RESIDENCE: Participants must be permanent residents of the region in which they are participating unless the particular sport or activity in which they compete is not offered in their own region. A person who wishes to compete for a region other than that in which he or she is a permanent resident must observe the following procedure: (i) the person must contact both regions involved and receive permission to compete in the other region; (ii) the "non-resident region" must submit a transfer form to the Alcoa-MB Games office requesting permission for the person to compete for their region including written permission from the region of residence; (iii) reasons for competing in a region other than the resident region must be clearly stated; (iv) request must be made prior to the first level of regional play-offs; (v) both regions and the competitor will be informed by the Alcoa-MB Games office of the decision. AT NO TIME WILL A PARTICIPANT BE ABLE TO TAKE PART IN PLAY-OFFS IN THE SAME EVENT IN MORE THAN ONE REGION OR MORE THAN ONE CLUB LEVEL PLAY-OFF. MORE THAN ONE EVENT: Participants are allowed to take part in more than one event. IT WILL BE THE PARTICIPANT S RESPONSIBILITY TO BE SURE EVENTS DO NOT OVERLAP. The Games are held over a three day period resulting in overlapping of events. 2

REGISTRATION Play-Off Events: Participants, including alternate players, must qualify for the provincial finals through regional competition if the event is a play-off event, unless there are insufficient entries at regional level to require a play-off. Official registration forms will be handed out to the winners at the regional play-offs. The registration forms must be submitted to the Alcoa-MB Games office with registration payment, by the registration deadline. Open Events: No qualifying rounds are required, registration forms and fees can be sent directly to the Alcoa-MB Games office. If sufficient entries are not received, Alcoa- MB reserves the right to cancel an event. In the event of a cancellation by Alcoa-MB participants will be refunded their registration fee where applicable and the participant will be notified prior to the Games. CUT OFF DATES FOR REGISTRATION A registration deadline will be established each year. Following registration all participants will receive a confirmation letter including the 3 day event schedule. The Registration package itself can be picked up at Games Headquarters prior to the event. REGISTRATION FEE General Registration Fees: The general registration fee for open events is $35. If you qualify by way of a play-off event in your region, the registration fee will be $30. Please note that your region will charge you a fee to participate in the regional play-off, usually in the range of $5 to $10. Golf Registration Fees 9 Hole Golf: $20 surcharge in addition to the registration fee. 18 Hole Golf: $30 surcharge in addition to the registration fee. Each golfer will have access to a golf cart at no charge to the golfer. Arts and Crafts Registration & Entry Fees: The registration fee will be $35 for the first item registered in an Arts and Crafts event. Any additional items entered in the arts & crafts event will have an additional fee of $1 per item. DISPUTES OR PROTESTS Any disputes or protests during the provincial finals should first be brought to the attention of the head judge. If this person is unable to resolve the problem then disputes or protests are to be filed in writing on an official Grievance Form within one hour of the incident. Forms will be available at each event or at the Games office in the Host Community. Forms must be signed by the captain in team events, by both players in partner events, and by the individual in individual events. 3

SUBSTITUTIONS: TEAM EVENTS Teams are strongly encouraged to list an alternate player on their official registration form. This person is not required to pay a registration fee. If an alternate player is not registered prior to the registration cut off date, a substitute maybe added with the concurrence of the event chair. The registered alternate player will be allowed to play at the provincial finals if the team so desires. No substitutions will be made during a game in play, i.e. whoever starts the game must continue until the completion of the game. An entire team may also be substituted as long as they have participated in the regional playoffs. Teams will be allowed to play short of a player. A team with an illegal alternate player will be defaulted from the 55 Plus Games. EXAMPLE 1: CARPET BOWLING team - registered players A B C D E, (four players plus their allowed alternate). During the 4th end of the first game (with players A B C D), player B is tired and requests a substitute, player E. The team realizes that this substitute can not be made until they have completed the first game (8 ends of play). Player B must continue to play, or if unable to, the team must play short for the remainder of that game. At the start of the second game, players A C D E start play. EXAMPLE 2: 5 PIN BOWLING team - registered players A B C D E, (five players registered with no alternate player registered by the deadline). The morning this team is scheduled to play, player E becomes ill. As this team did not register an alternate player they would not be allowed to pick up another player, but would be allowed to play with 4 players. SUBSTITUTION: INDIVIDUAL EVENTS For play-off events, if a person is unable to attend the Games after submitting the official registration form to the Alcoa-MB Games office, they must make every effort to contact their Games Representative. The Games Representative will then contact the 4th, 5th, etc. place finishers in the regional finals to go to the provincial finals. Allowing substitutions shall be at the discretion of the Games Representative and the 55 Plus Games Coordinator. 4

SUBSTITUTION: PARTNER EVENTS For play-off events, in partner events, if one partner can not go to the finals then an alternate player may be chosen as listed on the registration form as the alternate player. This alternate player should have qualified for the provincial finals through regional competition, unless there were insufficient entries to require a play-off. If neither partner can go to the provincial finals, then the 4th, 5th, etc. place finishers will be approached. Replacements in this situation must be made by 3:00 p.m. the Thursday prior to the Games. The Alcoa-MB Games office must receive all registration changes by this time. Replacements must be approved by your Games Representative. EXAMPLE: CRIBBAGE - registered players A & B. On Tuesday the week prior to the Games, player B finds out he/she is unable to go to the finals. Player A then contacts his/her Regional Games Representative. Player A would then contact player C who participated at the regional play-offs, but did not qualify. Player C agrees to play with player A. The Games Representative and the Alcoa-MB Games office are notified before 3:00 p.m. the Thursday prior to the Games and players A and C are eligible to take part at the finals. TIE BREAKING Tie breaking procedures are outlined within the rules for each sport. As many tournaments are round robin, the following is being provided for further explanation. Questions arise within a round robin tournament when more than two people are tied in a "pool" or "division". When deciding who will advance to the final round the following steps will be taken unless otherwise identified in the particular rules for that sport: 1. When only two players/teams are tied (have the same number of wins and losses) in the pool the player/team who won when they met during play in the pool will advance. 2. When more than two players/teams are tied, (having the same number of wins and losses) then points for and against will be used to determine the winner. This system is used because limited time during the 55 Plus Games finals does not permit a play-off game. EXAMPLE: To determine points for and against, add up all the points accumulated and subtract all the points his/her opponents received. The player/team with the most points will advance. Joe: Won - 10/3 Lost - 2/5 Won - 12/6 Points won: = 24 5

Points lost: = = 10 Therefore Joe has 10 points. Bob: Won - 7/6 Lost - 4/5 Won - 10/2 Points won: = 21 Points lost: = = 8 Therefore Bob has 8 points. Peter: Won - 8/6 Lost - 2/4 Won - 9/8 Points won: = 19 Points lost: = = 1 Therefore Peter has 1 point. Joe will be declared the winner, Bob will be second in the pool, and Peter third. 3. If two or more players/teams are still tied after points for and against are determined, then those players/teams would have to play a tie-breaker game to determine the player/team advancing. 4. If for some reason a player/team wins a game by default and you are required to go to the points for and against to determine a pool winner, the following system will be used; the average of the points won and the average of the points lost will determine the points awarded for the defaulted game. EXAMPLE: Ted: Won - 10/5 Won - by default Lost - 7/5 Won - 9/3 Points won: = 24 average = 24 points divided by 3 games = 8 Points lost: = 15 average = 15 points divided by 3 games = 5 Therefore Ted would have the score 8/5 for the defaulted game. Points for and against would be calculated as follows: Points won: = 36 Points lost: = 20 Therefore Ted would end up with 16 points. LATE PLAYERS OR TEAMS If a player or team is late for an event, and are scheduled to play/participate at that time, the consequences of being late shall be at the discretion of the event chair, and may include default of the first game or being disqualified from the event. 6
