Introduction This Community Emergency Plan has been created for the parish of Merton in Oxfordshire. The parish itself extends from Merton Borrow Pit in the south-west up to a point immediately west of Graven Hill in the north, and east to a point a few hundred metres short of Ambrosden. In addition to the core village itself, the parish encompasses residences at Merton Grounds, Home Farm, Astley Bridge Cottage and Astley Bridge Farm. The full area of the parish is shown in the map reproduced in Figure 1 below. A full-sized copy of the map is given in Appendix 1; a map of the village itself is given in Appendix 2. Figure 1: Map of the Parish of Merton According to the Office for National Statistics (March 2011 census), the total population of the parish was 424 (208 male, 216 female), in 138 households. Of that population, a total of around 79% are listed as being in good or very good health, while some 21% are listed as having their day-to-day activities significantly limited due to poor health. Out of all of the households within the parish, 4 are listed as having no car or other vehicle available to them. These statistics are the best currently available, in informing the details of this Emergency Plan. 4

Local Risk Assessment Risks Impact on community Community Emergency Group Actions Flooding: low risk of flooding of village itself, but significant risk of road links being rendered impassable by flood waters. Snowfall: village cut off due to snowbound roads. Power Failure: (extended period) Telecoms Failure: (extended period) Private transport: problems getting to work or school, reaching shops & medical services. Deliveries: online shopping, heating oil, etc. Public transport disrupted. Emergency services impaired. Utility maintenance impaired. As above: Private transport. Deliveries. Public transport. Emergency services. Utility maintenance. Plus: Danger from skidding vehicles. Roads & paths hazardous to use. Impact on ability to cook or store food. Loss of heating & lighting. Loss of phone & internet services including emergency contacts. Identify villagers with vehicles capable of getting through flood waters, to provide emergency transport or collect supplies. Identify vulnerable individuals (elderly, infirm, disabled, with young children, etc.) who might require transport or deliveries. Plan local resilience measures for emergencies (medical, fire, utility failures etc). Community Emergency Co-ordinator to sign up for Environment Agency Flood warnings. Find out what community resilience support is available from local authorities. Prepare Flooding Annex. Identify villagers with vehicles capable of negotiating snowbound roads, to provide emergency transport or collect supplies. Identify vulnerable individuals (elderly, infirm, disabled, with young children, etc.) who might require transport or deliveries. Parish Council sign-up for local authority saltsupply and consider path clearance plan. Identify where grit-bins might be useful. Plan local resilience measures for emergencies (medical, fire, utility failures etc). Agree with farmers where they could undertake snow clearance. Prepare Snow Annex. Encourage vulnerable people to register with utility companies to receive priority service restoration. Identify locations in community to gather for food &/or heat (e.g. Village Hall). Identify emergency cooking & heating equipment in the village (e.g. portable calor gas cookers or heaters, oil heaters, etc.). [Should the Village Hall itself have suitable emergency equipment?] Take spare calor gas heaters to Village Hall. Encourage good neighbourliness to identify & support people needing assistance. Prepare Power Outage Annex. Identify vulnerable individuals without mobile phones, and arrange for neighbours to offer assistance/use of mobiles if failure only affects landline services. If failure affects both landline and mobile networks, ensure that any vulnerable individuals are contacted by neighbours or Emergency Co-ordination Group members to check their welfare. 5

Risks Impact on community Community Emergency Group Actions Mains Water Failure: (extended period) Serious Storm Damage: Major Fire: Issues Affecting the Manor House Old Folks Home: Major Road Traffic Accident (e.g. on nearby section of M40) Emergency Evacuation of Houses (e.g. due to fire, flood or storm damage) Need to collect drinking water from distribution points. Sanitation problems. Trees blocking roads & paths Serious damage to houses (e.g. chimney collapse, roof damage). People trapped in vehicles or houses by fallen trees. Need for evacuation of properties downwind. Risk to anyone with respiratory ailments. Arrange assistance or delivery of drinking water to vulnerable individuals. Identify (non-potable) water supplies in the village that can be used for flushing toilets etc. (e.g. wells, water butts), and inform villagers of their locations. Arrange assistance or delivery of non-potable water supplies to vulnerable individuals. Identify villagers with chainsaws (and suitable training) to remove blockages or free trapped vehicle/house occupants. Produce list of suitable tradespeople to be called on to undertake emergency repairs. Arrange volunteers to check safety & welfare of occupants of properties affected by smoke & risk of spreading fire. Identify locations to which people can be evacuated (Church, Village Hall or private homes). Liaise with the Manor House to discuss their own emergency plans, and identify any areas of shared interest or responsibility. If possible, develop joint emergency plan. Possible need for temporary shelter & refreshments for motorists stranded near Merton. Provide access to Village Hall. Liaise with Cherwell District Council to arrange emergency housing. 6

Flooding With reference to the Environment Agency flood-risk map for Merton (see Appendix 3), current projections indicate that there is no significant flood risk to the village itself. Within the parish boundary however, seven properties are considered at risk: Wendlebury Gate Stables, Merton Grounds Farm, Merton Grounds Farm Cottage, Bramlow (Merton Grounds), Home Farm, Astley Bridge Cottage and Astley Bridge Farm. Of these, the Merton Grounds properties appear at greatest risk, lying within flood zone 3 (1% or greater chance of flooding each year). Home Farm, Astley Bridge Cottage and Astley Bridge Farm lie within flood zone 2 (up to 0.1% chance of flooding each year), although the access routes for both Home Farm and Astley Bridge Farm cross flood zone 3 terrain. Wendlebury Gate Stables, while in flood zone 1, is immediately adjacent to a flood zone 3 area, and in addition, its access routes cross flood zone 3 terrain. On this basis, emergency plans should accommodate some provision for reaching those properties in the event of serious or extreme flooding. Local Response Volunteers/Flood Wardens Local volunteers and flood wardens who could assist with an incident. If flooding is a local risk, some people may volunteer to lift heavy sandbags, so should be reasonably active or fit. Consider using other volunteers as communicators, administrators or minders of vulnerable people during an incident. Safe working practice volunteers must not put their own safety or life at risk. Name Mobile Home phone/other contact Additional information (flood warden etc) 7

Activation Triggers How the Emergency Plan will be activated. This should include details of how the plan will be activated as a result of a call from the emergency services, and also how the community itself will decide to activate the plan, if the emergency services are unavailable. 1. When the local authority s a warning to community emergency plan holders. 2. When a flood warning is received. 3. When we see a forecast of severe weather for our area. 4. At the request of the emergency services/local authority to open and support a survivor reception centre. 5. When any other emergency occurs that cannot, in whole or in part, be handled by the emergency services. First Steps in an Emergency The steps to be followed when the plan is activated. N.B. call 999 if there is a risk to life. Instructions Tick 1. Contact Emergency Coordination Group members and meet to discuss the situation. 2. Nominate leader/chair of group for duration of the emergency. 3. Gather information, assess the impact upon community and individuals 4. Decide on resources required and appropriate action to take. 5. Contact appropriate volunteers (in relation to skill sets/resources). 6. Contact relevant keyholders (e.g. Village Hall, Church). 7. Instigate Emergency Plan

Emergency Meeting Agenda 1. Nominate leader/chair for duration of emergency. 2. Identify the current situation. a) Location of the emergency (utility/service, property/address, road; if possible include postcode and/or grid reference). b) Nature of the emergency (type, threat to life, effect on gas/electricity/water). c) Identify vulnerable people involved (e.g. elderly, families with children, disabled). 3. Is the emergency to be handled by the local group, by external agencies, or both? 4. What external agencies do we need to contact, and what information do we need to provide? 5. What local people or organisations do we need to contact, and what information do we need to provide? 6. Identify resources that are needed (e.g. food, off-road vehicles, blankets, shelter). 7. What actions can safely be taken? 8. How can we support any emergency response by external agencies? 9. Follow-up: any other issues/date of next meeting. Meeting Location: Date: Time: Attendees: Nominated Chair: Nature of Emergency: Location/Affected Area: Vulnerable Individuals/Individuals at Risk: External Agencies Contacted: Information Provided: Resources needed: Actions to be Taken: Support for External Agencies: Follow-Up: 11

Communication & Evacuation Actions To assist in contacting and/or evacuating local households in the event of an emergency, Appendix 3 provides checklists. The village is divided into 6 blocks of between 20 and 26 houses each, and the checklists are designed so that each household can be ticked off as it is visited. Except where contact cannot be made with the emergency services, actions should be agreed with emergency responders in the event of an evacuation. For example, typical actions might include: 1. Open and support survivor reception centres. 2. Help police/local authority with door knocking. 3. Tell the emergency services who might need extra help to leave their home. Alternative Communication Arrangements Agreed methods of staying in contact if usual communications have been disrupted. Eg. meet at Village Hall, knock the doors of other coordination group members. 12

Appendix 4 Introduction: Merton Property Checklists Each of the following 6 pages contains a colour-outlined section of the map of Merton, listing each of the properties within the outlined area. The houses and other properties have been listed in the approximate order in which they would be visited, when starting at the south-western end of the village (i.e. nearest to the M40) and working towards the Ambrosden end. Each of the 6 checklists contains a similar number of properties (ranging between 20 and 26), so that a group of 6 volunteers can divide up the village and visit each property in turn, to inform, warn or evacuate the residents in a prompt and efficient manner. Where it is a matter of urgency, a larger number of volunteers should be used, ensuring that each person deals with a clearlyidentified subset of the properties on that list. Alternatively, a cascade system can be used, where each household visited is asked in turn to visit a designated group of neighbouring properties. However, in the absence of a checklist for each of the householders tasked with visiting their neighbours, this system requires rigorous monitoring to ensure that no properties are missed out. The checklists have been laid out with a small box beside each property, so that each one can be ticked off once it has been visited. Properties Outside the Village Envelope In addition to the houses within Merton itself, there are a further 7 properties within the Parish boundary. Their addresses are shown below, with their locations marked on the adjacent map. 1. Wendlebury Gate Stables, Langford Lane, Bicester OX25 2NS 2. Merton Grounds Farm, Wendlebury, Bicester OX25 2NS 3.
