Rod Clark, Stuart Cox, Alan Harrison, Greg Mills and Graeme Phillipson The Minutes of the Handicapping and Course Rating Committee meeting held on Monday 7 th December, 2009 were confirmed. a) Including updates on USGA Course Rating and Handicap System b) Report on Metropolitan training sessions c) Report on Schedule of training program The Chairman gave a brief overview of events to date regarding the education program for course rating personnel. The Chairman introduced Colin Kaye who reported on the first of the Metropolitan training sessions. He added that indication by those who attended was that they required much practice on the system. As such a second seminar for metropolitan raters is scheduled for 25 th February at Liverpool GC with another follow-up at North Ryde GC on 25 th March Mr Kaye advised the meeting of the information night on 11 th February at Pennant Hills GC where about 180 persons attended, the majority of whom were club officials. Mr Kaye indicated he believed it went well on the evening. He further informed the meeting of the draft schedule formulated for regional training sessions and that in view of the extra training likely required by those who attended the metropolitan seminars the draft has been structured to allow one and a half days at each regional session (12 sessions in total). After some discussion a couple of recommendations for change of venues and dates were given for consideration. At the request of the meeting Mr Kaye agreed to provide an estimate of costs. An increase to previous estimates maybe due to likely accommodation expenses to be incurred by the extension of regional seminars run for more than one day.

3 It was confirmed to the meeting that NSWGA would meet the cost of a Stimp Meter and Laser type measuring device for each DGA. Whilst it was acknowledged it likely there will be an attrition rate against the original number of attendees, the meeting agreed that where a district may have an excess above what is required for a region, the relevant DGA will be requested reduce the numbers by prioritising and nominating who will attend on their behalf. The meeting also expressed to Mr Kaye and fellow sub-committee members the importance of keeping DGA s and clubs up to date with what is occurring and planned. The Committee members were supplied with a copy of the training DVD and CD pack developed for those to be trained for the course rating program. Business Arising: Business: 2-1 Anonymous letter forwarded regarding a player (Gavin Williams) allegedly intentionally trying to increase handicap to win specific event. Report and update. The meeting was advised that Mr William s solicitor had forwarded further correspondence asking for information. It was agreed the matter be referred to John Maguire who has been assisting in the matter forwarded by Fox Hills GC to Richmond GC and copied to NSWGA. Further correspondence from Fox Hills GC with some playing history of golfer mentioned Report and update. Further information is being sought and a draft report prepared for presentation to John Maguire for opinion. 2-3 Correspondence from club regarding player (Yoko Fitton) suspended from club and playing elsewhere whilst suspended. Report and update. This player received a suspension of his Australian Handicap and we have had no further correspondence. 3-1 Correspondence from the following clubs regarding application of Section 9 of Handicapping System in reduction or suspension of Handicaps: Yamba GC Mr Rob Young (GL ) reduced from 25.5 to 21.7 Noted. 3-2 Correspondence from the following clubs regarding application of Section 9 of Handicapping System to increase of Handicaps: Yamba GC Mr Ray Burridge (GL ) increased from 27.3 to Noted. 3-3 Correspondence from Golf Australia re: 2

Business Arising: Chairman s Report: a) Including updates on USGA Course Rating and Handicap System The Chairman reported the Country Training program was progressing to schedule and Lynne Ritchie and Colin Kaye from the Course Rating Co-ordinating Committee were currently attending a meeting with Golf Australia and other state representative to discuss issues that have arisen including the audit process. He further commented that following debrief from that meeting we should be better positioned to further report regarding issues like the audit process. MacIntosh). The committee agreed there would be nil further action from NSWGA but has requested the club be notified of their options to take further action if they choose. 2.5 Document with abbreviated scale for future slope system handicap adjustments. 2.6 Correspondence from Terry Colley (Cammeray GC) with queries about USGA handicap System and GA recommendation to Rod Clark that the Committee considers any reporting issues it may want to put forward for consideration. 2.7 Various documents from Course Rating Co-ordinating Committee. 2.8 Memo from Course Rating Co-ordinating Committee to golf clubs. 2.9 Memo regarding availability and purchasing of Bushnell measuring devices. 8 Completed Queries and Responses: 4.1 Correspondence from the Lakes GC requesting and early rating for their courses and response indicating such priority had already been considered. General Business: Addendum: Nil Correspondence from St Georges Basin GC regarding suspension of member (Mr Warren Jenner) for serious breach of the handicapping system by entering false scores into Golflink. The document was tabled and noted. The meeting further agreed Bob Griffiths will contact the club and ensure they are cognisant of the requirement to notify Golflink of the suspension of the member s handicap. 9 GOLF NSW Meeting of HANDICAP & COURSE RATING COMMITTEE to be held at the Golf NSW Office, 1A Duncan Street, Arncliffe on Friday, 24 th September, 2010 at 10.30am A G E N D A Present: Apologies: In Attendance: Lynne Ritchie, Olwyn Johnstone, Sue Fabian, Bob Griffiths, Chris Allen, John Lock, Colin Kaye. Graeme Phillipson Adam Dransfield, Rod Clarke, Greg Mills, Carolyn Bloch Confirmation of Minutes of Previous Meeting: First meeting of the Golf NSW Handicapping and Course Rating Committee. Business Arising: Chairman s Report: a) Including updates on USGA Course Rating and Handicap System and audit process for course rating. Lynne Ritchie reported the state had been divided up into 29 zones for the course ratings that need to be conducted over NSW. It was reported that there were still some zones where there was a shortage of course raters thus hindering the progress being made in these areas. The South West region was identified as one area where more course raters are needed. The Murray zone only has 4 raters at present with Tony Briers looking to find more course raters. Lynne discussed the need to conduct more training seminars to educate more people in conducting course ratings. The Newcastle District have been experiencing some difficulties in particular with Muree GC. The Muree rating has been calculated 3 above the current rating for the course. Lynne reported Kevin Martin wanted to get ratings finished as quickly as possible however it was stated that the correct guidelines need to be followed for all course ratings with an emphasis on accuracy. Colin Kaye suggested that an audit be carried out on all those courses where there was a difference greater than 2 from the previous ACR of the course. In some instances the rough and recoverability ratings are being set too high with some co-

10 ordinators going to the course super-intendent for these rough ratings which Lynne identified as an incorrect procedure. Lynne suggested to Newcastle DGA that all course ratings be suspended until October 18 when she has a chance to travel to Newcastle to meet with the Raters. b) Courses already rated but require auditing. (Some figures not yet provided) Aberdeen, Beresfield, Bexley, Botany, Cowra, Liverpool, Mona Vale, Muree, Orchard Hills, Palm Beach, Riverlands, Strathfield, Sugar Valley, Gulgong, Woollahra, Cammeray, Long Reef, Dunheved, Castlecove, Denman. c) Documentation required from Zone Co-ordinators re ratings Business: 2.1 Correspondence from GA: a) Second Package of Changes to Handicap System. To discuss Club and District Feedback Greg Mills advised everyone that Handicapping seminars were taking place on November which clashes with the board meeting and AGM. Purpose of these seminars is to inform people of the new handicapping system and the second package of changes that were released by Golf Australia. Rod Clarke believes these meetings will be useful in giving the clubs a greater understanding of the system. The main issue discussed was the handicapping of 4ball competitions. Sue Fabian stated that 4ball s will become more consistent as within the 4 months beforehand it will allow clubs the time to educate their members to play until they have finished the hole rather than picking up their ball. Simon from Golf Australia had commented to Rod that the new system was based largely on the United States system but also had some similarities with the New Zealand system which Lynne stated should be based solely on one system and not a combination. Chris Allen proposed we conduct a survey of golf clubs to ascertain how many clubs run 4ball competitions. Chris feels at the upcoming board meeting and AGM an information session be conducted to all councillors who are then to take this information with them and disperse to their regions.

11 2.2 Correspondence from the following clubs regarding application of Section 9 of Handicapping System to decrease Handicaps: Bexley GC Freezing Handicaps for a period of 3 months - Ralph Vantol ( ) from 17 to 11 - Richard Lawry ( ) from 15 to 10 - John Chalker ( ) from 18 to 12 - Morris Savoldi ( ) from 11 to 9 Rod noted that Mr Ralph Vantol had not broken his handicap in a singles event, was only an issue when playing in 2ball competitions. 2.3 Correspondence from the following clubs regarding application of Section 9 of Handicapping System to increase Handicaps: Woolgoolga GC Cecily Bohringer increase from 22.8 to 32 (Note: this has not been ratified by the Club Board) Was agreed because Cecily has only been out for 3 years she is entitled to be handicapped from 32 to 27. Women have sent this to Golf NSW if we approve it should not be a problem. It was decided the club board needs to ratify the 32 handicap. 2.4 Correspondence from Golf Australia re: a) List of documents from Golf Australia (available through website): cation Memo - Procedures re Incomplete Rounds & Regular NCR Offenders Common Handicapping Scenarios Procedures for Pro Shops & Handicap Committees Memo - Details of Second Package of Changes to Australian Men s & Women s Handicap System Memo - Statistics re Old & New Handicap Calculation Methods Comparative Statistics re 1st Package of Handicap System Changes Memo - Handicapping Update and Upcoming Announcements Lynne commented that if anyone was missing any of these documents she had some copies and reference was made to the Golf Australia link where all these were accessible if anyone had not already read these documents. Sue noted that a lot of previous memo s from Golf Australia were at times difficult to find as most had not been dated. Sue suggested that Adam Dransfield cc her and Chris Allen in when such documents are sent via .

12 2.5 Correspondence regarding handicapping: a) Bob Soper response to Golf Australia. b) 4BBB Handicapping Des Desfontaines ( to Golf Australia) Bob Soper commented to Sue that his biggest problem was the issue of 4ball handicapping and when this matter was resolved he sees no great issues with the second package of changes. In regards to Des Desfontaines Lynne just wanted to clarify that Des had sent this correspondence to Golf Australia also. 2.6 Corowa GC - Suspension of membership & Handicap (12 months) Selina Barkley Corowa GC Was noted this issue has been going on for some time. Rod suggested that a district delegate be implemented to be a form of consultation between the club and Selina. It was decided that as Selina is not a Golf NSW member we have no right to act on this matter therefore we can not take on an appeal. Chris stated that it was up to the golf clubs to form their own appeals processes that look fair to develop a sense of natural justice. Rod will now contact ladies committee to inform the DGA Golf NSW will have no input and it is up to the club to make a decision. 2.7 Nigel Powell s letter to Golf Australia to consider categorising into groups, changes in handicap s to help identify those individuals possibly manipulating their scores. Rod suggested that handicapping committee s may find this useful if the technology is there to monitor handicap s. Lynne thought there will be a point in time where handicap s will stabilise. 2.8 Claim Form and all other policy procedures for course raters. 2.9 USGA Course Rating Measuring Instructions Measuring Courses for new course rating system Irrigation Design. Considered option of Irrigation design. Lynne had a conversation with a Surveyor about the effectiveness of GPS devices and their accuracy. Lynne thought it would be necessary to consult Graeme when he returns from holidays for further discussion into Irrigation Design.

Completed Queries and Responses: 4.0 General Business: 5.1 Discussion on Roles and Responsibilities Document Lynne thanked Colin for developing in consultation with Sue the roles and responsibilities document. Bob Griffiths suggested that certain dates be determined for the handicapping and course rating meetings. 5.2 Zone Co-ordinators Conference Colin created a co-ordinators conference which is to be scheduled at Concord GC. Updates of where course ratings are at and how course ratings will be audited will be discussed. Team members will be going out to four holes of Concord prior to the two day meeting to give them a chance to audit these figures. Lynne was going to discuss with Greg Mills about the process of booking accommodation near Concord Golf Club for those people attending this 2 day information session which is taking on the 26 th and 27 th of October. 5.3 Further Course Rating/ Handicapping Seminars Lynne feels it is necessary to conduct more seminars as it would be too costly to do what Marion McGregor suggested and send raters from a metropolitan zone out to the areas where there is a shortage. Where possible it was recommended to mix up rating teams to avoid the same people making similar mistakes. Furthermore having locals involved in the rating process is a positive approach and may prevent complaints in in the future.

Business Arising: Chairman s Report: 1.1 Suspicion that USGA Course Rating System may have some errors particularly in regards to the calculation of figures. The chairman was going to contact Adam Power from Golf Australia to work out what the problems may be. 1.2 It was noted there was an issue with clubs expecting ratings too quickly. The committee decided that it would be best to delay the releasing of ratings until Golf Australia and the Golf NSW Handicapping & Course Rating Committee were satisfied the USGA course rating system was proved to be correct. 1.3 Lynne Ritchie identified there was a need to conduct Course Rating Seminars in the South West and Murray districts due to a lack of raters in these areas. 16 c) USGA Temporary Course Rating Method Clubs d) Q & A USGA Temporary Course Rating Method e) Memo: Golflink Workstation Entering Courses f) Memo: Purpose of USGA Handicapping visit to Australia 2.2 Correspondence from the following clubs regarding application in accordance with Golf Australia s Changes to Men s and Women s Handicapping Systems to decrease Handicaps: a) Belconnen Magpies GC Reduction of handicaps of four members - Chen Zhao ( ) from 22.2 to Nelson Kong ( ) from 12.5 to Peng Zhang ( ) from 30.7 to Eddie Bright ( ) from 28.6 to 26.8 Tabled and Noted b) Cronulla Golf Club s decision to impose a special competition handicap to Sandra Pratt of 22 (Golf Australia HCP 29) Lynne Ritchie had previously advised Greg Mills to send Sandra Pratt a letter stating that the matter was out of Golf NSW hands and it was up to Cronulla Golf Club to solve and decide on a suitable outcome. c) Coraki Golf Club s decision to freeze for 3 months:- - Gordon Dutton ( ) frozen at 10 - Neil Streckfuss ( ) frozen at 22 Tabled and Noted 2.3 Correspondence from the following clubs regarding the course rating of additional courses (more than 5) under the USGA System. Cromer GC Rating off the yellow tee s for both men and women Lynne Ritchie had spoken with the Secretary Manger of Cromer Golf Club to inform them a $ fee would need to be sent to Golf NSW for any additional courses more than the stipulated maximum 5 courses per club. The committee decided Adam Dransfield would send out the invoices of $250 to clubs who want extra courses rated.

17 2.4 Correspondence regarding handicapping: a) David Sandquest (Chairmen of Metropolitan Mixed Pennants) to Rod Clark Tabled and Noted b) Peter Moyle (Ocean Shores) submission to Golf NSW) The issue was discussed by the Handicapping and Course Rating Committee. It was decided the issue may become much more relevant and worth looking into once the new handicapping system has had more of a chance to settle down. 2.5 Correspondence regarding USGA Course Ratings: a) Kooindah Waters urgency for USGA Rating to be conducted The committee identified the need for the Kooindah Waters rating to be conducted as soon as possible to rectify the issue of an incorrect ACR for the yellow course. Business Arising: Chairman s Report: 1.1 USGA Representative visit to Australia and associated GA Forum and Report. Issue still remains in regards to the course ratings of sand green courses. The committee decided it would be best to hold back on the releasing of any sand greens ratings until the issue was again considered by the USGA. 1.2 Golf Australia Web Base Lynne Ritchie was advised by Adam Power from Golf Australia that there were no issues with the web base and Golf NSW were still fine to go ahead with the release of ratings to golf clubs. 1.3 Murray Seminar Lynne Ritchie stated that the Murray Course Rating seminar went well and all those from the seminar should now be right to start rating in the district. South West is the only other region that requires more raters.

It was also proposed State Associations have access on Golflink to view handicap s by surname in helping to find duplicates (i.e. one person with two or more Golflink numbers). Rod Clark was going to send out an to all committee members asking for recommendations and further feedback. 2.2 Golf Australia Audit and Calibration Adelaide - May 2.3 Golf Australia Committees - appointees Golf Australia decided to implement four sub-committee s which are responsible for looking after the areas of further policy changes, Rules, Handicapping and Course Ratings. Lynne Ritchie was elected for Course Rating whilst Frank was appointed as the NSW representative for rules. The role of the Handicapping subcommittee is to provide feedback to Golf Australia purely from the golf club perspective. Golf Australia proposed Moya Shepherd to be the NSW sub-committee representative for handicapping which the Handicapping and Course Rating committee for Golf NSW unanimously approved of the appointment. 2.4 Courses Rated and certificates issued The committee decided that it would be best to release slope ratings to clubs as they come in. 2.5 Gavin Williams Board decision Lynne Ritchie proposed if it was possible if Mr Williams handicap could be frozen. However Graeme Phillipson suggested that come the 9 th of September his handicap would revert to 9.0 which it was

21 believed would be a fair and reflective handicap. Graeme Phillipson believes that the response be held back until the next Handicapping and Course Rating meeting as it will only be Mr Williams home club of Manly GC that would be affected. 2.6 Correspondence via from Raters Overwhelming consensus from the committee that Golf NSW look at completing all USGA Course Ratings before 31 st December Colin Kaye suggested that Golf NSW looks to do all it can to complete this project before the 31 st of December and in doing so apply pressure on Golf Australia to bring the date when slope rating takes effect forward as much as possible. Completed Queries and Responses: 3.1 Long Reef Golf Club issue with ACR increasing by 3 on the black course under the USGA Course Rating System It was decided that Long Reef continue to use their existing course ratings until such time Golf NSW has been able to assess these ratings in comparison to other courses of similar difficulty. General Business: 4.0 Graeme Phillipson advised the Handicapping and Course Rating Committee that Golf NSW had agreed to a deal with Avis Car Rental. The rate of $68 per day is compliant on travelling an average of at least 200km a day which if the case makes it significantly cheaper than claiming back expenses on fuel.
