2 RELATED STUDIES PRICE LANDING PARK Pak Famewok Plan PROJECT BACKGROUND &FRAMEWORK PLAN Rive West Woking Goup In 2007, a goup of concened esidents of the Westen Rivefont neighbohoods fought a poposal which would have placed an intense industial & tanspotation use on the 16-ace Pice Landing site. Fom the success of thei effots a fomal oganization was fomed, The Rive West Woking Goup. Though thei leadeship and in patneship with the Pice Hill neighbohood they ve woked to ceate a bette idea of how this land could become an asset fo the egion. Vision The Rive West Woking Goup believes that building this pak is cucial fo seveal easons: It will seve as a gateway to the West Side of Cincinnati fo those taveling westbound on US Route 50 The pak will become a key node fo futue bicycle and walking tails of the Ohio Rive Tail West netwok It will add much needed eceational assets to the Lowe Pice Hill neighbohood It will continue the ecovey of the Ohio ivefont into an active, geen, scenic way To Lean moe about the Pice Landing Plan please visit: Conceptual Site Plan PRICE LANDING PARK FRAMEWORK PLAN 39

3 ALTERNATIVE: A SEGMENT A: 1-2 SEGMENT DESCRIPTION This segment will begin at the futue Ohio Rive Tail West pedestain bidge that will cay the tail ove the CIND and CSX aiload tacks into Pice Landing Pak whee it will follow along the noth side of the pak adjacent to the aiload ight of way and consistent with the Pice Landing Famewok Plan. Thee will be an additional at-gade tail connection to the Ohio Rive Tail West immediately east of the tain signal and just befoe the fou tacks convege to two. An access diveway fo moto vehicles is planned fo this location as the entance to Pice Landing Pak. Limits State Avenue to West Side of Mill Ceek: Pice Landing Adjacent Roadway None Length 2,470 ft. Recommended Facility Type SU1: Shaed-Use Path on Independent Alignment CONSTRAINTS AND OBSERVATIONS A1: Raiload Cossing The tail will need to coss fou aiload tacks east of State Steet. Coodination with the Genessee & Wyoming Raiload (CIND) and CSX Tanspotation will be equied fo an aeial cossing of thei popety. A minimum of 23 of cleaance will be equied. The stuctue will likely need to span the entie aiload ight of way. The estimated stuctue length is 230 feet. A etaining wall will likely be equied on the westen appoach fom the Ohio Rive Tail West because of poximity to US 50 (Rive Road). The estimated cost of the bidge and appoaches is $2.6 million. 1 A2: At-Gade Raiload Cossing Altenative A would have an at-gade cossing at the CSX Wood Steet Lead aiload siding. The single tack is used to access Cincinnati Bulk Teminals along the Ohio Rive. It is estimated that the tack is utilized only a few times pe week and the tain speed is in the ange of 10 mph. Thee is an existing pivate vehicula cossing of the aiload tacks hee used as an industial access to Rive Containe Concepts, LLC, located at the confluence of the Mill Ceek. It is not known if a cossing ageement exists between CSX and Rive Containe Concepts. An at-gade aiload cossing may be hazadous to tail uses attempting to coss. Uses should have adequate sight distance and pope waning of an appoaching tain. 40 1Pice Landing Famewok Plan, 2015 Existing aiload tacks east of State Steet Existing at- gade CSX aiload cossing to Cincinnati Bulk Teminals

4 The estimated equied sight distance fo the at-gade cossing is 370 feet based on assumed tain speed of 10 mph, a walking speed of 3 feet pe second and a cossing length of 20 feet 2. Today thee appeas to be 370 feet of sight distance in both diections fo the at-gade cossing. Howeve, in the futue, when Pice Landing Pak is established, fencing and vegetation along the pak bounday may limit sight distance to the west. The cossing may equie active waning devices at a minimum to wan tail uses of appoaching tains. If sight distance will be limited to the west by futue pak featues, gates should also be installed. The popety is not publicly owned. Railoads often stongly esist new at-gade cossings of thei tacks, paticulaly on thei own popety. Ealy coodination with CSX fo appoval of the at-gade cossing is ecommended. Anothe altenative will need to be consideed if the cossing will not be appoved. ALTERNATIVE: A SEGMENT A: 2-3 SEGMENT DESCRIPTION This segment would begin at the easten edge of Pice Landing Pak. It would poceed acoss the Mill Ceek eithe on the existing CIND aiload bidge o a new multi-modal stuctue in the same location. CONSTRAINTS AND OBSERVATIONS Limits Mill Ceek Cossing Adjacent Roadway None Length 660 ft. Recommended Facility Type SU1: Shaed-Use Path on Independent Alignment A3: CIND Raiload Filled Ach Bidge The tail would coss the Mill Ceek eithe utilizing the existing CIND Raiload bidge o on a new multi-modal stuctue in the same location. The existing bidge is owned by the Cental Raiload of Indiana (CIND, a subsidiay of Genessee & Wyoming) 3. It is composed of a nineteenth centuy stone ach backfilled with soil. Thee have been seveal extensions and additions made since then. Cuently, the stuctue is appoximately 90 feet long and 77 feet wide 4. At one time it was cossed by fou aiload tacks which led to the fome Stos Yad on the east side of the Mill Ceek. Today, thee is only one tack on the noth side of the bidge, the CIND Ditch Tack, which uns eastwad to Longwoth Hall whee it ends. CIND cuently uses the tack to access Rive Containe Concepts, LLC, and Cincinnati Bulk Teminals. The emainde of the bidge is now utilized as an industial tuck access between popeties owned by Rive Containe Concepts, LLC, on eithe side of the Mill Ceek. The existence of lease ageements between the aiload and the pivate entepise fo use of the aiload bidge is unknown. 5 The ach opening of the existing bidge is appoximately 66 feet wide based on histoic plans. The bankfull width of the Mill Ceek, howeve, is nealy twice that width. The small opening tends to tap debis between the Mill Ceek Baie Dam and the ach. The existing condition of the bidge is not known. Typically, stuctues of this age would exhibit stuctual deficiencies and would have on-going maintenance concens. The CIND plans to double tack the Ditch Tack fom the west side of Mill Ceek to Longwoth Hall. 5 Since the popety is not publicly owned an ageement will need to be negotiated with G&W to eithe utilize the existing ach bidge o to constuct a new bidge in the coido fo tail use. Such an ageement may be challenging to secue. The existing bidge may not be wide enough to accommodate the existing tack, a futue tack, a oadway and tail depending on the aiload cleaance equiements. The centeline of the existing tack is located appoximately 30 to 35 feet fom the noth side of the bidge leaving about 45 feet fom the centeline to the south side. The existing tack would likely need to be shifted close to the noth side if anothe tack is added in the futue to ensue sufficient width fo a oadway and tail on the bidge. The tuck access oad would be less than the geneally equied 25 fom the tack but it appeas that the cuent opeation does not have that much cleaance. A4: Floodgate No. 5 The tail would pass though Cincinnati Stom Wate Management Utility s Floodgate No. 5 on the east side of the Mill Ceek. The floodgate is appoximately 180 feet wide and was constucted to accommodate five o moe tacks enteing the fome Stos Yad on the east side of the Mill Ceek. Appoximately 140 feet of the floodgate panels have been pemanently eected fo the last fifty yeas afte the majoity of the ailyad ceased opeation in the 1960s. 7 Recent plans have been discussed by Cincinnati SMU to econstuct the floodgate with a smalle opening. If a smalle floodgate opening is constucted in the futue accommodating only the existing uses, access fo the tail though the floodwall could be constained. Coodination with Cincinnati SMU is ecommended to ensue that any futue plan fo econstucting the floodgate has accommodations fo a tail in combination with othe modes. A new bidge (o bidges) ove the Mill Ceek would be appoximately 175 feet long (the width of the floodway) 6 and 75 to 85 feet wide to accommodate all of the tavel modes. Likely cost would be in the ange of $4-5 million. Reconstucting the bidge ove the Mill Ceek as sepaate aiload, public oadway and tail bidges may pesent oppotunities to esolve concens with the access and width of the existing bidge. The aiload may be moe willing to povide access fo the tail on thei popety if thee is an oppotunity to eplace the aging stuctue. Thee may also be moe oppotunities to secue gant funding fo a poject that benefits multiple patnes and objectives. Besides the tail, the following goups would likely benefit fom eplacing the stuctue: CIND Raiload with a new stuctue and educed annual maintenance costs. Cincinnati Stomwate Management Utility (SMU) by impoving the hydaulics and debis buildup on the Mill Ceek. Envionmental goups by emoving the ach stuctue that constains the bankfull opening of the Mill Ceek fo passage of aquatic oganisms. Pivate commecial feight businesses by poviding dedicated pemanent access to the ivefont teminal which may also incease popety values. 6 ALTERNATIVE: A SEGMENT A: 3-4 SEGMENT DESCRIPTION This segment would paallel an existing access oadway unde the US 50 viaduct and along the inside of the floodwall. The existing oadway is used to access Floodgate No. 5. It may also be used by aiload pesonnel to access the tack and as an industial access to Rive Containe Concepts, LLC. Taffic volumes ae not known but expected to be light. Because of a pinch point (see constaints A5 & A6), the tail on this segment may be combined with the oadway. Limits East Side of Mill Ceek to Mehing Way Ramp fom US 50EB Adjacent Roadway None Length 1,260 ft. Recommended Facility Type SU6: Shaed-Use Path Combined with Roadway CONSTRAINTS AND OBSERVATIONS A5: Gatehouse Thee may not be sufficient space between the existing stoage stuctue fo Floodgate No. 5 and the ight of way line to accommodate both a tail and oadway. The width is appoximately 24 feet. 8 A minimum width of 35 feet (10 foot tail, 5 foot buffe, 20 foot oadway) is needed to accommodate both a tail and oadway. Because of the insufficient width hee and at Constaint A6, the ecommended facility type is Shaed-Use Path Combined with Roadway. Note: The Cincinnati SMU floodgate stoage building may be eplaced in the futue in a new location. At that time, the tail could be sepaated fom the oadway. Gatehouse looking east fom US50 Viaduct Altenatives Consideed: The tail could follow along the floodwall and bypass the gatehouse. Howeve, because of Constain A6, the tail and oadway must be combined at some point so thee is a cost benefit to keeping the tail on the existing pavement. A6: Hoizontal Width between Floodwall and Abutment Thee is a pinch point of appoximately 24 feet in width (min.) between the abutment of the Sixth Steet viaduct and the existing flood wall whee a tail and the access diveway cannot fit sepaately. 9 Because of the insufficient width hee and at Constaint A5, the ecommended facility type is Shaed-Use Path Combined with Roadway. 8 CAGIS measuement 9 CAGIS measuement Mehing Way pinch point facing west 43

7 Note: If moto vehicle use of the oadway is esticted to limited access fo maintenance, this would peclude an additional public access point to Pice Landing Pak. A7: Moto Vehicle Access to Tail Fom the US 50 exit amp to Mehing Way westwad, the tail would be combined with a maintenance oadway. Unauthoized moto vehicle taffic should be pevented fom enteing the tail. Thee should be a gate o emovable bollads to pevent moto vehicles on Mehing Way fom enteing the tail. Mehing Way and US 50 exist amp facing west ALTERNATIVE: A SEGMENT A: 4-5 SEGMENT DESCRIPTION Tail would be on the south side of Mehing Way adjacent to the inside of the flood wall. Thee is appoximately 17 feet to 24 feet of space between the floodwall and Mehing Way which povides enough space to accommodate the tail with appopiate buffes. Limits Mehing Way Ramp fom US 50EB to Floodgate west of Ca Steet Adjacent Roadway Mehing Way Length 1,040 ft. Recommended Facility Type SU1: Shaed-Use Path Along Roadway CONSTRAINTS AND OBSERVATIONS Geneal: Highway Lighting & Utility Poles East of Haiet Steet, thee ae thee highway light poles with guy wies that may need to be elocated. Thee is also one highway light pole west of Haiet Steet adjacent to the gatehouse that should be elocated because of the naowe tail width (see Constaint A8 below). Thee is one utility pole and guy wie immediately east of Haiet Steet which will likely need to be elocated. 44 Mehing Way floodwall and utility poles

8 A8: Hoizontal Width & Obstuctions at Haiet Steet Floodgate No. 7 Nea Haiet Steet the width between the floodwall and the oadway is esticted by two featues: Thee is an appoximately 11 foot wide gatehouse adjacent to the floodwall fo stoing the flood gate panels fo Floodgate No. 7 at Haiet Steet. This leaves a width of appoximately 8 feet fo the tail between the gatehouse and the oadway which does not meet citeia. At Haiet Steet, the flood gate extends about 7 feet fom the face of the floodwall esticting the tail width again and leaving appoximately 14 feet fom the oadway to the floodgate. 10 The combined length of these width estictions is appoximately 90 feet Image Souce: Google Maps, 2015 Mehing Way at Haiet Steet looking east The tail width would be educed to less than minimum citeia in this aea and thee would be no buffe between the tail and the oadway. The AASHTO Guide fo the Development of Bicycle Facilities allows fo a educed tail width fo shot distances fo physical constaints such as the floodgate. The ecommended minimum width is 8 feet which is the smallest width within this stetch. The tail should move in towad the oadway and occupy all the available space between the oadway and the gatehouse/floodgate. Appopiate signs should be posted to wan uses of the naowe path width. A9: Mid-Block Cossing with Limited Sight Distance The tail would coss fom the south side of Mehing Way to the noth side to access an existing pedestian dooway in the floodwall. The cossing would be located appoximately 45 feet west of the floodwall at a beak in the steel stuctue suppoting the elevated CSX Raiload above Mehing Way. Moto vehicle sight distance to the cossing location may be seveely limited by the pesence of the steel stuctue immediately adjacent to the oadway (both appoaches) and the floodwall (WB appoach). A bicyclist taveling at 12 mph on the path would need to be able to see an appoaching vehicle fom a point 130 feet fom the cossing in ode Image Souce: Google Maps, 2015 Mehing Wayf flood wall facing east to stop befoe colliding with the vehicle. Similaly, a vehicle on Mehing Way taveling at the speed limit of 25 mph 11 would need to be able to see a bicycle on the path fom a point 220 feet fom the cossing. 12 The sight tiangle is blocked in both diections by the floodwall, the steel stuctue suppoting the elevated CSX Raiload and/o buildings adjacent to Mehing Way. Stop signs may be waanted fo eithe oadway o tail taffic because thee is not adequate sight distance fo yield contol. A aised cosswalk may also be beneficial to slow moto vehicle taffic, paticulaly fo those that may be opeating above the speed limit (which is cuently not posted). Waning signs should be posted fo both moto vehicle taffic and tail taffic. Bicyclists should be encouaged to dismount and walk thei bicycles acoss the oadway. A10: Pivate Popety Afte cossing to the noth side of Mehing Way, the tail would need to biefly ente pivate popety (owne: IMF, Inc.) 13 befoe eenteing public popety. The length of acquisition would be appoximately 50 feet. The tail would coss Mehing Way fom the south side of the oadway to the noth side to access an existing pedestian doo in the floodwall. The tail would then continue along the noth side of Mehing Way to Feeman Avenue. Between Ca Steet and Feeman Avenue, the tail would be located between the existing steel stuctue suppoting the elevated CSX Raiload and a commecial building. This aea, within the existing ight of way, is cuently used as paking and loading fo Valeie Makstell Inteios. The paking would need to be elocated (see Constaint A12) and accommodations may be necessay fo loading at existing gaages (see Constaint A14). Limits Floodgate west of Ca Steet to Feeman Avenue Adjacent Roadway Mehing Way Length 735 ft. Recommended Facility Type SU2: Shaed-Use Path Along Roadway & SU7: Shaed-Use Path Along Roadway with Buffe<5 feet CONSTRAINTS AND OBSERVATIONS A11: Hoizontal Width at Pedestian Doo at Floodgate No. 8 The tail would utilize an existing dooway in the floodwall on the noth side of Mehing Way. The dooway width is five feet. 14 Two bicyclists o a bicyclist and pedestian enteing the dooway fom opposite diections at the same time may collide and cash. The dooway would need to be 10 feet wide to meet the minimum citeia (8 feet path plus 1 foot buffe on each side). 10 A12: Hoizontal Width Between Roadway and Building The tail would poceed along the noth side of Mehing Way adjacent to a commecial building (Valeie Makstell Inteios). The hoizontal width between the oadway and the building vaies fom 14 feet to 29 feet. The aea is cuently used fo business paking and loading. The ight of way line is at the face of the building accoding to CAGIS. Thee is insufficient width to accommodate both the tail and paking within most of the length fonting the commecial building. The minimum width to accommodate a paking lane and the tail is 21 (7 paking lane, 5 buffe, 8 tail, 1 buffe to building). The paking should be elocate to anothe location such as the unused lot on the nothwest cone of Mehing Way and Ca Steet owned by Cincinnati SMU. Some on-steet paking could be povided on the easten end whee thee is moe width available. Lane width on Mehing Way WB could be educed in some locations to povide additional width fo paking. Mehing Way facing west A13: Business Entance The entance to Valeie Makstell Inteios is located midblock. Thee ae two steps to ente the building. The entance would font diectly on the tail. Customes exiting the business may step into the path of an appoaching bicycle. The width between the building and the oadway is appoximately 20 feet at the entance. The tail should be located as fa as pactical fom the building entance, pefeably 5 feet fom the edge of oadway, which would leave a 5 foot buffe to the building. A14: Loading Dock Thee may not be sufficient sight distance on the tail to see a vehicle exiting the loading dock. Mehing Way facing west A bicyclist moving at 12 mph would need to be able to see a vehicle exiting the loading dock at 5 mph fom a point 75 feet fom the dock (the distance equied fo the bicyclist to stop). 15 The bicyclist would also need to be able to see the vehicle at a point 38 feet fom the edge of the tail to be able to stop befoe the vehicle eaches the path. 16 At the loading dock, the available space between the oadway and the edge of the building is appoximately 26 feet. If the path is located 5 feet fom the oadway and is 10 feet wide, the edge of the path would be 9 feet fom the building. The building blocks the additional 29 feet that would be needed fo a bicyclist to see an exiting vehicle and have enough time to stop. Waning signs should be placed on the tail to wan bicyclists to slow down at the appoach to the dock. Coodinate with the building ownes to eect appopiate safety measues on the building, such as mios, so that tail uses and dock vehicles can see each othe bette. 11 A15: Hoizontal Width Between Roadway and Building At the southeast cone of the commecial building in the nothwest quadant of the Mehing Way and Feeman Avenue intesection is appoximately 10 feet fom the edge of the oadway. The total oadway width is appoximately 35 feet. The existing sidewalk width would not safely accommodate tail uses and povide a buffe to the oadway and building. A pedestian o bicyclist appoaching the tail fom the sidewalk on the east side of the building could collide with a tail use because of limited sight distance aound the building. The oadway width should be educed to povide at least enough space fo an 8 foot tail and a 5 foot buffe fom the oadway. Also, the tail offset fom the building should be maximized to povide additional sight distance aound the building. Intesection of Mehing Way and Feeman Avenue facing west Altenatives Consideed: Two altenatives wee consideed within this segment but not ecommended: 1. Continuation of the shaed-use path along the south side of Mehing Way. A continuation of the tail along the south side of Mehing Way within this segment would not meet the established citeia because of a aiload tack estimated at 15 feet to 18 feet south of the oadway and a steel stuctue immediately adjacent to Mehing Way suppoting the elevated CSX Raiload above the oad. A tail along a aiload should be offset fom the tack by 25 feet. As an absolute minimum, the legal cleaance equiement fom the centeline of tack is 8 feet in Ohio. 17 With a baie o fence placed at the minimum cleaance offset, thee would be appoximately 9 feet emaining fo a tail between the fence and the steel stuctue suppoting the elevated CSX Raiload. The effective tail width would be 7 feet in this situation accounting fo 1 foot buffes to the fence and steel stuctue. This does not meet the minimum equiement of 8 feet in the AASHTO Guide fo the Development of Bicycle Facilities. 18 Futhe CSX may own popety to nea the Mehing Way edge of pavement fo at least half the length of this segment accoding to CAGIS. A continuation of the path along the south side of Mehing Way would also necessitate constuction of a new tail opening in the floodwall west of Ca Steet at Floodgate No Sidewalk on the noth o south side of Mehing Way with bicycles using a shaed oadway lane with painted shaed lane makings (shaows). Simila to a shaed-use path adjacent to the aiload, a sidewalk would also be within the 25 foot wide cleaance aea fo the aiload. Again, a baie could be eected at the absolute minimum hoizontal cleaance of 8 feet which would allow a sidewalk width of 7 feet. Howeve, as noted above, CSX may own a potion of the popety needed fo the sidewalk. A sidewalk could also be constucted on the noth side of Mehing Way but it would also impact the paking aangements as noted fo the ecommended shaed-use path on the noth side. 12 ALTERNATIVE: A SEGMENT A: 6-7 SEGMENT DESCRIPTION Tail would un along the south side of Mehing Way. Thee is appoximately 20 to 23 feet of geen space between the oadway and the adjacent industial opeations at Cincinnati Bulk Teminals. This would povide enough space fo a 10 foot wide tail, a 5 foot buffe between the tail and the oadway and a 5 to 8 foot vegetated buffe and fence between the tail and the industial opeations. All the popety is publicly owned except fo the westen end of this segment as noted in Constaint A17. Limits Feeman Avenue to Pete Rose Way Adjacent Roadway Mehing Way Length 2,200 ft. Recommended Facility Type SU2: Shaed-Use Path Along Roadway CONSTRAINTS AND OBSERVATIONS A16: Mehing Way / Feeman Avenue Intesection The Mehing Way intesection with Feeman Avenue has slip amps in the nothwest and southwest quadants. The slip amps povide a pedestian efuge island which effectively educes the length of the cossing. The pedestian efuge island in the nothwest quadant is too small to accommodate the tail width. The slip amp and island should be econstucted to povide a lage efuge island. The slip amp could be elocated to occupy the space within the public ight of way immediately east of the commecial building at the cone. This oadway emnant was the oiginal location of Feeman Avenue. Thee is cuently no cosswalk fo the west leg of the intesection acoss Mehing Way. Thee ae existing cosswalk, pedestian signal heads and pushbuttons fo the othe legs. The existing taffic signal will need to be modified to accommodate a pedestian phase, pedestian signal heads and pushbuttons fo the west leg to accommodate the tail cossing. Mehing Way Intesection facing west The existing efuge island may not be lage enough to accommodate the tail width. The intesection should be edesigned with a lage pedestian efuge island. 49

13 A17: Raiload Pies Seveal aiload pies ae located in the southwest quadant of Mehing Way and Feeman Avenue. A lage concete pie is located immediately adjacent to Mehing Way. Thee is anothe smalle concete pie located appoximately 6 feet south of the lage one. And thee is a lage steel pie located west of both the concete pies. The steel pie is appoximately 9 feet fom the lage concete pie. The pefeed tail alignment is to pass all thee pies on the south side in appoximately the same location as the existing CSX aiload siding. Although the tack is used to the west of Feeman Avenue, thee is evidence that the tack is not used fom Feeman Avenue eastwad. Vegetation is gowing within the tacks and the tacks appea to end about 300 feet southeast of the aiload bidge ove Mehing Way. Even if the tacks ae not cuently used, CSX and Cincinnati Bulk Teminals may want to eseve the option of using the tack in the futue. Futhe, the tack is on CSX popety. The status of the CSX tack and futue plans of Cincinnati Bulk Teminals should be veified. Altenative Consideed: If access to the tack cannot be obtained, an altenative is to oute the tail on the noth side of the lage concete aiload pie adjacent to Mehing Way and within the cuent location of the meging lane fom Mehing Way west of Feeman. The mege lane could be eliminated by econfiguing the intesection. The meging lane is appoximately 11 feet wide. Additional space fo a buffe between the tail would still be needed and could be obtained by shifting the two tavel lanes ove appoximately six feet into the space cuently occupied by the gass median. Thee is appoximately 12 feet of space available between the existing median edge of pavement and anothe concete aiload pie. This would then povide space fo a 10 foot tail, 5 foot oadway buffe and 2 foot buffe to the pie face. A18: Utility Poles Two utility poles located appoximately 600 and 800 feet nothwest of Pete Rose Way ae appoximately 10 feet fom the cub and likely within the path of the tail. Recommended Facility Type SU2: Shaed-Use Path Along Roadway CONSTRAINTS AND OBSERVATIONS Geneal: Coido Width This segment does not cuently have adequate width along the south side of Mehing Way to continue the tail as noted in the constaints below. Futhe, locating the tail onto pivate popety owned by Duke Enegy and Hilltop Basic Resouces may not be feasible. Duke Enegy s West End Substation is located within 10 feet of the cub (Constaint A18). Hilltop stoes bulk mateials on thei land up to the ight of way line. Mehing Way is appoximately 46 feet wide in this segment with fou tavel lanes, two in each diection. The ADT in 2013 was 2,971 vehicles. 19 Typically, a fou lane highway can accommodate taffic volumes significantly highe. It may be feasible to educe the numbe of lanes to accommodate the tail. The analysis estimated that the existing level of sevice on the oadway is ated as A with a volume to capacity atio of By educing the numbe of lanes to two, the level of sevice would be appoximately B with a volume to capacity atio of This analysis indicates the oadway cuently has consideable excess capacity as a fou lane oad and could be educed to two lanes without advesely affecting typical weekday taffic. This analysis does not conside impacts to taffic duing events held at the ivefont such as Bengals and Reds games when the event taffic may be highe than that used in the analysis. Howeve, Pete Rose Way is available as an altenative oute to the ivefont. West of Pete Rose Way, the left lane of Mehing Way could be designated as a left tun lane to Pete Rose Way with the ight lane being the though lane. Futhe analysis may be needed to evaluate the lane eduction with event taffic. The tail could be accommodated in this segment by educing Mehing Way fom fou lanes to two fom Pete Rose Way to just east of the Clay Wade Bailey Bidge, shifting motoized taffic into the two nothen lanes, and conveting the two southen lanes into a tail with vegetated buffes to the oadway and adjacent industial popeties. Thee may be space to widen onto the pivate popety owned by Duke Enegy (except as noted in Constaint A19). Howeve, the facility houses majo electical infastuctue (ecently elocated because of the anticipated new I-75 Ohio Rive Bidge). At least one electical pole would need to be elocated. The pesence of undegound facilities would need to be veified. A concete wall, appoximately five feet in height, would need to be elocated. Because of this constaint, the tail should be located within the existing ight of way by educing the numbe of tavel lanes on Mehing Way as noted above. A20: Hoizontal Width between Cub and Electic Distibution Towe The available width between the oadway cub and an existing electical distibution towe is appoximately 10 feet. The towe is consideed unmovable. The available width does not meet the standad citeia and would not safely accommodate tail uses and povide a buffe to the oadway. The tail would paallel the noth side of US 50 and be cantileveed fom the existing US 50 bidge ove the Mill Ceek and CSX/CIND Railoads. On the east side of the Mill Ceek, the tail would coss US 50 at the location of an existing pedestian bidge, then join with Altenative A at Mehing Way. This altenative alignment does not equie occupying any aiload popety although it will still equie aiload coodination fo an aeial cossing of the tacks. It also has no at-gade aiload cossings which may be easie to negotiate. Limits Evans Steet to Mehing Way Adjacent Roadway US 50 Length 3,000 ft Recommended Facility Type SU2: Shaed-Use Path Along Roadway SU4: Shaed-Use Path on Stuctue CONSTRAINTS AND OBSERVATIONS B1: Cantileve fom MSE Wall Thee is a Mechanically Stabilized Eath (MSE) etaining wall located on the west appoach of the US 50 bidge. The wall is appoximately 450 feet long and 19 feet high at the highest point. The existing sidewalk, located on the fill side of the wall, has a width of appoximately 8 feet and thee is no physical baie between the sidewalk and the 55 mph tavel lane. To accommodate the tail, a concete baie would need to be constucted at the cub and the width of the sidewalk inceased to a minimum of 10 feet. This would equie a cantileve of appoximately 4 to 5 feet fom the face of the existing MSE Wall. MSE walls ae not typically designed to suppot cantileve loads fom the face of the wall. In addition, the concete panels on the face of the wall ae elatively thin and would allow few options fo a cantileve connection. While futhe analysis would need to be completed to detemine the capacity of the wall, stengthening o ebuilding the wall would likely be equied to suppot a cantileve load. 19 B2: Cantileve fom US 50 Bidge The existing sidewalk width is appoximately 5 feet and thee is an existing concete baie between the sidewalk and the 55 mph tavel lane. To accommodate the tail, the width of the sidewalk would need to be inceased to a minimum of 10 feet. This would equie a cantileve of appoximately 5 to 6 feet fom the face of the existing bidge. The most feasible option fo stuctual suppot would likely be widening the existing bidge. Removing the noth sidewalk ailing on the existing bidge would allow the deck to be widened to accommodate the sidewalk. Depending on the available capacity of the existing steel beams, one o two new steel beams would be added fo the widening. The new beams could be suppoted on hammehead shaped concete pies constucted adjacent to the existing pies. A new baie would be built on the outside edge of the widened bidge. US 50 noth sidewalk facing east B3: Ovehead Sign Tuss and Bidge Mounted Light Poles An ovehead sign tuss is located on US 50 on the east side of the Mill Ceek. The nothen tuss foundation is located at the outside edge of the existing sidewalk. Widening the sidewalk to accommodate the tail would equie also widening the tuss. Thee ae also bidge mounted highway lighting poles attached to the noth side of the sidewalk ailing. All of the poles and electical sevice would need to be elocated. Ten existing lights would be affected. B4: Hoizontal Width at Gatehouse The existing gatehouse fo Floodgate No. 5 though which the CIND Raiload passes noth of US 50 is appoximately 6 feet fom the outside face of the existing sidewalk ailing. US 50 noth sidewalk facing east Thee may be vey limited space fo widening the sidewalk to 10 feet minimum in its pesent configuation. The length of the floodgate building is appoximately 100 feet. Constucting a cantileve immediately adjacent to the building could be challenging. Note: The gatehouse may be eplaced in a new location as pat of an ongoing floodgate impovement poject by Cincinnati SMU. US 50 noth sidewalk at the gatehouse facing east 56

20 B5: Steps to US 50 Pedestian Bidge Thee ae appoximately 30 steps to each the top of the existing pedestian bidge ove US 50. The steps ae not accessible and would not be compliant with the ADA. The steps would need to be eplaced with a amp at a maximum gade of 5%. The amp length would likely be appoximately 400 feet long on both sides of US 50. The bidge is appoximately 140 feet long and 7 feet wide. The stuctue was built in It was last inspected Sept. 2, 2014 and was given a geneal appaisal of 7-Good with an opeational status of A-Open with no estictions. The full length of the bidge is lined with a vandal potection fence. An electic conduit cosses the westen side of the bidge on the southen half. The width of the existing bidge is too naow fo the tail. The minimum width is 10 feet (8 foot tail with 1 foot buffes to the bidge ailing). Thee would be inadequate space fo passing othe tail uses. Bicyclists would need to be encouaged to walk acoss the bidge. Existing pedestian bidge ove US 50 facing west The existing bidge should be eplaced with a new, wide bidge possibly using the existing pies. The cost would likely be less than $1 million (not including the poposed amp appoaches). The alignment would connect with Altenative A on eithe side of the Mill Ceek. The tail would mostly be unde the southen side of the existing US 50 viaduct and within the existing highway ight of way. A new tail bidge would be constucted unde the US 50 bidge possibly utilizing the US 50 pies as its suppots. On the east side of the Mill Ceek, the tail would follow the edge of the floodwall to the existing Floodgate No. 5. One of the existing steel floodgate panels would have to be emoved to admit the tail. 22 C2: Bidge ove Mill Ceek The poposed tail bidge could possibly be suppoted by the existing US 50 pies. The US 50 bidge ove the Mill Ceek was constucted in 1965 and widened in The last inspection was completed Novembe 10, The substuctue of the bidge was given an appaisal of 6-Satisfactoy. The space between the pies is estimated to be 25 feet (nomal to the bidge). The pies ae skewed to the alignment of the Mill Ceek. A concete o steel suppot could be attached between the pie columns to suppot the new tail bidge. The tail bidge would have a total length of appoximately 260 feet with a main span of appoximately 143 feet. Peliminay estimated cost fo the stuctue may be in the ange of $1 million. A full stuctual analysis would need to be pefomed to ensue that the existing US 50 pies and foundation can suppot the additional load fom the tail bidge. Pie modifications may be equied to suppot the additional load. US 50 bidge pies facing east Access to install pefabicated bidge beams may be difficult between the US 50 pie columns. Access to dive steel H piles fo the foundation of the bidge abutment (and potential pie modifications) may also be difficult because of the available vetical cleaance unde the existing bidge. C3: Pivate Popety & Floodgate No. 5 The tail would need to biefly ente popety owned by the CIND Raiload to get access though Floodgate No. 5. The access would be unlikely to have an impact on the aiload s cuent o futue opeations as long as the tail can go though the southen end of the floodgate. Steel floodgate panels ae cuently eected in that location. One o two panels may need to be emoved. If the panels cannot be emoved, then the tail would need to use the existing opening on the noth side of the floodgate adjacent to the CIND Raiload access. The CIND Raiload may not allow access on thei popety fo the tail. A new opening in the floodwall fo the tail could be constucted within the existing ight of way unde US 50 if necessay. The altenative would begin at Altenative A west of Ca Steet and the Mehing Way floodgate. Following the floodwall West of Ca Steet, the alignment would pass a floodgate stoage building fo Mehing Way Floodgate No. 8 and the Ca Steet Pump Station. The tail would then coss Ca Steet just noth of Floodgate No. 9 and follow the east side of the steet to the cone of the floodwall. Then the alignment would go eastwad between the floodwall and the cloveleaf amp to US 50. At Feeman Avenue, the alignment would tun south and follow Feeman Avenue though Floodgate No. 10 whee the existing sidewalk width is appoximately 12 feet. The alignment would then ejoin Altenative A at Mehing Way. Limits Floodgate No. 8 west of Ca Steet to Feeman Ave./Mehing Way Intesection Adjacent Roadway Ca Steet & Feeman Avenue Length 1,325 ft. Recommended Facility Type SU1: Shaed-Use Path on Independent Alignment SU2: Shaed-Use Path along Roadway CONSTRAINTS AND OBSERVATIONS NOTE Constaints A9 and A10 also apply to Altenative D D1: Mid-Block Cossing with Limited Sight Distance at Ca Steet The tail would coss Ca Steet immediately noth of the existing floodwall. Moto vehicle sight distance to the cossing location fom the south on Ca Steet may be seveely limited by the floodwall. A bicyclist taveling at 12 mph on the path would need to be able to see an appoaching vehicle fom a point 130 feet fom the cossing in ode to stop befoe colliding with the vehicle. Similaly, a vehicle on Ca Steet taveling at the speed limit of 15 mph 20 would need to be able to see a bicycle on the path fom a point 140 feet fom the cossing. 21 The sight tiangle is blocked by the floodwall fo both diections of the path. Stop signs may be waanted on eithe the path o oadway appoach to the cossing because thee is not adequate sight distance fo yield contol. Waning signs should be posted fo both moto vehicle taffic and tail taffic. The maximum accessible gade is 5% which would equie a hoizontal distance of 400 feet. The distance between Ca Steet and Feeman Avenue is appoximately 450 feet. The tail would need to be built on fill along the floodwall. The gade of Feeman Avenue between the floodwall and Sagent Steet is appoximately 6%. Fill would need to be placed against the floodwall. A stuctual analysis may be equied to ensue the wall has enough stuctual capacity to etain the fill. The gade of the tail would likely need to follow the gade of Feeman Avenue which exceeds the maximum accessible slope of 5%. Howeve, the ADA guidelines do allow fo accessible outes along a oadway to follow the oadway if no othe altenative exists. 22 D3: Floodgate No. 10 The width between the cub and the floodwall at Floodgate No. 10 on Feeman Avenue is appoximately 12 feet. The minimum width fom the cub to the floodwall should be 14 feet (8 foot tail, 5 foot buffe to oadway and 1 foot buffe to wall). The tail width and/o buffe width could be educed fo this localized aea. The AASHTO Guide fo the Development of Bicycle Facilities allows fo a educed tail width fo shot distances fo physical constaints such as the floodgate. 23 D4: Light Pole An existing light pole on Feeman Avenue immediately south of the floodwall is located appoximately 10 feet fom the cub line and would likely be within the path of the tail. The light pole will need to be elocated. D5: Steep Embankment & Pivate Popety The west side of Feeman Avenue south of Floodgate No. 10 is on a steep embankment with an appoximate 2:1 slope located behind guadail. The embankment would need to widened o a etaining wall could be constucted to accommodate the tail. 26 ALTERNATIVE: E SEGMENT E: 11-4 This altenative, developed by the City of Cincinnati, would coss the Mill Ceek on eithe a new tail bidge on the south side of the US 50 Bidge o by widening the existing US 50 bidge to accommodate the tail. SEGMENT DESCRIPTION This segment is simila to Altenative B except on the south side of US 50. The westen end would connect to the poposed Ohio Rive Tail West in the vicinity of Evans Steet south of US 50. A new MSE wall would be constucted adjacent to the existing wall along US 50. The tail would coss the ailoads and the Mill Ceek by eithe widening the existing US 50 bidge o constucting a new bidge immediately south of the US 50 bidge. On the east side of the Mill Ceek, the existing oadway embankment would be widened to accommodate the tail gade adjacent to US 50. The tail would coss Mehing Way and connect with Altenative A. Limits Ohio Rive Tail West (south side of US 50 nea Evans Steet) to Mehing Way Ramp fom US 50EB Adjacent Roadway US 50 Length 2,800 ft. Recommended Facility Type SU2: Shaed-Use Path along Roadway SU4: Shaed-Use Path on Stuctue Constaints and Obsevations: E1: Connection to Ohio Rive Tail West Between the connection point with the Ohio Rive Tail West and the west abutment of the US 50 bidge, the available width between the existing US 50 MSE wall and the aiload ight of way vaies fom appoximately 69 to 42 feet. 25 This limited space would need to accommodate the Ohio Rive Tail West, Altenative E and a new oadway to access the poposed Pice Landing Pak. The tail and oadway widths may need to be naowed in some locations to fit within the available space. E2: MSE Wall This constaint would be simila to Constaint B1. Since an existing sidewalk is not pesent on the south side of US 50, a cantileve attached to the existing MSE wall would have to suppot the entie tail width. MSE walls ae not typically constucted to suppot cantileveed loads. It is likely that the MSE wall would need to be econstucted in this aea to suppot the tail. E3: Bidge ove Railoads and Mill Ceek The stuctue suppoting the tail ove the ailoads and the Mill Ceek could eithe be a new stuctue o a widening of the existing US 50 bidge. A new stuctue would be appoximately 1,050 feet in length. 25 HAM Constuction Plans (2010) 63

27 The ecently econstucted US 50 bidge cuently has additional width available on the south side which is stiped out. The width vaies fom a minimum of 4 at each abutment to a maximum of 22 feet. The widest potion occus nea the location whee the CSX and CIND tacks pass beneath US 50. The oadway is classified as an uban ateial in this location and has a design speed of 50 mph. 26 Standad design citeia equies a minimum shoulde width of 12 feet fo a divided ateial highway. 27 At the widest point, thee would be appoximately 10 feet of unused pavement on the existing stuctue that could be devoted to the tail. Widening to accommodate the tail would still be equied at eithe end. Additional pies would likely need to be constucted to suppot the widening sections at eithe end. New pies would likely not be equied at the widest existing section whee the aiload tacks pass beneath. This would limit impacts to and coodination with the ailoads fo this altenative.
