Chairs Remarks Tim Lowe, NOSSA and Kathy Brook, CWOSSA are the CBA and CGA Chairs respectively and approved changes to the agenda: Nordic Skiing motion was removed The speaker to a basketball motion is Suchetan James, EOSSAA. 3. Adoption of previous meeting minutes from April 15, Business arising from the minutes Shawn Morris noted that he and Liana Williams, YRAA should have been on the attendance list. On a motion by Shawn Morris and seconded by Liana Williams:- The Representatives Council approves the minutes of April 15, Carried None 5. Order Paper See Attached 6. Correspondence None 7. Reports a) CBA Report Tim Lowe, Chair No major or contentious issues so the CBA meeting went rather quickly. Discussed which associations had Archery. b) CGA Report Kathy Brook, Chair Two bid presentations were brought forward for AA Basketball in 2018 that was awarded to WOSSAA. Gymnastics was discussed at length given the declining numbers and many associations not participating. Also discussed which associations participated in Archery. c) Regional Caucus Reports East - Linda de Jeu, COSSA Advocacy Important for advocacy that OFSAA encourage CODE reps to come to the OFSAA meetings regularly. Also important to get to principal groups and trustees. Could be beneficial to create a hot list of former OFSAA athletes to advocate on our behalf. Transgender Students should be able to compete in accordance with their lived gender identity. Prep Programs Advocate keeping the school structure and not adopting that of prep schools. Problems include prep teams now looking for gym time at schools, drawing athletes from other 2

3 AGENDA ITEM ACTIVITY / MOTION RESPONSIBLE areas, prep teams using school names creating confusion. Minimum impact in the East with just Football North in National Capital they are evaluating. South Rob Thompson, ROPSSAA Advocacy Until you can get into a meeting with trustees we re not going to get much traction. Principals can be limited in who they can hire. Bring advocacy member to the CODE reps. Transgender Policy is the same where they need to be given the opportunity to compete in the sport where they identify as. If they were denied and it went to human rights they would lose every time. No need for medical documentation. Prep Teams Currently have two programs and they took steps a few years ago to limit what recruited athletes are able to do by making them ineligible for school teams during the duration of their stay at the school. Metro Patty Johnson, TDCAA Advocacy Talked about engagement at the grassroots rather than focusing on the Championships. Strategies included advocacy to CODE and use the wellness angle that seems to work. Play up how funding affects the grassroots and programs. Transgender TDCAA doesn t have a policy at the moment, CISAA has one for individuals alone and TDSSAA has a policy but definitions are outdated but register athletes as what they want to be identified as. Prep Programs Club team vs school team and how to define student-athlete with student in mind first. One team in TDCAA lost three girls to a prep school, has one in their Association and TDSSAA has two. All felt strongly that prep teams be dealt with at an association level. Central Shawn Morris, YRAA Advocacy Meeting with CODE would be a great first step and be beneficial to funding. Discussed the difficulty of aging teachers and needing to get new ones who want to coach into schools and should be emphasized the benefits. CIAAA is a good start for athletic directors and OFSAA posters sent out for Code of Conduct for Spectators. Transgender A little outdated and needs to be updated from what it was to the gender you live not what you were born with. Gender and equality should be taken into consideration and it s unlikely safety is an issue. Prep Programs An issue in the area. In LOSSA two teams had to fold, smaller in GBSSA and larger in YRAA where three teams have both prep and school versions of the team using the same name. Students should be ineligible for that sport they played prep if they transfer back, but possibly for 3

West - Michele Van Bargen, WOSSAA Advocacy Barry was in the group and they discussed trying to get teachers release time for coaching and using PD days for coach development. Advocate for understanding the role of a teacher-coach and how education plays a part in that and want to better use the infographic. Talked about equality of funding and demonstrating the sense of community it creates. Transgender Definitions are outdated and feel it s important to take a perspective of education and looking more to the human rights part than the elite athleticism of it. What if they switch gender during the season? Fluid gender - allow it and allow associations to come up with their own policy. Prep Programs Couldn t come up with a definition that covered everything. Bona fide school team that meets the requirements of OFSAA. WOSSAA has one, SWOSSAA has two, and some are ambiguously prep or not. Creates elitism in schools. Consistency with OFSAA s current sports school policy. North Tim Lowe, NOSSA Advocacy Two main points: within OFSAA how we are viewed and consistency between North and South ie travel budgets in the North. Making sure CODE knows how the student funding is represented based on geography. From the outside how mental health can be used for funding and introduce that at CIAAA courses. From OPHEA conference people wondered why high school even has sports. Transgender Cannot go against human rights. How they live their life is how we should be accepting them as athletes and keep the definition simple. Prep Programs Bona fide student recognized. There is one prep program in Sault Ste. Marie. Bigger problem is the kids who leave the area to attend a prep school, don t like it and return, how are they going to deal with their return especially before Grade 9. Relate it to hockey Junior A programs and how they return to school. Barry requested a northern rep to the advocacy committee. d) Spring Championships 2016 Tennis Shawn Morris, YRAA Hosted by YRAA in the Toronto-area for the first time. Three days of sun made it easy and venues were great. Had national referees and not one example of bad student behaviour. Rogers televised some of the final matches and the committee is looking forward to live streaming some more matches next year as they will host again. Used an app through Tennis Canada to send push notifications to cell phones but no need without any rain. LISS went to Dave Dunlop. 4

Had previous OFSAA athletes who had gone on to Olympics sign gifts for the athletes. Biggest problem was limited parking and cost was $10 to park at the University but people were made aware well in advance. Coaches need to be made more aware of the rules because so many coaching complaints could be avoided. Badminton Tim Lowe, Kim Chezzi-MacLennon, NOSSA Two courts that were walking distance away were used. Shamus attended the Championship. One glitch in the scheduling was fixed on-site. e) Fall Championships 2016: Discussion Items (open to the floor) Cross Country Jane King, CISAA Held at Trinity College in Port Hope. Committee of over 23 people and 200 volunteers and 5000 people attended. Want to ensure PARA athletes get the same treatment as the rest at the end of the day. Some issues around NIKE but clarified that issue was around how they get in and out of their set-up area. A few complaints around difficulty of course and the health and well-being of athletes. f) Winter Championships 2017 Alpine Skiing Jim Barbeau Committee-run event that doesn t change much year to year. Meetings with Blue Mountain already happened to ensure better coordination this year. Will be discussing Para athletes with survey at coaches meeting. Wrestling Rob Thompson, ROPSSAA Being hosted by Rich Knill at Turner Fenton who has convened many times before. Will be at Powerade Centre in Brampton. Snowboarding Shawn Morris, YRAA Same committee, venue, and format as last year Swimming - James Clarke, Denise Hebert, SWOSSAA. Same convenor and venue as last year. Curling - Tim Lowe, Kim Chezzi-MacLennon, NOSSA 5

The main curling rink has six rinks and the committee has long days from 8am to 8 or 9pm to fit all the matches in the four-day span. Ontario Curling moves their dates around after the OFSAA curling date is set so that s why there s sometimes conflict. g) Sport Advisory Committees Rugby Lexy Fogel, OFSAA Committee met as a combined unit for the first time after recent approval by Executive to combine all gender-divided SACs including Rugby, Basketball, and Hockey. They took members from each SAC and sought equal representation. Rugby discussed moving the dates to match the Boys dates and something will be coming forward to address that at the next meeting. Often wording in Playing Regulations was combined but sometimes left as it was given differences in sports. Boys under-15 safety rule remained and girls opted not to adopt that. Will not restrict national level players. Discussed growing popularity of Rugby Sevens and elected a new co-chair Carrie Bowie from NCSSAA. Question about how same coach could represent both girls and boys teams and there could be difficulty with them being forced to choose if Championships are at the same time. Also concern that the best officials would not be available with so many games going on at once. Basketball Suchetan James, EOSSAA Amalgamation of SACs went well. Basketball opted not to restrict national level players. New rule set with the shot clocks just went forward at the Girls Championships and went relatively well. Will have to go with a 20-team draw for the first time to satisfy the one-rep-per association rule. Will look into getting feedback on implementation of FIBA and which local associations are using shot clocks. Nordic Skiing Shamus Bourdon, OFSAA Meeting moved to later date. Snowboarding Jim Barbeau, OFSAA First SAC meeting to run a web conference that went well despite minor glitches. How will they grow the Festivals participation numbers? Dealt with some issues from last years event. Cross Country Peter Morris, OFSAA First motion coming forward deals with equal distance running for male and female students. The distance will be 4, 5, and 6k at a trial run for two years and then it will be revisited. PARA distance 6

7 AGENDA ITEM ACTIVITY / MOTION RESPONSIBLE will remain at 3k. Difficulty will be to convince associations to adopt the new distances. At University level girls have run 5k and boys have run 10k. Concern about over-exertion and how that will increase if the distances are further. CISAA, NCSSAA, and TDSSAA have already started. Track & Field Peter Morris, OFSAA There will be an exhibition event this coming Championship for PARA shot put. They will not have to qualify through regionals and will try to run a workshop for PARA field events at some stage. The SAC committee respects the process to look at school trained versus club-trained athletes. A motion will contain five proposals that will be sent in advance to all reps, track convenors, and coaches for feedback before the vote. 8. Three-Year Calendar Changed process and accepting hosts for and Any bids that come forward will be approved by Executive in February. 9. Other/ New Business a) Try Day Diana Ranken Early Ministry approval enabled OFSAA to distribute info to schools in June. A full complement of schools (133) reached by the end of September. Registrations, reporting forms, student leader questionnaires all completed and submitted online. A copy of acceptance letter and any reminders sent to principal as well as Try Day program coordinator to hopefully reduce the number of schools failing to complete Try Day program. b) OFSAA Awards and Scholarships Diana Ranken Fall KidSport Grant applications were received from 19 schools for a total of 51 applications. Applications come directly to OFSAA this fall as Kidsport office is somewhat unsettled at the moment. All the awards and scholarships were looked at in August and some areas may be redirected after a meeting in the new year. Sanctioning is becoming an issue in certain areas with prep teams wanted to play in NSAF sanctioned tournaments in the States. Some schools in the States can be banned in their local leagues if they play an unsanctioned opponent. Pete Beach Award is the main award for a teacher-coach in each area and need them soon so they can be sent out in May for association end of year meetings. Playing Regulations Project is coming to a close and there is still some follow-up with SACs to come. 7

8 AGENDA ITEM ACTIVITY / MOTION RESPONSIBLE c) CIAAA National Conference Lexy Fogel Working alongside the CIAAA organization. The conference will be running April 20-22, 2017 in downtown Toronto. CIAAA has been great to work with and will be offering a coaching stream to help replace the Coaching Symposium that was delayed for this year. There is conference information on the OFSAA website that links to CIAAA.ca for information and registration. Many good workshops that relate specifically to high schools. Possibly running the CIOS course twice. d) 2017 Convenor Workshop Moving to a webinar to make it more accessible and cut down on travel budget. Technology was not in place for October but will be used for February workshop. e) Coaching Excellence Awards Shamus Bourdon An excellent gala run through CAO but announcement came late and minimal entries came in. Kenneth MacDonald and JoAnne Dexter were the winners. Watch the videos through the OFSAA website that highlight their efforts and view the nomination form while there. f) CIOS E-Learning Modules Shamus Bourdon OFSAA is trying to make this accessible and affordable to new coaches and all coaches. Based on new minimum requirements for high-risk sports from OPHEA. Partnered with the ministry of Education on a two-year grant to create the courses awaiting confirmation, significant because it doesn t come from Ministry of Tourism, Culture and Sport. Modules will meet requirement of certification but not NCCP certified initially but will be safety-based and available online free. OFSAA is recruiting sports efforts to help create the course content and will be reaching out in January and they could be offered an honorarium. Suggestion that OFSAA look at Rescue7 does online CPR and standard First Aid training. g) Spalding Safe Tackling Course Devin Gray Contest takes the new OPHEA safety guidelines and helps reimburse coaches who have paid for the NCCP Safe Tackling course themselves. Presented at Football Bowls press conference and a way to also promote the Alpha football, new official ball of OFSAA Football Bowls. Three coaches get $1500 from Spalding and 40 more coaches get the Alpha Football. h) Communications Plan Devin Gray Completed and will be added to the policy manual, also available upon request. 8

11 REPRESENTATIVES COUNCIL MEETING DECEMBER 1 AND 2, 2016 ORDER PAPER Voting Information: Please note the following: As per the following By-Laws:- By-Law 3 Committees, Section 1 (d) voting, Section 2 (d) voting By-Law 9 Amendments Section 2 (b) The Standing Rules - sport specific rules of play (i.e. Rules and Officials, Uniforms and Equipment) and the Sport Specific Directives governing competition at the various Championships sponsored by the Federation can be amended by a two-thirds (2/3) majority vote of the members present at a Representatives Council meeting, providing there is a quorum. All proposed changes must be presented to the respective Sport Advisory Committee prior to being presented to the Representatives Council. Proposed amendments must be in the hands of the Executive Director at least forty-five (45) days prior to a Representatives Council meeting for circulation to all Representatives Council members 30 days prior to the respective meeting. Such amendments become effective as of September 1 st following their adoption unless otherwise stated in the motion. Eligible Voting members of the Representatives Council are: i) One(1) male and one(1) female from each association, with the exception of TDSSAA which shall select two(2) males and two(2) females. ii) The Principals Council will have six (6) regional representatives as outlined in Article 4 Section 5. 1

BE IT RESOLVED THAT: 1 (a) be changed to read, The following order shall be conducted in the Artistic Gymnastics competition: Vault, Uneven Bars, Balance Beam, Floor Exercise. MOTION 2 MOTION FAHEY/BRADLEY Page: L-2, Section: 5(a)(i) and 5(a)(ii) Eligibility: a) School/Team Eligibility WHEREAS: There may be a teacher-supervisor that is not currently a teacher, but a board-based employee. BE IT RESOLVED THAT: Section 5(a)(i) and 5(a)(ii) be changed from teacher-supervisor to teacherrepresentative. 13 MOTION 4 MOTION SYLVESTRE-NABBEN/FAHEY Page: L-3, Section: 6(a) Rules and Officials: WHEREAS: The OCP Technical Regulations are now used in place of the FIG Code of Points in Ontario. BE IT RESOLVED THAT: 6(a) be changed to read, The OCP Technical Regulations with special modifications, as outlined in the Appendix, shall govern competition at the OFSAA meet. MOTION 5 MOTION FAHEY/BRADLEY Page: L-4, Section: 6(c) Rules and Officials: Competitive Divisions WHEREAS: Gymnastics Ontario will not give out information about student-athletes in their programs so it is not necessary to list Gymnastics Ontario in the playing regulations. BE IT RESOLVED THAT: Gymnastics Ontario be removed and 6(c) be changed to read, gymnastic programs and clubs. MOTION 6 MOTION FAHEY/BRADLEY Page: L-4, Section: 6(c)(i) and 6(c)(ii) Rules and Officials: Competitive Divisions WHEREAS: OCP levels have changed and need to be re-aligned with OFSAA levels. BE IT RESOLVED THAT: The following replace 6(c)(i) and 6(c)(ii): i) Artistic Gymnastics Experience (i.i) Any gymnast who has competed or is currently competing at OCP Level 2 must compete in high school Level 2 or higher. (i.ii) Any gymnast who has competed or is currently competing at OCP Level 3 must compete in high school Level 3 or higher. (i.iii) Any gymnast who has competed or is currently competing at OCP Level 4 or Level 5 must 3 compete in high school Level 4 or higher.

14 (i.iv) Any gymnast who has competed or is currently competing at OCP Level 6 must compete in high school Level 5 or higher. (i.v) Any gymnast who has competed or is currently competing at OCP Level 7 or higher must compete in high school Level 6. ii) Tumbling Experience (ii.i) Any gymnast who has competed or is currently competing at Interclub Tumbling (Levels Intermediate or Advanced) or Provincial Level 1 Tumbling must compete in high school Level 2 or higher. (ii.ii) Any gymnast who has competed or is currently competing at Provincial Level 2 or 3 Tumbling must compete in high school Level 3 or higher. (ii.iii) Any gymnast who has competed or is currently competing at Provincial Level 4 or National Tumbling must compete in high school Level 5 or higher. MOTION 7 MOTION FAHEY/BRADLEY Page: L-5, Section: 6(d) Rules and Officials WHEREAS: The original intent of the regulation was to disqualify athletes from the Gymnastic Festival that intentionally compete in the wrong category. AND WHEREAS: The motion currently could be interpreted that gymnasts could be disqualified from all OFSAA competition. BE IT RESOLVED THAT: 6(d) be changed to read, If a gymnast competes in the wrong category at the OFSAA competition, her results will be invalid and she will not be eligible to compete in further OFSAA gymnastics competition during that competitive year. MOTION 8 MOTION SYLVESTRE-NABBEN/FAHEY Page: L-5, Section: 6(e) Rules and Officials: WHEREAS: The wording is confusing. BE IT RESOLVED THAT: at any time, be removed and 6(e) be changed to read, Student-athletes only are 4

15 allowed on the equipment. MOTION 9 MOTION SYLVESTRE-NABBEN/BRADLEY Page: L-5 and L-6, Section: 8(a)(i) and 8(a)(ii) Awards: Artistic Events WHEREAS: Currently all other levels are awarded ribbons for 4th-8 th place, except level 6. AND WHEREAS: The SAC would like to offer the same awards for all level competitors. BE IT RESOLVED THAT: 8(a)(i) The first, second and third place be removed and it be changed to read, In Levels 1, 2, 3, 4, 5, and 6 OFSAA gold, silver, and bronze medallions shall be presented to the first, second and third place finishers in each event in each division; ribbons to the fourth through eighth place finishers. BE IT FURTHER RESOLVED THAT: 8(a)(ii) be changed to read, In Level 6, to be eligible for any awards the gymnast must compete in at least two events unless injured during the meet. Injury must be verified by a medical authority. MOTION 10 MOTION SYLVESTRE-NABBEN/BRADLEY Page: L-6, Section: 8(b) Awards: Aerobic Gymnastics Event WHEREAS: The wording is confusing BE IT RESOLVED THAT: 8(b) be changed to read, Gold, silver, and bronze OFSAA medallions six (6) shall be presented to the first, second and third place teams in both the Novice and Open divisions, ribbons to the fourth through eighth place teams. 16 WHEREAS: In the first run of each event, the start order creation list be used to determine the seeding order. High School Division racers will race before the Open Division racers. AND WHEREAS: the word must is absent from this playing regulation. This is a simple Housekeeping item. BE IT RESOLVED THAT: Section 6 (a) (i) be replaced with: In the first run of each event, the start order creation list must be used to determine the seeding order. SPORT SPECIFIC DIRECTIVES 2 motions GIRLS GYMNASTICS FESTIVAL MOTION 1 MOTION SYLVESTRE-NABBEN/FAHEY SSD - Page: LL-1, Section: 2(a)(i) Entry WHEREAS: The SSDs refer to prorating entries but do not state how entries will be prorated. AND WHEREAS: This information is listed on the entry form, but not anywhere in the SSDs. BE IT RESOLVED THAT: the following be removed from 2(a)(i), four (4) entries per event per division in Levels l, 2, 3, and 4. Additional entries will be accepted on a pro-rated basis* as determined by the Chairperson of the Sport Advisory Committee in consultation with the members of the Sport Advisory Committee and the OFSAA Office. BE IT FURTHER RESOLVED THAT: the following note be removed *Note: Specific guidelines for pro-rating entries will be sent to convenors. BE IT FURTHER RESOLVED THAT: 2(a)(i) be replaced with, For Artistic Gymnastics competition, each Association may submit the following: (i.i) Associations with 1 or 2 participating schools are allotted 4 entries per event, per level (i.ii) Associations with 3 or 4 participating schools are allotted 5 entries per event, per level (i.iii) Associations with 5+ participating schools are allotted 6 entries per event, per level. (i.iv) Associations with level 5 or level 6 gymnasts are allotted 8 entries per event in level 5 and 8 entries per event in level 6. All Level 6 competitors must compete in at least two (2) events. 6

17 MOTION 2 MOTION SYLVESTRE-NABBEN/FAHEY SSD - Page: LL-1, Section: 2(a)(i) Entry WHEREAS: Currently all level 5 and level 6 athletes that participate in their association championship or qualifying meet automatically qualify for OFSAA regardless of score. AND WHEREAS: The SAC would like to require level 5 and level 6 athletes to have to qualify for the Festival, like all other levels. BE IT RESOLVED THAT: The following be removed from 2(a)(i), All Level 5 competitors are eligible for OFSAA. All Level 6 competitors are eligible for OFSAA and must compete in at least two (2) events. This favours schools with a larger contingent of athletes. AND WHEREAS: If association champions were declared this would level the playing field and allow for different sized school programs to be champions. BE IT RESOLVED THAT: 6(f)(i) be changed to read, Association champions shall be declared for Levels 1-6, using the totals of the best three (3) scores in each event. BE IT FURTHER RESOLVED THAT: 8(a)(i) be changed to read, The Association champions for each level will have the option to purchase medals for their athletes at the expense of the school. Presently there is no team award in the Open Division. Each association team will have a maximum of 5 members with the top three times counting. BE IT RESOLVED THAT: Section 8 (d) be replaced with: OFSAA gold, silver and bronze medallions shall be presented to members of the top three (3) Boys and Girls Association teams in the Open Division. Each team will have a maximum of five members with the top three times counting.
