3 The mission of the U.S. Military Academy is to educate, train, and inspire the Corps of Cadets so that each graduate is a commissioned leader of character committed to the values of Duty, Honor, Country; professional growth throughout a career as an officer in the U.S. Army; and a lifetime of selfless service to the Nation. Founded on March 16, 1802, the Academy celebrated its Bicentennial in But West Point s role in America s history dates to the Revolutionary War, when both sides realized the strategic importance of the commanding plateau on the west bank of the Hudson River. Gen. George Washington considered West Point to be the most strategic position in America. He personally selected Thaddeus Kosciuszko, one of the heroes of Saratoga, to design the fortifications in 1778 after problems arose with French engineers originally placed in charge of the design. In 1779, General Washington transferred his headquarters to West Point. Continental soldiers built forts, batteries and defensive barriers. A 100-ton iron chain was extended across the Hudson to control river traffic. Today, several links from that chain are arranged at Trophy Point as a reminder of West Point s original fortifications. In 1802 President Thomas Jefferson signed the legislation establishing the U.S. Military Academy to create an institution devoted to the arts and sciences of warfare. This effectively eliminated America s wartime reliance on foreign engineers and artillerists. West Point became the nation s first engineering school and served as the model for engineering programs which were eventually established at other colleges. Col. Sylvanus Thayer, the Father of the Military Academy, served as Superintendent from 1817 through He upgraded academic standards, instilled military discipline and emphasized honorable conduct. Early graduates were largely responsible for the construction of the nation s initial railway lines, bridges, harbors, and roads. Although the curriculum maintains its focus on engineering, in recent decades the program of instruction has markedly changed, providing cadets a selection of more than 40 majors. This tradition of academic and military excellence, guided by a demanding standard of moral and ethical conduct, remains the cornerstone of the West Point experience. It is said at West Point that much of the history we teach was made by those people we taught. The Academy has produced famous leaders throughout its illustrious past Civil War Generals Grant, Sherman, Lee, and Jackson, to name but a few. In World War I, 34 of the 38 corps and division commanders were graduates. World War II would see many graduates reach brigadier general or higher, to include Eisenhower, MacArthur, Bradley and Patton. In more recent conflicts, MacArthur, Ridgway, Westmoreland, Abrams and Schwarzkopf were in command. Academy graduates have also excelled in air and space exploration, and countless others went on from military service to become leaders in medicine, law, business, religion and sciences. Since its founding, the Military Academy fulfills the same mission as it always has... to educate, train, and inspire the Corps of Cadets. It accomplishes this mission by developing cadets in three essential areas: intellectual, physical and military. These developmental paths are balanced and fully integrated into the daily life of each young man and woman at the Academy. Intellectual growth is fostered through an academic curriculum that provides a broad liberal education in the arts and sciences. The electives program builds upon the foundation of the core, allowing cadets to develop even greater competence in selected areas. In addition, the fields-of-study and majors nurture the development of creativity, critical thinking, and selfdirected learning, essential characteristics of 21st century officers. The four-year academic experience leads to a bachelor of science degree and a commission as a second lieutenant in the Army. Physical development is achieved through a rigorous athletic and physical education program. Each cadet participates at the intercollegiate, club or intramural level each semester. This readies the cadet for the physical demands of military life and helps teach good judgment and self-discipline, even while under mental and physical stress. Military development begins with the cadet s first day at West Point. Most military training takes place during the summer, with new cadets undergoing Cadet Basic Training, or Beast Barracks, their first year, followed the second summer by Cadet Field Training. Cadets spend their third and fourth summers serving in active Army units around the world; attending specialty training such as airborne, air assault or northern warfare or helping to train the first- and second-year cadets. The Cadet Leader Development System seeks to give the cadets increasing responsibility until they are ready to receive their commissions and assume their duties as leaders in today s Army. Moral and ethical values guide cadets throughout their four years at West Point. Commitment to the Academy s Bedrock Values, based on integrity and respect for the dignity of others, begins on the first day. Integrity is reflected in the Cadet Honor Code which states: A cadet will not lie, cheat, steal, or tolerate those who do. Respect denotes that cadets treat others with the same respect and dignity they themselves would expect. At West Point, it is not enough to train leaders they must be leaders of character. Admission is keenly competitive and is open to young men and women from all states and territories and from every socioeconomic level. Prospective cadets must receive a nomination by a member of Congress or from the Department of the Army. The Academy seeks candidates who possess a record of success in academics, athletics and leadership indicative of a well-rounded individual. Although the life of a cadet is demanding, there remains an array of club activities ranging from golf, skiing, sailing, ice skating and orienteering to such organizations as the cadet radio station, Habitat for Humanity and Big Brothers-Big Sisters. Additionally, the U.S. Military Academy hosts a Special Olympics event each spring. Today s Military Academy is a vastly different institution from the small academy legislated into being by Congress in Originally just 1,800 acres, the Academy has grown to more than 16,000 acres. The first graduating class numbered just two men; today s classes graduate more than 900 new officers annually, both men and women, who are prepared for leadership roles within the Army. With the expansion of knowledge and the changing needs of the Army and the nation, life at West Point has changed to keep pace. Ever mindful of its rich heritage, the U.S. Military Academy is developing leaders for tomorrow, and its focus remains the national needs of the 21st century Army Rifle 3

5 Academy Administration LT. GEN. WILLIAM J. LENNOX JR. SUPERINTENDENT BRIG. GEN. CURTIS M. SCAPARROTTI COMMANDANT OF CADETS BRIG. GEN. DANIEL J. KAUFMAN DEAN OF THE ACADEMIC BOARD Lt. Gen. William J. Lennox Jr. was named the 56th Superintendent of the U.S. Military Academy in the summer of The 1971 West Point graduate, commissioned in the Field Artillery branch, has held a variety of field assignments during his career. He served as Forward Observer, Executive Officer and Fire Support Officer in the 1st Battalion, 29th Field Artillery; and as Commander, Battery B, 2nd Battalion, 20th Field Artillery, 4th Infantry Division. He was the Operations Officer and Executive Officer for the 2nd Battalion, 41st Field Artillery, 3rd Infantry Division. Lennox commanded the 5th Battalion, 29th Field Artillery in the 4th Infantry Division and the Division Artillery in the 24th Infantry Division. He has held numerous staff positions as well, including White House Fellow, Special Assistant to the Secretary of the Army and Executive Officer for the Deputy Chief of Staff for Operations and Plans. In addition to his bachelor of science degree from West Point, Lennox holds a master s degree and doctorate in Literature from Princeton University. His military education includes Field Artillery Officer Basic Course, the Infantry Officer Advanced Course, the U.S. Army Command and General Staff College (distinguished graduate) and the Senior Service College Fellowship at Harvard University. Lennox s list of awards includes the Defense Distinguished Service Medal, Legion of Merit (four oak leaf clusters), Meritorious Service Medal (one oak leaf cluster), Army Commendation Medal (two oak leaf clusters), Army Achievement Medal, Korean Order of Military Merit, Inheon Medal, Ranger Tab, Parachutist Badge and Army Staff Indentification Badge. He is married to the former Anne M. Theysohn. They have three sons: Matt and Andrew, both field artillery lieutenants, and Jon, a 2002 graduate of Texas A&M University. A 1978 graduate of the U.S. Military Academy, Brig. Gen. Curtis M. Scaparrotti returned to his alma mater this summer to serve as the Academy s 69th Commandant of Cadets following a one-year deployment in Iraq as assistant division commander (maneuver) of the 1st Armored Division. Tours at Fort Bragg, N.C., ( ) and Fort Drum, N.Y. ( ) were sandwiched around a three-year stint at West Point ( ) and completion of studies at the Infantry Officer Advanced Course ( ) and the U.S. Army Command Staff College ( ). In 1985, Scaparrotti earned a Master of Education degree in Administrative Education at the University of South Carolina. He also completed studies at the U.S. Army War College in Scaparrotti completed three tours in Washington, D.C. He served with the Army Total Personnel Command and the Army Chief of Staff s Office ( ), and later was chief of the Army Initiatives Group in the Deputy Chief of Staff s Office for Operations and Plans ( ). In his most recent stint ( ), Scaparrotti was deputy director for Joint Operations on the Joint Staff. His initial command assignment was with the 3rd Battalion, 325 Infantry, Southern European Task Force, Vicenza, Italy, during Operations Support Hope in Zaire/Rwanda, Joint Endeavor in Bosnia-Herzegovina and Assured Response in Liberia. In May 1996, Scaparrotti returned to Fort Drum to serve as the 10th Mountain Division s operations officer. In June 1999, he returned to Fort Bragg to command the 2nd Brigade, 82nd Airborne Division. Scaparrotti s awards and decorations include the Defense Superior Service Medal, the Legion of Merit with three oak leaf clusters, the Meritorious Service Medal with four oak leaf clusters, the Army Achievement Medal, the Expert Infantryman Badge, the Master Parachutist Badge, the Ranger Tab and Army Staff ID Badge. Brig. Gen. Daniel J. Kaufman, a long-time fixture at West Point, is now in his fifth year as the Academy s Dean of the Academic Board. Kaufman, a distinguished graduate of the U.S. Military Academy in 1968, served as the head of the Department of Social Sciences for four years prior to ascending to his current post. Kaufman has been on the faculty at West Point since Kaufman s military service includes tours with cavalry and armor units in the United States and Vietnam, where he earned the Bronze Star for heroism and two Purple Hearts for wounds inflicted during combat. The Ft. Lewis, Wash., native has also served as a member of the National Security Council staff and spent a tour in the Office of the Secretary of Defense. Most recently, he has served as a special assistant to the Chief of Staff of the Army. Kaufman was a member of President Clinton s transition team for the Department of Defense. He holds a master s degree in public administration from Harvard University and a doctorate in political science from Massachusetts Institute of Technology. Kaufman has also attended the Armed Forces Staff College and Armor Officers Advanced and Basic courses, as well as Airborne and Ranger schools. Highly decorated, Kaufman s military awards also include the Legion of Merit, the Bronze Star, the Meritorious Service Medal (two awards), the Army Commendation Medal (two awards), the National Defense Service Medal, the Vietnam Service Medal (four awards), the Army Service Ribbon, the Senior Parachutist Badge and the Ranger Tab. Kaufman is married to the former Kathryn Kennedy. The couple has two children, daughter Emily Louise and son David Daniel Army Rifle 5

Ron Wigger has returned Army s rifle program to national prominence in the four short years he has been at the helm. The Black Knights have solidified themselves as one of the top programs in the nation under his tutelage as evidenced by their accomplishments at the NCAA Championships and in the Great America Rifle Conference. Army is coming off a stellar performance this past year, garnering runner-up honors at the GARC and a fourth-place finish at the NCAA Championships. Army s conference finish was its highest since joining the field in The NCAA appearance was Army s second in three years, but the first time since 1987 the Black Knights qualified in both air rifle and smallbore. Seeded sixth in the eight-team field, Wigger led his squad to a fourth-place finish for Army s second-best mark in school history. The Black Knights performance earned Wigger a pair of coaching certificates with his selection as Coach of the Year by both the GARC and Collegiate Rifle Coaches Association. Wigger s second year at the helm saw Army qualify for the 2002 NCAA Tournament. It was the first time that the Black Knights, who were reinstated to the varsity ranks in following a three-year hiatus, qualified since Meeting the standard in air rifle, Wigger s shooters edged Navy by a point for fourth place. Since taking over the program, Wigger has developed three All-Americans, who have combined for seven certificates and a conference champion along with 15 all-garc selections. Team captain Paul Charbonneau was chosen a first team air rifle All- America and repeated as a second team selection in smallbore to head into his final year with three certificates in hand. Kim Pienkowski, a 2003 graduate, was also a three-time selection under Wigger. She earned first team air rifle honors in 2001, Wigger s inaugural year, to become the first Black Knight named to that unit since As a senior in 2003, she was an honorable mention in both events. Jared Lostetter and Charbonneau were selected for second team All-America honors in air rifle and smallbore, respectively, in 2002, as Wigger has boasted an All-American every year since taking over the reins in the fall of Over the past four years, Wigger s teams have established new school marks, shattering 10 team and individual records that were on the books when he took over the program. All three team scores (air rifle, smallbore and aggregate), along with seven individual marks, were broken and reset his first three years. Pienkowski holds the school air rifle mark, which she set in , and Charbonneau shattered a 15- year smallbore mark in Competing against the top rifle programs in the nation, Wigger has compiled a winning percentage of.659 (27-14). He was instrumental in Army joining the Great America Rifle Conference in after leading the Black Knights to a 7-1 mark the previous year. He guided Army to a fourth-place finish its inaugural year in the GARC, one of the top conferences in the country, and his efforts earned him Coach of the Year plaudits. This past spring he was selected again by his peers for the second time in three years, and celebrated by guiding his sharpshooters to runner-up honors. 6 Army has collected its share of postseason GARC honors, earning eight this past winter. Charbonneau became the first Black Knight crowned a GARC champion behind a school record-setting mark in smallbore in This past spring he was a first-team pick in the combined scoring and air rifle along with second-team honors in smallbore. Overall, Army has earned two first-team selections, eight second-team certificates and five honorable mentions. Wigger has carved out an impressive slate both as a coach and competitor at the national and international levels. Ranked among the nation s top shooters in smallbore prone, Wigger competed for one of two berths in that event this past May at the Olympic Trials. The Army mentor was awarded the International Distinguished Shooter Badge by USA Shooting in the summer of 2002 based on his gold medal performance in smallbore prone at the 1988 World Cup in Mexico City. Runner-up at the USA Shooting National Championships in 1987 and 1991, Wigger was a member of the All-Guard smallbore rifle team that captured the 1993 national team championship at Camp Perry, Ohio. Among his awards is the Distinguished Rifle Marksmanship Badge, the highest military honor a rifleman can receive. As a collegian, Wigger was a four-year letterman on Eastern Kentucky s nationally ranked rifle team where he helped the Colonels to a thirdplace finish at the 1983 NCAA Championships. Commissioned in the Infantry Branch following his graduation in 1983, Wigger earned his master s degree in sport management at the U.S. Sports Academy in Daphne, Ala. Continuing his family tradition, Wigger s father, Lones, is a two-time Olympic gold medalist and four-time qualifier who holds 29 world records and is one of the inaugural members of the USA Shooting Hall of Fame. Wigger is married to the former Lorraine Bravo. The couple has three daughters - Alicia (13), Karina (11) and Michelle (6). Wigger Year-by-Year Year Record Pct. 7 Since his arrival at West Point in , head coach Ron Wigger has been actively recruiting the country s best shooters in his bid to return Army to the prominence it enjoyed in the 1980s when it ranked among the nation s elite programs. Wigger immediately established lofty goals for a program that hadn t qualified for the NCAA Championships since the early 1990s. In just four short years, he led the Black Knights to a pair of NCAA appearances, including their second best showing in school history following last year s fourth-place finish. Army, which posted an 8-3 mark, also finished runner-up at the 2004 Great America Rifle Conference Championships and turned in a strong effort against perennial powerhouse Navy. The season could be Wigger s best yet as he welcomes back a veteran squad, led by team captain and All-American Paul Charbonneau, along with his largest and most talented freshman class. Having everyone back is a plus for the program, remarks the fifth-year mentor. With the mix of last year s talent, along with a couple of high profile recruits, I expect to build and improve upon last year s success at the NCAAs. Depending upon how everyone responds, we could finish among the top three. With just two seniors and two juniors returning, Army is still young with sophomores and freshmen making up the majority of a talented roster of 16 shooters. Charbonneau, a three-time All-American, is coming off his finest season following a strong NCAA showing and competing at the Olympic Trials. The lone Black Knight to qualify for the individual competition at last year s NCAA Championships, he bettered his eighth-place air rifle finish by copping runner-up honors the next day in the team competition behind a career-high 395. His leadership as a two-time captain, along with his own bid for an NCAA title, will play a large role in the success of this year s team. Army s top point producer in both disciplines last year, Charbonneau will be challenged to retain that role by highly touted newcomer Christopher Abalo. Fellow senior Ed Harrison, who provides depth in smallbore, brings leadership and experience in his role as a three-year letterwinner. Juniors Lucas Leinberger and Ian Smith, along with sophomores John Fiddes and Mike Jablonski, joined Charbonneau in comprising Army s NCAA contingent last year. While Wigger is high on several of the newcomers, he looks to his veterans to play an important role by setting a high standard. Jablonski was one of Army s most consistent shooters last year, coming on strong at the end of the season. He is a top contender in smallbore following a strong showing at last year s NCAA Championships. Leinberger made his presence felt in both Season Outlook events last year and could be one of the biggest surprises this season. He brings intensity and consistency to the range in his bid to break into the four-man rotation in both disciplines. Leinberger could emerge into an impact shooter this season and contend for a title at the conference championships after finishing third in smallbore last year. Equally talented in both events, Fiddes appears poised to have a breakout season after showing flashes of his potential as a freshman. John has the talent to be a big-time performer, and I am expecting big things from him this season, states Wigger. Smith, rounding out Army s NCAA air rifle unit, is one of the hardest workers on the team and has the potential to shine this year. Christopher Abalo Seven returning lettermen provide Wigger depth and a strong nucleus upon which to build, while a promising group of recruits makes the outlook brighter providing the foundation. Abalo and David Amiot are the two newcomers expected to make an immediate impact as they battle the veterans for the four-man team or traveling squad. Wigger, who considers Abalo the top male recruit in the country, feels that he will push the veterans and challenge the school marks in both disciplines his first season. The 2004 National Junior Olympic smallbore champion, and holder of several national and state titles, Abalo finished in the Top 10 in all three events at the Olympic Trials in the spring. Though Chris is only a freshman, he is a seasoned veteran who has competed nationally and internationally. He has the potential to be a first team All-America in both events this year based on his previous accomplishments. A skilled shooter, he brings a strong drive and intensity to the range that will boost the competitive environment within our program and push our team to a higher level. Amiot is a four-time all-state air rifle shooter from Tennessee who is looking to emerge as a starter in that discipline. Newcomers Matthew Hamilton, Brian Kern and Rebekah Vaughan have the potential to challenge for one of the top eight slots in their respective disciplines. Hamilton, a bronze medalist at the National Junior Olympics in air rifle, will vie for a spot on the four-man team. Adding depth as developing shooters are Kern, a contender in both events, and Vaughan, whose strength lies in air rifle. Also working extremely hard to move up the depth chart is sophomore Adam Hilkenkamp, who competed in several smallbore matches last year, along with newcomers Kristina Wilkins, Kyle Eberly and Julie Moles. Wilkins, a three-time New York State champion, and Moles are proficient in both guns, while Eberly is strong in air rifle. A welcomed addition is having the flexibility of allowing several of our shooters to focus on their specialty, which in turn makes us a stronger team, notes Wigger. Firing against the best teams in the nation, Army will have its work cut out as seven of its 11 opponents ranked in the top 16 nationally in last year s final poll. Army also competes in what Wigger considers the toughest conference (GARC) in the nation. Last year six of the seven members ranked among the national leaders with Army, Xavier and Nebraska finishing fourth through sixth at the NCAAs. Perennial powerhouse West Virginia s return to the varsity ranks after a year s absence enhances the field as well. Following a busy fall slate that has Army firing in four of its six conference matches, the winter portion of the schedule is the most critical and toughest. Shortly after returning from almost a two-month layoff, Army faces six-time NCAA champion Alaska Fairbanks. How well the Black Knights perform could be an excellent gauge for their postseason run, which begins three weeks later at the NCAA Qualifier. A strong performance at the Qualifier should help buoy the Black Knights when they host arch-rival Navy in mid-february. The Mids have dominated the series of late, and a main goal of Wigger s since taking over the program is to see that series momentum turn north. Army heads to the GARC Championships where the Black Knights will battle Kentucky, Xavier, Nebraska and possibly West Virginia for the title before concluding the season with what they hope will be their second straight berth to the NCAA Championships. If the team shoots up to its expectation, the Black Knights should have a record-breaking season Army Rifle 7
