4 1 MEMBERSHIP Application for membership is open to anyone of good, honest and sporting character, prepared to observe the rules, etiquette and spirit of the game of golf. Application forms are available from, and should be returned to, the secretary. 1.1 Conditions Each person, on becoming a member, agrees to observe the internal rules and to strictly follow the conditions governing his/her membership category. 1.2 Membership Categories Full member This category requires the purchase of a type B share and the payment of the annual membership fee as determined by the Board of Directors. This category gives the right of access to the facilities of the CVBA Golf & Business Association and the right of membership Day member 5 Day members are also required to purchase a type B share and to pay an annual membership fee in accordance with the applicable conditions. This category gives the right of access to the facilities of the CVBA Golf & Business Association and the right of membership during weekdays. Should these members wish to play at weekends, then they shall pay the applicable guest green fee and competition fee Starter Starters are required to pay the annual membership fee. This category gives the right of access to the facilities of the CVBA Golf & Business Association and the right of membership Internal Rules

5 This membership category can only be entered into once and is only open to people who have never previously played golf. They can use the services linked to this membership category Honorary non-playing member Members who are no longer able to play can be awarded the status of honorary member under conditions laid down by the Board of Directors. This category only grants access to the facilities of the CVBA Golf & Business Association Member on holiday Members who, for personal or business reasons, are required to live abroad can request a suspension of membership for a certain period. The conditions applicable shall be drawn up as a function of the length of this period. During this period the member shall have the status of Member on Holiday and pay a membership fee in accordance with the appropriate tariff Country Member Persons who are full members in another club (abroad) can become Country Members of the club. This is limited to a maximum period of 2 years. Proof of membership of the home club must be produced. The annual membership fee of a Country Member is payable in accordance with the appropriate tariff. This category gives the right of access to the facilities of the CVBA Golf & Business Association and the right of membership Corporate Member Corporate membership is granted to employees and directors of companies which have paid the applicable membership fee and acquired type D shares. This category gives the right of access to the facilities of the CVBA Golf & Business Association and the right of membership. Internal Rules - 5 -

6 In the case that corporate membership is not granted to named individual employees or directors of the company concerned, then these persons are required to produce identity and to pay the applicable guest fee prior to entering the club facilities Non-Resident Member. A "Non-Resident Member" pays a yearly Membership Fee and a Contribution Fee. By doing so he does not acquire the right to a future full- or week membership. The Contribution Fee paid forms part of the Membership Fee and cannot be considered as an advanced payment on the share. Limited to a maximum of 2 years. 1.3 Share The rights, duties and purchase value of a share are determined by, respectively, the Board of Directors or the General Meeting of the CVBA Golf & Business Association in accordance with legal provisions. The composition of the Board of Directors is determined by the statutes. A joining member shall pay for his share at the latest 30 days after written confirmation of acceptance. After payment, he will receive a certificate of registration in the shareholders register. In the case of non-payment, a reminder shall be sent to the member. If he has not made settlement within a subsequent 14 day period, then his application will automatically lapse for a minimum of 1 year. A share if only refundable or transferable as laid down in the statutes. 1.4 Annual membership fees Annual membership fees are set by the Board of Directors and are always subject to change. Members are required to pay annual fees by 31 January of the current year. Couples are granted a 15% discount on the total of both fees. Should an annual fee remain unpaid at the end of January, then the Board of Directors reserves the right to suspend a member until the end of the year. New members joining from August shall pay a pro rata membership fee for the remaining months of the current year. Membership fees Internal Rules

7 are payable from the month that a membership application is made until the end of the same year. The membership fee for starters is always for one year commencing on the date of payment Request for postponement A member can request a postponement of the payment of membership fees because of exceptional circumstances: This postponement can be a maximum of 2 years. A written request for postponement, stating the reasons and desired period, must be made no later than 10 days after receipt of invoice. The request shall be examined by the Board of Directors, who will respond in writing. During this period of postponement, the member has the status of Member on Holiday and shall pay the appropriate fee for this category. These persons can play 5 times per year on payment of the appropriate guest fee. 2 GOLF SUBJECTS 2.1 The Rules of Golf The game shall be played in accordance with the rules of the Royal and Ancient Golf Club of St. Andrews. These rules shall be supplemented, where necessary, with local rules drawn up by the Sports Committee. All members shall ensure that both members and visitors abide by the etiquette and rules of the game. All players (members and non-members) must respect, and in no way endanger, personnel working on the course. Green-keepers have priority at all times. They will endeavor to minimize delays to players and, where possible, allow play to continue on a hole. All players are requested to respect and comply with all instructions. In addition, every player is required to follow the guidelines and instructions of the Club Committee. With the exception of the greens secretary, it is strictly forbidden for any player, without authorization, to move or interfere with any course fixtures (such as tee markers, benches, direction signs, colored posts, waste bins etc.). 8 If a hole has no flag or tee markers then the hole is closed for play. A player may only search for a ball in a hazard or on the course as detailed in the rules and etiquette of golf. Collecting balls from hazards is a right of the green staff. 2.2 Access to the Course Access to the course is only granted to members or players who have passed the tests laid down in the rules of the federation. There are no special provisions for children. At weekends single flights are not allowed on the course between and and starting on hole 10 is not permitted. A candidate for the practical test is permitted to play on the course provided that he is accompanied by a buddy. This buddy is appointed by the captain or the committee member responsible for starters. These tests comprise a practical test and a written examination on etiquette and the rules of golf, as laid down by the Belgian Golf Federation Written examinations are carried out in groups on set dates under the supervision of the captain, secretary of an appointee of the club committee. The practical tests can be carried out free of charge in the presence of those members of the club committee having a handicap lower than 28. A list of these people hangs in the club house. 2.3 Driving-Range Any person wishing to practice the art and technique of golf can use the driving range on payment of a practice fee. Users of the driving range have access to the two putting greens and the approach area. A player on the pitch and putt course may play with a maximum of two balls. The use of practice balls is only allowed on the driving range. Persons who have only paid a practice fee are not permitted access to the course Internal Rules

9 2.4 Tees Unless otherwise specified, the following tees are applicable; Players are required to use the tees corresponding to their category. Exceptions can be granted by the captain Tee Markers Category Age Handicap From Till Back tee White Men Front tee Yellow Men Back tee Blue Ladies Front tee Red Ladies Front tee Red Men < Practice on the course Practice on the course with 3 or more balls is not permitted. Non compliance with this rule is regarded as a breach of etiquette. Practice swings are forbidden on the tees. 2.6 Causing damage Any member or visitor causing damage to the property of the club or other members shall be automatically required to make immediate payment for the damage caused. 2.7 Putting green Access to the putting green is only granted to players able to use it without causing damage. Beginners and children can only use the putting green under the supervision of an experienced player. Only golf shoes and sports shoes without heels are permitted. 2.8 Bunkers After use, rakes should be replaced in the bunker in the direction of play. 2.9 Handicap Adjustment Handicap adjustments, whether up or down, are made in accordance with the rules of the Belgian Golf Federation. 10 3 CLUB COMMITTEE 3.1 Membership The club committee comprises permanent members and advisors. The permanent members and advisors are elected, with the exception of the chairman, manager and secretary of the CVBA Golf and Business Association. The secretary shall be the treasurer. The club committee can invite the green keeper and head pro to take part in discussions. The captain supported by a vice-captain a member responsible for the ladies section a member responsible for the junior section a member responsible for the senior section an advisor rules and etiquette an advisor handicapping an advisor starters an advisor course and infrastructure The Board of Directors can change the composition of the club committee at any time. 3.2 Appointment All elected members of the club committee are elected by the club members. The results of such elections are submitted to the Board of Directors. After election the club committee shall choose its captain. 3.3 Duration of appointment The permanent members and advisers are appointed for a maximum period of 2 years. In order to guarantee the continuity of the committee s function 50% of the committee members should be exchanged. Therefore half of the committee functions will be eligible for election every 2 years Internal Rules

11 3.4 Election Procedure Timing Notice of an election shall be sent to the members in the October of the year in which it is due. All eligible members (see section 3.4.2) may stand. Candidates must register their intention to stand for election with the secretary within 30 days. After this date the names of the candidates will be entered on the ballot paper. Each member has the right to cast his vote within 30 days of receipt of the ballot paper Eligibility Only members having the status of full member during an election year may stand for election to the club committee. The president can accept the application of week members for the senior and ladies sections. Only members having the status of full member during an election year have voting rights. The president can invite week members to participate to the election of the ladies and seniors sections Candidates On registration, candidates should state their preferred committee function. The position of captain is non-electable Voting On the voting paper, each eligible voter indicates a maximum of 10 persons with their function. The composition of the committee is determined by those persons receiving the most votes. In the case of a tie, the decision is taken by the retiring committee. Should the number of candidates be sufficient to form a committee but insufficient to require an election, then the committee will be formed by the candidates without any election. The retiring committee must approve this Captain The preference is that the captain is elected from within a group comprising the old and newly elected committees. Should this not be possible, then a candidate can be selected from outside this group. In any event, the election of this post is made jointly by the retiring and newly elected club committees. 12 3.5 Authority of the captain The captain takes the necessary decisions for the working and conduct of the sports element and the club rules. He has the authority to take decisions whenever he feels it necessary, such as stopping or canceling competitions, changing competition formats, amending local rules etc...in his absence a deputy (= member of the club committee) shall take these decisions. The captain is responsible for the actions of those responsible for sections. He is responsible for competition prize giving s or appoints a deputy in his absence. The captain reports directly to the chairman or to the other members of the Board of Directors. 3.6 Authority of the club committee The members of the club committee advise or assist the captain in matters relating to competitions and sporting events within the club. The club committee is empowered to discuss and solve all typical golf problems. The club committee, together with the board, is responsible for internal order and may take all necessary measures to ensure this. All committee members responsible for sections can, within their area of authority, be supported by other members of the club and may set up a section sub-committee. These sub-committees have an advisory function. These sections report to the club committee. A committee member responsible for a section may nominate a deputy. The deputy may replace the Committee member at committee meetings, but does not have voting rights should the chairman or captain decide to call for a vote Ladies, men, juniors and seniors sections Those with responsibility for sections look after the integration of the relevant members and the development of the section. They organize a separate calendar of both internal and external section competitions. They ensure communication between the section and the club committee and decide upon representation within the Belgian Golf Federation. The member with responsibility for juniors shall be particularly charged with youth development and shall organize golf clinics, camps and competitions in consultation with the head pro Internal Rules

13 3.6.2 Rules and etiquette The advisor for rules and etiquette shall take all measures to ensure compliance with these rules in consultation with the captain. He controls the local rules Handicapping The advisor for handicaps ensures, together with the captain, the correct processing of competition results and handicap adjustment in accordance with the rules of the Belgian Golf Federation Starters The advisor for starters ensures the integration of new members and controls the organization of information sessions and theoretical and practical tests Course and infrastructure The responsible advisor consults with the green-keeper and club management on matters relating to the course and club. The advisor suggests the desired pin and tee positions. He gives advice with reference to infrastructure, adjustments to the course, the location of winter tees and greens. 3.7 Complaints and Problems All occurrences or events which are in conflict with the club rules or with the good operation of the club in general should be reported, preferably in writing, to the captain or club secretary. 3.8 Authority for suspension and sanctions Sanctions shall be taken against each violation of the internal regulations and the etiquette and golf rules, possibly with suspension as a consequence, for which only the captain has authority. If a violation is proven, then the captain shall decide upon the sanction or suspension after consulting at least 2 fellow committee members. In the absence of the captain, the vice captain shall assume this responsibility in consultation with two other committee members. A member breaking the club internal regulations can be banned or excluded from the club for a given period by the board of directors or the club committee. Internal Rules

14 Repeat offences can lead to permanent expulsion from the club. In the case of minor infringements the board of directors or the club committee shall, unless otherwise specified in the rules, issue a warning to the member concerned. The first warning shall be communicated to the member by way of a personal letter. In the case of a second warning within the same calendar year, the warning shall be made public. A third consecutive warning during the same calendar year will lead the club committee issuing a temporary suspension or exclusion. In the case of suspension, the member has no access to the course during the period. In the case of exclusion the member has, additionally, no access to any club facilities. Visitors breaching the rules shall be denied future access to the club and its facilities. In the case of a sanction any member may request a hearing by the club committee or the board of directors. 4 VISITORS 4.1 Players As a member of the club you are responsible for the behavior of your guests. Clearly your guests may only play on the course if they meet the following conditions: Guests must possess a certificate of competency and membership of a recognized golf club. A minimum handicap of 36 is required. Each guest wishing to play on the course or the driving range or the pitch & putt course shall pay the green fee (or practice fee) applicable on the day and register in the guest book. 4.2 Non-Players Non-playing guests must be invited by a member of Kampenhout Golf Club to gain access to private areas of the club Internal Rules

15 5 General 5.1 Pets Pets are not permitted on the course, in the club house or on any other part of the complex. 5.2 Vehicles Each member or visitor must use the car park. With the exception of service vehicles, no vehicle may be left in the general area of the complex. The club can not be held responsible for damage, no matter how caused. Persons hiring a golf cart may only drive on the fairways. It is forbidden to drive through rough, bunkers, tees or greens. Signs on the course must be strictly obeyed. 5.3 Clothing General Only players wearing suitable golf attire are allowed access to the course Course The club captain, together with committee members responsible for sections, shall define suitable golf attire. The following clothing is not suitable for access to the course or club facilities. For gentlemen and ladies blue jeans jogging or track suits tee shirts and brief shorts For ladies in particular Low cut blouses Leggings, skimpy tops and hot pants Prize giving and official functions Golf shoes are not permitted during a prize giving. 16 The start list will state the type of clothing required for the prize giving. The designations are formal or casual. Formal means jacket and tie (men), preferably the club uniform of blue blazer with club badge, beige trousers, white shirt and club tie. Club ties, badges and blazers are available from the secretary. Casual means smart casual and not golf clothing. Members and visitors not observing the required dress code can be refused admission to the prize giving and forfeit their prizes Interclubs and representation Members officially representing GBA Kampenhout are requested to wear club colors during competitions. Gentlemen: Dark green sweater, white shirt, beige trousers Ladies: Dark green sweater, white shirt, beige trousers 5.4 Infrastructure Each member shall ensure that damage is not caused to fixtures and fittings in the bar, locker rooms, toilets. Golf clubs are not permitted in the club house. Trolleys and golf bags must be left outside without blocking the entrance to the club house. Players are requested to clean their golf shoes before entering the club house. When leaving the caddy house, the door should be locked as the club is not responsible for members golf equipment left in the caddy house. 5.5 Children Children under 12 must be accompanied by an adult at all times. 5.6 Insurance Each player with a federation card issued by the VVG is insured by the VVG (See note at bottom of the federation card). 17 6 Competition rules 6.1 General Competition Committee The competition committee will be appointed by the club committee prior to each competition. The competition committee consists of the following members: The club captain or vice-captain, the competition delegate, the marshal and the secretary. The competition delegate is responsible for the smooth running of the competition and is authorized to: Set and amend start times. Given the weather conditions, decide upon qualifying conditions, suitability of course for play and changes to local rules. Players safety is paramount at all times. He shall, with the support of the captain, give judgments upon and take decisions over problems reported by players or the marshal. The marshal is responsible for enforcement of the internal rules, rules of etiquette and the maximum playing time on the course. He is authorized to propose penalties to the members of the competition committee and to warn players. The function of secretary is carried out by the manager or secretary or their nominated deputy. The secretary is responsible for processing the registration list, drawing up the start times in accordance with the instructions of the competition committee and processing the score cards. The competitions committee confirms the results and imposes penalties as appropriate. In addition, it is responsible for the organization of the prize giving. The competition committee shall set the competition format in consultation with the competition sponsor. Internal Rules

18 6.1.2 Registration Registration closes on at on the Wednesday or Thursday prior to the competition for Saturday and Sunday competitions respectively. Late registrations are entered on the reserve list. Start times are available 48 hours before every competition. For each competition the competition fee must be paid at the time of registration. The club committee sets the amount and possible exemptions from the fee. Uses for income from the competition fee are also decided by the club committee Start times Start times are set by the competition committee and are made available in the club and on the internet site The competition committee has the right to change start times at any time. Should a player who is ready to play arrive at the first tee late but within 5 minutes of his designated start time then the sanction is loss of hole in match play and 2 stroke penalty in stroke play competitions. A player arriving 5 minutes or later is disqualified Slow play The player with the lowest handicap in a flight is designated as flight leader by the competition committee. He shall control observance of the etiquette rules and the playing time. The competition committee sets the maximum time. The maximum permitted times for the following formats are: 4 ball: 4 hours 48 minutes or an average of 16 minutes per hole. 3 ball: 4 hours 12 minutes or an average of 14 minutes per hole. 2 ball: 3 hours 36 minutes or an average of 12 minutes per hole. Penalties: The competition committee or its delegate can impose one or two penalty strokes on one or more players in the flight if this flight does not maintain its position relative to the group in front Internal Rules

19 6.1.5 Results In the case of a tie, the winner is determined by the best gross score on the last 9 holes. In the case that 2 or more players are still equal then the scores on the last 6 and then last 3 holes shall be used. All disputes shall be referred to the captain alone, whose decision is final. The net prize takes precedence over the gross prize. The sponsor in consultation the competition committee shall decide whether multiple prizes shall be awarded Score cards Players are responsible themselves for their handicaps. In case of doubt they must immediately consult the secretary. Score cards must be signed by a marker approved by the club committee. Only score cards bearing the gross score per completed hole and signed by the player and the marker will be accepted. Cards must be returned to the secretary within 15 minutes of arrival. Penalty for breach: disqualification The handicap of a disqualified player shall be increased by 0.1. The handicap of a player disqualified for not submitting his card within the stipulated period shall be increased by Rabbit competitions Players who have received their certificates of competence play in so called rabbit competitions until they have achieved their handicap as stipulated by the Belgian Golf Federation. Rabbits play 9 holes until they have achieved a score of 18 or more. A score is then doubled for handicap purposes Prize giving Each prize winner in a competition is expected to be present to receive it in person. In the case of absence the prize will be awarded to the following winner unless such absence has been reported in advance to, and been accepted by, the captain or his deputy. Internal Rules

20 6.2 Conduct Withdrawal from competition Withdrawal has to be reported at least 30 minutes before the start of the competition (1st tee off) except in the case of exceptional circumstances. A sanction will be applicable for breach of this rule Discontinuing play without reason Any player discontinuing play without reason during a competition will receive an official warning. Repetition will lead to suspension from the following four weeks of competition. Every effort shall be made to ensure that the remaining player can continue in the competition. The captain or his deputy (= member of the club committee) can make exceptions for urgent reasons such as sickness, injury, emergencies. In the case of an infringement the handicap of the player will increase by Dishonest behavior Any competitor found guilty of dishonest behavior which changes the course of the game will be disqualified and will be suspended from the club for a defined period (see 3.8). Breaches of the rules of golf and etiquette observed by players on the course must be reported to the captain or secretary. The captain (or secretary) can subsequently discuss the breach with the player and can impose a penalty Complaints A complaint by the player or marker can only be dealt with if made before the card is signed. Complaints by third parties have to be lodged at the latest 30 minutes before the prize giving. In such cases the complaint must be lodged with a member of the club committee. The accused and possible witnesses will be interviewed. After due consideration, the committee will rule on the validity of the complaint and any measures to be taken. Naturally, these will be communicated to the parties concerned Internal Rules

21 6.2.5 Display of temper During moments of frustration whilst playing, it is strictly forbidden to scream, to swear or to throw clubs or other golf equipment. This can not only cause damage to the course but is also very unpleasant for fellow players Mobile Phones The use of mobile phones during competitions is strictly forbidden unless in case of emergency or with the approval of a member of the competition committee. Penalty for breach: disqualification. 7 Sponsored Competitions 7.1 Organization All competitions played on the courses of the Golf & Business Association in Kampenhout will be organized as per section Publicity Each sponsor of a competition may place publicity on and around the course as well as in the clubhouse. This can be set up on the day before the competition and must be removed on the evening of the competition. The location of publicity is made in conjunction with the captain or secretary. 7.3 Invitations Each competition sponsor (member) may invite 2 players free of charge (unless otherwise agreed). Each competition sponsor (member couple) may invite 3 players free of charge (unless otherwise agreed). Non cumulated. Each competition sponsor (firm) may invite 4 players free of charge (unless otherwise agreed). Non cumulated. Each competition sponsor (several firms) may invite 6 players free of charge (unless otherwise agreed). Non cumulated. 8 CLUB PROFESSIONAL The professional has the exclusive right to give practical golf lessons. He can advise the club committee on the performance of its functions. Internal Rules
