3 GRADING STRUCTURE OF THE CV WOMEN S CLUB COMPETITIONS The Cricket Victoria Women s Club Competitions consist of the following: CRICKET VICTORIA WOMEN S PREMIER COMPETITION PREMIER COMPETITION FORMAT All Premier grades in will consist of separate One Day and Twenty20 competitions. 2 P a g e

4 CRICKET VICTORIA WOMEN S COMMUNITY CRICKET COMPETITION (WCCC) WCCC COMPETITION FORMAT All WCCC grades in will contain a mixture of One Day and Twenty20 matches. All results, One Day and Twenty20, will count towards the overall ladder which will conclude with a One Day Final. The best performed Twenty20 teams will play off in a Twenty20 Final. A separate Twenty20 ladder will be displayed in MyCricket with the top two placed teams to play off in the Final. 3 P a g e

MATCH RULES AND BY-LAWS The Premier grades play under Cricket Victoria Premier Cricket match rules. Match rules and by-laws can be found on the Premier Cricket website: For clubs fielding teams in both Premier and WCCC please refer to pages for a rule comparison guide. Premier Clubs and Cricket Victoria Management will be given the opportunity to submit rule change requests towards the end of the season, these requests will be reviewed by the Women s Premier Cricket Panel (WPCP). Clubs will be provided with those proposed rule changes no less than 14 days prior to voting. WOMEN S PREMIER CRICKET PANEL The function and purpose of the Women s Premier Cricket Panel (WPCP) shall be to represent and record the interests of the Women's Premier Clubs at general meetings of the Association by way of the Women's Premier Panel Chairperson casting votes, to provide advice and guidance to CV in relation to the conduct, organisation and management of Women's Premier Cricket in regards to matters such as, but not limited to, match formats, criteria assessment, regional alignments, operational, strategic and development issues. The WPCP members are: Rachel Derham (Chair), Kelly Applebee, Penelope Cleghorn, Georgie Dwyer and Cecilia Power. The communication flow from the WPCP to clubs will be as per previous years. Clubs will be informed of WPCP meetings taking place and provided with relevant updates following each meeting. From time to time, club feedback on relevant matters will be required and called for. All updates from the WPCP to clubs will come via the Women s Premier and Community Club Cricket Officer. PREMIER CLUB GRANTS Premer clubs will receive annual grants from CV. This will be communicated to clubs directly from the CEO in due course and will also include information regarding hospitality and MCC benefits. 4 P a g e

6 RESPONSIBILITIES OF PREMIER CLUBS Clubs are responsible for: The compliance of their members with the Match Rules, By-Laws, Rules of Incorporation and Policies of Cricket Victoria. The condition of their playing fields and equipment. Ensuring pitch and ground markings are as per rules. The payment of fees due and payable as stipulated by Cricket Victoria. Ensuring all affiliated teams, players and officials, uphold the Spirit of Cricket Ensuring attendance of at least one representative at Cricket Victoria workshops/meetings such as season launch. The registration of all players and members via the MyCricket Competition Management System in the required timeframe. Ensuring all match reports are completed via MyCricket in the required timeframe. Ensuring Captains complete the Captains Report on Umpires in the required timeframe. The appointment of a responsible Club Administrator (outlined further below) who will act as the main point of contact with Cricket Victoria. Communicating with Cricket Victoria on matters relating to the administration of womens team(s), including notifying Cricket Victoria of forfeits, changes to club contact details etc. Forwarding Premier Cricket and Cricket Victoria communication and notices to club members. Maintaining the club s Cricket Victoria club . Providing a competent scorer for each game. PREMIER CRICKET CRITERIA ASSESSMENT As well as the above points, all Premier Clubs are responsible for adhering to the Premier Cricket Criteria Assessment document. Please see Appendix 1 or the Premier Cricket website for a copy of this document. CLUB ADMINISTRATOR A responsible person is to be nominated by clubs to become the main point of contact to Cricket Victoria. This position will take over from the previous role of Club Delegate. As there is no longer a delegate system the Club Administrator will act as a key link between Cricket Victoria and the club. It is the responsibility of the Club Administrator to pass on all necessary and relevant information to their clubs, as often this is the only way your members will receive such information. Clubs are also encouraged to pass on information, suggestions, and requests to Cricket Victoria. 5 P a g e

7 COMMUNICATION The majority of correspondence from Cricket Victoria to clubs will be communicated via the Cricket Victoria webmail system, via an e-newsletter, or posted on the Premier Cricket website premier.cricketvictoria.com.au. Upon affiliation, new clubs will receive a club address (<clubname>@club.cricketvictoria.com.au). One of the benefits of the webmail system is your address will be part of the Cricket Victoria domain and will remain constant even though your Office Bearers may change. The webmail can be accessed through an internet browser similar to how Hotmail and other providers work. You can access mail from anywhere in the world provided you have internet access, and know the current log-in ID and password. The web address to access your Cricket Victoria webmail is Once your webmail is set up, you can set the account to automatically forward s onto personal or work addresses. This allows you to receive s without having to log in to your account. To set this up go to Options>Personalize>Forwarding. It is recommended that you send a test after configuring any new forwarding address to ensure that Cricket Victoria webmail is not being trapped in your spam filter or quarantine. If you do choose to use this feature, please ensure you still log into your account at various stages to clear the inbox. Almost all correspondence will be sent to the club s Cricket Victoria webmail. Personal addresses will not be used for the purpose of general club information; therefore it is important you do not unsubscribe your club address from the e-newsletter. Clubs will need to clean out their webmail account on a regular basis to ensure it doesn t become overloaded. Clubs have a 15MB storage limit. Please note the club address will be made available to the general public in the WCCC handbook and website. It is not an excuse for clubs to miss meetings, information or deadlines because they did not have internet access or access to the Cricket Victoria webmail. It is the club s responsibility to maintain their club system and to contact Cricket Victoria Web Support (websupport@cricketvictoria.com.au) if there are any problems with the webmail. It is also necessary, even over the off season, that your club webmail is checked and maintained on a regular basis. 6 P a g e

8 PREMIER CRICKET WEBSITE AND TWITTER The Premier Cricket website is premier.cricketvictoria.com.au. Clubs should contact the Cricket Victoria Women s Premier and Community Club Cricket Officer if they wish to submit news articles or events to the website or to set up a link between the Premier Cricket website and a club website. The Premier Cricket twitter username Clubs are encouraged to utilise twitter as a way of promoting their club and providing score updates. These websites link directly to results via My Cricket and act as a perfect tool to keep members and supporters of clubs in the loop in terms of results of matches, fixtures and general club information. 9 COACHING PROGRAMS FREE COACHING COURSES FUNDED BY CRICKET VICTORIA Cricket Victoria encourages all clubs to assist coaches to undertake coaching accreditation. All clubs have the opportunity to enrol one club member into a Community Coach (Level One) course. Clubs may also apply to enrol a club member into a Representative Coach (Level 2) course. For course dates, enrolments and further information please contact Cricket Victoria or visit community.cricket.com.au. CRICKET AUSTRALIA WOMEN IN CRICKET DEVELOPMENT PROGRAM Cricket Australia also currently provide free Community Coach Accreditation for all women through the Women In Cricket Development Program. The first step for anyone interested is to complete the Introduction to Cricket Course, it s an online course and it s free. Register with Cricket Coaches Australia to gain access to the course at community.cricket.com.au/coach and complete it in your own time. Once you have completed the Introduction to Cricket course you will have access to check out the dates of the Community Coach Courses in your area and can contact CV s Coach Development Manager, Paul Montgomery (pmontgomery@cricketvictoria.com.au) to enrol in the course for free. CRICKET VICTORIA COACHFORCE PROGRAM All clubs have the opportunity to book up to six training sessions with a registered coach via Cricket Victoria s Coach Force program. Payment of these sessions is 100% covered by Cricket Victoria. For further information or to make a booking please contact the Women s Premier and Community Club Cricket Officer: - egianakopoulos@cricketvictoria.com.au. UMPIRES Cricket Victoria umpires will be appointed to all Premier matches. Cricket Victoria will cover the cost of umpires for the season. The Premier Cricket Umpiring Manager is Richard Patterson. Richard can be contacted by clubs wishing to clarify rules and on any matters pertaining to umpires on MATCH BALLS All Premier matches will be played with white 142 gram 4 piece balls. CV will provide clubs with funding for match balls. Clubs are required to notify the Women s Premier and Community Club Cricket Officer of the brand of ball they will be using for the season no later than fourteen (14) days prior to Round 1. Prior to the season all clubs will receive a document outlining what brand of ball every club will be using for season Approved match ball brands are Kookaburra, Platypus and Dukes. 8 P a g e

10 MYCRICKET SYSTEM Cricket Victoria administers results, ladders and player administration via the MyCricket system. The MyCricket system is a free web-based competition management system provided by Cricket Australia. To ensure a smooth running of the competition, it is vital your club comply with the Premier Cricket MyCricket requirements and deadlines. The MyCricket system allows clubs to utilise many features to make the job of a club administrator easier e.g. online registrations, payments, player availability database, awards calculations etc, and provides a vital database of all cricketers across the country. It is in the club s best interest to ensure they have an accurate database of club members. MyCricket training can be arranged by contacting Cricket Victoria. MYCRICKET PRE SEASON CHECKLIST FOR CLUBS Update Organisation Details (mode: Administration > Organisation > Organisation Details) Register for Insurance before October 1. (mode: Administration > Organisation > Insurance Register) Update your Notification Subscribers List. This is to ensure you receive clearance notifications and match result disputes. (mode: Administration > Organisation > Notification of Subscribers) Update your contacts for Parent Organisation (important for Premier Clubs to ensure notification of washouts) (mode: Administration > Organisation > Contacts for Parent Organisation) Re-confirm person roles (mode: teams > People > Re-confirm roles) Register players to the association (mode: Teams > Players > Player Registration > Register Players) MyCricket user guides are available for download via the MyCricket help section. MATCH RESULTS SECRETARY JILL CROWTHER Life Member Jill Crowther will continue to assist CV in the role of match results secretary. Jill will make contact with clubs via in regards to any missing information or errors in their MyCricket scorecards. PLAYER REGISTRATION Players must be registered in the MyCricket system prior to playing. Refer to Premier Cricket Match Rule 7.7 regarding ineligible players. 9 P a g e

11 CLEARANCES Summary of the process (MyCricket): The player s new club must request a clearance via the following tabs in MyCricket: Mode: Teams > Players > Permits and Clearances > Apply for Player Clearance The player s old club will receive notification of the clearance request via and must action the request. For clubs to receive these notifications, it is important the correct contacts are listed in MyCricket via the following tabs: Mode: Administration > Organisation > Notification Subscribers List The CV Premier and Community Club Cricket Officer or Match Results and Registration Secretary will either approve the clearance request or refer the matter to Cricket Victoria Management. Once approval has been given by the CV Premier and Community Club Cricket Officer, a player is able to play for the new club. A player must not play with her intended club until notified of her clearance approval by the CV Premier and Community Club Cricket Officer or Match Results and Registration Secretary. The exceptions to this process are: If the players current club from the previous season has not re-affiliated with Cricket Victoria she need only request a permit to play. If the player (registered or not) has not played in a match in the last two seasons she may play with any club without a clearance form. Please note any player having played four matches with her club in one season shall not request a clearance form from the club in the same season unless there are exceptional circumstances and cannot request a clearance after 31st December. Any such clearance and the subsequent registration must be approved by Cricket Victoria Management. No player may request a clearance between the end of the home and away matches and 30th June (inclusive) in any year. PERMITS Permits can be requested via to the Premier and Community Club Cricket Officer (egianakopoulos@cricketvictoria.com.au) or via MyCricket. To request a permit in MyCricket please follow these steps/tabs: Mode: Teams > Players > Permits and Clearances Apply for Player Permit Please refer to Premier Cricket Rule 7 for full details on permits including players coming from overseas. One major permit rules is outlined below. PERMIT FOR WCCC PLAYERS PLAYING CV PREMIER CRICKET WITH ANOTHER CLUB Premier Cricket Match Rule (b) provides WCCC players the opportunity to experience Premier Cricket via a three game permit. For further details refer to Premier Cricket Match Rule (b) 10 P a g e

If opposition team is late in submitting their team, it is their responsibility to complete dismissal detail in opposition s scorecard. Late registrations and submission of match results by one club can create a snowball effect, whereby it affects the ability of opposition clubs to enter their match results. It also affects the accuracy of ladders, confirmation of finals positions, calculation of averages and award winners, etc. Therefore, it is vital clubs adhere to the MyCricket deadlines. Late results and registrations also incur financial penalties and/or loss of competition points. 11 P a g e

13 PHONE RESULTS It is the responsibility of the home team to phone the match results through to the Score Hotline prior to 7:00pm on the day of the match. Details required are team totals, wickets lost and individual performances of 30 runs or more and 3 wickets or more. Failure to ring the results through will incur a fine of $10. The Premier Score Hotline number is Please note if you have already submitted the full scorecards into MyCricket by this time there is no need to phone the results as well. MATCH FORMS CAPTAINS REPORT ON UMPIRES Each captain must complete a Captains Report on Umpires form online via MyCricket by midday Monday. For instructions on how to complete this process please refer to the user manual in the MyCricket help section. GROUND ASSESSMENT REPORTS Each captain must complete the Ground Assessment Report online via MyCricket by midday Monday. For instructions on how to complete this process please refer to the user manual in the MyCricket help section. DECIDING SCORESHEET Deciding scoresheet forms are to assist umpires calculate the revised total should matches be interrupted and overs reduced. Please see Appendix 3 or the Premier Cricket website for a copy of this form. All home teams must provide this form to scorers. Instructions are listed on the form. TEAM SHEETS Premier clubs must use the team sheets provided in their season kit. One copy is to be provided to the umpire and one copy to the opposition at the toss. 12 P a g e

14 SCORERS Ideally all teams should provide a scorer for each match, however it is understood volunteer numbers are limited at times. If your team is unable to provide a scorer, it is suggested each team provide two players to score their own batting innings. One on one scorers training is available to clubs. If you wish to take part please contact the Women s Premier and Community Club Cricket Officer to arrange. Training will be conducted by Robyn Calder (Box Hill CC Scorer) at a Premier Firsts match. ONLINE SCORING A MyCricket live scoring app is available. For updates on this and instructions on how to download, please refer to MyCricket. USE OF COVERS Covers must be laid by match eve unless advised otherwise by the Premier Cricket Management Team. If clubs wish to leave their wicket uncovered for any reason, permission must be received from the CV Premier and Community Club Cricket Officer prior to midday Friday. On match morning, if conditions permit, covers must be removed by 8:30am. AFTERNOON TEA AND DRINKS The home team is to provide afternoon tea of a minimum of light refreshments, sandwiches and fruit for both teams, umpires and officials for all One Day matches. There are no afternoon tea/drinks breaks in Twenty20 matches. Where Twenty20 double headers are scheduled at neutral venues, teams, umpires and officials are to provide their own food/drink. Clubs are expected to provide food/drink for umpires when hosting Twenty20 double header at home venue. FINALS ONE DAY FINALS Premier One Day Semi Finals and Finals matches are played under Premier Cricket Match Rules 5.2 and 18. Please ensure players are familiar with the match conditions. One reserve day will be scheduled for the Semi Finals and Finals. TWENTY20 FINALS Premier Twenty20 Finals are played under Premier Cricket Match Rules 5.2 and P a g e

15 INCLEMENT WEATHER HOME TEAM RESPONSIBILITIES In case of inclement weather, it is the home team s responsibility to check the state of their ground on match morning. If the ground is deemed unfit and the match to be washed out, the home team must contact Cricket Victoria Premier Cricket Officer Peter Binns on by 8:00am. Premier Clubs are not responsible for informing the umpires and opposition of washouts on match morning. Cricket Victoria will notify umpires and opposition. NOTIFICATION OF PLAY CANCELLED If play is washed out, or there is any doubt in play taking place, a Cricket Victoria representative will notify nominated club members (home and away teams) and umpires via SMS. This will be based on the ground assessment made by the home team on match morning, or by decision of Cricket Victoria Management. In addition to SMS notifications, advice regarding play will also be available via the Premier Cricket website ( and Premier Cricket twitter (@vicpremcricket) To ensure this message is going to the appropriate people, clubs must update their details in MyCricket via the following tabs: Mode: Administration > Organisation > Contacts for Parent Organisation (as shown on the left) On the next screen (below left) you will see a drop down menu asking you to select your parent organisation. Please select Victorian Premier Cricket You will then be able to nominate a maximum of three members per club to receive these notifications provided you have ticked Receive SMS (as shown below). FINES Fine lists will be distributed via . All outstanding fines must be paid in full prior to participating in the Final Series. UNIFORM The CV Uniform policy can be found on the Premier Cricket website. All uniform designs must be submitted to the CV Women s Premier and Community Club Cricket Officer for approval. 14 P a g e

16 INSURANCE All clubs and affiliated associations of Cricket Victoria must have public liability and personal injury insurance. Cricket Victoria is covered by the Australian Cricket National Insurance Program (ACNIP). This scheme offers affordable and appropriate insurance cover for affiliated clubs, associations, players, officials, administrators and volunteers. Once your club affiliates, your club is covered by the ACNIP provided it has completed all the affiliation requirements, paid the appropriate affiliation fee and paid the appropriate insurance levy fee for the Association with which your club is affiliated. If your club registers through another Association, you must notify the Women s Premier and Community Club Cricket Officer. Please note insurance for all Premier teams is covered by CV. Program provides clubs with a comprehensive level of protection across the following areas: Personal Accident cover for Capital Benefits, Non Medicare Medical and Loss of Income Public and Products Liability Insurance Professional Liability Insurance for coaches, administrators, umpires and officials Association Liability Insurance - please note that Association Liability insurance is only applicable to incorporated clubs. If your club is not incorporated and you would like further clarification, please contact Cricket Victoria. A further benefit of the National Program is the easy access to policy coverage details via the Australian Cricket National Insurance Program website This website provides an easy to read summary of all the benefits and in addition you have access to the complete policy wordings which contain the entire policy conditions and exclusions. It also offers direct access to claims information including 'How to Make a Claim'. There is now the capability to submit claims on-line or download and print a claim form. MEMBER PROTECTION POLICY The Cricket Victoria Member Protection Policy (MPP) is available on the Cricket Victoria website via the Club Support > Laws and Policies tabs. The MPP sets out the procedures to be followed in dealing with complaints of harassment (which includes sexual harassment, racial harassment, sexual harassment, disability harassment, abuse, child abuse, vilification and discrimination), in an effective, appropriate and timely manner. This includes procedures for informal and formal resolution of complaints and an appeal mechanism. All clubs and associations affiliated with Cricket Victoria must abide by this policy. Please make sure your members are aware of the policy. It is recommended at least one person at your club become familiar with the policy as well as the process to follow in the event of any issues. 15 P a g e

21 APPENDIX 1 - PREMIER CRICKET CRITERIA ASSESSMENT 1. INTRODUCTION This document prescribes requirements for all Clubs competing in the CV Women s Premier Cricket Competition that must be adhered to and complied with to participate within the competition. Confirmation of these conditions is required prior to the commencement of each season. The Criteria Assessment for existing CV Clubs and new Clubs seeking admission to the CV competition has been divided into the following categories: (a) (b) (c) (d) Administration Playing Performance Development and Coaching Facilities 2. ADMINISTRATION 2.1 INCORPORATION AND CONSTITUTION All Clubs must be incorporated under the Corporations Law or the Association Incorporation Reform Act 2012 (Vic). The major benefit of incorporation is the protection for members of respective Clubs. This would be particularly so in the case of a damages claim against a Club. A copy of each Club's Constitution must be lodged with the CV. All Clubs must advise CV before changing their Corporate Name, Business Name, Trading Name, Trademark(s) or anything similar thereto. Any Clubs wishing to enter into partnership agreements with both Member Clubs and Non-Member Clubs must abide by CV rules and by-laws which may change from time to time. 2.2 FINANCIAL MANAGEMENT AND REPORTING (a) A copy of each Club's Annual Report and Financial Statement must be forwarded to CV. Financial Statements must provide, at a minimum, the information contained in the draft Financial Statements, (Appendix 1 and 2), with the Statement of Income and Expenditure and Balance Sheet to be signed by each Club s President and Treasurer. The above information will be kept secure and confidential and only used for the purpose of assessing the ongoing financial viability of Clubs 2.3 CV BY-LAWS, POLICIES AND PREMIER CRICKET MATCH RULES Each Club must formally confirm that the Club, its members and players will abide by and fulfil the requirements of the CV By-Laws, Policies and Premier Cricket match rules. 20 P a g e

22 2.4 FUNDRAISING AND SPONSORSHIP Each Club should have a positive plan for continued fundraising and sponsorship. Local businesses should be encouraged to support their local Premier Club with benefits accruing to both Club and Sponsor. Clubs are not permitted to enter into any agreement that in any way would conflict with any CV sponsor nor display any signage of a competitor of these sponsors. Clubs are required to assist with the promotion of any CV sponsorship of the Premier competition and Victorian cricket in general. Clubs must also not endorse any products or services the result of which could bring the reputation of CV into disrepute. 2.5 LOCAL GOVERNMENT Clubs must submit to CV details of their Lease or annual Ground Occupancy Agreement prior to the commencement of each season. 2.6 INSURANCE All Clubs must participate in the national insurance program (via JLT Sport), which provides liability and personal accident insurance for their players and officials. A copy of the Club s Certificate of Currency must be provided to CV prior to the commencement of each season. 3. PLAYING, DEVELOPMENT AND COACHING 3.1 FIELDING OF TEAMS Premier Firsts (a) (b) Premier Firsts Clubs must provide confirmation they can fill a minimum of two senior teams for participation in the Premier Firsts and Premier Reserves Competition. Premier Firsts Clubs must also confirm that, in addition to the senior elevens, they are able to field a girl s team in a junior competition or support a junior girls program. Premier Seconds (a) Premier Seconds Clubs must fill a second senior team by 2017/ P a g e

23 3.2 NEW CLUBS Premier Firsts Any new club wishing to enter the Premier Firsts Competition must apply in writing to the CV Board by 30 May. To have an application for admission considered, clubs must meet the following criteria: In addition to fielding a Premier First team, clubs must field a Premier Reserves team. Field a junior girl s team or support a junior girls program. Field a WCCC team no later than two seasons after admission to the Premier Firsts Competition. Meet all requirements outlined in this criteria document pertaining to Premier Firsts Clubs. All applications will be considered by the CV Board. Premier Seconds Any new club wishing to enter the Premier Seconds Competition must apply in writing to the CV Board by 30 May. To have an application for admission considered, clubs must meet the following criteria: In addition to fielding a Premier Seconds team, club must field a second team no later than one season after admission to the Premier Seconds Competition. 3.3 MATCHES Clubs must provide confirmation they will be able to meet all of the responsibilities of CV member Clubs in the staging of matches, as determined from time to time by CV. 3.4 CLUB COACH The Club Coach must be accredited through the National Accreditation Scheme to a minimum of Level 2 or must display evidence that they are proceeding towards Level REGIONAL PROTOCOL FOR RECRUITMENT Clubs must provide confirmation that they will adhere to the Regional Protocol for Recruitment (Appendix 3). 22 P a g e

FACILITIES AT GROUNDS 4.1 TURF PITCHES Each Club must have the required number of turf pitches available for each scheduled home match on the scheduled day of play and practice facilities available. 4.2 FINALS MATCHES Finals in all grades will be played on the best available grounds, determined on the basis of umpires' and captains reports and inspections by members of the Premier Cricket Management Team. Host clubs will provide a ground and facilities in accordance, where relevant, with the requirements of MATCH DAY REQUIREMENTS The following are the minimum standards to be applied to all Clubs: On-Field Ground and pitch as approved by CV, with good cricket pitch conditions. The pitch to be appropriately marked and stumps provided. Boundaries should be clearly defined and must not overlap with neighbouring ovals. Covers must be available and applied in accordance with the Premier Cricket Rules. Scoreboards for all elevens to contain at least team scores (wickets and runs) and number of overs. Host Clubs are to provide all drinks Off-Field The home team must provide clean dressing rooms. Where possible, separate home and away team change rooms to be provided. Where possible a separate change room to be provided for the umpires. A separate area for the match scorers to be provided by the home team. Appropriate shade and seating must be provided for players and scorers. The home team is to provide afternoon tea of a minimum of light refreshments, sandwiches and biscuits, for both teams, umpires and officials. Access to a nearby doctor should be available and an adequate first aid kit provided for all elevens. For all grades, a telephone must also be available (a mobile is satisfactory). All Clubs should actively promote the Premier Cricket competition in their own region. NON-COMPLIANCE For non-compliance with the Women s Premier Cricket Criteria set out in this document, any breach of the above to carry an automatic fine of up to $250 per breach. Clubs will be contacted in August each year by the Premier and Community Club Cricket Officer, reminding them of the need to lodge the required documents with CV. 23 P a g e

25 5. RIGHT OF APPEAL (a) In respect of all penalties are imposed for non-compliance with the Criteria Assessment, Clubs will have the right of appeal to the Appeals Committee. If a Club or Affiliate wishes to appeal against a decision under the Criteria Assessment, it must be lodged, in writing to the Premier and Community Club Cricket Officer, within seven (7) days of being advised of the decision. (b) In lodging an appeal to the Appeals Committee, Clubs will be required to lodge a bond of $200 which will be withheld in the event that the appeal is deemed to be frivolous or trivial. 24 P a g e

28 APPENDIX 2 - REGIONAL PROTOCOL FOR RECRUITMENT Purpose: This document is designed to assist Cricket Victoria Premier clubs in understanding the protocol for setting up development programs, and the process for recruitment of players from the Victorian Pathway Program. It is a simple set of guidelines to improve communication and understanding between clubs. Contact with players outside the clubs region Clubs must not actively recruit players from another Premier First s or Premier Second s clubs aligned metro or country region. If a player makes contact with your club in regard to becoming a playing member, it is expected the club linked to the player s region will be notified of this in writing and given the opportunity to promote their club to the player first. The player and Cricket Victoria Women s Premier and Community Club Cricket Officer must be cc d in this correspondence. Development Programs Clubs must not implement development programs in another Premier Firsts or Premier Seconds club s aligned metro or country region. Contact with your Regional Cricket Manager (RCM) Clubs may access contact details of players within their own metro and country regions by contacting their RCM. Only contact details of players not currently registered with a CV Women s Premier or Community Cricket Club will be provided. Clubs will not have access to contact details of players not within their metro and country regions. Clubs are encouraged to meet with their RCM prior to, and at the conclusion of each season. Clubs are to make contact with their RCM to initiate this. Open Regions: Regions not linked to Premier Firsts and Premier Seconds clubs e.g. Mallee Murray Clubs may request contact details of girls within these regions, not already registered with a Cricket Victoria Women s Premier or Community Cricket Club. Clubs are encouraged to develop and implement recruiting strategies in their own region before implementing these in open regions. Changes to alignments If a club wishes to change their country regional alignment, a written request must be submitted to the Cricket Victoria Women s Premier and Community Club Cricket Officer.
