1 To: CC: M E M O R A N D U M NQ Member Associations, QSNL License Holders, NQ Development Officers, State Events Committee, NQ Competitions Staff, NQ Pathway Selection Panel Date: 7/05/2018 From: GM Performance & Competitions Pages: Re: 16U State Titles and 18U City v Country Series PURPOSE: The purpose of this note is to provide Netball Queensland Associations and QSNL license holders with information in relation to the inaugural 16U State Titles and the revamped 18U City v Country series. The 16U State Titles is to provide an opportunity for the best players, coaches and umpires from across Qld to compete against each other in a high quality competition. It also provides players with a shared platform to compete for selection in the QLD 17U Squad for the following year as well as creating the transition point from Association based netball (State Age, QPL) into a broader regional representative netball to drive the competitiveness and depth of talent in the QSNL competitions. The City v Country 18U Series provides a similar opportunity for a smaller group of players and will be part of the selection process for the NQ 19U training squad for Players will also be viewed for 19U selection through the QSNL and QPL competitions as well as knowledge gained through their previous exposure through the 17U selection process in previous years. 18U CITY AND COUNTRY TEAMS The 18U City and Country Teams will be selected by the NQ Pathway Selection Panel by early August from the following teams and competitions and from knowledge gained over the past two years through the NQ 17U identification and selection programs. 18U CITY TEAM 1. The structure of the respective selection is listed below. NQ Pathway Selector (Convenor) QSNL Head Coach or their nominee Local Talent Scout(s) appointed by NQ from the region In addition, the NQ Performance Pathways Manager will have oversight of the selection process across the State. The selection panel for each team will scout and monitor players across the netball season, as well as engaging with various coaches who are working within the respective netball program to develop a list of players to be invited to the Phase 2 Emerging Players Clinics to be held in July and August. Players not invited, who may have been missed in the identification process are also welcome to self-nominate for the Phase 2 ETP clinics. Following the Phase 2 ETP clinic a squad of 12 players and four standby players will be selected to represent their region at the State Titles. To be considered for the Queensland 17U team in 2019, players must participate in this event, unless away on National duties, attending a National championship for another sport or are injured. Consideration will be given to extenuating circumstances outlined in written application with appropriate supporting documentation. This should be addressed to the Performance Pathways Manager at tracey.fear@netballq.org.au. Please see Appendix 3 for an overview of the selection process for the Queensland 17U team. Page 2 of 7

3 16U State Titles and 18U City v Country EMERGING TALENT PROGRAM CLINICS PHASE 2: 1. Netball Queensland will conduct a second round of Emerging Talent Workshops on the following dates. While the content of these workshops will be different, the structure will be similar to the Phase 1 program. While the focus will be on player development and selection, the workshops will also include coach, umpire and talent scout development. a. July 14 & 15 Cairns, Mackay, Hervey Bay b. July 21 & 22 Townsville, Rockhampton, c. July 22 - Sunshine Coast d. July 29 Toowoomba, Brisbane North, Brisbane South e. Aug 5 Gold Coast, Brisbane East, Brisbane West COACH & MANAGER APPOINTMENTS: Netball Queensland will advertise for coaches and managers for each team, including the City and Country teams by the week ending April 28, See link here to NQ website for details. Applications close on Monday May 14 and the appointment process to take four weeks. During this time NQ staff will shortlist applicants for interviews and liaise with relevant local personnel before appointing these roles. The roles are voluntary, but all of the appointees costs to attend the State Titles are covered. This will include travel, accommodation, uniform and two meals per day. UNIFORMS: Each team is representing their respective QSNL license holder and as such, the license holders are asked to source and supply the uniforms for their team. The license holder should invoice Netball Queensland for a pre-determined quantity of uniforms which will be factored into the cost equalisation of the competition. The uniform allocation is outlined in Appendix 1 Netball Queensland will source and cover the cost of uniforms for the City and Country 18U teams. FORMAT 16U STATE TITLES There will be two pools of six teams. The seedings for 2018 are based on the number of registered junior members as at September 1, 2017 within each region. This has resulted in the following pool allocation. Pool A Cougars Lynx Panthers Wildcats Capricorn Marlins Jags Tigers Lions Pool B Steelcats Thundercats Sharks Teams will play each team in their respective pool before playing a cross over semi-final and then a Grand Final to determine their overall position. All teams will play seven games across the event. It is proposed the final position of each team in 2018 will determine the seeding and therefore pool allocation for Matches in the 16U State Titles will be 4 by 10 min quarters with teams playing seven games across three days. The City v Country 18U matches will be 4 by 15 min quarters with one game each evening. A full competition manual will be prepared in due course. The draw can be found in Appendix 2 Page 3 of 7

4 16U State Titles and 18U City v Country THE EVENT: The 18U City v Country teams will play one match on each of the following evenings of Thursday October 4 Friday October 5 Saturday October 6 The 16U State Titles will be played during the days of: Thursday October 4 Friday October 5 Saturday October 6 All matches will be played at the Clive Berghoffer Centre at the University of Southern Queensland. COSTS The event will be cost equalised to all players who will pay the same amount regardless of where they are travelling from. The cost will be less than $700 per player with Netball Queensland are still finalising the budget and seeking ways to bring this cost down. Staff aligned with each team will have all of their costs covered in return for their time. ACCOMODATION Accommodation and two meals per day (breakfast and dinner) will be provided for all players and team staff at the University of Southern Queensland. Teams will be responsible for their own lunches, which can be organised through the University or through the match venue by pre-ordering. More details will be provided about these options in due course. TRAVEL The Country 18U, Marlins, Steelcats, Sharks and Claws teams will fly into Brisbane and travel via coaches to Toowoomba on Wednesday October 3. The coaches will take players back to Brisbane airport on Sunday October 7. For Thundercats and Lynx, Netball Queensland will secure a coach which will start in Bundaberg and collect the Suncoast Lynx team en-route to Toowoomba and return via the same path. All other teams will be responsible for making their own way to and from Toowoomba. Teams will be responsible for their own travel during the three days in Toowoomba. The buses will not be available during the competition. The accommodation and playing venue are walking distance apart. PRESENTATION There will be a presentation ceremony at the completion of the Final City v Country match on Saturday evening October 6. Page 4 of 7

5 AGREEMENTS / CODE OF CONDUCT 16U State Titles and 18U City v Country All players, coaches and managers will be required to sign a participation agreement and code of conduct in order to participate in the event.
