The purpose of this meeting was to review indoor performance for the season and improvements identified, then to plan for the season (based on EH proposed programme). 1. International Performance The 2010/11 season has again produced a large number of appointments for indoor umpiring, with most yet to happen. Mens appointments at Vienna and Leipzig and a womens appointment at Leipzig did not materialise. The EHUISP agreed the Chair should review with the NPUA Chair and ensure this issue is in the NPUA report. Options need to be explored in future such as part or self funding if no budget support available. ACTION: EHIUSP Chair to review missed international opportunities with NPUA Chair to ensure the process is clear for the future VS 5. National Programme Performance There were a total of 199 appointments (plus changes for availability, injury etc) this season: 6 EH Performance umpire appointments 98 EHL umpire appointments + 14 UM appointments 56 U18/U16 Appointments + 6 UMs + 4 Umpire captains 7 Finals Appointments + 1 UM 7 Assessor Appointments Once again, appointments to EHF events clashed with domestic events, and led to a challenging time for selection and appointing domestically, yet opened up additional opportunity too! This will continue to be the case with EHF events on the 3 rd and 4 th weekends in January each year. Page 2 of 11

Panel Reviews - Introduction In reviewing performance, it was noted that the practice is consideration for members not being active for a season to be moved down a panel, and for those not active for 2 seasons to be removed. The selectors agreed that due to the limited opportunities in the Indoor programme, there should be a maximum of 10 umpires on the Premier Panel, and a maximum of 4 umpires on the Premier A Panel. It was agreed to continue this practice. Also the selectors do not consider it adequate for Premier umpires to only be available for the Premier weekends. It is critical therefore that umpires realise that achieving the required minimum mark for either the Premier or Premier A panel is not necessarily enough to either gain or retain a place on either of these panels. According to the NPUA Fitness Policy, those umpires without any test pass will be demoted to the B panel. Anyone with only an NPUA level fitness test cannot be considered for promotion to the Premier or Premier A panel. It was agreed fitness changes should be made at deadline date. ACTION: Panel changes under the fitness policy next season will be made immediately the fitness deadline has been passed - VS The selectors then made a full assessment of each of the umpires from the performance reports, and feedback from the Umpire Managers. Panel Review - UMs James O Hara has retired and was thanked by the EHIUSP Chair for all his support to Indoor. David Lane & David Collier unable to UM as CRB renewal was delayed. Jane Nockolds was unavailable this season. Raj Khanna came to the Womens Premier to help himself prepare to be an UM which was great. He then UM d Womens Div I. The performances of all UMs were reviewed. VS had received the majority of Performance Reports from the TDs and feedback from umpires, and DL reviewed the UMs reports on the tournaments. The selectors also considered consistency of marking and convergence now more UMs are entering the indoor programme particularly at junior events versus EIHL. Hopefully the budget next Page 5 of 11
6 season might allow appointment of assistant UMs to further help development of coaching and assessment of the indoor game. It was also agreed that various documents should be pulled together into a UM pack to brief all the UMs e.g. report deadlines COB Wednesday, UM duties. ACTION: Update website to reflect correct indoor information - DL. 6. EH Performances Development Groups None held. A group of indoor followers were together at the indoor finals at Wembley. Several members are funding themselves to go to the World Cup in Poznan. It was agreed that this topic should discussed at the next EHIUSP meeting. ACTION: Agenda item next meeting development for umpires & UMs - VS /11 Other Feedback 7.1. Womens Premier competition Whilst we understand Premier clubs were consulted (umpiring was not), the revised competition format was a huge disappointment to those participating in the womens Premier programme, reducing competition experience and opportunity at the Finals to just 2 appointments. This removed the element of competition for the final match at Finals and tournament condition practice for the women umpires and was not equitable with the opportunities for the mens umpires. We are aware too of how role models at these finals are important in the promotion of womens participation in officiating. Rescheduling the semi-finals into the last day of the Premier schedule meant a very long fourth day. Despite having eight umpires to help address this issue, one of the umpires fell asleep at the wheel on the way home, luckily waking to avoid an accident U16 Schools Competition The U16 schools being moved to Friday / Saturday was a challenge with many umpires unable to book the time off work. The EH Competitions Manager has already indicated that this will not be the case next season, and the tournament will move back to Saturday / Sunday. Page 6 of 11
7 7.3. Reserves There was feedback about no clear definition of the expectations of a reserve and how long they are available to be called in. At a couple of weekends, umpires were injured and unable to continue. ACTION: Definition of reserve for website and UM pack advice re organising injury replacement DL/VS Radios There were various challenges this season after the successful experience last year. Two sets of four radios were available to the men and the same for the women. At the first Premier weekend, there was theft of a radio from the mens venue. Immediately another instruction was issued about care and security of this significant investment for the NPUA. For all other tournaments the radios were kept at the technical table which proved to work extremely smoothly. The sets used by the women worked intermittently so after the Womens Div I were returned to Tim Benford via Hannah Sanders. Radios were used at: Mens Prem x 2, Mens Div 1 x 2, Womens Prem x 1, Womens Div 1 x part 1 and U18 Boys Clubs, so a wider number of umpires were able to try the radios. ACTION: Chair to liaise with Tim Benford to discuss findings VS Fixture Congestion The umpires are affected by the crammed indoor programme in January more than the players. Some umpires are involved in as many as three of the four weekends in January. The selectors discussed the possibility of moving one of the Div I weekends from week 21 to week 15, understanding that whilst this balances out the demands on umpiring and officiating, there may be increased costs for hotels immediately prior to Christmas. ACTION: Chair to suggest to EH Competitions Mgr / EH Officiating & Volunteers moving Div1 (wk21) to the Dec2011 Prem weekend (wk15) to spread tournament load VS EHIUSP Briefing / Rules NPUA Indoor Briefing Barry Anderson, Liz Pelling, Jo Pennycook, Louise Knipe and Tony Kelleher all contributed to updating last season s briefing note. This season s note was then used to communicate with all clubs and umpires our approach to umpiring the indoor game. ACTION: Agree briefing again next season BA/LP Rules Feedback 3m circle markings not in indoor rule book. In field equipment and specification in the outdoor rules, section 1.4d has introduced broken 5m circle markings whilst the 3m rule has been introduced in the indoor rules, the pitch markings update has been missed so the official pitch markings do not include a broken 3m circle. Where this was marked on pitches, flow of the game was very positively influenced. ACTION: Chair to pass feedback through NPUA Exec /EH to FIH Rules Board VS Rules Variations International Tournament Regulations. In the FIH Tournament Regulations (published Dec 2010), appendix 5 contains instructions to rule variations re green card and breaking the line at corners which may be utilised in EHF competition. The selectors would like EH to consider utilising EHF/FIH rulings (especially in World Cup year) in National competition to prepare both umpires and players for their international appointments. ACTION: Chair to pass feedback through NPUA Exec /EH VS. Page 7 of 11
8 Rules Two Yellows = Red. On a couple of occasions in this year s indoor programme, the same player received two yellow cards, the second leading to a red card. Under the current EH code of conduct, this results in a minimum 16 day ban from hockey. In an international tournament, any player would receive a penalty set by the TD, usually one or two indoor matches at that tournament. With as many as five games in a weekend, is this fair? ACTION: Chair to pass feedback through NPUA Exec /EH VS Venues The EH Competitions Manager had requested feedback on the venues. The feedback received via the UM reports to NPUA will be provided. ACTION: Chair to pass feedback on venues to Stephen Barlow VS. UWE, Bristol: Great venue, although floor level seating dangerous spectator injured. Bleacher seating would be fabulous! No warning signs in place re flying hockey balls. Heard some clubs felt pitch should be narrowed by pushing boards in to closer replicate European venues. Staff extremely helpful. Hot lunch available for a period. Trip to local supermarket for sandwiches. Perdiswell: Poor lighting. No centre line which does not help application of the 3m rule not to play the ball directly into the D within the half. Boards pushed in to allow spectator access behind the umpire on the bleachers side. Good spectator seating, nice café with helpful staff. Whitgift: Good venue. Aldersley: Limited viewing galleries, no bleachers although room for these in the hall. Pitches had 3m circle marked which very positively helped flow of the game. Boards borrowed from Lilleshall for 2 nd pitch were good. Limited opening times of café not opening until 12 noon on Sunday of U16 clubs competition reception kept very busy serving tea/coffee to spectators. Moulton College: Do not use again for competition totally inadequate space around the pitch for players, umpires, spectators, compounded by nowhere to leave kit bags as a park and ride scheme was in operation. Access door to hall immediately behind goal an accident waiting to happen. Cocks Moor Wood: Good venue. Lighting better than Perdiswell not as good as UWE. No TD room or umpire room booked although this has been available in the past. Lilleshall: Good venue although viewing limited to floor level (no bleachers) or a small gallery. 3m circle marked. Needs mats or similar behind goals balls rebounding from shots were dangerous to defenders on line or attackers following in. Limited catering to bar opening times. Officials / umpires need half board as no where close to eat after long days. Fleming Park: Good venue with good staff support. Excellent facilities for officials / umpires with tea/coffee all day and hot food provided in the officials room perhaps more venues would provide this! The pitch could have done with being narrowed by a foot to stop the nearside umpire falling over spectators accessing the bleacher seating. Great to have the hotel next door too. Paramedics at this venue would have benefited from a briefing to stay off the pitch until their assistance was specifically requested. A favourite venue with the umpires. Wembley Arena: Wow!! 9 7.8. Esselle Breakfast. Esselle needs to ensure that breakfast on the Sunday morning is available early enough for the competition programme Room bookings cost saving idea. We d like to recommend the TD/UM liaise to minimise the number of rooms to be booked for officials/umpires by arranging room shares and then the TD/UM makes the booking with Esselle. Also several umpires were not booked at the hotel despite having booked their rooms Wembley or Watford! A good recovery from booking the wrong Hilton, the Ibis worked out ok. ACTION: Chair to pass Esselle feedback to EH Competitions Manager VS Membership Some indoor members have umpired 1 or 2 events only. There was also debate about membership costs for indoor only candidates and how this is communicated including the provision of shirts to match their colleagues. ACTION: Chair to pass feedback to Richard Kirk/Exec VS. 8. FUTURE Strategy review At the 2008 meeting it was agreed that our indoor umpiring targets should be : 2011 : at least 1 umpire in each gender eligible for selection for the Indoor World Cup; 2010 : at least 2 umpires in each gender with FIH I status. Together with the hard work and performances of our umpires, we achieved that objective. The EHF appointments system has changed significantly since we last set our strategy. The EHIUSP then discussed setting the targets for the next 4 years. It was agreed that our indoor umpiring targets should be : 2015 : at least 2 umpires in each gender with FIH I status, and 1 FIH PL for each gender : 10 new umpires under : UMs/coaches; 5 candidates per season; increased female participation Umpires Internationally we currently have: Men: o 2 x FIH I Nick White, Andrew Kennedy o 1 x FIH PL Lee Barron Women: o 2 x FIH I Frances Block, Sarah Bush (in retirement year) Dawn Henning has retired this season from international umpire appointments. The EHF nominations were considered by EHIUSP and will be revisited after the Finals day. There was a review and discussion re the future potential of national umpires, and a review of the potential shown for the National Programme by the young umpires and incoming candidates. There was discussion about the young women emerging into the outdoor National Programme and the NYUPL and how to interest them in the indoor game. Page 9 of 11

Umpire Managers Internationally we now have: UMs - FIH: Tony Kelleher, Louise Knipe, Val Sassall, Richard Wilson UMs - EHF: Jackie Gibbs, Paul Box-Grainger, David Lane, Liz Pelling We should continue with our approaches to senior umpires to assist at tournaments through the indoor season as mentors etc to help increase transition to UM, and encourage take up of L3 coach award. 9. FUTURE 2011/12 Season 9.1. EH change to Indoor Finals We understand the Wembley event and Finals format will be reviewed by EH EH change to Junior competitions We understand the junior competitions format will be reviewed by EH and junior competitions will be Saturday / Sunday next season NPUA Fitness Test change by Executive We will recommend some wording changes to clarify the impact of choosing not to take a fitness test and clarify the support available. ACTION: Fitness availability date for indoor 30-Sep DL World Cup We discussed ways to feedback learnings and experiences from the World Cup /12 Fixtures The draft 2011/12 programme is currently published on EH website Regional liaison It was agreed that the Selectors should continue to maintain liaison with the regional indoor contacts: North David Ellcock; Midlands Sarah Bush/Richard Kirk; South Rob Jenkins; East Ray Allum; West Nick White; NYUG Liz Pelling. ACTION: Liaison with regions / NYUPL LP ACTION: Feedback to regions results on candidates (umpires need to approve sharing of their reports) LP 9.7. Fitness process It was agreed that we should request all fitness testing by 30 September for indoor without exception. ACTION: Fitness availability date for indoor 30-Sep DL 9.8. Umpire / UM Availability Dates for website It was agreed that we should request all availability by 15 October so the pre-christmas Premier appointments can be made and published 1 st November, and the next tranche by 15 th December. ACTION: Website availability date for indoor 15-Oct DL 9.9. Appointment publication dates It was agreed that the appointments would be published one weekend at a time throughout the season. The first Premier weekend will aim to be published by 1 month prior to Prem. 10. AOB Selectors availability for consideration at next Exec meeting All selectors were prepared to stand for re-election if so desired by the Exec.
