1 Spring 2016 Newsletter Lake Petersburg April 2016 A Note from the President As we begin another seasonal change here at Lake Petersburg I want to begin by saying Thank You to Vicki for her dedication to keeping the Association s members and the board well informed and up to date. I do not believe that anyone who is a member of the LPA really understands all the work that goes into maintaining our association s records, or what it takes to prepare for a Board meeting. I have been on the LPA Board for 3 years and I learn something new every day. Without Vicki s commitment the volunteer part time board position would become a full time nightmare. As we begin to get ready for another season of enjoyment here at the lake, people are busy working outside in preparation for their upcoming activities. I would offer this suggestion as you work in your yards please take into consideration as you plant or trim bushes or trees what affect those efforts have on your neighbor(s). We so often have complaints from members about over growth that blocks the views of neighbors and I am asking that we all take a minute to think about what effect your actions have on the neighborhood. As Vicki leaves the Association office we also want to welcome Mary Kay Mace as our new organizer of all things association and wish her the very best. We have a target date for the work to begin after July 4 th. It is anticipated that the ramp will be closed for 6-8 weeks. Once everything is finalized, an will be sent to the members. Ramp Committee, Chair Septic Tank Abandonment Project Year Abandoned Remaining through Feb 4 Members Abandoned 3 TOTAL Fourth of July The Fireworks Donation Flyer will be distributed in early June as usual. For newer residents, our Fourth of July Fireworks display is funded solely by donations. Our fund is currently at $4, Display products, permits, DJ, and generator costs in 2015 were $6,875. With an anticipated nominal increase in product costs, we will be looking to collect an additional $2800 plus whatever reserve is donated towards next year s fund. This year the Fireworks are scheduled on Sunday, July 3rd, between 9 and 9:15. The rain date will be Monday, the 4th at approximately the same time. We thank you in advance for your continued support. REMINDER: Fireworks are illegal Rule 5.9 Fireworks: No fireworks shall be lighted or set off except by special permission of the proper Menard County authorities and the Lake Association. Rod Harrison, Menard County Sheriff said fireworks are illegal and calls should be made to his office when they are set off. Citations will be issued. For Emergencies, call 911. For a non-emergency situation for trespassing, fireworks, drunken driving/boating, etc., call: Menard County Sheriff's Office: Storage Lot Clean-Up Continues 2015 BOAT, BOAT TRAILERS & UTILITY TRAILER STICKERS: ~ display before May 15, All 14 abandoned trailers/boats have been claimed or sent to salvage. Efforts to remove all abandoned boats and trailers at the storage lot will continue. By May 15th every item at the storage lot should be on a trailer and have an appropriate LPA sticker. The Board will work to identify ownership and remove all items that do not belong or are not in compliance with LPA rules. We need to ensure that there is enough space for Members in good standing to store their boats and trailers. Please do everything you can to avoid fines and to follow the rules. The Board truly appreciates you working with us to keep this lot from becoming a dumping ground. 2

3 Summary of Rule Updates/Changes Please note the following Rules: Utility trailers are now allowed to be stored at the lot near the maintenance shed. Effective May 15, 2016 all utility trailers stored at the lot near the maintenance shed will be required to have a valid Lake Petersburg Association sticker. Utility trailer stickers will be limited to one per member per year. Requirements for boat/trailer storage in lot near maintenance shed 1. All boats and trailers must have appropriate Illinois State licenses 2. All boats must have current Lake Petersburg Association stickers 3. All trailers must have the owner s lot number on the tongue of the trailer 4. Effective May 15, 2016 all trailers (both boat and utility) must have current Lake Petersburg Association stickers on the top of the tongue near the hitch. Trailer sticker is included in the boat fee. Utility trailer sticker is $25. all boats must be on trailers unless a special permit has been obtained all trailers must be in good working order no flat tires No Wake is now defined as no wake whatsoever; possibly RPMs depending on your boat Black Flag conditions require no wake on the lake to protect property values. There will be signs at each of the 5 entrances to the Lake indicating when Black Flag conditions are met. License Plate & Boat License Renewals Secretary of State has stopped sending out license plate renewal forms. So it is up to the car and trailer owner to get their plates renewed. You can get your car/plate renewal at Driver s facilities, some Springfield banks, or online. The Registration ID and PIN are required and are located on the current registration card or Renewal Notice you received by . If you do not have a current registration card, please call the Public Inquiry Division at to obtain your Registration ID and PIN number. If you are not replating, you should receive your renewal sticker in five to ten business days if you order on line. Motorized and non-powered Watercraft renewals are made thru IL DNR. Signage Please take a minute to review our rule on signage. Please remove any unauthorized signs from your property. Rule 2.1 Signs and Advertising A. The erection or maintenance of any sign, bill, poster, the posting or placing of any advertising poster, placard or card or the distributing of any advertising matter by handbills, or otherwise is prohibited. Signs posted by or authorized by the Board and two real estate signs displayed on the individual s property one on the Lake side and one on the road side are allowed. Animal Control Information REMINDER: Please be a good neighbor and keep pets out of other member s yards. Clean up after your pets. Rule 5.10 Pets A. No dog or cat shall be left running at large. Any dog or cat found running at large may be reported to the Menard County Animal Control. 4 Lake Patrol 1. All vessels must display lights at night. A quote from DNR regulations: Sailing vessels less than 7 meters may carry an electric torch or lighted lantern showing a white light to be displayed in sufficient time to prevent collision. Vessels under oars must have ready at hand an electric torch or lighted lantern showing a white light to be shown in sufficient time to prevent collision. 2. FAST BOATING HOURS: Boating hours remain the same as in the past. Fast boating hours are from 10:00 a.m. until 8:00 p.m. or official sunset, whichever occurs first. All other times are NO WAKE. 3. NO WAKE AREAS: Entrances to NO WAKE AREAS are marked by no wake buoys. Boats must slow to NO WAKE SPEED before they reach the buoy. 4. NO WAKE DEFINITION: Section 4.5 of the Rules and Regulations states boats must operate at idle speed in NO WAKE zones. (Obviously an object moving on the surface of the water is going to disturb the water, but if that disturbance reaches the shore You are making a wake and need to check your speed.) Boats must also operate at idle speed during NO WAKE times regardless of the area of the lake. The NO WAKE rules are in place for safety reasons, noise control during quiet times, and for the protection of our shoreline. Unfortunately, this is likely the most violated rule on the lake. Lake Patrol will be watching this closely. In addition, all residents are encouraged to report violators of the NO WAKE rules by photographing violators and submitting them to Lake Patrol personnel on duty, Dave Swigart (text to ), or other board members. 5. SPOTTERS: Please remember, a spotter is required for skiing and tubing. A rear view mirror is not sufficient. 6. ORANGE FLAG REQUIRMENT: The operator of any watercraft that is towing a person, such as a water skier or tuber, must display a bright orange flag measuring not less than 12 inches per side. The flag must be displayed from the time the person to be towed leaves the boat until that person returns to the boat at the conclusion of the activity. 7. Swimming off boats is prohibited. 8. BOAT STICKERS: All boats on the water (including on docks and boat lifts) must display a valid Lake Petersburg boat sticker. Boat stickers for the current year must be displayed by May 15th (stickers for the previous year are valid through May 14th). In accordance with lake regulations the stickers must be displayed on vessels, not just purchased. Location of stickers is adjacent to or near the state registration numbers, not on windshields or in other less conspicuous locations. 9. MINIMUM FISH SIZE: All crappie taken from the lake must be a minimum of nine (9) inches in length. The Alabama or Multi-rig lures will be limited to two (2) baits. 10. Boat length restrictions: Motor driven boats-20 feet maximum Hull type deck boats-22 feet maximum Pontoons-28 feet maximum Canoes, paddleboats and rowboats-no restrictions 11. Non-resident boats are not allowed on the lake. The owner will be requested to remove the boat from the lake immediately. Refusal will result in a call to the sheriff and the owner charged with trespassing. 13. ADDRESS ON DOCKS: All lake residents are encouraged to post their address on their docks. 14. SPEED LIMIT: 40 MPH 15. LIFE JACKETS: Please remember you must have an appropriate life jacket in the boat for every person on the boat. We wish everyone a safe and enjoyable boating season. The reason a larger number of striped bass and walleyes were stocked, as they help control the large number of shad and smaller/stunted panfish. 5 Lake Maintenance Report The Lake Maintenance staff has been very busy working on existing and planned projects. If you happen to encounter one of these folks, please take a moment to thank them for their efforts! Coffer Dams: Last fall we began the task of clearing all of the brush from the coffer dams and other waterways. Many of these areas have never been cleaned up in recent memory. We are about 75% through with this phase of the project. Our plan is to complete the brush clearing and then assess which coffer dams are in need of repair. Later this summer we will repair a couple of these by widening, extending, dredging, and reinforcing the dam with additional rip rap. Spring Dam: For several years, we have been experiencing an issue with the North side of the main dam. There is a spring in that area that needs to be rerouted into the drainage ditch along the base of the dam. Water has been backing up and flooding the flat areas in front of the dam making mowing difficult. We have begun repairing this problem but need a larger machine to correct the problem. We will be addressing this issue this summer when the ground dries. Hay Baling: A few years ago we started utilizing a local farmer to bale some of the areas around the lake. We own a great deal of property and the wear and tear on machinery, fuel costs, and labor led to this decision. Plus, we are paid for the acreage we bale! These natural areas have also attracted an abundance of wildlife. Therefore, we are continually looking for other areas to employ this tactic, which reduces our cost of doing business. If you identify an area that you believe would be a good candidate for this program, please let us know. Secure Sewer Lids: Safety is of the utmost importance to the community. Our sewer system has about 400 access points road side and the lids for these access sites were precariously sitting on top of a four foot hole. If you, like me, had the unfortunate experience of falling into one, you know what I am talking about. I am pleased to say that we have successfully secured all but a few (less than 25) and will complete that project in the next couple of weeks. Again, thank the guys working around the lake they are doing a great job! Rebuild Sewer Pumps: As you are probably aware, each home has its own sewer pump. These pumps cost $1700 each when we can t salvage the old one. When a member calls for their pump to be serviced, we always do our best to rebuild the existing pump before we replace it with a new one. Our crew is always busy with this activity. Brush Pick Up: We will begin the brush pick up on Tuesday, April 5 th and continue this service on the first Tuesday of every month through the season. Please note that we are only providing this service once a month and will NOT be taking special pick up calls. I have instructed staff to pick up no more than a level pickup truck of brush from each residence. The material must also be easily manageable. Last year we had several folks who cut up and put out an entire tree. If you need to take a tree down or are doing great amounts of brush clearing, please make other arrangements. We will only pick up brush - NO YARD WASTE. Other: There are a couple other items that bear mentioning. In addition to the above, this winter we have completed the following projects: Servicing equipment tractor, mowers, weed eaters, etc. Repaint Lake Patrol Boat we stripped the boat and put a new coat of primer, paint, and lettering on it. This will make it easy to see! Reorganized the Maintenance Sheds (a lot more work than it sounds!) Oil goose eggs: 3/11/16 6/8/16. Call Office to schedule. Tom Lawton, Maintenance Chair Dumping Not Allowed There is no dumping of leaves, grass clippings, garbage, etc in the lake. There is no dumping in the Dredge Pond Area. 5
