2 This booklet provides information on the 2019 and 16U State Titles for players, parents, coaches, umpires, team management, ETP Co-ordinators, Regional and club personnel. The feedback from the surveys held post both ETP Phases and the State Titles in 2018 have helped inform the content. 3 PURPOSE AND BACKGROUND PURPOSE AND BACKGROUND The purpose of the (ETP) is to identify and develop players, coaches, umpires and selectors across Queensland to improve the depth of talent across all areas of the game. Netball Queensland run 1 2 day ETP clinics across 12 regions twice a year. Following the completion of the Phase 2 Clinics, 16U Teams will be selected from each region to compete in the Nissan 16U State Titles. This is to provide an opportunity for the best players (aged 15-16) to compete against each other in a high quality competition. This event also provides development opportunities for the appointed coaches, managers and umpires. The QLD 17U Squad for the following year will be selected and announced at the end of this event. Importantly, this competition also serves as a transition point from Association based netball (State Age, QPL) into regional representative netball aligned with Sapphire Series licensees to assist in optimising the transition rates into the State League competition. TERMS AND DEFINITIONS (ETP): The name given to the overall program which consists of 24 clinics delivered across Queensland. Importantly the term Talent within the title, refers to players, coaches, umpires and selectors. 16U & 18U State Titles: In 2019 the 16U State Titles will follow the same format as in 2018, and the 18U State Titles will replace the 2018 City v Country Series. Queensland 17U and 19U Training Squads: will be the group of approximately players chosen (in each squad) following the 16U and 18U State Titles. These two squads will attend training camps in early 2020 to assist in the final selection of 17U and 19U Queensland teams for the 2020 National Netball Championships. Coordinators (ETPC): Persons appointed to assist in the coordination of the Emerging Talent clinics around Queensland. Talent: is defined as those players, coaches and umpires who demonstrate the potential for higher honours not only through their current level of performance, but also their willingness to take on board feedback, self-awareness and commitment to their own development. ABOUT THE PROGRAM The (ETP) is a multi-faceted program, designed to enhance a range of participant roles across Queensland. The concept is underpinned by the belief that a coach s capacity to create a quality training environment, conducive to learning and enjoyment is critical to developing and retaining netballers. By providing support beyond the formal accreditation process to coaches, Netball Queensland seeks to indirectly enhance the daily training environment for players across the state. The ETP, aims to address four key pillars of the netball community. 1.

4 Coach Development Umpire Development Emerging Player Development NQ Emerging Talent Program Selection & Talent Identification Coach Development: Develop or enhance the coach s capacity to plan and deliver training sessions based on the needs of the players Develop or enhance the coach s capacity to facilitate effective, player centric training sessions Develop or enhance the coach s capacity to progress, change or adapt within a training session to enhance player skill development Develop or enhance the coach s capacity to provide relevant, specific and timely feedback for player skill development To stimulate learning and further self-development of coaches To identify talented coaches for further opportunities To encourage the integration of coaches and umpires in a performance and training environment. Player Development and Talent Identification: Identification of players for future development opportunities Inspire players to become better through modification or enhancement of their day to day behaviours Provide an opportunity for players to experience a higher intensity training session than they may be accustomed to To assist players to develop an understanding of the skills and performance requirements of higher level netball. Umpire Development: Identify emerging talent umpires and develop these umpires for further NQ opportunities To build capacity and depth of umpiring talent to support the competition framework To look Beyond the Rules and implement the individual umpire development plan to be completed by the umpire throughout the season To encourage the integration of coaches and umpires in a performance and training environment. 2.

5 Selector Development: To assist local selectors in understanding the requirements of players to succeed at the higher levels of the game To develop the capacity and depth of the scouting network to assist in future talent identification and selection requirements. ETP CLINIC DATES NQ will conduct 24 ETP clinics across Queensland on the following dates. In Regional areas (Marlin Coast, Mackay Whitsunday, Wide Bay, Townsville, Capricorn), the clinics will be run over days. South East Queensland Clinics (Darling Downs, Sunshine Coast, Golden South, Brisbane North, South, East, West) will be single day events. 1. Feb 23 Brisbane North 2. Feb 24 Brisbane South, East, West 3. March 2 Sunshine Coast 4. March 3 Golden South, Darling Downs (Toowoomba) 5. March 16 & 17 Wide Bay (Bundaberg), Marlin Coast (Cairns), Mackay Whitsunday (Mackay) 6. March 23 & 24 Townsville, Capricorn (Rockhampton) PHASE 2 CLINICS: Netball Queensland will conduct a second round of ETP clinics on the following dates, exact dates and venues for Phase 2 are still to be confirmed and will be advised in due course. 1. July 20 & 21 Cairns, Mackay Whitsunday (Mackay), Wide Bay (Hervey Bay) 2. July 27 & 28 Townsville, 3. Aug 3 & 4 Golden South, Darling Downs, Sunshine Coast, Capricorn (Rockhampton) 4. Aug 10 & 11 Brisbane North, South, East, West ETP COORDINATORS Netball Queensland will work with each Region/entity to appoint an Coordinators across Queensland to facilitate this program. Each of the coordinators will liaise with the Performance Pathways Manager, Tracey Fear, and High Performance Officer, Belinda Weder. 6 16U Brisbane North - Cougars Joanne Atkin 16U Brisbane West - Jets Susan Bamford and Megan Walker 16U Darling Downs - Panthers Leona Collins 16U Brisbane East Carina Leagues Club Tigers Simone Waddell 16U Brisbane South - Wildcats Samantha Dunford 16U Golden South Bond Uni Bull Sharks Stu Allen PLAYER REGISTRATION PROCESS PHASE 1 & 2 There are two phases to the ETP Program and while it is not compulsory for players to attend the two phases, both are important, and players give themselves the best chance of being identified and selected in their 16U teams by attending both. The registration cost for each phase is $40. PHASE 1 CLINICS: Phase 1 Clinics will be held in February/March 2019 and will target player development in key areas identified by the State Selectors. Coach and umpire development programs will also run alongside the player development program. The following process is used to determine the players who will attend Phase 1 Clinics. Self-Registration: Players turning 15 or 16 in the current year (born 2003 or 2004), are invited to register via the MyNetball link on the NQ website to attend the ETP Clinic in their local area. They must be registered with an Association within the geographical area, consistent with their License Holder catchment areas. (refer Appendix 1). The registration window for Phase will open on the 18 January and close on the 8 February. No late registrations will be accepted. Any player who misses the registration window for Phase 1 will still be able to register for Phase 2. Special consideration may be given to a player who is unable to attend their local ETP clinic to attend a neighbouring program for Phase 1 only. Players are only permitted to attend two ETP clinics for the year and will not be able to attend a Phase 2 Clinic outside their own region. Players who have dual registration may only trial for one 16U State Titles team as part of the Emerging Talent clinics. While any player can register themselves, it is important that players, parents and coaches understand that this program is aimed at players who are already performing over and above many of their peers, (refer to guidelines below). In deciding whether they are at ETP standard, players should consider registering if they can answer yes to any of the following: Have you played in a Queensland Premier League team or Vicki Wilson Cup team in 2018? Have you played 15 yrs State Age level in 2018? 4.

7 Have you played at the 15U Queensland Schoolgirls Champs in 2017 and 2018? Have you played at QISSN in 2018? Have you played indoor netball for Queensland in 2017/18? Are you a State representative in any other team/ball sport? Have you recently re-located to Queensland and played at a comparative level in any other State? The above is not the criteria for registering, but they are guidelines to consider. If you cannot answer yes to any of the above, and are not sure if you should register, please discuss with your coach for their advice. Netball Queensland will attempt to include every registered player, however should the selfregistration process yield an extraordinarily high number of registrations, the relevant Associations and Talent Scouts will be consulted to assist in refining the invite list. In this situation, it is possible that not every registered player will be able to attend. Local talent scouts will also provide input on the final selection of players. Any player not selected to attend the Clinic will be refunded their registration fee. PHASE 2 CLINICS Phase 2 Clinics will be held in June/July 2019 and while there is still an emphasis on player, coach and umpire development, team selections for the 16U State Titles are confirmed at Phase 2, and any player wanting to be considered for selection in their Regional 16U Team needs to attend this phase unless they have received an exemption from Netball Queensland. Note that it is not compulsory to have attended Phase 1 before registering and attending Phase 2, though it is recommended. In addition, if you register and attend Phase 1 and you want to also attend Phase 2, you need to register for Phase 2. Players not able to attend Phase 2 may still be considered for selection in their respective 16U Team if they have applied for and received an exemption from Netball Queensland. Please send any application for an exemption to the Performance Pathways Manager; Tracey Fear tracey.fear@netballq.org.au For Phase 2, there are 2 ways in which players may be registered for Phase 2: 1. Self-Registration: Please refer to Phase 1 information on self-registration and note that the registration window for Phase will be advised following Phase 1 and players will not be able to attend a Phase 2 Clinic outside their own region. 2. State Selector identification: State selectors will be attending events between Phase 1 and 2. They may identify a player that may not have registered for Phase 2 and may recommend that the identified player registers for Phase 2. 5.

8 COACH REGISTRATION PROCESS PHASE 1 & 2 NQ will issue an invitation directly to all Development Accreditation level and above coaches in the catchment area. Coaches will be directed to register via a link in the invitation and must register to attend through MyNetball. The registration cost is $40 for each Phase. Coaches who: Coach a 15U/16U Rep Team; Coach talented players looking to take the next step on the player pathway; and who Have development coaching accreditation (or higher) should consider attending the ETP Clinics Coaches who register and attend the ETP Clinics will have an opportunity to: Work with leading NQ Coaches and ETP players in an interactive workshop; Further develop their coaching skills to work with athletes in this age group; and Earn continuing education points for updating their accreditation Registrations will close one week prior to the workshop. Information about the ETP Clinics will also be available on the NQ Website and through Social Media channels. UMPIRE REGISTRATION PROCESS PHASE 1 & 2 NQ will issue an invitation to all C and B badged umpires in the catchment area. Umpires will be directed to register via a link in the invitation and must register to attend through MyNetball. The registration cost is $40 for each Phase. Umpires who: Want to umpire at State Age, 16U State Titles and/or Vicki Wilson Championships Umpire talented players and who are looking to take the next step on the umpire pathway Have a national C Badge umpiring accreditation (or working towards achieving) should consider attending the ETP Clinics Umpires who register and attend the ETP Clinics will have an opportunity to: Work with leading NQ Umpire Coaches, local coaches, and ETP players in an interactive workshop; Further develop their umpiring skills to work with athletes in this age group Establish an individual umpire development plan with assistance of NQ Umpire Coaches. Registrations will close one week prior to the workshop. Information about the ETP Clinics will also be available on the NQ Website and through Social Media channels. 6.

9 16U TEAM SELECTION INFORMATION Please refer to the Selection Policy for further details. Key points are as follows: 16U Team Selection Panel This Selection Panel will include one Netball Queensland State Selector (who will convene the Panel), the appointed Head Coach of the respective 16U Team, the Licence Holder Head Coach and up to one other selector to be appointed by Netball Queensland. It is important to have a mix of local and independent selectors to ensure that performances outside the Phase 2 clinic can also be considered when selecting each team. The Panel will select 10 players to participate in the 16U State Titles and 4 training partners who will be involved in the trainings leading up to the event. For Phase 1, the Head Coach of each team will be in attendance to view all players, however no selections or talent identification announcements will be made at either Phase 1 or the Phase 2 Clinics. The Netball Queensland scouting network, including the Head and Assistant Coaches will then monitor players during the season across the various competitions as was the case in The State selectors will also attend targeted events during this time. For Phase 2, the entire selection panel will be in attendance. A brief session will be held in Phase 1 to provide selection information and a more comprehensive selection workshop will be held in Phase 2. Parents, players and coaches are encouraged to attend both sessions. Please refer to the Queensland Underage Selection Policy for further details on the process and selection criteria. All teams will be announced by Netball Queensland on the website in the week following the final Phase 2 Clinics, i.e. week commencing 12 August U HEAD/ASSISTANT COACHES AND MANAGER APPOINTMENTS Netball Queensland will collate all applications received for vacant Head Coach, Assistant Coach and Team Manager roles and send these to each Licence Holder. Each Licence Holder to put in place an appointment panel to consider, short list and interview applicants. Preferred applicants to then be forwarded to the Netball Queensland Performance Pathways Manager for final confirmation. Netball Queensland will then announce all management teams for 2019 ahead of the 2019 ETP First Phase Clinics. The appointed Coaches and Managers will attend both Phase 1 and Phase 2 in their Region. 7.

10 16U TEAM ALIGNMENT Each 16U team will be aligned to their respective QPL or Sapphire Series License holder on the basis that the next step in the pathway for these young players is via their Sapphire Series/Ruby League/QPL team. 16U Marlin Coast - Marlins 16U Magnetic North - Steelcats 16U Mackay Whitsunday - Sharks 16U Capricorn - Claws 16U Wide Bay - Thundercats 16U Sunshine Coast USC Thunder 16U Brisbane North - Cougars 16U Brisbane West - Jets 16U Darling Downs - Panthers 16U Brisbane East Carina Leagues Club Tigers 16U Brisbane South - Wildcats 16U Golden South Bond University Bull Sharks QPL/SAPPHIRE SERIES LICENSE HOLDER INVOLVEMENT To assist in the identification and appointment of the Head Coach, Assistant Coach and Team Manager for their respective teams; Assist in the provision of uniforms; and Assist in the provision of training venues for the team in the lead up to event. 16U TEAM PREPARATION The 16U State Titles are scheduled for Sunday 29 September to Tuesday 1 October. By not finalising the teams until early mid August, all teams will have approximately the same amount of time to prepare. Each team may schedule up to 3 training sessions prior to the event of no more than 4 hours duration (maximum of 2.5 hours on court). This limit on training frequency and duration is to reduce the risk of players being overloaded. 8.

11 NISSAN 16U STATE TITLES The Nissan 16U State Titles will be conducted by Netball Queensland. In 2019 the event will be held at the new home of Queensland netball, the Queensland State Netball Centre. Netball Queensland will coordinate all logistics including accommodation for the event and work with each team manager to coordinate individual team logistics. More details will be provided around this in due course. To ensure cost is not a barrier to participation in this event, participation costs will continue to be equalized across the State. Netball Queensland is reviewing current costs and will advise the expected cost to players prior in early Team staff would not be expected to pay anything in return for their time. It is anticipated the only additional cost to Licensees may relate to venue hire for training sessions in the lead up to the State Titles and if the licensee wishes to support the team with any subsidy, but this will be up to each licensee.
