2 PURPOSE AND BACKGROUND The Emerging Talent Program (ETP) identifies and develops players, coaches, umpires and selectors across Queensland through the delivery of clinics and activities by Netball Queensland staff or representatives. Building on the 2017 Emerging Talent Program a number of enhancements will be made in 2018 to ensure maximum uptake of willing participants and to integrate the Emerging Talent Program with the 16U State Titles. The ETP forms a key part of the process in selecting the teams to compete at the 16U State Titles. The purpose of the 16U State Titles is to provide an opportunity for the best players (turning 15 and 16), coaches and umpires from across Qld to compete against each other in a high quality competition. It also provides players with a shared platform to compete for selection in the QLD 17U Squad for the following year. Importantly, this competition also serves as a transition point from Association based netball (State Age, QPL) into regional representative netball aligned with QSNL licensees to assist in optimising the transition rates into the State League competition. EMERGING TALENT PROGRAM TERMS and DEFINITIONS Emerging Talent Program (ETP): The name given to the overall program which consists of 24 clinics delivered across Queensland. Importantly the term Talent within the Emerging Talent Program title, refers to players, coaches, umpires and selectors. 16U State Titles and 18U City v Country Series: In 2018 the 16U State Titles and 18U City v Country Series will replace the previously held Emerging Talent Camp. From these two competitions, two training squads of athletes will be selected to prepare for the National Netball Championships the following year. Umpires and coaches will also be identified for further development opportunities. State Training Squads: will be the group of approximately players chosen following the 16U State Titles and the 18U City v Country series. These two squads will attend training camps to assist in the final selection of teams for the National Netball Championships Emerging Talent Program Coordinators (ETPC): Persons appointed by Netball Queensland to assist in the coordination of the Emerging Talent clinics around Queensland. The word Talent in this document is used to described the human talent or people being identified and developed, including players, coaches, umpires and selectors. More broadly however, the characteristics we are looking for include the technical, tactical, physical and psychological elements of successful performers. Page 1 of 7

To identify and provide development opportunities to talent to enhance the netball experience and environment, in an accessible and affordable manner. To provide positive and challenging experiences to enhance long term involvement in netball THE PROGRAM The Emerging Talent Program (ETP) is a multi-faceted program, designed to enhance a range of participant roles across Queensland. The concept is underpinned by the belief that a coach s capacity to create a quality training environment, conducive to learning and enjoyment is critical to developing and retaining netballers. By providing support, beyond the formal accreditation process to coaches Netball Queensland seeks to indirectly enhance the daily training environment for players across the state. The ETP, aims to address four key pillars of the netball community. Coach Development Umpire Development Emerging Player Development NQ Emerging Talent Program Selection & Talent Identification Coach Development: Develop or enhance the coach s capacity to plan and deliver training sessions based on the needs of the players Develop or enhance the coach s capacity to plan and deliver effective, player centric training sessions To identify talented coaches for further opportunities To stimulate learning and further self-development of coaches To encourage the integration of coaches and umpires in a performance and training environment. 4 Player Development and Talent Identification: Identification of players for future development opportunities Inspire players to become better through modification or enhancement of their day to day behaviours Provide an opportunity for players to experience a higher intensity training session than they may be accustomed to. To assist players to develop an understanding of the skills and performance requirements of higher level netball. Umpire Development: Identify and develop umpires for further opportunities To build capacity and depth of umpiring talent to support the competition framework. To look Beyond the Rules and focus on the holistic development of umpires To encourage the integration of coaches and umpires in a performance and training environment. Selector Development: To assist local selectors in understanding the requirements of player to succeed at the higher levels of the game. To develop the capacity and depth of the scouting network to assist in future talent identification and selection requirements. THE PROCESS Netball Queensland will appoint an Emerging Talent Program Coordinators across Queensland to facilitate this program. The Netball Development Officer will also be involved in coordinating the program in each respective geographic area. Each of the coordinators will liaise with High Performance Officer, Belinda Weder. 5 The table below outlines the key roles and responsibilities of each stakeholder Task Who Details Venue ETP Coordinator Identify and book a venue which has a classroom setting as well as easy access to a netball court. An indoor court would be preferable to eliminate the risk of weather intervening. Cost ETP Coordinator to identify suitable venues and liaise with NQ who will cover costs of booking if there are any. Developers NQ Once dates are confirmed, NQ will identify suitable developers to deliver the program from a panel of experts from coaching and umpiring. Cost NQ to cover flight, accommodation, meals and professional costs of presenters Content NQ NQ staff will provide direction re content for the clinics to provide consistency across all areas, however there will be scope for additional discussion at each clinic on topics raised by attending coaches and umpires Logistics ETP Coordinator On the day(s) of the local ETP the coordinator is responsible for arranging local transfers for visiting NQ staff as well as lunches for the same ATTENDEES AND INVITATION PROCESS Players To determine the players who will attend the local ETP the following three step process will be used. SELF NOMINATION: Players turning 15 or 16 in the current year, are invited to nominate via a link d=38947 on the NQ website to attend the ETP in their local area. They must be registered with an Association within the geographical area, consistent with the QSNL License holder catchment areas (see appendix 1). Special consideration will be given to a player who is unable to attend their local ETP clinic, to attend a neighbouring program. Players are only permitted to attend two ETP clinics for the year. Players who have dual registration may only trial for one 16U State Titles team as part of the Emerging Talent clinics, unless circumstances as referenced in clause apply. Should the self-nomination process yield an extraordinarily high number of nominations, the relevant Associations and Talent Scouts will be consulted to assist in refining the invite list. Local talent scouts will also provide names for consideration Page 4 of 7

6 Coaches NQ will issue an invitation directly to all Development Accreditation level and above coaches in the catchment area. Coaches will be directed to register via a link in the invitation and must register to attend. Umpires: NQ will issue an invitation to all C, B, A or AA Badged umpires in the catchment area. Umpires will be directed to register via a link in the invitation and must register to attend. Selectors: The aligned QSNL Head Coach(s) will be invited to join the selection in their catchment area. Existing Talent Scouts will also be invited to attend their local clinic. EMERGINT TALENT CLINICS PHASE 1 CLINICS: NQ will conduct 24 ETP clinics across Queensland on the following dates. In most cases the clinics are likely to be single day events; however, the weekend has been listed here and maybe used if the host or participation numbers require two days. Feb 24 & 25 Cairns, Mackay, Wide Bay March 3 & 4 Townsville, Rockhampton, Sunshine Coast March 10 & 11 Toowoomba, Brisbane North, Brisbane South March 17 & 18 Gold Coast, Brisbane East, Brisbane West PHASE 2 CLINICS: Netball Queensland will conduct a second round of ETP clinics on the following dates, replicating the Phase 1 program. July 14 & 15 Cairns, Mackay, Wide Bay July 21 & 22 Townsville, Rockhampton, Sunshine Coast July 28 & 29 Darling Downs, Brisbane North, Brisbane South Aug 4 & 5 Gold Coast, Brisbane East, Brisbane West TEAM SELECTION: Netball Queensland will appoint a panel six (n6) Pathway Selectors, at least one of whom will attend each of the clinics. The local QSNL Head Coach and one other local talent scout will be appointed as the selection panel in each area. No selections or talent identification announcements will be made from this initial clinic. The existing scouting network will then continue to monitor players during the year across all competition formats as was the case in The Pathway Selection Panel will also attend targeted events during the year. At the completion of the Phase 2 clinics in early August, and also utilising scouting information gathered across the year and from previous years. Each local Selection Panel, led by a Netball Page 5 of 7

7 Queensland Pathway Selector will select a squad of 12 players and four (4) Training Partners to participate in the 16U State Titles. COACH & MANAGER APPOINTMENTS: Throughout the ETP clinics and other Coach Development opportunities and competitions, aspiring coaches will be monitored. Netball Queensland will call for nominations and then work collaboratively with local organizations to appoint a Head Coach and Assistant Coach for each 16U representative team. These appointments will be in place by July 12, TEAM ALIGNMENT: Each 16U team will be aligned to the respective QSNL License holder on the basis that the next step in the pathway for these young players is via their local QSNL team. 16U Marlin Coast Marlins 16U Magnetic North Steelcats 16U Whitsunday Sharks 16U Capricorn Claws 16U Wide Bay Thundercats 16U Sunshine Coast Lynx 16U Brisbane North Cougars 16U Brisbane West Lions 16U Darling Downs Panthers 16U Brisbane East Tigers 16U Brisbane South Wildcats 16U Golden South Jags QSNL LICENSE HOLDER INVOLVEMENT Assist in the identification and appointment of coaching staff and manager for respective teams Assist in the provision of uniforms Assist in the provision of training venue for team in the lead up to event TEAM PREPARATION: The 16U State Titles are scheduled for Thursday October 4 to Saturday October 6, By not finalising the teams until early August, all teams have approximately the same amount of time to prepare and reduce the risk of players being overloaded. There is ample netball on at this time with QSNL, QPL and Vicki Wilson Cup being played. Page 6 of 7

8 EVENT: The 16U State Titles will be conducted by NQ. In 2018 the event will be held at the Clive Berghoffer Centre at the University of Southern Queensland in Toowoomba. NQ will coordinate all logistics including accommodation for the event and work with each team manager to coordinate individual logistics. More details will be provided around this in due course. COSTS: To ensure cost is not a barrier to participation in this event, participation costs will be equalized across the State. Initial modelling indicates that players will pay approximately $500 to $550 per person, which would include travel, accommodation and uniforms. Team staff would not be expected to pay anything in return for their time. It is anticipated the only additional cost to Licensees may relate to venue hire for training sessions in the lead up to the State Titles and if the licensee wishes to support the team with any subsidy, but this will be up to each licensee.
