3 Hampshire Rugby Football Union Limited Annual Report Season by Garry Doherty Hampshire rugby and indeed Hampshire rugby clubs are very lucky to have access the dedicated and tireless support of its members, without whom rugby would simply not happen. From referees and assistant referees, to club facilities managers, coaches and parents stood on the touchline in all weathers, but also the players from U6s and upwards who commit and sacrifice so that they can enjoy the game we love. I thank you all. For the second consecutive year, our Senior XV won through to another Twickenham appearance achieving a place in the Bill Beaumont County Championship Division 2 Final as skipper Wes Dugan led them out onto the pitch against a Leicestershire squad which turned out to be just too powerful, however, what an achievement! Congratulations to Team Manager Rob Batley and Head Coach Ian Chandler, supported in absentia by Simon Burns. Congratulations go to Team Manager Alan Morgan and Lead Coach Rudi Kochanowski and the U20s squad who reached the Semi-Final of the Jason Leonard County Championship Pool 4, succumbing finally to Yorkshire at Havant RFC. Our Ladies XV have also been busy in the Gill Burns County Championship Plate Pool 2 with 2 wins and 2 losses culminating in a very competitive game of rugby against Hertfordshire in Hertford. Congratulations to Team Manager Duncan Parker and Lead Coach Dean Lewis. My congratulations goes to Petersfield RFC who won the Snows Group Hampshire One League and the NEWS Challenge Trophy. Also to Alresford RFC who won the Snows Group Hampshire Two League and the ECHO Cup. The Snows Group Solent League and PINNOCK Cup was won by Havant Dolphins XV, with the Snows Group Solent League Two going to Havant A XV, Snows Group Solent League Three going to Alresford 2 nd XV and Snows Group Solent League Four going to Tottonians 4 th XV. The John Collins Cup saw Havant Mariners victorious in the final over Gosport and Fareham Vets. A warm congratulation goes to Havant RFC who overcame Winchester RFC to with the Gales Hampshire Cup in a hugely tense game. Winners of the Gales Hampshire Bowl were Trojans RFC and the Gales Hampshire Plate goes to Petersfield RFC. Our new Management Structure which we approved at a SGM in April 2016 is now fully embedded in the organisation. This makes us a more scalable organisation and better able to withstand whatever demands the future has on us. The new Tour process which we announced at the beginning of last season is functioning well, however, there have been some problems with timeliness of tour applications which we will address through a PR campaign and if necessary a training program. I am glad to say that we are now firmly in the cloud as part of a modernisation project and following on from a data hygiene and data cleanliness exercise our databases are now more accurate than ever before thereby improving communications. Our Game Development Committee headed by Ed Neville spearheaded an initiative intended to identify future needs regarding league structures and this was voted on by clubs who attended the meeting.

4 Mark Castle our Club Development Chair has been deeply involved in weeding through the 75 volunteer nominations we received through the RFU. An event will be held at the end of June where an announcement will be made for a final Hampshire nomination through to an event at Twickenham in September. It is also my sad duty to record the deaths of Mr Phil Jones (Associate) Havant RFC, Mr Paul Cantoni (Alton RFC) and a young lad Benjamin Smith from Trojans U16s who had played with Trojans since U5s. Hampshire Rugby would like to express its thanks for the continuing support it receives from principle sponsor Snows Group and Fullers PLC. FINANCE REPORT for Season (written by Richard Showan) I am shortly to complete my first year as Finance Chairman, having had the perhaps unenviable task of taking over from Jed Stone, whose vast expertise in this area has benefitted The County for so long. Massive thanks to Jed, not only for all his work over the years, but also for the help and support he has given me as I struggled to get to grips with the complexities of our finances. The final June 2016 Accounts showed a deficit of circa 20,000 compared to a budgeted loss of 18,000, largely due to expenditure on the County s very successful County Representative teams. As a result, our reserves fell from circa 131,000 to circa 110,000. For the season we budgeted a further deficit of 11,000, to be financed from reserves. At the time of writing, it is difficult to know how close we will be to our planned deficit of 11,000 for the year to June 2017, particularly as the County Teams have again done very well, and this has implications for both income and expenditure, which are not yet known. Our core funding from The RFU has been the same this season as for last, and the same amount will be paid to us next season, so there will be no increase. The core funding is currently 68,000 and we also receive RFU funding for County Representative teams, both senior and junior, as well as for our administration of the Merit Tables. Mainly thanks to the work of Garry Doherty, we have also secured sponsorship monies of 5,000 from Snows Hampshire, which is greatly appreciated. The income from the club charges this season will be very similar to last year, and will be circa 21,000, representing 14% of our total income. I am hopeful that our administration costs will come in under budget (again) this year, and these continue to be funded two-thirds by the RFU and one-third by our Clubs and Associates. Our former Developing Player Programme is now renamed as HEPT (Hampshire Elite Player Training) and continues to be funded largely by parents, although there may be a small deficit again this season, which at the time of writing, has not been quantified. Likewise, the funding from The RFU for County Representative Teams is not received as yet, and the amounts to come are not ascertainable at this time. And so, in summary, my feelings are that we will end the year to June 2017 with a current year deficit close to our budgeted figure of 11,000, but clearly there are a number of uncertainties which could well have an impact on this year s figures. The number of dismissals for abuse of match officials was 3 compared with 5 last season and 7 the season before, an improvement that we would like to see continue next season. There were 12 dismissals for punching and 9 where a player was issued with two yellow cards during the game. The new regulations introduced in January 2017 where the offence involved contact with the head caused a certain amount of consternation and clarification as to the entry point for the recommended sanction. Where contact is made to the head the entry point will be at least Mid range and in some cases Top entry if the action involves stamping/trampling on the head, or a kick to the head. Once again I must draw the attention of Clubs to Regulation In all cases Club Secretaries must report to their Constituent Bodies or the RFU Head of Discipline within 48 hours after the match all relevant details relating to any on or off field disciplinary matters and/or alleged breaches of any Regulations arising out of or in relation to the match. Unfortunately the majority of Clubs ignore this Regulation and we have to rely solely on the Referees Society for notification of a dismissal. 18 RDO REPORT for Season (written by Ivan Torpey & Kieran Spencer) Club Development Ongoing need for all clubs to keep GMS up to date several clubs in the county have taken up the offer of bespoke training to ensure maximised use of the system. Clubs are being made fully aware that clean data is now a pre-requisite for any Club Accreditation or Facility Funding support. 5 cluster meetings hosted with a focus on Adult Competition excellent turnout and input from our clubs with a view to developing more appropriate competition to maintain and grow adult participation. Huge amount of locally delivered CPD s for the benefit of our coaches based on club need Leadership Academy is a biannual event which will return for the 2017/18 season mentors for the scheme have been approached. County Facility Tracker is up to date with several projects in advanced stages Schools Successful County School Development tournaments held for Year 7 Boys (33 schools), Year 8 Boys (29 Schools), Year 9 (25 Schools) Year 7&8/9&10 Girls (19 schools) increased participation at all events. Toynbee and Priestlands schools qualified to represent Hampshire at regional U15 Girls finals day at London Irish. Fed by more local and club driven activity o Sustainable central venue leagues in North East Hants, New Forest, Southampton and Basingstoke. o Regular fixtures for schools in Portsmouth and Havant. Primary School Tag Rugby continues to be popular and a vital source of players for our Youth Sections. Solent University Student Coach Mentoring Program continues to be a very successful scheme that produces highly competent coaches with projects that delivery against club, school and county outcomes. 2 graduates have now become RFU employees as a result of this scheme. Continued buy in of student workforce 30+ students engaged in volunteering across the various university programmes. Game Finder continues to deliver student players to Saturday rugby in Portsmouth area. Touch Rugby 5 clubs engaged as O2 Touch Centres delivering year round touch rugby franchises - Basingstoke, US Portsmouth, Petersfield, Trojans and Lymington Mariners. With the support of Hampshire RFU, 28 additional clubs are also able to deliver Summer Touch rugby this year.

20 CLUB HAMPSHIRE REPORT for Season (written by Tim Allen) This year we have been to Twickenham with the County Team who did a fantastic job in a level up from last year, but lost in the final to a well drilled Leicester side. The Under 20 s tried to repeat last years success but lost out in the semi-final to a very good Yorkshire team that went on to win the competition. Again we were in a higher level than last year. My thanks go out to all the players for their dedication and hard work. County XV The Coaching team remained the same this year however Simon Burns was working overseas and Rob Batley took over the reins. They kept to last years plan and with the support and respect of the players and coaches of the Counties clubs we got to the final at Twickenham. All the games have been recorded on the County website and we are looking forward to next season. The Ladies Championship was played this year with Duncan Parker in the managers role. Our grateful thanks go to him and his coaching team. They have played extremely well and the County Past President who has watched most of the games has reported back that the talent shown is a credit to the Clubs running Ladies Teams Under 20 XV The Coaching Team have had a great season, but when they came up against Yorkshire in the semi-final, they found out how difficult it is at the next level. Our very grateful thanks go to Alan Morgan who has worked with the Club Hampshire Teams over many years and we wish him all the very best in his retirement!! 18 to 15 Groups Once again we are blessed with talented boys and girls in all age groups, and it has been a delight to see them progress through the season groups. Those of you who watch the matches can see the commitment, courage, strength and resolve of the younger players taking the plunge and playing outside of their comfort zone. Watching them post match, bursting with pride and satisfaction after their efforts on the pitch. It has been a privilege for us in Club Hampshire to see so much good work being done by Clubs, Schools and the County, whose enthusiasm and commitment are fundamental to our success. 23 CLUB DEVELOPMENT REPORT (written by Mark Castle) The HRFU Community Rugby Committee s focus is to develop and improve the Counties rugby environment so that our game can be enjoyed by anyone that wishes to Play, Coach, Referee, Volunteer, or Spectator. The Community Rugby Committee delivers across the Rugby scene in Hampshire and will assist and help our Member Clubs to provide a welcoming and safe environment for everyone. We work closely with the RFU Professional Staff and provide a conduit through which your Club can access expertise, funding support and guidance. Our Rugby Community On behalf of all Hampshire Clubs and the Hampshire Committees, a very big thank you to our RFU Professional staff is in order. Our RDO s (Ivan & Kieran) and our CRC s (Sharon, Dean, Pierre, Nick and Richard) have, once again, done an outstanding job this season, expanding and improving our rugby environment across the County. We are very fortunate to have a group of people that are so dedicated to growing and improving our game. Player Recruitment and Retention We continue to search for new initiatives and models of good practice that can help to improve the Player Numbers in our Clubs. Our RDO s and CRC s have access, through the RFU, to all of the success stories across the Country. Your Club can take advantage of that knowledge base to see if there is anything being done at other Clubs that might benefit your Club. Coaching Wayne Hausen continues to oversee the HRFU Coaching Advisory group which includes the delivery of the Annual Hampshire Coaching Conference which is hugely popular with clubs in the County. I would like to say a very big Thank You to Wayne and team for organising this event. Volunteers We will continue to seek new and better ways to promote Club and County Volunteer Recognition. This year our programme has benefited gratefully with the RFU Mitsubishi Volunteers Recognition scheme allowing us to recognised more volunteers from clubs around the County including 80 who will attend the end of season regional event at Winchester Rugby club at the end of June. Volunteering is vitally important to the delivery of Rugby in Hampshire, whether it is at a Club or County Level, you can never have enough Volunteers and the reality is that many Clubs and the County Committees rely on a small and ageing group. We MUST find, and engage with, the new blood within the Hampshire Rugby Family that will take us forward into the future seasons. We need a real and sustained injection of younger people with new ideas and the enthusiasm to make things happen to improve rugby in our County. If you are reading this and think I would like to know more about being a County Volunteer, please give the Office a call. Club Facilities In the 2016/17 season Clubs from around Hampshire have made use of the grants on offer from Hampshire RFU and additional match funding to improve their clubhouse facilities. If your Club was not able to take full advantage with what was on offer, then now is the time to contact your RDO and Hampshire RFU to see what can be done. The RFU and Hampshire RFU may have a number of funding initiatives that could benefit your Club. All it takes is a Phone call, or visit the Hampshire Web Site to find out what may be available to help improve your Club Facilities.

24 Two possibilities are: County matched Facilities grants of up to 1000 County Club Decorations Fund grant up to 300 We will continue to improve and expand on our Facilities programmes over the coming season so that all Clubs (with or without Clubhouses) can apply for support. We have a team of willing and experienced Volunteers that work with the RFU staff to make sure that our Clubs have Quality Facilities Projects that we can take to the appropriate Funding sources. If your Club is considering a Facilities Project in 2017/18, please contact your RDO or one of our Volunteer Team (Terry Foreman, Steve Benson) for guidance as early in the project as possible. GAME DEVELOPMENT REPORT (written by Ed Neville) This is the first year of this committee s existence and its success has been due to the commitment and hard work of its committee members and the members of the committees that they have chaired. My thanks to all of them and to Julie Greenslade for her unstinting and good humoured support Growing the Adult Game A working party was chaired by Terry Burwell with able support from David Ball and the Competitions Committee. After extensive consultation, the vast majority of Hampshire Clubs have voted for significant changes in the Hampshire Leagues and Merit Table Leagues. The season 2017/8 will act as a levelling process to determine where all teams other than those in London Leagues are placed in descending order of ability from Hampshire One downwards to determine league position for the season 2018/9. This implies that some club s second teams will be in what are now called the Hampshire Leagues. The details of how this will happen are being sorted out by the Competitions Committee. Competitions Committee David Ball is stepping down as chair and Hampshire owes him a significant debt of gratitude for his calm ability to steer his committee through some very difficult times. The problems they have faced are what prompted the review described in the above paragraph with many league fixtures not being fulfilled. The cup competitions below the senior cup have run well. John Collins is also stepping down from the committee and from his post as long time representative on the London Division Competitions Committee. Again grateful thanks for the many years of service. Discipline David Creal and Nigel Morgan have continued to deliver timely judgements of misdemeanours on and off the pitch for our Hampshire teams with appropriate gravitas. They have also had to deal with bringing the game into disrepute, which has also been investigated with the same calm authority and judgemental soundness. We are grateful to them and to their panel members of Adam King, Tim Herman, Mark Dunning and Nick Creal. Safeguarding Michele Amos and her deputy David Griffiths have maintained appointments of Club Safeguarding Officers in every Hampshire Club and have led audits on their function. Play it Safe courses have been successfully run and Michele has produced an end of season concussion report. She has also helped Hampshire produce updated Touring Protocols for junior sides. Coaching Committee Wayne Hausen and his committee have run evening coaching seminars and will run the annual coaching conference in a bigger and better venue. They are also re-invigorating the Club Coaching Co-ordinators by meeting them to help get locally delivered CPD organised.

25 Women s Rugby Sophie Bambridge and Michele Amos have reported on this important part of growth of Hampshire Rugby. The 5 hub clubs are now in place for girls u-13, -15 and -18. Various initiatives around the county are recruiting new players at all levels. Youth Rugby Gary Self reports that a lot of youngsters are playing rugby in Hampshire. Successful competitions were run from u-14 to u-18 and following RFU regulations, festivals were run at younger age groups Schools Rugby Tim Richardson is re-vamping the schools committee and seeking new volunteers amongst his teacher colleagues HRURS Terry Burwell reported that the highlight of the year is that all games had a referee. The recruitment policy was being kept up and the Colts leagues were supported this season. Success was also reported in the youth academy with 29 refs and 12 graduates. They are still intending to run a womens refereeing course. We receive regular reports from the Hampshire office from Garry Doherty and Julie Greenslade. Ivan Torpey or Kieran Spencer deliver RDO reports. We also have regular input from Patrick O Grady from London Irish. We are grateful to all of these. Throughout the year we have had regular support from Rick Scott, Hampshire President, Ian Kerr ex- President and Peter Topham in his role of co-ordinating Hampshire Committee functioning. We have also welcomed our Club representative Rob Matthews. We are grateful for all this input. It is much appreciated. Ed Neville Chair of Hampshire Game Development Committee YOUTH REPORT (written by Gary Self) Another excellent year for Youth rugby in the County and the sight of so many children enjoying themselves on a Sunday morning and afternoon continues to be a joy. Mini Rugby continues to attract huge numbers and the Rules of Play are now firmly ensconced so that the players skills can develop at a pace consistent with their needs as opposed to the needs of the adults. I am convinced we are bringing forward a generation of players who are comfortable and skilled with the ball in hand. There remains the need for vigilance to be maintained in respect of the behaviours of the adults who watch the game and who overstep the mark on occasion. The aim should be to support the game as a whole which includes both teams and the officials. Whilst numbers are good at the younger age groups further work needs to be done to keep children engaged and in the game particularly at the under 15, 16 and 18 level. If this was not challenge enough with all there is to do for children today we then have to try and ensure that the Youth players of today go on to be the Adult players of tomorrow. Work is being done to support keeping players in the game. I would like to thank all those involved in the Youth game across the County for their boundless efforts and the time they put into giving boys and girls an opportunity to understand and play our great sport. The President invited the XD to speak to his Report: My thanks to the myriad of volunteers who tirelessly give of themselves each week so that we can enjoy the game we love, to the parents of children who turn out week-in and week-out in all weathers to play the game. I would also like to extend my thanks to the referees and assistant referees without whom, the game would not be possible, and to the team managers and coaches who are an ever present reminder of commitment and sacrifice. This season has had many challenges, especially with my first season in the Hot Seat. I have embarked on a transformation project intended to put Hampshire Rugby on a more commercial footing and future ready. The project is already showing some signs of success and will continue into next season and well into the future.

28 It seems so long since we were welcoming the Rugby World Cup to Hampshire and England s early exit did not tarnish a tournament which excelled in so many ways. This year England has risen to meet the call and there is real hope for the future. I have tried to get to know as many of Hampshire Clubs as I could, but it s a process which is ongoing and necessary. Our success in the County Shield this year has been hugely satisfying and I wish to express my heartfelt gratitude to County XV Team Manager Simon Burns and U20s Team Manager Alan Morgan both who demonstrated inspirational leadership and took their respective teams to victory at Mosely and at Twickenham. To see the County flag fluttering above Twickenham was quite something and the fact that the County XV won at Twickenham for the first time in 49 years it s a feeling I could get used to. Earlier in the season we had some difficulties with our tour process. This has resulted in fundamental reworking of the process, ensuring children are as safe as they can be, and that volunteers are appropriate and insured correctly. The process will be available from next season My congratulations go to Millbrook RFC- winners of the Snows Group Hampshire One League and the NEWS Challenge Trophy. Also to Romsey RFC, winners of Snows Group Hampshire Two League and the ECHO Cup who enjoyed a record breaking, perfect season. Eighteen matches and eighteen wins a fantastic achievement. There have been other successes too like Tottonians 2nd XV who won the Snows Group Hampshire Senior Merit Table and the PINNOCK Cup, like Eastleigh 2nd XV, winners of the Snows Group Hampshire Merit Table. Overton won the Snows Group Merit Table North League and Tottonians 4th XV took the Snows Group Merit Table South East title. Petersfield 3rd XV took the Snows Group Hampshire Merit Table South West crown. Winners of the John Collins Cup the Merit Table knock out competition were Havant Dolphins XV who received their trophy at the Final and John Sneezum Cup winners the Vets knock out competition was Portsmouth who will receive their trophy tonight. My congratulations go to Hampshire Bowl winners Eastleigh and to Hampshire Plate winners Fareham Heathens. Off the field, the Community Rugby team continue to provide superb service to our clubs. Quite rightly, Hampshire Rugby has to account for every penny it receives from the RFU and how it has been spent in support of the RFU Key Drivers. This is no small task and I wish to express my gratitude to Dave Marsden our Community Rugby Head who has been doing the job now for many years and steps down at the end of this season retirement bound, and to Jed Stone our Finance Chair who similarly has been bizarrely afflicted by a strange need for freedom. I wish them both well for the future things just won t be the same!
