4 NEWS The Chaser Magazine I Will Bring Strong Leadership And Advocacy Dayle Brown has recently been appointed to the position of Deputy Chief Executive Officer at GRNSW. Mr Brown has been Executive General Manager Integrity Services at Racing Victoria for nearly a decade and brings with him more than 20 years of racing industry experience as a regulator and administrator. In this exclusive interview, Mr Brown opens up about the reasons for the switch to GRNSW and the key challenges moving forward. What made you want to make the move to GRNSW? After working in the racing and wagering industry for over 20 years with Harness Racing Victoria, Betfair and Racing Victoria, I saw this as an exciting opportunity to be a part of a team that will provide a new direction for the greyhound racing industry in NSW. I enjoy all three racing codes, and there are similarities across all of them integrity, welfare, and wagering are constants and the skills attained from my past work provide me with a strong understanding of operations at multiple levels. I am excited about the new challenge at GRNSW as I feel strongly that there are real opportunities to grow greyhound racing in NSW and I was particularly drawn to the ability to focus more on commercial strategies. I believe that I can help the GRNSW Board and leadership team identify new strategies and then implement these strategies which will provide the building blocks for a sustainable and successful racing industry. What are you hoping you can bring to GRNSW? Firstly, I am looking forward to working with the new CEO Tony Mestrov. He is well credentialed as a leader, and he will provide fresh, innovative ideas for the greyhound racing industry. I will bring strong leadership and advocacy to the greyhound industry in NSW, as I have a deep understanding of how to implement successful strategies in wagering, racing, integrity and animal welfare. As a change of pace from my most recent work with Racing Victoria, I am a looking forward to focusing more on commercial strategies as well as governance, integrity, and welfare. I will make it a priority in the next six to 12 months to visit as many clubs throughout NSW and meet as many industry participants as I can, so I can understand their thoughts on the industry and how they would like to see greyhound racing progress into the future. What do you see as some of the key challenges for GRNSW moving forward? Racing broadly in Australia has a challenge to stay relevant and be able to attract people to the sport for all the right reasons. In the short term, there will be a period of transition as the integrity and welfare function become part of the new Greyhound Welfare and Integrity Commission in NSW. During the transition period, a lot of work will be required to ensure this occurs seamlessly while maintaining our integrity and welfare capabilities are enhanced and not diminished. The main challenge will be to build confidence in the greyhound racing industry, so the participants and public embrace positive change ensuring future success for greyhound racing in NSW. 4

5 Issue 21 December 2017 NEWS Mestrov On A Mission New GRNSW CEO Tony Mestrov says he is looking forward to the challenge of his new role. Mr Mestrov brings with him a wealth of experience in sports administration and business development. Most recently he was the Chief Operating Officer at the Gold Coast Titans rugby league team and was previously the Chief Executive Officer at Hockey NSW for a period of 5 years. Mr Mestrov believes greyhound racing has an enormous potential for growth in the state and he outlined his blueprint to take the industry to the next level. What attracted you to the role of Chief Executive Officer at GRNSW? The biggest attraction was the challenge it brings. You don t consider a role like this without enjoying a challenge. Specifically, the challenge itself is to take greyhound racing to a place where everyone wants it to be; namely developing a positive profile. Changing the current perception is incredibly important, and that takes time and a lot of work, but I do believe it s achievable. From an operations perspective, Greyhound Racing NSW is well positioned at the moment with wagering on the sport reaching record levels. I m excited at the prospect of continuing this trend in order to build a sustainable and viable future, and I think this is an industry with enormous potential for growth How did your time with Hockey NSW and with the Gold Coast Titans prepare you for your role with GRNSW? My work with both Hockey NSW and the Gold Coast Titans has provided me with great experience and a lot of transferrable skills. As CEO of Hockey NSW, I gained experience in communicating with large numbers of people across a large geographical area. There are a lot of parallels with the greyhound industry which has stakeholders across the state, especially with regional areas playing such an important role in the industry. With the Titans, a key responsibility was working with the salary cap and the various steps required in identifying and procuring talent. There were a lot of steps and regulations involved, much like greyhound racing. You need to make the right decision 100% of the time. What is the primary objective you would like to achieve in the first 12 months and what are some of the challenges you might face? For the first year, my focus will be on providing strong leadership to the organisation which is incredibly important given the nature of change the industry is experiencing at the moment. The most effective way to provide that leadership is to ensure clear, concise and consistent communication amongst stake holders in addition to immersing myself in the industry. A huge challenge is the perception of the industry. Positive PR has to be a key focus, and it is important to trumpet the successes of the industry. I believe that in partnership with new Deputy CEO Dayle Brown and the rest of the team at GRNSW we can effectively highlight the great work being done at welfare and integrity levels. Doing so will, in turn, assure the long-term sustainability of the industry due to an improved public perception and a resultant increase in confidence in all aspects of the industry s operations. 5

6 NEWS The Chaser Magazine GAP Adoption Day At Penrith A Great Success Greyhounds As Pets hosted its last public adoption day for 2017 in November with 16 greyhounds finding new homes. The adoption day was staged at Petbarn Penrith with hundreds of people attending throughout the day to discover what great pets greyhounds can make. Adoption days have proved a crucial tool for Greyhounds As Pets to not only drive adoptions but to also increase awareness of the greyhound breed for people who are considering introducing a pet into their home. Greyhounds As Pets Rehoming Manager Kyle Maher was delighted with the success of the last adoption day for "We had a fantastic turnout. A lot of people attended, many of whom wanted to meet and interact with the greyhounds and find out what lovely animals they are," Mr Maher said. We had a number of great dogs suitable for adoption at Penrith, which is a sign that industry participants have become extremely committed to preparing their greyhounds for life after racing. 7 Issue 21 December 2017 NEWS Available Online at Annual Report Highlights Significant Industry Reform GRNSW has released its annual report for 2016/17, which highlights the significant reform that has been undertaken by the NSW greyhound racing industry over the 12 month period. The 2016/17 period was a tumultuous time for the greyhound industry in NSW, beginning with the announcement in July 2016 that the industry was to be banned before the NSW Government rightfully overturned its decision in October Despite the uncertainty about the future of the industry in the early part of 2016/17, GRNSW - with the commitment of participants - surged ahead with its reform agenda. Recommendations Sent To Board GRNSW recently released a discussion paper to assist with strategy development and other racing-related solutions to minimise the impact of the falling greyhound population that will develop in NSW (and Australia wide) over the next 12 to 24 months. The discussion paper made 21 draft recommendations based on the feedback received during this consultation period. The draft recommendations covered potential Key highlights from the annual report were: An 11% increase in prizemoney and travel subsidy distributions to participants; A 54% increase in the number of greyhounds adopted through the Greyhounds As Pets program; A 57% increase in the number of swabs analysed with 8121 swabs undertaken in 2016/17 which was coupled with a significant reduction in the percentage of positive swabs; and A 5% increase in wagering turnover on NSW greyhound racing with national turnover totalling $1.31 billion changes to programming, incentives, and grading with their immediate aim to address the issues created by the falling greyhound population and maximise racing opportunities over the next two years. Feedback for the discussion paper closed on November 23 and recommendations are presently being finalised in preparation to send the completed discussion paper to the GRNSW board for approval. The annual report also details the vital work being undertaken to enhance animal welfare outcomes for greyhounds at all stages of the lifecycle, including an overview of the new measures introduced to improve track safety and increase rehoming opportunities for retired greyhounds. GRNSW is continuing to push forward into the new 2017/18 period with the appointment of a new GRNSW board, the selection of three commissioners to head the soon to be established Greyhound Welfare and Integrity Commission, and the recruitment of a full-time Chief Executive Officer and Deputy Chief Executive Officer of GRNSW. GRNSW would like to thank all the participants who have contributed and provided their views on this critical piece of work. All feedback received was crucial in forming the basis for the recommendations and will go a long way in ensuring the NSW greyhound racing industry can maximise the racing population to give the industry the best chance of being able to sustain current racing levels. 7

8 NEWS The Chaser Magazine Study Shows Arsenic And Cobalt Levels Dropping Arsenic and cobalt concentrations in greyhound urine samples have fallen considerably since 2015, according to the findings of an independent study released this week. The independent study was commissioned by GRNSW and Greyhound Racing Victoria, and undertaken by Emeritus Professor Dr Brynn Hibbert from the School of Chemistry at the University of NSW. As part of the study, more than 18,000 race day urine samples collected in Australia between July 2016 and June 2017 were analysed for traces of arsenic and cobalt. Under the Greyhounds Australasia Rules, arsenic over the level of 800 ng/ml is declared as a prohibited substance, while cobalt over the level of 100 ng/ml is declared as a prohibited substance. Of the samples analysed, 0.1% (or 22 in total) exceeded 800 ng/ml of arsenic, while the median concentration of arsenic in all samples was 20 ng/ml. Meanwhile, 0.1% of samples (or 23 in total) exceeded the cobalt threshold of 100 ng/ml, with the median concentration of cobalt in all samples found to be 1.2 ng/ml. The findings demonstrated a decrease compared to the concentration of arsenic and cobalt found in urine samples collected in Of the 2,849 samples analysed for arsenic, 0.4% exceeded 800 ng/ml and the median was 22 ng/ml. Of the 762 samples analysed for cobalt, 4.1% exceeded 100 ng/ml and the average median was 3.4 ng/ml. Given the data, Professor Hibbert calculated that the probability of a regularly functioning greyhound being over the arsenic threshold to be at the most a 1 in 79,526 chance, while the probability of a greyhound being over the cobalt threshold to be a 1 in 1,105,800 chance. GRNSW Chief Veterinary Officer Dr Rick Symons said the drop in arsenic and cobalt concentrations highlights the effectiveness of the arsenic and cobalt thresholds that have been introduced by all greyhound racing jurisdictions. The threshold levels for both cobalt and arsenic were set following rigorous testing of the greyhound population. The results from this study once again prove that trainers can have confidence that the levels are appropriate. As long as trainers maintain the sensible use of substances containing cobalt and arsenic they can have some assurance that they are not likely to see the adverse impacts of overuse in their dogs, Dr Symons said. New Rules For Exports GRNSW is introducing new rules which enhance the existing requirements for the export of greyhounds and place greater responsibilities on owners. The new rules will make it an offence for participants to transfer greyhounds to others when they either know or ought to know that the greyhound will likely be exported without a greyhound passport. The new rules are part of GRNSW s efforts to take appropriate action against unauthorised exports, and are similar to rules introduced in Victoria earlier this year. In 2016, GRNSW convened an inquiry into unauthorised exports after evidence emerged that greyhounds were being exported to China and Macau in contravention of Rule 124 of the Greyhound Racing Rules, which requires that any person intending to export a greyhound from Australia to any other country (excluding New Zealand) must, prior to meeting the quarantine and inspection service requirements of the relevant country, obtain a greyhound passport and certified pedigree issued by Greyhounds Australasia (GA). GA has suspended consideration of greyhound passport applications to Macau since March 2013 due to a GA assessment that Macau is not fully compliant with Australian animal welfare standards. In 2014 GA adopted the default position that it will not issue greyhound passports for greyhounds which are to be exported to countries where GA has no formal association with a recognised central regulatory authority. China is one such destination. Although the export of greyhounds without a passport may be contrary to Rule 124, there is no Federal Government law prohibiting it. The lack of a greyhound passport does not preclude a greyhound from being exported from Australia and the federal regulatory scheme does not take account of the animal welfare standards of the destination country. GRNSW encourages anyone who may have information about the unauthorised exportation of greyhounds to contact the Greyhound Welfare and Integrity Hotline on or to ensure the matter can be fully investigated. 9 Issue 21 December 2017 NEWS Crash Bandicoot Claims Vic Peters Crash Bandicoot made it a happy homecoming for former NSW trainer Anthony Azzopardi after the greyhound took out the Group 1 Ladbrokes Vic Peters Classic at Wentworth Park in November. Starting from box six, Crash Bandicoot found himself in the back-half of the field around the first turn after he could not match the early speed of early leaders Allonsy Grace and Shallay Pallay. But the greyhound stuck to his task and took advantage of the leaders tiring, railing beautifully at the top of the home straight to run away for a two-and-a-quarter length win in The win took Crash Bandicoot s record to 11 wins from 26 starts, and the greyhound has now recorded almost $110,000 in prizemoney. Azzopardi believes that Crash Bandicoot still has a lot of room for improvement and that he could become an elite performer. He is a very good dog. In time I think he will get better, but at the moment he is just a young dog, Azzopardi said. He needs to learn to settle down a little bit because he is a bit over-keen, but when he gets his rhythm, he ll be a nice little dog. For Azzopardi, who is now based in Victoria after being a leading NSW trainer, it was his second Vic Peters victory in three years. Only Want Mum Wins Over Fans Hearts While she didn t come away with the victory in the Vic Peters Classic, Only Want Mum did win over plenty of hearts. Only Want Mum was one of two finalists for hotel manager and hobby trainer Daniel Flanagan, who named the greyhound in honour of four-yearold Ruby MacPherson, who lost a battle with cancer 18 months ago. Ruby s mother Renea MacPherson worked for me at the Heddon Greta Hotel, and when her little girl was sick, she always said to her nurses and doctors I only want mum, Flanagan said. At little Ruby s funeral, I promised Renea that when I next got hold of a decent greyhound, I would call it Only Want Mum. So for her to make a Group 1 classic after just six races is fantastic as she is by far the least experienced finalist. Before her Vic Peters run, Only Want Mum had won two from six races and qualified for the final after finishing third to Shallay Pallay in her semi-final. Since the Vic Peters Classic, Only Want Mum went on to win a race at Ladbrokes Gardens later in the month. 9

10 NEWS The Chaser Magazine New Veterinarians Ready To Respond GRNSW has appointed two new on-track veterinarians. As part of GRNSW s commitment to animal welfare, Dr Kasia Hunter and Dr Aaron Lewis will attend race meetings state-wide. Dr Hunter and Dr Lewis are both University of Sydney graduates with an enormous amount of veterinary experience. With a diverse veterinary background, Dr Hunter, a Northern Rivers local, will be providing dedicated services to the region. I ve been living in the region for a number of years, and I am really excited about the opportunity to provide localised assistance for the industry, Dr Hunter said. This is a unique industry where participants really care about the welfare of the dog. I have a keen interest in canine behaviour and sports medicine, and being able to combine the two is exciting. In addition to our years of experience, Dr Lewis and I have received training from Dr John Newell (GRNSW Head Veterinarian) and Dr Don Colantonio (GRNSW Business Manager - Welfare) that is specific to the needs of greyhounds which is extremely important. Dr Lewis is no stranger to being trackside having worked extensively with the harness racing industry. My time working with harness racing developed my passion for performance and emergency medicine, and I plan on further developing these passions with greyhounds as an on-track veterinarian, Dr Lewis said. Both Dr Hunter and Dr Lewis will also be attending assessment days for greyhounds making the transition into the Greyhounds As Pets program. Clearance Trials Commence GRNSW has commenced staging dedicated clearance trial sessions at four tracks in NSW. The sessions are designed to give participants a greater opportunity to have their greyhounds undertake a clearance trial in a timely fashion. The recent increase to race numbers and performance trials has made it harder to stage clearance trials during race meetings. In December, there will be dedicated clearance trial sessions at Goulburn (14 December), The Gardens (18 December), Lismore (20 December) and Richmond (21 December). The trials are for greyhounds returning to racing after an absence of more than six months, those who have marred during a race, those that have failed to pursue and those deemed to have put in an unsatisfactory performance. Nominations for the clearance trials are accepted up until 4pm the day before the session, except for trials at The Gardens in which nominations are required to be submitted the Friday prior. Once the December clearance trial sessions have been completed GRNSW will undertake a full review and assess whether the sessions should be extended to other tracks in NSW. 10

11 Issue 21 December 2017 NEWS NSW Approaches 200 Canine Paramedics A new accredited skill set Track Sense and Greyhound First Aid was delivered to clubs. Beginning in July, the one-day course has been successfully delivered at Richmond, Maitland, Gosford, Nowra, Bathurst, Gunnedah, Wauchope, and Cessnock. Recent workshops have been at full capacity, and participant feedback to date has been overwhelmingly positive. For 2017, the remaining courses are scheduled at Lismore, Bulli, and Goulburn. To date, 148 club staff and participants have completed the course. Since the implementation of GRNSW s quarterly injury report, clubs are becoming increasingly aware of their role and responsibility in managing track injuries. The increase in staff and volunteer competency in providing emergency response and administering first aid is linked to the state-wide track safety audit (conducted by Dr. John Newell, Head Veterinarian) that has taken place. GRNSW is working with TAFE NSW to secure another round of funding for the course in Training For The Future Seminar Series Kicks Off As part of GRNSW s ongoing commitment to educating industry participants, two training for the future seminars occurred in October and November. Professional dog trainer Steve Austin was the special guest speaker at both the October 29 Greyhound Social Club seminar at Yagoona, and the Maitland Greyhound Club hosted seminar on November 26. Mr Austin provided a new perspective on training methods and was well received by those in attendance. Breeder Sonia Davis, who attended the Yagoona seminar, believed the presentation was an invaluable experience that broadened her understanding of rearing greyhound pups. We all have our own thoughts on best practice on how to rear a greyhound, but Steve certainly reaffirmed my belief on the importance of early stage conditioning for pups, Sonia said. Steve said all dogs have a critical learning imprint period and it really starts from the day they are born to around 16 weeks. He mentioned that pups conditioned to training from day one establish the building blocks for drive, chase and develop the capacity to cope with a racing environment. The exposure of young puppies to new situations, new environments, differing noises and the variable aspects of a racing career should be attended to from eight weeks of age. A lot of Steve s concepts are already in place on our property, but I came away with my mind racing and lots of new ideas, Sonia added. Mr Austin has previously presented with Greyhound Racing Victoria and has worked internationally training customs dogs, guide dogs and law enforcement dogs amongst others. 11

12 NEWS The Chaser Magazine Online Nominations Tutorial Released In a bid to encourage more participants to nominate online, the GRNSW Grading department has developed a step-by-step turorial on how to use the OzChase online nomination portal. Nominating online is a quicker form of nominating and also guarantees that participants receive written confirmation that their nomination has been received. Participants are also able to easily submit kennel notifications, kennel removals, view/edit current nominations, view drawn greyhounds and scratch greyhounds using the OzChase online nomination portal as well. The first tutorial that has been released details how participants can submit a basic nomination. Future tutorials will detail how to nominate for specific events, opt-out of specific events, how to preference, how to roll a nomination to multiple events and tracks, as well as how to nominate for multiple locations. The step-by-step layout has been designed to simplify each nominating process as much as possible. The tutorials are available at com.au. Trackside Safety Reminder GRNSW would like to remind participants of their responsibilities in relation to the wearing of appropriate footwear at race days and also club trial sessions. Stewards have noticed some participants wearing thongs, no shoes or non-enclosed footwear at venues during recent compliance inspections at both race meetings and trial runs. To comply with both Work Health and Safety, and Occupational Health and Safety it is important that participants adhere to the requirement of enclosed footwear. Enclosed footwear must be worn at all times during race day and trial sessions and also when handling greyhounds at a venue. 13 Issue 21 December 2017 NEWS The Gardens Blooming After Redevelopment Racing has recommenced at The Gardens after joint works from GRNSW and the club to redevelop the base and track surface was completed as part of efforts to improve track safety. Over a three week period, significant works were undertaken to completely remove the existing track base and replace this with a new base and racing profile. Following the consolidation of the track base, new geo fabric was placed around the track in addition to a complete sand swap, which involved the transport and distribution of 1500 tonnes of new sand. The sand has allowed for a true consolidated depth of 150mm around the entire track. In addition to the track surface works, GRNSW also installed new sub surface drainage systems to improve water and track management. GRNSW also increased the height of the 400m starting position and installed a new shelter to provide cover for trainers. New grass matting was installed at both the 400m and 515 starting boxes. Most importantly, GRNSW has increased the camber and grades on the first turn to assist with the Track Maintenance Schedule greyhounds transitioning around the bend. The significant investment in this project was co-funded by GRNSW and The Gardens club. GRNSW is appreciative of the cooperation of The Gardens club. These works were commissioned due to a number of track legacy issues which were preventing the amount of track maintenance that could be completed. It is anticipated the cost and efficiency of future maintenance will now be significantly improved.
