They recommended changing the access area regulation to No Motorized Vehicles off designated roads. - Regional council recommended changing the fee for the By Permission portion of the access area from $1.44 to $1.08 per acre to reflect that bird hunting is the only allowable activity (this change is reflected in the current application).

This project provides access to private land that, prior to enrollment in the A&H program, was available only to hunters with permission. This project provides quality access for pronghorn, deer, and el hunters throughout archery, rifle and muzzleloader seasons in the Steens Mountain Wildlife Management Unit. I/We understand that if this application results in an access grant, ODFW will publicize my/our property via printed documents and internet for the purpose of helping hunters locate private lands that may be open to hunting. I/We will cooperate with ODFW to post signs indicating public hunting access at the project location. Proposed Start Date: 08/01/ Proposed End Date: 03/01/ Estimated Cost of Project: $77, Access and Habitat Fund Request: $74, Briefly explain what the project proposes to do: This project proposes to pay Rich Jenins $2.40 per acre for 8,187 acres of Welcome to Hunt access and $1.08 per acre for 4,770 acres of By Permission access in the Steens Mountain Wildlife Management Unit near Diamond, OR from August 1 to March 15 for three consecutive years beginning fall of Habitat and Landscape: Describe the habitat and landscape of the project area.

5 The Welcome to Hunt portion of the Jenins Access area is comprised of sagebrush steppe, juniper woodlands, aspen stands, grassland and wet meadows. The By Permission portion of the Jenins Access area is rocy sagebrush steppe bisected by a large hay meadow. 13. Bacground: Describe the project area and explain the wildlife habitat and/or access challenge or opportunity this project will address. Address how current management actions benefit public access and/or wildlife and their habitat needs. The north end of the Steens Mountain WMU is broen up by large parcels of private land interspersed among BLM land maing access in this part of the unit a challenge. The Jenins Access Area improves access to public lands in this portion of the unit as well as provides hunting access to private land. There are no public access easements that exist for the roads that travel through the Jenins Access Area. Hunters wait many years to go big game hunting on the Steens and having the Jenins Access Area open to hunters ensures that those hunters have a quality experience. It taes six points for a resident to draw a Steens Mountain mule deer buc tag (1,859 1 st choice applicants in 2017) and 14 points for a resident to draw a Pronghorn antelope buc tag (2,488 1 st choice applicants in 2017). Additionally, the area is utilized by first season, second season and muzzleloader High Desert el hunters. 14. Past A&H History: Describe any past Access & Habitat project, especially if the proposed project deals with continuation or amendment to a past project. The Jenins Access Area has been enrolled in the Access and Habitat program since 2008, (Projects: Jenins Access Area , Jenins Access Area 2009, Jenins Access Area , Jenins Access Area ). Prior to being enrolled in the A&H program, Jenins Ranches allowed very limited by-permission hunting. Vehicle access will continue to be limited to designated private access road, BLM roads, and existing county roads. No vehicle access will be allowed off designated roads and due to resource concerns no ATVs are allowed on property. 15. Hunter Use Data: New Projects: Must give estimates of expected usage and how usage will be assessed. Old Projects: Use Access Area Permit data, vehicle or pedestrian counts, hunter interviews, etc. Two permit boxes and two traffic counters were installed on the largest contiguous bloc in the southern portion of the access area in The Jenins Access Area averages a satisfaction rating of 3.86 (1 = not satisfied 3 = satisfied 5 = very satisfied) since the installation of permit boxes in While ODFW staff and OSP have observed a high amount of use on the Jenins Access Area, compliance with the permit boxes continues to be exceptionally low. Traffic counters have provided intermittent use data (see appendix B). As a reminder, TraffX counters and returned permits are only a sample of the total use for the area. Not every parcel the Jenins Access Area has a traffic counter or a Chec-in ios.

6 Additionally, hunters may actually be hunting on public land while filling out permits/passing a traffic counter as they enter or exit the area. 45 Jenins Access Area Hunter Satisfaction Hunters The Jenins family reports that they receive between 5-10 calls per month during hunting season concerning fols wanting to use the By Permission portion of the access area. The project may be accessed via Highway 78 southeast of Burns to the East Steens road to the Stonehouse road. The project may also be accessed via Highway 78 and then the Virginia Valley Road. Jenins Ranches will administer the By Permission hunt program on the property and maintain records of how many hunters use the By Permission portion of the property. ODFW staff will maintain existing signs and permits boxes. Hunter use and satisfaction will continue to be monitored through the permits and vehicle counters. 19.
