Bowls NZ Board Meeting Minutes -11 th February 2014 Please find below the link to the Board Minutes dated 11 th February I draw your attention to the following items of interest; Gold Stars and new Silver Star The results of a survey carried out recently support the following changes. In the future Gold Stars will be awarded to those who have won five or more Open Championships only. Those who have been awarded a Gold Star under the existing criteria. A new Silver Star will be awarded to those who have won five or more of the following National Events since the commencement of Bowls New Zealand in 1996 National Club Championships, National Division 1 Interclub Championship, National Intercentre Championship, National Mixed Pairs Championship, Super 8 and Superbowls. Attached to this circular is a list of those who, from our records, qualify for this Award. The list has been compiled by Events Manager, Allan Griffiths, and if there have been omissions we welcome your feedback. Arrangements will be made for recipients to receive their Silver Star at appropriate functions in their Centres. We will be liaising with Centres to make the arrangements. I congratulate all recipients and thank all of those who responded to the survey. National Open Tournament Survey Thank you to all who responded. The Board has accepted the survey results which were in favour of the status quo so there will be no change. Upshot Magazine The Upshot Magazine will be discontinued but will be replaced by a New Z I B E I B N Z This free, monthly publication can be accessed at Membership Fee 2014/2015 The Board have received the draft budget for 2014/2015 and have approved a recommendation that membership fees for 2014/2015 will only move by the CPI rate as at 31 st March The actual figure will be notified in April once the CPI figure is known. Events 2014/2015 Attached is the event calendar for 2014/2015. Details for some events and venues are still being finalised and so updates will be issued when available but dates should not change. The Board have agreed to the introduction of a Development Intercentre competition, applicable to both men and women, which will be for players who have been full playing members for 8 years or less. The Board have also confirmed that all Bowls NZ events must be run at cost neutral or better and that talent development competitions be contribution based. The Board have stipulated that entry fees for events will be set to cover the cost of providing event management at finals but that all costs of travel, accommodation and meals will be the responsibility of the entrants. 2 It is noted that some form of equalisation may be required but Bowls NZ staff will be discussing this with Centres at Regional Forums to be held in March and April. Attached is an outline of Events and who is responsible for what which will be discussed at the Regional Forums. Please note that the Secondary School Championship in 2014 will revert to the status quo but all arrangements for travel, accommodation and pastoral care of entrants would be the responsibility of Schools, Centres within a Region and the Regions themselves. The per person entry fee for the National Club Championships and Mixed Pairs will be $2 per person. New Staff Member Keith Slight has started in the role of Community Development Officer, Central, replacing the retired Paul Cavanagh. Keith is based at the offices of Sport Wanganui at Cooks Gardens Stadium in Wanganui. His work postal address is: 40 Maria Place Extension, Wanganui or PO Box 516 Wanganui. His mobile is keith@bowlsnz.co.nz Suspensions Bowls Bay of Plenty have advised that Jim Reeves of the Taupo Bowling Club has been suspended for a period of eight months, commencing 21 January Bowls Waikato have advised that Carley Tanoa of the Frankton Railway Bowling Club has been suspended from the Club for a period of 12 months. 9 BOWLS NZ NATIONAL FINALS SEASON Sent out with Circular 01/ National Secondary Schools Championships Auckland Bowls are the Host Centre. Host Club(s) to be confirmed. Date Discipline(s) Entry Fee (GST Incl) Notes 14/12/14 to 16/12/14 Singles $80 Pathway - will remain as a regional qualifying event and not change to an open event as previously communicated Pairs $160 Zone Coaches Schools and parents will take the responsibility of sending a coach and/or an manager responsible for the care of finalists. This means that Zone Coaches are not required. Team Manager and/or Team Coach must accompany finalists and they are responsible for the care of the finalist while they are away from home. Team Coach and/or Team Manager will need to give their contact details to Bowls NZ. Team Coach/Team Manager arrangements and costs are the responsibility of the finalist and their school. No finalist can be sent to the final without a Team Manager or Team Coach. Entry fee will be collected from the national finalists. If the entry fee is not paid prior to commencement of the national final, the finalist is not eligible to compete Entry fee - covers costs incurred to run the National Final. Those costs include Tournament Director costs, green fees, trophies, programme and media Entry form must be completed by National Finalists and be returned, along with their entry fee, to Bowls NZ prior to commencement of the event. Accommodation and Travel all finalists are responsible for making and paying for their own travel and accommodation arrangements. Accommodation We hope to have a host club volunteer attached to this event who will help direct finalists to where they can find good accommodation close to the club. The responsibility to book and pay for accommodation belongs to the national finalist but the host club volunteer is there to help them with their local knowledge.. Lunches - will not be provided by the event, so national finalists will need to make alternative arrangements Communication - Bowls NZ will communicate directly with the finalist s school regarding event arrangements. We will post communication to our website and direct finalists there. National Final will be rotated around the six regions on a six yearly cycle. This is to address the concerns of cost of travel for finalists and it also provides an opportunity for our community and supporters to drop in to a national final being played at their local club Heartland Bank National Open Championships Bowls North Harbour is the host Centre, Brown Bay is the headquarters club. Clubs to host section and post section play will be named at a later date. There is no Bowls NZ entry fee collected at regional qualifiers. Entry fee will be collected from the national finalists. Entry fee - covers costs incurred to run the National Final. Those costs include Tournament Director costs, green fees, trophies, programme and media Entry form must be completed by National Finalists and be returned, along with your entry fee, to Bowls NZ prior to commencement of the event. If finalists have not entered and paid their entry fee, they are not eligible to compete in the National Final If a finalist is under 18 years of age Bowls NZ must be advised who is responsible for their care while they are at the final. This means everybody who plays in an event and has the opportunity to qualify through to the National Final is contributing. If a Centre uses their Champion of Champion event as their qualifier so that means the entry fee is collected at Club level. 20/04/15 21/04/15 Pairs $4 Entry fee - covers costs incurred to run the event. Those costs include Tournament Director costs, green fees, programme and media. The entry fee also pays for flights for the National Club Championships Singles winners to attend an international competition. 22/04/15 23/04/15 Triples $6 Entry form needs to be completed by each time that has qualified for the National Final. 24/04/15 25/04/15 Fours $8 Record Keeping Each Centre will be provided with a spreadsheet and asked to keep a record of the number of participants they have had in each qualifying event. That spreadsheet comes back to Bowls NZ when all your Centre qualifying is completed and then Bowls NZ will invoice the Centre Accommodation and Travel all national finalists are responsible for making and paying for their own travel and accommodation arrangements. 12 FOR CONSULTATION WITH CENTRES INTERCENTRE AND INTERCLUB NATIONAL FINALS Bowls NZ will be attending Regional Forums over the next few months and events will be part of the discussion that we will be leading. We are giving Centres options around logistics/fees/equalisations for: - National Intercentre Final - National Interclub Division 1 and Division 2 Finals The big change is that Bowls NZ will not be making all the logistical arrangements for National Intercentre, we are giving the opportunity back to the Centres. This will help Centres to obtain funding as they are able to go out and get their own quotes for travel/accommodation/onground and we know that some funders do not like to fund entry fees. It will also increase flexibility because Centres are not bound by flights or accommodation arrangements that Bowls NZ has made. All participating Centres will have to pay an entry fee to cover costs for running the event. The last of the Regional Forums will be early May, so we ask that each Centre advise via to sam@bowlsnz.co.nz which option they prefer by 6 June Bowls NZ will communicate via circular in the week commencing 16/06/14. Please make sure you respond because if you don t, the decision will still be made without your input. Model has been completed with some Centres driving to Auckland or Wellington to catch flights rather than flying from their home town airport. 2. Mileage for these teams has been factored into the modelling 3. Cost of flights has been capped 4. Centres that have less than an hour to drive to get to an airport or to the host city are not eligible for travel assistance 5. If a Centre could fly from their local airport to the host city within the travel assistance amount, then that is OK. In the modelling, with the event being held in Christchurch, we have Manawatu driving to Wellington and flying from there. If Manawatu are able to get flights from Palmerston 6

15 North within their travel assistance allocation, that works.
