4 MESSAGE FROM THE PRESIDENT The Bermuda Football Association [BFA] Executive Council and Staff are exceedingly pleased to release the 2016 Strategic Plan which charts the way forward for Bermuda football for the next few years. Following consultation with our affiliates, stakeholders and the wider family of football, we have produced a Strategic Plan with a vision and mission focused on continuous development of football in Bermuda at all levels for everyone. The Strategic Plan, with the underpinning of the BFA s values, brings synergies to all areas of football with specific aims and objectives for the various Standing Committees and action plans whereby identified tasks might be achieved. Everyone can play a part in helping to bring these aims and objectives to fruition. In these circumstances, we invite you to play your part by volunteering to serve on a Standing Committee, to serve as a match official, a coach, a player, a corporate or individual donor, a club volunteer or even an enthusiastic fan. Everyone can make a contribution as we help people to develop into productive citizens through the wonderful game of football. The BFA is cognizant of the importance of football in Bermuda and beyond. With our participation in CONCACAF and FIFA, the Strategic Plan is part of a worldwide movement to ensure that footballing countries develop their football both domestically and internationally. It is essential, therefore, that we in Bermuda work collaboratively to action all of our plans and to ensure that we stay abreast of our footballing friends in other countries. The Strategic Plan is the result of a tremendous amount of work, but it is also the start point of an important journey for us in Bermuda. We challenge everyone to become involved with a club, the BFA and our programmes so that you can contribute personally to bringing the Strategic Plan to life and play your part in the continued development of football in Bermuda. With your support and involvement, football in a safe and harmonious environment will become cemented as the sport of first choice in Bermuda, engendering pride in our players and teams locally and internationally. The Strategic Plan 2016 is in every respect an exciting journey for the family of football in Bermuda. Let s all embark on the journey together. Let s all stand tall with pride in our game and those who play it. President 4
5 INTRODUCTION FROM THE GENERAL SECRETARY Football is often referred to as the game of life. As in life, one should aspire to the concept of developing a plan which aims to chart the pathway from where you are today to where you want to be in the future. The Bermuda Football Association [BFA], in collaboration with its many stakeholders, has embarked upon the development of this Strategic Plan with the purpose of building upon the values of good governance, fair play, integrity, passion, transparency, accountability, excellence, service, innovation and teamwork. This Strategic Plan takes into consideration the BFA s experiences and lessons learned, yet delivers on the hope of greater achievements in all the areas outlined herein that form the basis of our goals and objectives. In order to see the successes that we all desire, this Strategic Plan must form the template from which all good things about football come alive. This Strategic Plan, therefore, requires the participation and support of all stakeholders who by their affiliation with the BFA pledge to uphold the stated values. We believe that this Strategic Plan makes sense. We believe that the desired outcomes are achievable, particularly with the participation of all stakeholders involved with football. The Executive Council and Clubs of the BFA invite you to be a part of our strategy to advance the significant role that football plays in Bermuda. We look forward to your support. General Secretary 5
6 OUR VISION To enhance the domestic game in order to be a regional leader, inspiring all involved in the game of football to reach their full potential whilst at the same time cultivating national pride on and off the playing field. OUR MISSION We are committed to administering, promoting and developing football, making this national sport at all times enjoyable and accessible to the entire population. As members of FIFA, CONCACAF and CFU, we are dedicated to excellence at every level in football. 7 BERMUDA FOOTBALL ASSOCIATION ACT 1970 The statutory purposes of Bermuda Football Association [BFA], Registered Charity #331, established in accordance with provisions of the Bermuda Football Association Act 1970, are to: 1. Encourage the game of football in Bermuda 2. Promote the game of football and take all necessary steps to prevent infringement of the Rules and Laws of the game of football or other improper practices 3. Make Rules, Regulations and Bye-Laws for the proper regulation of the game of football 4. Make Rules for eligibility for membership in the BFA 5. Hold membership in FIFA, CONCACAF and CFU and abide by their Rules and Regulations 6. Lend or invest and borrow money as determined by the BFA Executive Council 7. Make representation to the Bermuda Government where appropriate THE CONGRESS The Congress, comprised of the 23 Full Member Organizations listed below, is responsible for overall management of the affairs of the BFA. The Full Members attend the Annual General Meeting and Semi-Annual General Meeting where they vote on all appointments to the Executive Council and on any other issues that require consideration. 1. 8 EXECUTIVE COUNCIL The Executive Council is responsible for overall management of the affairs of the BFA. 10 IMPACT OF FOOTBALL IN BERMUDA Football is a vital part of life in Bermuda. Whether in the schools, the clubs, on the beach, on television or in the street, football is everywhere. 14 3 To increase the quantity and quality of referees domestically in order to enhance the inclusion of a minimum of two (2) Bermuda referees on FIFA List by 2018 Evaluate current programme for referees in order to both improve the overall quality of refereeing as well as the total numbers of referees registered. 17 6 To establish an effective and efficient communications programme focused on improving the image of Bermudian football on a weekly basis. Establishment and maintenance of an effective BFA communication process by December 2016 obtain and publish BFA stories for dissemination to the news and social media (current and former Executive Committee members, current and former players, coaches, administrators, officials, fans, etc.) 7 To increase overall BFA revenues by 50% by April 2017 Establishment of Marketing Department within BFA Secretariat, led by full-time post with accompanying budget support proposed contract, lines of reporting, etc. and submit required business case to CONCACAF with start date to be clearly identified and agreed Creation of BFA Task Force to investigate new revenue streams, including new player F&B, parking, merchandising) and all other possible sources signage fees, etc. commissioner, etc. with measurable targets to be defined by the Association to generate for each year of this Plan to 2020

19 CONCLUSION Football is without doubt the most popular sport in the world. No sporting event grabs the world s attention, passion and imagination like the FIFA World Cup. There are leagues, professional and non-professional, for all ages and both genders in most areas of the world. Competitive and non-competitive games are played everywhere. Millions of children across the globe reap the benefits of this demanding, yet fun, game. Young boys in Bermuda aspire to be the next Pele, Ronaldo, Messi or Clyde Best. Young girls in Bermuda aspire to play football as well as Carli Lloyd, Marta, Christine Sinclair or Alex Morgan. The BFA, a vibrant and innovative organization, strongly believes that football in Bermuda should be made available, attractive and fulfilling to people of all ages and abilities, thereby widening fitness, enhanced work ethic, teamwork, social interaction, communication skills, sportsmanship, leadership development, character development, inter alia. a vision and mission focused on continuous development of football in Bermuda at all levels for everyone. The document sets out the strategic priorities and the activities that will enable the BFA to reach its objectives. Successful implementation of the Strategic Plan 2016 requires the willingness of all major partners to work collaboratively and collectively towards the vision and mission for football set out in this document. With the support and direction of everyone involved in the game of football, with community-wide buy-in of the agreed objectives and commitment to their implementation, the continued prosperity of football in Bermuda will be We repeat the words of challenge offered by the every respect an exciting journey for the family of football in Bermuda.
