3 Supporting Rotary Club of Chatham Community Projects February 2015 Dear Dragon Boat Team Captains: The Rotary Club of Chatham welcomes you to the Dragon Boat Festival experience where your fundraising efforts will go far in support of your local community. The Rotary Club of Chatham is very excited to be hosting this wonderful annual festival and looks forward to working with you and your team. Funds raised will help support many important community projects. Previous projects supported by the Rotary Club of Chatham include without limitation, purchasing a bus for Miramichi Physically Disabled, purchasing two vans for the Senior Citizens, assisting with the breakfast program for local schools, purchasing a portable computer operated defibrillator for the Miramichi police and purchasing a thermal imaging camera for the Miramichi Fire Department. In addition this festival will encourage and promote team building, community spirit and family fun for all ages. Enclosed in this Team Kit is everything you will need to organize and encourage your team (Team Registration, Roster, Pledge Sheets, Waiver Forms and Rules and Regulations) for the Festival. Please encourage your team members to raise and collect (through pledges and fundraising events) a minimum of $ each to support this worthy fundraising cause. To improve lines of communication with your team, space has been included on the roster for the addresses of your crew members so that you can set up a Team Address Book. 5 Supporting Rotary Club of Chatham Community Projects Press Release DRAGON BOAT FESTIVAL is paddling into Miramichi, NB via the Rotary Club of Chatham. On August 15 th, 2015 the Miramichi River will be alive with the anticipation of spectators and over 700 participants racing for the Dragon Boat Glory! There will be lots of great entertainment, vendors, prizes and fun for all ages. Dragon Boat racing is a long-standing Chinese cultural tradition dating back 2,400 years. It began as a ceremony held to commemorate the death of Qu Yuan, a minister of State in ancient China. Today, Dragon Boat racing is the source of annual rituals and festivals celebrated around the world. It is one of the fastest growing team based water sports with approximately 50 million participants in over 60 countries. The race is a 200 m course lasting approximately 2 min starting at the Rodd Hotel and ending at Waterford Green. Teams consist of 17 people, including 16 paddlers, a drummer, and one professional steers person who will safely guide the 46 boat. Every team will have one practice and at least 2 races at the festival. The race is suitable for those 16 and over from all fitness levels. The entry fee for a team is $1000 (a little less than $59 per person) and team members will be challenged to raise as much money as possible. 6 Supporting Rotary Club of Chatham Community Projects Dragon Boat Backgrounder Dragon boating is the fastest-growing sport in the world and its most popular water sport (Dragon Boat World magazine, Sept. 2002). It s easy to learn, it s safe to do, and it s fun. A crew of twenty, seated in two parallel columns of ten people each, paddle to the beat of a drummer stationed at the bow of the dragon boat. A steersperson, standing at the stern, navigates the race course with the help of a single long oar. A dragon boat is a long, narrow boat designed to resemble a dragon with a dragon head and tail affixed to the bow and stern, respectively. The boat s sides are brightly painted with dragon scales. A dragon boat typically measures about 12.5 metres (41 feet) long and but 1.2 metres (4 feet) across at its widest point. Empty, the type of dragon boat used by 22Dragons weighs 260 kg (570 pounds). During a race, however, the paddlers must propel a boat and crew weighing near 2,300 kg (5,000 pounds). A typical dragon boat race is 500 metres, during which the paddle stroke rate can range between 60 and 100 strokes per minute. A 500- metre race usually lasts about 2 minutes and 20 seconds. While sprint races of 200 metres are not uncommon, paddlers also compete in endurance races of 6 km, lasting over 30 minutes. Crews of 20 paddlers are usually of mixed gender with a minimum of eight women and eight men. From a spectator s perspective, dragon boat races are colourful and exciting. Dragon boats come streaking down the race course with drums beating, paddles splashing and fans cheering for their favourite teams. Dragon boat racing is an international sport with competitions annually held at the world level. The International Dragon Boat Federation, based in the United Kingdom, is the body charged with governing the sport across the globe. The sport is currently seeking Olympic status. Dragon boating is governed nationally by Dragon Boat Canada. Dragon boating originates from China where legend has it that a poet named Yuan was expelled from office by a corrupt administration. Protesting the corruption, Yuan drowned himself in the Mi Lo River, near present-day Yue Yang. Local fishers, seeing his plight, rushed out in boats to save him. They beat drums, thrashed the water with paddles and threw rice dumplings into the river to appease the water dragon. This event has been commemorated in an annual festival which has evolved into present-day dragon boat racing.

In consideration for receiving permission to participate in the Miramichi Dragon Boat Festival as well as to join the practice sessions and to enter the premises, waterways and grounds supervised or in any way controlled by the Miramichi Dragon Boat Festival or by the City of Miramichi, the receipt of said permission being hereby acknowledged, I do hereby forever release, remise and forever discharge the Miramichi Dragon Boat Festival (MDBF), the City of Miramichi (CM), all sponsor (ETC) and their respective directors, members, trustees, agents, representatives, officers, sponsors, licensors, servants, volunteers, and employees, from any and all liability related in any way to the organization and operation or support of the 2015 Miramichi Dragon Boat Festival and agree to hold and save them Harmless and Indemnify them from and against any and all liabilities, claims, injuries, losses, damages, expenses, demands, actions, and causes of action of whatsoever kind or nature I may have or obtain arising out of or related to my participation in the 2015 Miramichi Dragon Boat Festival from any such loss, damage, or injury, including death, etc., that may be sustained by me for whatever reason while so participating in the Miramichi Dragon Boat Festival or upon the premises or grounds supervised or controlled by the MDBF, CM and/or ETC, whether such damages are the result of negligence or for any other reason or cause. 2. Please read Description of Risks I am participating voluntarily in the sport of dragon boating and the activities, events and programs of the Organization. In consideration of my participation, I hereby acknowledge that I am aware of the risks and hazards which include, but are not limited to, injuries from: a) The sport of dragon boating; b) Entering and exiting the dragon boat or capsizing a dragon boat; c) Executing strenuous and demanding physical techniques and/or exerting and stretching various muscle groups; d) Vigorous physical exertion, strenuous cardiovascular workouts, rapid movements and quick turns and stops; e) Falls due to wetness, uneven or irregular surfaces; f) Contact, falling or colliding with the dragon boat, other boats, paddles, docks or with other participants; g) Failure to properly use any equipment, the mechanical failure of any piece of equipment or inadequate safety equipment; h) Failure to stay within designated areas; i) Extreme weather conditions which may result in dehydration, hypothermia, heatstroke or sunstroke; j) Extended times in water or under the water; k) Spinal cord injuries which may render me permanently paralyzed; l) Travel to and from competitive events and associated non-competitive events which are an integral part of the Organization s activities. Furthermore, I am aware: a) That injuries sustained can be severe and that my risk of injury increases as I become fatigued; and b) That my risk of injury is reduced if I follow all rules established for participation. 3. I and my next-of-kin are duly aware of the risks and hazards inherent in both the sport of paddling and entering the premises used for the purpose of launching, docking and storing equipment used in the sport of paddling, and specifically in participating in the Miramichi Dragon Boat Festival and the practice sessions held at said premises and participating in said event, knowing conditions may be hazardous and dangerous and that obstruction may exist, and that high winds may cause rough water, and that I hereby give notice that I am a competent swimmer and that I voluntarily assume all risks of loss, damage or injury, including death, that may be sustained by me or to any property in or upon said premises or engaged in said event. 4. I agree to properly wear, at all times, while participating in the Miramichi Dragon Boat Festival, including any training sessions, an approved flotation device or life preserver/life jacket.

13 5. I hereby warrant that I understand the physical demands of participating in the Miramichi Dragon Boat Festival and confirm that I am healthy enough to participate 6. 15 These rules and regulations will be enforced. Any breach may result in disqualification Section 1 General 1.1 Management i) The Board of Directors of the Miramichi Dragon Boat Festival is the ultimate authority with respect to all matters pertaining in any way to the Festival. The Board's decisions and rulings shall be final and binding on all persons, groups and organizations, incorporated or unincorporated, concerned with the decision or ruling. Production and management of the 2015 Miramichi Dragon Boat Festival (MDBF) is the responsibility of the Miramichi Dragon Boat Festival & the Rotary Club of Chatham, in consultation with the Board. i All racing shall be under the supervision and control of the Chief Race Officer of the Festival. The Chief Race Officer shall have the power to appoint such on-water and off-water officials, as he/she deems appropriate for the proper control and management of the heats and results. There shall be no appeal from the decisions and rulings of the Chief Race Officer. 1.2 Eligibility i) To be eligible to compete or participate in any way in the Festival a team and all of its members must conform to the Entry and Racing Regulations of the Festival. i The MDBF Steering Committee shall decide upon the number of teams participating in the event. The MDBF Steering Committee has the right to accept or reject any entry submitted for any reason.

16 1.3. Registration and Fees i) Each team must deliver a completed Team Registration Form to the Festival Office, by May 16 th, 2015 accompanied with the appropriate registration fee. i The Steering Committee reserves the right to accept or reject late entries, at its discretion. A team wishing to withdraw from the MDBF must do so in writing delivered to the MDBF office no later than 4:30 p.m. on July 31st 2015 requesting a refund of its registration fee. A $ administration charge will be deducted. iv) Normally, there are NO REFUNDS of registration fees after July 31 st, v) A completed team roster giving the name, gender and date of birth of each team member must be delivered to the Festival no later than 8:00 am, August 14th, vi) The entry fees for 2015 are as follows: $1000 per team 1.4. Definitions i) For purposes of this Manual and the MDBF, heat refers to an individual competition among a group of teams; round refers to a series of heats: race refers to the general case, as in race day or Chief Race Officer ; paddle or paddlers refers to those who propel the Dragon Boat, as opposed to steering or drumming Team Categories for the Championship Trophy: In order to be eligible: i) In order to be eligible to be a team member a person must be at least 16 years of age as of Saturday, August 15 th, Exceptions to the above may be considered at the discretion of the Steering Committee.

17 1.6. Team Groupings and Advancement i) For scheduling purposes and particularly in the first round, the Steering Committee or its designate may place teams together as groups. For example groupings might consist of financial groups, professional firms, municipalities, all women, all men, etc. i iv) Team groupings for each heat shall be as determined by the Chief Race Officer. The Chief Race Officer shall have full authority to carry out the intent of the Steering committee in matters of heat groupings and team advancement. Team representatives shall deal exclusively with the Chief Race Officer with respect to any questions regarding race event groupings or team advancement Rights, Sponsorship, Etc. i) Miramichi Dragon Boat Festival owns all rights relating to the Festival, in particular and without limitation, the rights relating to its organization, exploitation, advertising, sponsorship, commercial representation, broadcasting and reproduction by any means whatsoever Training session i) Each team shall be entitled to one training session, approximately one hour in length, as arranged under the auspices of the Festival office. i Teams that fail to show up for a booked training session forfeit their entitlement to that training session. All team members must participate in one training session in order to be eligible to participate in the festival. iv) For additional practice sessions, please contact Véronique Arsenault at veronique.arsenault@gmail.com

18 Section 2 Racing 2.1. Team Membership i) Each individual team member is required to comply with the Festival Rules and Regulations and is responsible to act, on and off the water in a manner that is fair and respectful of him or herself, all other race participants, officials, volunteers, spectators and all other persons associated with the Festival. i iv) Except as provided in the foregoing, a person may register with and paddle only for one team. Any team, which allows a person not registered with that team to participate as a crewmember may be subject to immediate disqualification from the heat and from further participation in the Festival. For races, each boat shall have a steersperson (provided by MDBF) a drummer and a maximum of 16 paddlers (17 members in all). Except as allowed by the Chief Race Officer, the name of each person in the boat must be on the team's roster sheet. v) Teams are limited to a maximum of 30 members, including the Team Manager/Captain. Each team must have a minimum of 6 women participating. A team must select the 17 actual participants for any heat from those it has duly registered. vi) A final team roster must be submitted to the registration desk by 8:00 am on August 15 th, v vi ix) A team must designate a team Manager/Captain. In certain cases, teams identify two individuals, a team Captain and a team Manager. These people may or may not be crew members. The team will identify its spokesperson. The Team Manager/Captain shall be responsible for the conduct for his or her team and for communicating and distributing all information to the team. She/he is responsible for collecting and submitting all forms and waivers and for liaison with the Chief Race Officer and/or her/his designate, and attending the Team Manager/Captain briefing prior to the commencement of races on race day

19 x) Each individual team member is required to comply with the Festival Rules and Regulations and is responsible to act, on and off the water in a manner that is fair and respectful of him or herself, all other race participants, officials, volunteers, spectators and all other persons associated with the Festival. xi) Any on-water or off-water MDBF official may at any time require a Dragon Boat Team to identify the names and ages of its members Waivers i) All persons practicing for or racing in the Miramichi Dragon Boat Festival must sign a waiver, accepting the risks associated with their participation in the Festival (including preparation and practice as well as actual competition) and waiving any rights they may have to any cause of action against any person, corporation or organization in any way associated with the Festival. The Team Manager/Captain shall deliver all signed waiver forms to the Festival Office or registration desk no later than 8:00 am on Saturday, August 15 th, A participant MUST have signed and submitted a waiver form prior to participation in any training session or race Safety i) all paddlers are required to wear the Personal Floatation Device (PFD) provided or approved by 22Dragons. i iv) Practices may be cancelled due to hazardous weather or marine conditions. Though teams are specifically responsible for their own safety; the Practice Supervisor may, at his/her discretion, suspend or cancel training session due to failure to observe safety rules, hazardous weather or marine conditions. Should this happen, attempts will be made to re-schedule the training session based on availability. A safety boat and a referee will follow each heat. If a dragon boat veers off course or becomes swamped, the crew shall remain with the boat and wait for the referee and/or safety boat to arrive. Instructions from these officials must be followed. v) Personal Flotation Devices (PFDs) will be provided for each crew member. In accordance with MDBF rules and Canadian Coast Guard regulations, these must be worn in the Dragon Boat at all times.

20 vi) v vi ix) Each team member is solely responsible for his or her own safety at all times while engaging in activities related to practicing and racing in the Miramichi Dragon Boat Festival. Dragon boat racing is an intense physical activity. Each participant is solely responsible to ensure that s/he is in adequate physical condition to compete. Weather conditions in August vary greatly. In hot and sunny weather participants are encouraged to hydrate prior to the event, take a water bottle in the boat, wear a hat and use sunscreen. In cold and/or wet weather, participants are encouraged to dress appropriately. The air temperature over the water may be considerably cooler than the air temperature over land. The MDBF is an on-water based event, bringing the inherent risks of such events. To that end, it is the responsibility of each team member to wear or carry appropriate personal floatation. It is the responsibility of the Team Manager/Captain to ensure that this provision is implemented Dragon Boats and Equipment (The FESTIVAL BOATS) i) The boats and drums supplied by the Festival, the festival boats, used during the Miramichi Dragon Boat Festival will be supplied by 22Dragons i iv) Each boat is fully equipped with Dragon Head and Tail, paddles, steering oar and drum. The festival boats only will be used in the races. Personal Flotation Devices will be available. v) Paddles and PFDs may be provided by the teams, providing that they are approved under Coast Guard regulations and that they are the endorsed by the Chief Race Officer. vi) v The drum and drumstick provided (or the drummer s voice) shall be used exclusively to signal the stroke rate. Whistles, rattles, air horns or any other noise making devices are prohibited. No additional equipment of any kind may be used and there can be no alteration to the festival boats.

21 vi ix) The Steering Committee of the Festival may at its sole and absolute discretion permit any team with special needs to use equipment necessary to reasonably accommodate its special needs. Each team is responsible for any damage to a festival boat, damage to or loss of paddles, drums, related boat equipment and PFDs in their use. x) Electronic devices, radio, signalling devices, bilge pumps or bailing devices other than those provided, shall not be used during races Race Venue and Logistics i) MDBF is hosted at Waterford Green located on Miramichi River. i iv) The racing area is subject to local water levels though depths are not generally an issue. Races are conducted on a closed course marked clearly with buoys. The referee will direct the teams to within 20 metres of the start line (pre-start position). Once each boat is in the pre-start position the referee will hand the heat over to the Starter. v) The Starter will then direct each boat, using lane numbers, to the start line. As soon as all boats are aligned and stationary the Starter will announce "ATTENTION PLEASE" and within 2 seconds the starting gunfire will fire. vi) v vi ix) A false start will be credited to any team that begins paddling, in a whole or in a part, prior to the gun. A false start will be signified by two short blasts from an air horn or a second blast from the starting cannon. A restart will include a warning to the team(s) credited with the 'false start'; a second false start by a team in a given heat will result in disqualification from that heat. In all cases, the Starter has the right to call back the heat for a re-start. Once a heat has begun each team is responsible for remaining within its respective lane until the end of the race course. x) A team that enters another team's lane may be disqualified from that heat.

22 xi) x xi xiv) xv) A team must cross the finish line in its own lane. The referee, whose decision is final and without appeal, will decide whether or not interference has occurred. A team that is interfering or is about to interfere with another may be told to stop their boat by a race official. If the team does not stop, their boat they will be disqualified from that heat. The finish line is marked with buoys. The finish of each boat is recorded as the nose of the dragon breaks the plane of a sight line between these buoys. All crewmembers must be on board at the completion of the heat or the boat will be recorded as 'Did Not Finish'. xvi) Any decision of the judge(s) is final, except as provided in Section 3.6, Protests. xv In order to follow the planned schedule as nearly as possible, upon completion of any heat, teams must return immediately to the mooring area and follow the instructions of the Dock Master. xvi Official times and finishing positions will be posted at the Scoring Area near the team marshalling area. This information may be announced as well. xix) Team advancement into subsequent rounds will be announced as soon as possible and may be posted near the team marshalling area Race Schedule Format i) The race schedule will be posted on the Miramichi Dragon Boat Festival site The schedule will be posted as soon as possible August, i Heat Schedules will also be posted at the team marshalling areas. Each team will be scheduled to race a minimum of 2 heats. iv) There will be a mandatory meeting of officials and team representatives at 8:00 am on Saturday August 15 th, v) Racing will begin at approximately 9:00 am on Saturday August 15 th, 2015.

23 vi) v vi ix) Organizers will place teams for the first round. Some seeding may be done. Organizers will place teams for the second round. As much as possible for the second round, teams will be assigned a different lane and different heat mates. The top teams from the first two rounds, as outlined in the Race Schedule and based upon a team s total time for those heats, will proceed to the event Semi- Final Rounds. Lane assignments in the Semi-Final Round will be seeded based on total time in the first two rounds. x) Teams with the best six times in the Semi-Final Round will qualify to participate in the Final Heat. xi) The crew finishing first in the final round shall be declared CHAMPION OF THE MIRAMICHI DRAGON BOAT FESTIVAL Conduct of Races i) Teams and team members shall immediately follow and comply with all instructions of the Dock Master, the Starter and the Referee before, during and after a heat while on the water. i Failure to do so may result in disqualification of the team from the heat by any of these officials, as applicable. Flagrant disregard of such instructions may result in disqualification from further participation in heats by the Chief Race Officer. Each team shall keep to its own lane and endeavour to avoid contact with or interference with other teams. iv) When a boat is in a position to overtake another boat during a heat, it is the duty of the boat overtaking to keep clear, at all times, of the boat being overtaken. Equally, the boat being overtaken is not allowed to alter course to make difficulties for the overtaking boat. v) Any team that leaves its own lane and contacts or otherwise interferes with any other team may be disqualified by the Referee particularly when the contact or interference is such as to affect the outcome of the heat.

24 vi) v vi ix) A Referee may stop any heat after its start by whistle sounds or multiple sounds from an air horn. The heat may be re-started in the event the Referee is of the opinion to do so is necessary to ensure a fair race and result. Any team or team members committing fouls that give rise to the restart of a heat may, at the discretion of the Referee, be disqualified from the re-start of the heat. Upon disqualification during the course of a heat, a team shall to stop their Dragon Boat and wait until the remainder of the racers pass. They shall then return to the mooring area. A Referee may tell a team to stop paddling without disqualifying the team for the purpose of race control. In such a case, the team shall stop paddling until advised by the Referee to start paddling once again. x) The bow of each participating Dragon Boat must cross the finish line in its proper lane in order to count as having finished the heat. xi) x xi Any boat crossing the finish line out of its lane is automatically disqualified. A heat shall be officially completed when the Referee(s) raises either a white flag signalling the heat was 'OK, as run', or a red flag, signalling that a foul was committed by a team during the course of the heat. The Referee(s) shall raise the appropriate flag as soon as all boats still in the heat have crossed the finish line. Any of the Dock Master, the Starter, the Referee or the Chief Race Officer may disqualify any team on shore or on the water prior to the start of a heat, at the start of a heat or during racing for failure to abide by the Festival Rules and Regulations.

25 2.8. Protests i) A team may protest any decision or action of the Starter or the Referee, or another aspect of racing provided the Team Manager/Captain notifies the Chief Race Officer verbally within 10 minutes of the heat in protest. i iv) The Team Manager/Captain will file, with the Chief Race Officer, in writing and including a Protest fee of $25.00, particulars of the protest within 20 minutes of completion of the heat. The Chief Race Officer shall consider the protest and allow it or disallow it. If the Chief Race Officer allows the protest he or she may order a heat re-run or take such other corrective action, as considered appropriate. v) If the protest is allowed the protest fee of $25.00 shall be refunded to the team Scoring and Prizes i) It is the responsibility of the Chief Race Officer to confirm and announce the order of finish in each heat and to record the heat time of each boat in the heat. Finish orders and times may also be announced. i Recipients of awards and prizes to be awarded shall be determined by the Steering Committee of the Festival. Many awards will be presented. If possible, they will be posted on the MDBF website ( as they are received. Any perpetual trophies awarded are the permanent property of the MDBF.
