneship with Toole Design Goup to measue how well people can get to the places they want to go on a comfotable, connected bike netwok. The goal is to lowe the baie to basic netwok analysis and encouage cities of all sizes to build connected, comfotable bike netwoks. The BNA uses a modified Level of Taffic Stess appoach, intended to coespond with the comfot level of a typical adult with an inteest in iding a bike but who is concened about inteactions with vehicula taffic. It evaluates oad segments and intesections fo stess level and calculates how well people can each key destinations on an entiely low-stess bike oute. Key destinations include tansit, etail, eceation (e.g., paks, bike tails), oppotunity (e.g., jobs, schools), and coe sevices (e.g., health cae, gocey stoes). It elies on data fom two souces: The U.S. Census and OpenSteetMap. Fo moe infomation about the Bike Netwok Analysis, click hee. 11 11 40 to less than 60 = 3 points 60 to less than 80 = 4 points 80 o highe = 5 points Spots Maketing Suveys Bicycle Paticipation Spots Maketing Suveys conducts a suvey of spots paticipation fo the Physical Activity Council. They tack paticipation in 119 spots, fitness, and leisue activities including bicycling on a paved oad, mountain biking, and BMX. Data ae collected fom appoximately 40,000 individuals and households annually though an online suvey of a epesentative sample of Ameicans ages six and olde. Respondents epot the numbe of days they paticipate in each activity to poduce estimates of the pecentage of Ameicans ages six and olde that ide bikes. Spots Maketing Suveys uses a popietay modelling technique to leveage egional pofiles to poject ideship at the city level. To compute ideship points, paticipation ates ae nomalized against a taget goal of 45% ideship.
