2 3. Adoption of Minutes from January 25, 2011 a) On a motion moved by Jason Leili, and seconded by Paul McGrath: Adopt the minutes of the January 25, 2011 Girls Basketball SAC meeting CARRIED 4. Business arising from the minutes Gender equity update - Updated committee on what had happened with the gender equity policy since the last meeting - Let the committee know what the policy is now, in particular the new item referring to students only being able to play on one team in the same sport in the same year - This new rule helps with transfers as well, because girls can t transfer to another school half way through the year and play the same sport at another school (i.e. play on the girls team at one school and then transfer to another school and play on the boys team) Joint meeting with Boys Basketball SAC FIBA Rules - Motions that were put forward by the Boys and Girls Basketball SACs the previous year were given to the SACs for reference - Review of FIBA direction as it relates to the Basketball SACs in the past two years from Suche James, chair of the Boys Basketball SAC: - Two years ago both SACs talked about FIBA and whether it was a good idea to try to bring FIBA into the high schools - SACs thought two years ago it was good to have a discussion about FIBA but no motions were put forward - OFSAA staff, Basketball Ontario and SAC chairs then met and talked about putting forward FIBA motions and educating the high school basketball coaches about FIBA - Eventually, based on feedback from SACs, two motions were put together, one by the SAC chairs, and one by CWOSSA - One motion involved adopting all FIBA rules, one motion was modified to help address cost concerns schools had with shot clocks Boys Basketball, Page: D-7 Girls Basketball, Page: # E-6 Section. 10, Rules and Officials Section: 9, Rules and Officials #1 MOTION WEBER/DRISCOLL 2

3 FIBA Motion with Shot Clock (Boys and Girls Basketball SAC endorse this motion) WHEREAS: There has been interest expressed from teacher-coaches to move to a consistent set of basketball rules as currently Federation and FIBA rules are used for game play in Ontario. AND WHEREAS: Moving to one set of rules will allow for greater consistency among officials, coaches, and players. AND WHEREAS: There is an understanding of the challenges involved with changing floor markings, game length and changing uniform numbers. BE IT RESOLVED THAT: Beginning in September 2013, OFSAA adopt the FIBA playing regulations for both the boys and girls basketball with the following modifications: For the Boys Basketball Playing Regulations, Section 10 Rules and Officials, the sentence The current National Federation Rule Book... be replaced with The current FIBA Rule shall be the official governing rulebook governing play at the OFSAA Basketball Championships with the following exceptions: 1) A 30 second shot clock will be used 2) Federation lines will be used even when FIBA lines are available 3) Federation game length will be used (including overtime) 4) Federation and FIBA uniform numbers will be permitted For the Girls Basketball Playing Regulations, Section 9 Rules and Officials (a) be replaced with The current FIBA Rule Book shall be the official governing rulebook governing play at the OFSAA Basketball Championships with the following exceptions: 1) A 30 second shot clock will be used 2) Federation lines will be used even when FIBA lines are available 3) Federation game length will be used (including overtime) 4) Federation and FIBA uniform numbers will be permitted And (b) be replaced with the women s size 6 basketball (specifications , Ounces or grams, channel 1/8 of an inch) shall be used at the OFSAA Championships. Mover: Suche James School: Frontenac SS Association: EOSSAA jamess@limestone.on.ca Speaker at Meeting: Suche James Seconder: Erin Gray School: Aurora HS Association: YRAA eringray@rogers.com - The vote at the Reps Council meeting on the FIBA motion without the shot clock was defeated by 5-6 votes - This was a very close vote and a real step forward - The justification for defeat of the motions were: the shot clock motion was a cost issue and the motion without the shot clock, the reps still felt there wasn t a grassroots push for FIBA rules - It is not a bad idea to leave the motion off the table for a year with the current political climate with the teachers and revisit it at the next meeting - Ultimately, it is important for coaches to go to their reps and tell them how they want to them to vote AELS Registration Ineligible players - Is there some way that on the AELS registration coaches could report ineligible players they played in games and which games they played in? MOTION GRANTIS/MCGRATH Page D-3, Section: 6 Seeding WHEREAS: OFSAA ineligible players have been included in competitions used for seeding for the OFSAA Boys Basketball Championships. AND WHEREAS: When teams have used ineligible players in certain games, it is difficult to accurately gauge the team s level of ability when seeding teams competing in the OFSAA Boys Basketball Championships. Correspondence - None Championships Open to the floor for comments - Booking hotels is a problem for the championship, as often by the time the coach books hotel rooms, there is nothing left because parents have booked all the rooms - OFSAA needs to remind associations to book hotels for their coaches - Some associations can t do this because they don t have a dedicated person who handles administration for the schools - It should be that each association has 5 rooms set aside for their association and no one can take these rooms except the association 2011 Lexy Sept

9 A St. Catharines David Whitty, Jay Tredway - Comments: Great experience. Brought our school together to showcase who and what we do. AA Brockville Matt Reil and Jeff Bates - Comments: A very stressful experience that was extremely demanding of our school and students - Upon reflection it was an amazing and memorable event - The feedback from coaches, parents, fans and staff was incredibly positive and well worth the amount of initial stress What worked? - Meetings leading up to the championship and outlining specific expectations of each role - Banquet was awesome, team banners, photos were awesome - Pre-scheduling team photo schedules/practice schedules saved a lot of work and teams loved it - An amazing committee of 60 people made the event run smoothly - Webcasting all games was really appreciated by the fans and coaches - Teams really appreciated the banners that had their players names on them What didn t work? - Charging money for programs - Problems with the clothing providers; had to change from the original supplier 5 weeks before the championship - New supplier was sometimes challenging to deal with - Webcasting went 4:00pm each day at the non-host sites - Results page crashed at the final minute of the championship AAA Kingston Kelly Dixon, Tom Holmes - What didn t work? - Teams that didn t use AELS properly or follow timelines - Limited information provided by AELS system - Raising enough money required - A very large commitment and work - Probably would have been just as successful if we had kept games at local high schools until final day, keeping costs down - We put a lot of time and energy into meeting several times with the Milk for dollar amount received What worked? - Great enthusiasm surrounding event - Great banquet and facilities. AAAA Windsor Andy Kiss and Danielle Chevalier - Comments: A Tradition of Excellence was used as the theme by convenors Andy Kiss and Danielle Chevalier for this season s Girls AAAA championship 9

10 - The tournament banquet was truly memorable with the outstanding Holy Names H.S. Jazz Band and words of inspiration from guest speaker - CIS female athlete of the year Jessica Clemencon. - True sport award winners teamed up with team ambassadors in an impromptu shooting contest to cap the night off, with a great time being had by all A Paincourt Mike Schinkelshoek - Comments: É. S. Pain Court is the host. Games will take place at É.S. Pain Court, John McGregor S.S. and at the new St-Clair College Healthplex - The banquet will take place on the Wednesday evening after registration, team photos and the coaches meeting - Round 1 and round 2 games will take place on the Thursday allowing teams a chance to rest before the all-important ¼ final games on the Friday afternoon - All semis and medal games will be played at the Healthplex - Planning is going very well - We are currently collecting sponsorship money in order to reduce the entry fees AA Dave Zagordo Sault Ste. Marie - Comments : The Girls' AA OFSAA Basketball Championship in Sault Ste. Marie is well under way - My co-convenor Adriano Carota and myself are very excited about the opportunity to host such a prestigious event - The City of Sault Ste. Marie is also excited of having teams from across Ontario competing for an OFSAA title - The games will be played at 4 venues, St. Mary's College, St. Basil Secondary, Algoma University and Sault College - We have secured three beautiful hotels located in downtown Sault Ste. Marie, where we get to show off our newly renovated boardwalk, the International Bridge which connects us to Sault Ste. Marie, Michigan and the Sault Locks which connects Lake Superior with St. Mary`s River - The hotels are also conveniently located across the street from the Station Mall, which has over 100 stores, a food court and movie theatres. - The banquet is scheduled for Thursday, November 22 at 6:30pm at the famous Marconi Hall - The meal will consist of a family style dinner - We have also secured our guest speaker for the event, her name is Shannon Eggers. She is entering her 5th year with the Lake Superior State Lakers Women`s Basketball Team - Shannon was a two-year starter at University of Nebraska at Omaha, and a twoyear starter upon transferring to University of Wisconsin-Oshkosh, where she earned All-WIAC First Team honours in her junior and senior campaigns, averaging 14.3 points and 4.4 rebounds per game as a senior in

11 - We are also planning to have some entertainment at the banquet AAAA London Pete Lambert & Frank Delle Donne - Comments: - All sites are booked! We are running the championships with 2 schools (John Paul II and Beal) and we have two sites booked as backups (CCH and Clarke Road). These sites can also be used for practices - The hotel is booked. We are using the Delta in downtown London - We also will have the coaches meeting there (room is booked) - Registration and pictures will be there as well. - The Banquet is booked. We are using Marconi Club in London - The meal will include unlimited pasta as the first course, and then chicken, potatoes, and salad - Our guest speaker is confirmed as well and we will also have the London Lightning professional basketball team on site and being a part of the tournament - Photographer is booked - Clothing contacts are being finalized - Sponsorship is coming in nicely - Program layout is ready - Website work is being done - Logo is done - Over 50 volunteers already signed up for JPII alone - Refs have been contacted and arranged - Sites have been inspected and some minor upgrades are being done - Medical personnel contacted AAAA Girls Basketball is ahead of schedule - The school is supportive and the committee is working well to ensure a great championship 7. OABO Bruce Covert Joint meeting between Girls and Boys Basketball SAC - 3-person officiating was brought up - OABO wanted to put in place a pilot project for 3-person officiating, but OABO could only reasonably do it at the AAA and AAAA level - Couldn t do it at the A and AA level because we don t have enough officials and it would increase the cost a lot - Boards/schools are looking to decrease costs, not increase them and so the idea was turned down due to the cost and possible expectations at the local level - If 3-person officiating happened at the OFSAA level, local associations would feel the pressure to run 3-person officiating as well - This would be too difficult in smaller communities 11

12 8. Report from Ontario Basketball Association 9. Review of Playing Regulations Presentation by Michael Cvitkovic about the Ontario Basketball Association Joint meeting with Boys Basketball SAC - Michael Cvitkovic, Executive Director of Ontario Basketball Association (OBA) gave a presentation about the OBA - Please see the supplementary documentation on the OBA slide presentation - Greater number of athletes are playing club basketball than in the past - Need to look at what is best for average athlete and their development at both the high school and club Update on CS4L - CS4L is important to OBA - OBA wants OFSAA members to know that they are service oriented and what their programs are Any issues that need to be conveyed to high school teachers - Girls and Boys Basketball SACs feel like there is competition between OBA coaches and high school coaches - Club and high school seasons are in competition - SAC Committees would like to see OBA communicate to clubs and coaches that OBA season should start after high school season - Common calendar showing both high school and club responsibilities needs to be developed for students - OBA has no jurisdiction to say what individual coaches must do - It would be great if OBA could provide free certification for high school coaches - If OBA has clinic information, etc. they should send it to OFSAA and we will promote it Rule Changes - None - What about OFSAA moving to 3 classifications? - Lexy explained that the OFSAA Classifications Committee would be reviewing moving to 3 or 2 classifications in the Fall of If the Classifications Committee wanted to put forward a motion to move to 2 or 3 classifications, it would have to follow the normal procedure for motions and go to Reps Council for voting - More information is being gathered about moving to 2 or 3 classifications and any information will be communicated through the Association Reps to its members - Nothing will be voted upon until April 2013 at the earliest - What about uniforms? Should we enforce the uniform rule or not? - Two sets of uniforms is tough for some schools - Coaches often let schools participate with one set of uniforms even if it goes 12

13 against the rules - Committee feels the uniform rule should be changed to reflect what actually happens at championships MOTION VESPRINI/LEBOUTILLIER Page E-6, Section: 10 Uniforms and Equipment WHEREAS: Some schools have FIBA numbering and some schools have NFHS numbering on their uniforms. AND WHEREAS: Teams at the Girls Basketball Championships don t always have the school funding to have a second set of uniforms. AND WHEREAS: The Girls Basketball SAC would like to be more lenient on coaches in the above situations. BE IT RESOLVED THAT: Section 10 Uniforms and Equipment be changed from, Uniforms must be in accordance with the National Federation Rule Book. Team players must wear identical or same colour shorts. Teams must provide a second set of uniforms or a set of legally-numbered markers of a different colour in case two opposing teams have the same colour uniforms. A coin toss shall decide which team changes, to read, Uniforms must be in accordance with either the National Federation Rule Book or the FIBA rule book. What happens when teams have no teacher, will they be able to bring a non-teacher to the championship? - OFSAA supervision rules must still be followed this year and teams must be supervised by a teacher or administrator 10. Other Business Review of Ophea Safety Guidelines - Reviewed guidelines - The committee felt the guidelines were accurate and appropriate except 13
