1 TOWN OF LUMSDEN MINUTES OF THE GROUP I COMMITTEE BUDGET MEETING HELD ON MARCH 24,2015 The Group I Committee convened their budget meeting in the Council Chambers of the Municipal Office in Lumsden, on the morning of Tuesday, March 24, 2015 at 10:41 a.m. with Mayor Matheson presiding. Present: Mayor: Councillors: Chief Administrative Officer: Finance Officer: Community Coordinator: Bryan Matheson Wes Holobetz, Jane Cogger, Reggie Newkirk (arrived at 12:00 p.m.) Darcie Cooper Sheena Carrick Chris Exner The committee reviewed the Group I departmental operating budget for 2014 and the five year capital plan as revised by the Department Managers. Finance Officer, Sheena Carrick provided the Committee with a written report regarding a summary of the municipality's departmental changes and recommendations, long term debt and debt capacity. The Committee reviewed the departmental changes proposed for General Government, Protective Services, Parks and Recreation and Planning and Development. Capital Budget Discussion: Finance Officer, Sheena Carrick presented the 5 year capital plan as proposed by the department managers. Sign Corridor: The Committee discussed the sign corridor and supporting the purchase of all the signs for the corridor this year, as long as there is interest from businesses to advertise. There was a discussion regarding the sign corridor policy and what happens when a business sells and how that affects businesses on the waiting list. Chris will review and come back with recommendations on possible policy changes. It was agreed to budget for all 24 signs in the Corridor so that if there is the interest by business owners, the budget is in place to have them installed. The Committee discussed paying for the installation through the recreation reserve and a pay back from the rental until the signs are fully paid for. It was discussed to have a provision in the policy for consequences for sign rental fees in arrears. Imperial Oil Property: The Committee discussed the Imperial Oil land and recommended that Council send a letter to the Minister of Environment, explaining how council has been trying to deal with beautification on this contaminated property but have not had the support from Imperial Oil. We would like to request assistance and/or input in dealing with this matter. General Government - Staffing: Darcie reported on her proposal for staffing once Joan Agopsowicz retires in September. Joan has indicated that she is in favour of working 2 days per week after she retires. Darcie's plan is to have Joan and Brenda job share at 2 days/week each and hire a part time person at 3 days per week. This part time person would cover the front office on the 1 day per week that Brenda and Joan won't be there, plus learning the duties that Joan does ie) utility billings, filing, cash receipting, reception duties, etc. 1J
